HOT Monday Morning Briefs on the Los Angeles Political Machine

While the Port of Los Angeles-representing Politicos flock to welcome the largest Container Ship ever to berth at the Harbor, the facts are that the twin Ports of Los Angeles and Long Beach are still in recovery mode after recent work actions.

** You can't blame the likes of Mayor Eric Garcetti, CD 15 City Councilman Joe Buscaino and Congresswoman Janice Hahn for flocking dockside at the Port of Los Angeles to welcome the largest Container Ship ever to berth at the Nation's busiest Harbor. The French-based Shipping Company CMA CGM's newest Container Ship "Benjamin Franklin", is a behemoth with its 1,300 ft. length and 180 ft. cross section, that enables a capacity of 18,000 "TEUs" (one TEU equates to a 20 ft shipping container). 

While the berthing of the Benjamin Franklin is hopefully the first of many Ports of Call for the growing fleet of mega Container Ships being built by the world's largest shipping firms, recent train counts via the Alameda Corridor Transportation Authority, show that since the end of the most recent Labor Job Action in late 2014/early 2015. the amount of daily train traffic is down from 47 (2014) to 39 (2015) per day.

In recent years, both the Ports of Long Beach and Los Angeles have invested Billions of Dollars in upgrading their respective waterfront infrastructures, to accommodate for the arrival of the newest generation of mega Container Ships, by dredging shipping channels and building dockside rail-loading facilities (while secretly rolling-back, promised pollution-cutting requirements) .

Yet unlike ports in Europe and Asia, which have invested in robotic automation that keeps pace with the growing size of ships ........, and their desired quicker unloading needs, The twin ports, especially LA, are endangering their share of the global trade market, as they remain vested to the interest of Organize Labor (and City Hall, which has increasingly used the Port of LA Department as a patronage dumping ground).

For the moment, the twin ports can rejoice in the fact that the Panamanians are having issues with the seals on the new, larger locks for a upgraded Panama Canal, which will enable large Container Ships (but not those of the super size of the Benjamin Franklin), to bypass West Coast Ports. But if the twin ports remain wedded to Labor's 20th Century-rooted dockside practices, the loud horns pronouncing a economic-sustaining Port of Call, may become fleeting.

Its a Public Sector Getaway Friday 2015 as entities exampled by the Los Angeles City Council Central Committee goes on its annual Christmas/New Year Hiatus ........., while a potential Killer El Nino takes aim on shelter-lacking Homeless Population.

** Blogger's Note: Its time again for the most anticipated Getaway Friday on the yearly Public Sector Calendar as bureaucrats and politicos switch into slumber/hiatus mode for the Christmas/New Year Holiday Season. For the next two weeks, with many workers, staffers and elected officials taking time away with families, the various offices will operate with skeleton staffs.

But with latest weather forecasts showing a potential, first major El Nino-influenced Storm targeting Southern California for Christmas, first-responders may be beginning an extended period of life-threatening work that is surely to included numerous responses to emergency calls dealing with LA's increased Homeless population.

Many longtime political observers will surely remember the 2004/2005 Record-breaking Rainy Season, where a then, yellow jacket-donning Mayor James Hahn, went from one storm damage location to the next, while being shadowed by challenger Antonio Villar, as they engaged in a form of "Storm Response Politics".

Now ten years later, Mayor Eric Garcetti and the City Council are heading into the Holiday Hiatus without a concrete plan that offers the needed shelter for a vulnerable Homeless Population, just when the much-anticipated El Nino Winter is set to commence.

CD 1 City Councilman Gil Cedillo is to be commended for securing support of his colleagues to reopen the shuttered Bridewell Armory in Highland Park as a emergency shelter, but with thousands of newly-created Homeless (thanks in part to the AB-109 and Prop 47 Legislated Debacles),, creating encampments placed in areas of danger (hillsides and water was), more space is needed.

One location worthy of immediate review is the Hazard Park Armory which currently houses Rec & Parks Staff and the Connected Non-Profit Legacy LA. Located in Councilman Jose Huizar's CD 14, the location, like the Bridewell location, is awaiting much-needed infrastructure rehabilitation (funded in part with a $925,000 allocation via former Supervisor Gloria Molina), but can provided needed space ........., if Councilman Huizar is willing to support a emergency shelter within his Council District----Scott Johnson.

** Blogger's Note: Its pains me, especially in the last recent months, to keyboard any missive regarding the death of someone connected to myself, either through friendship directly, or via an attachment to a friend. Yesterday's horrific accident in Highland Park that tragiclly claimed the life of a young man, grounded in faith, who was well-centered via a foundation of supportive friends and family, became one of those attachments when I contacted a friend who's child was a classmate and close friend of Andres Perez. Just in my conversations with that confidant (who acts as a quasi Den Mom to the close knit group of students on many occasions) it became readily apparent to myself, the numerous positive attributes (especially rooted in character) that Andres possessed. Simply, Andres is (or was) someone that through his continuing maturation, would of been a pillar of faith that strengthens his surrounding community via good deeds ....... In this moment of great loss, I implore those who can ......, to consider helping the Perez Family (link here to his Go Fund Me Account) in giving this Young Man of Faith a services befitting one our Better Angels of Tomorrow----Scott Johnson.     

Councilman Cedillo's Motion to use Bridewell Armory as Emergency Homeless Shelter is Approved by Council

CD 1 City Councilman Gil Cedillo takes decisive actions in mitigating the Northeast LA Homeless Issue, including winning support for his (Mayor Sam-inspired) Motion to open immediately the Bridewell Armory as an Emergency Shelter (with some help from CD 14 Councilman Huizar).

** Blogger's Note: Let it be documented that on December 16, 2015, CD 1 City Councilman Gil Cedillo took decisive action to mitigate (partly) issues pertaining to the operation and funding (with a kind contribution from CD 14 Councilman Jose Huizar) of the Highland Park All Saints Church Homeless Shelter on Monte Vista ........., but further, his City Council Colleagues supported and approved his Motion to order the Recreation and Parks Department to immediately make the Bridewell Armory available as a Emergency Homeless Shelter. We have good news to report. Thanks to our advocacy, LAHSA has agreed to work with our office to approve All Saints Episcopal Church as a winter shelter. After receiving this news, I immediately introduced a motion to place the site on the winter shelter list, securing protections under the shelter crisis. This will allow them to access LAHSA funds and operate through the winter season. It was approved by Council today. I'd like to thank my colleague Councilmember Jose Huizar for graciously donating $20,000 from his discretionary funds to help the shelter continue its work. The City Council also approved a motion I authored, which asks the Department of Recreation and Parks to immediately open the Bridewell Armory as a winter shelter.

Voted today to provide $20k in ‪#‎CD14‬ emergency funding immediately to support Recycled Resources for the Homeless important work serving the‪#‎homeless‬ community in ‪#‎NELA‬. I'm happy to support this more than worthy group seeking to address homelessness in our City. (Notice no mention of Bridewell Armory support).

We were tipped off by our KRLA 870 AM Talk Radio Friend Randy Economy, that during yesterday morning's LAUSD Press Conference regarding its decision to shutter all its educational facilities, School Board Member Monica Garcia (aka "Gorda Boo Boo"), was caught in a hot mic moment on the live KNBC Channel Four News Coverage of the Presser, referring to herself as .............., the MEXICAN OPRAH.

As we briefly stray into a alternative future where the MEXICAN OPRAH holds down the lead-in spot to the Novellas on either Univision or Telemundo, we can envision the likes of a former "Failure Mayor" and a certain "Dear Charro, Princeton Graduate" having regular roles. Plus, there may be a chance for a former "Sancha" to resurrect her "news reader" career.

Creditable Terrorist Threat (whoops hoax) shutters all LAUSD Educational Facilities for Tuesday

The Los Angeles Unified School District takes the drastic step of shuttering all its affiliated educational facilities in response to a Creditable Terrorist Threat email to one (or more) School Board Members.

** Blogger's Note: Dawn rose (again) on the reality that we live in unsafe times ......, and how our elected leaders respond to "creditable threats" are sure to garner intrinsic scrutiny, especially when a half-million children are forced to remain home.

The respective School Districts in New York and Los Angeles, were the recipients of "threats", targeting school facilities within the last 24 hours. But the credibility and ensuing responses resulting from both threats, could not be more different.

In New York, authorities quickly deemed the threat a hoax, with former LAPD Chief, now the city's Police Commissioner Bill Bratton stating the following ......, "These threats are made to promote fear...we can not allow us to raise the levels of fear,"  

But in Los Angeles, LAUSD Superintendent Ruben Cortines, did not delay in ordering a break from the Fall Semester Finals Week, in shuttering all LAUSD affiliated educational facilities for today as campuses conduct safety sweeps.

Surely, as more details emerge on the LAUSD threat, media comparisons on the respective responses to Los Angeles and New York threats will dominate the news coverage ......., but meanwhile the children are still safe, in both LA and New York-----Scott Johnson in CD 14.

Sadly, the closing of LAUSD campus played a indirect role in the tragic death of a Highland Park Los Angeles International Charter School Student, who was in route to class, returning home after classes were canceled, when he was struct and killed by a City Of Los Angeles Street Service Vehicle, at the problematic, Avenue 60 and Figueroa Intersection according to the LA Times.

Families, friends, students and staff at the award-winning L.A. International Charter High School in HERMON were deeply sadly this morning to hear from L.A. Police that a young man (identified as Andres Perez of Montebello) struck down as a pedestrian near 7:30 a.m. at Figueroa and Avenue 60 was in fact one of the members of the senior class, walking from home near Highland Park to the school's hilltop campus here. Death was reportedly instantaneous, and the driver (*CORRECTING: of a big-rig semi truck) remained at the scene. Family was in transit to the scene when the school was informed at about 8:30 -- based on his student ID. School officers have joined them there. Hermon 's prayers go with the family and his classmates!

So much for NOT politicizing a tragic death.

Evening Update: We have a Dueling Battle of the Chiefs. New York (and former LAPD Chief) Police Commissioner Bill Bratton states that LAUSD over-reacted to the same email hoax. Current LAPD Chief Charlie Beck lashes back at Bratton for mocking the reaction of LAUSD.

Damned the Hoax ........, continue learning ahead!!: When the going gets rough via a Hoax interfering with the process of learning at Boyle Height's Roosevelt High School , well ........, how about a little whining to go with the twitter?

“When you have a savage teacher and she still wants you to complete her final even though there’s no school,” one of her students wrote on Twitter. The student deleted the post, but still re-tweeted more than a half-dozen responses from friends and classmates also slamming the teacher as “crazy.” “We probably dying and s— and she will be like your hands still work there is no excuse,” another wrote, while a third said she was “hating” the teacher.

But according to a reliable source, another possible reason for "Slobo Mikey" withdrawing from the contentious contest, was a poll that showed him performing poorly. "Slobo Mikey's" poor poll showing, can be attributed to his strained relationship with the Armenian Community as exampled by the recent "replay" of the 43rd Assembly District Democratic Delegate Elections, that saw a major victory for Anthony Portantino-supporting delegates----Scott Johnson.

A "David (Highland Park Community) vs Goliath (McCormick, Barron and Salazar Developer)" Court Victory

** Blogger's Note: Former Mayor Sam Blogger Solomon "Antonio Watch" Wolfson (who we hope is well), wrote the following below in 2008, about the proposed "Highland Park Transit Village". 

A few miles down the Arroyo, the Highland Park Transit Village is coming. A four story, multi-block, all-but-certainty, residents are told. Minor details yet to be worked out include: a) what it will look like, b) whether or not it will include retail, and c) whether or not it will supplant all existing public parking spacesand provide adequate parking for the new residential units. Oh—and, what will become of the “market-priced” units when the market fails to deliver. One thing is certain: 75% “affordable” means developers Kevin McCormack, Richard Baron, and Tony Salazar will sleep soundly—far from Avenue 56 and Figueroa.

In late 2015, despite the efforts of current CD 1 City Councilman Gil "Broken Deal Cedillo", his predecessor Ed "Density" Reyes, along with the then local Southwest Society Insiders Cabal, featuring the likes of Carol Jacquez, Pat Griffin and Jenny Krusoe, the community altering (adversely according to some) trio of McCormack, Barron and Salazar, will be mulling the legal costs (both past and future), as they ponder their "Goliath Legal Beatdown" by the "David-like Friends of Highland Park".   

The connected Developer, which is synonymous for the Density Housing, espoused by the likes of former CD 1 City Councilman Ed Reyes and CD 14 City Councilman Jose Huizar, will likely join with the City of Los Angeles, in appealing the decision, that would force them to restart the approval process (which includes a new EIR).

Mayor Sam Exclusive: Councilman Cedillo against Privately-financed Homeless Shelter in Highland Park Church

As the nights become chilly and a El Nino-influenced Winter nears, Mayor Sam has learned that CD 1 City Councilman Gil Cedillo is opposing a Faith-Based Group-financed Homeless Shelter at the All Saints Church, located at Avenue 56 and Monte Vista Way in Highland Park.       

** Blogger's Note: In a Mayor Sam Exclusive, we have learned that a Faith Based Group-financed 30 Bed Homeless Shelter at the Highland Park All Saints Church (locate at Avenue 56 and Monte Vista) is facing opposition from CD 1 City Councilman Gil Cedillo. Zoning issues are the alleged reason for the Councilman's opposition. If true, Cedillo's would contradict recent Mayor Eric Garcetti and City Council pronouncements which advocate for decisive action in combating LA's growing Homeless Issues. According to our source, the 30 Bed Shelter, which is being funded via a grant from a West LA Faith Base Group, is set open at 4 PM today. The timing of the opening coincides with growing concerns about the proliferation of Homeless Encampments within Flood Control Washes across the city. In recent months, LAPD and various city department have undertaken sweeps along the Arroyo Seco to deal with this situation. Considering that this response from the Faith Based Community is being privately-financed, the actions of the CD 1 City Councilman merit further vetting----Scott Johnson.
