Councilman Huizar/University of Scandalous Conduct's (USC) "Hazard Park Preservation Mission Accomplished" ........., Naught!! The Photographic Reaity

As photographs posted below bluntly detail, the CD-14 City Councilman Jose Huizar/"University of Scandalous Conduct's (USC)" supposed Hazard Park Preservation Mission Accomplished Theatrics", was a Political Campaign Facade that has fail to address SERIOUS Public Health and ADA infrastructure concerns at the Historic Eastside Green (currently Brown) Space. 
The infamous President George W. Bush Iraq War "Mission Accomplished Media Event".
No amount of choreographed Photo Ops Theatrics (especially during a Re-election Campaign) cannot mask the reality (as noted below) that Hazard Park ......... is still a Historic Green Space in Peril. 
** Blogger's Note: With no apologies to "University of Scandalous Conduct (USC)" President Max Nikias (along with underlings Martha Escutia, David Galaviz and Zul Surani), plus a certain Princeton Graduate, CD-14 City Councilman, the Bloggin Photographic Essay below, bluntly shows that their combined, choreographed "Hazard Park Preservation Mission Accomplished Moment (timed initially during the 2015 CD 14 City Council Campaign)", in reality have fail to address SERIOUS Public Health and American with Disabilities Act (ADA) infrastructure concerns, meriting IMMEDIATE attention. The argument can be made that the Historic Cultural and Environmental Green Space, is in worst condition after USC-financed work to install exercise equipment ........, rather that upgrading the outdoor restroom, irrigation system and ADA access. Further, activists decades-long efforts to rehabilitate the Hazard Park Wetlands and have formal Historic Designation bestow on the Park, honoring the 1968 Gathering by the late Educator Sal Castro and thousands of Eastside Students, seeking Educational Equality, face a LONG, uncertain resolution. But the photographic documentation below (and above), showcases again the affects of Political Exploitation that leaves the gifted property of Henry T. Hazard, in a continuing State of Blight----Scott Johnson. 
The current shade-lacking and absence of grass has dramatically curtailed park visitation.

For the Record, the Mayor Sam Blog received a tip regarding this meeting and ATTEMPTED to partake in observing the proceedings ........., but was told by a staff member (Nick Moghadassi) of The Wellness Center that this was a PRIVATE EVENT. Thus, this blogger/community stakeholder was politely TOLD to leave.

This Act of Excluding Stakeholders (and a discerning Media) runs contrary to a previous pronouncement from Supervisor Solis regarding the need of USC to embrace the Greater Community in Dialog regarding their Biotech Corridor ambitions

Los Angeles County Supervisor Hilda L. Solis on February 26 called on the University of Southern California to embrace and support community residents as it moves forward with plans to build a biotech research park at its Health Sciences campus, adjacent to Los Angeles County-USC Medical Center. To be successful, USC must design its research park to ensure “people are invited to come down the hill, or across the freeway or even from the other side of town” to work or study at the campus, Supervisor Solis said. 
We would like to give the benefit of the doubt that Supervisor Solis is true to her words regarding USC' need "to embrace and support community residents (not just those supportive enablers being offered Trojan largess, allegedly), but in witnessing ysterday's proceedings (before our expulsion), the words above smack of empty, meaningless verbiage, considering the exclusiveness of those invited ........., who included the following;
Former LA-32 Neighborhood Council President Marleen Fonseca (formerly Caudillo): Fonseca (formerly Caudillo), who's ethically/character-challenged proclivities have been well documented, recently attempted to block a successful LA-32 Motion, supporting a $250,000 Grant via former Supervisor Gloria Molina, for Tree Planting/Youth Vocational Training at Hazard Park.
Legacy LA supporters: In attendance were the Ramona Gardens supporters of Legacy LA who had the dubious distinctions of being expose of misusing Public Funds (ie. writing checks to self) and supporting Liquor Licenses for 7 Eleven.

Ray and Ruth Rios of the Hazard Park Preservation Committee: The Husband (when not engaging in physical altercations) and Wife Duo (who are also members of the Hillside Village Property Owners Association), have fail to contact their fellow committee members (including this blogger for the record) about their involvement in these PRIVATE proceedings, while enabling the political agenda of CD-14 City Councilman Jose Huizar (and condoning USC's past actions) .
While we are not surprise that the "University of Scandalous Conduct" would seek out those within the community with past episodes of ethical/character-challenged behavior, we must question whether the supposed environmental and working class advocate Supervisor Solis, is a willing partner in associating with those (including USC), who's past actions have had an adverse impact on the greater community, in supporting a project that will have a potential, profound future impact on ALL stakeholders/neighbors surrounding the proposed, Biotech Corridor Project Area?-----Scott Johnson.

In the aftermath of the recent City of Montebello City Council and School Board Elections, the Commerce Casino may need to reevaluate its longtime relationship with the infamous Southeast Los Angeles County Chacon Political Family ........,and its Propaganda Organ, the formerly Los Cerritos News, now the weakly "Brian Hews, Los Chacon News".
Continuous financing of the nefarious Chacon Political Family may soon have unwanted ramifications for the Commerce Casino. 

** For anyone who ventures southbound on the Santa Ana Freeway (Interstate Five) from Downtown LA, their travels through the business landscape of Commerce, is momentarily broken up by the elegant decor of the Commerce Casino/Hotel. For residents within the business-friendly enclave, the Casino's contribution to the General Fund (about 40% of yearly operating revenue), equates to a high quality of civic services, investments in infrastructure ........, and for those elected to the Commerce City Council who maintain that relationship, they can count on some contribution love at Election Time.

Does USC Really Care about Alcohol Abuse (and its Impact on Sensitive Communities)?

With NO apologies to the LAPD Hollenbeck CPAB Members who covertly voted (via a misleading meeting agenda) to support five additional ABC Alcohol Licenses for the University of Southern California Health Science Campus Hyatt Hotel Development, we must ask USC President Max Nikias and its Board of Trustees, whether the Private University ......., REALLY CARES about Alcohol Abuse ......, and its impact on Sensitive Communities.

** Blogger's Note: We received the following from former Lincoln Heights/ LA-32 Neighborhood Council Member and noted Alcohol Abuse Activist Hugo Pacheco. In recent years, Pacheco has been the Front Person in the successful efforts to stop further Alcohol Proliferation within the Lincoln Heights and the 90032 Communities (the scuttled Las Villas Project, Eastlake & Broadway 7-Eleven Store denied Beer/Wine License and the El Sereno "Big Saver Market denied ABC License Upgrade). As Mayor Sam recently disclosed, USC sought to circumvent the Boyle Heights, Lincoln Heights and the LA-32 Neighborhood Councils, in covertly seeking the inappropriate (via violating LAPD CPAB Protocols) support of the LAPD Hollenbeck Division CPAB. In response, Pacheco has keyboard the brief missive posted below, that ponders whether LA's largest employer, is engaging in double-speck regarding its commitment to combating Alcohol Abuse within its Institution ........, and in the communities surrounding its campuses----Scott Johnson. 

As has been stated at the LA-32 Neighborhood Council Meetings, USC is seeking to obtain 5 new liquor licenses on its Health Science Campus in Boyle Heights.

The rhetoric sounds good but you can also see the failure in the much touted AlcoholEdu, an online science-based alcohol prevention program that provides a tailored educational experience focusing on the impact of alcohol on mind and body.
Its about time they think about the impact that their proposal would have on the surrounding communities where alcohol abuse is of major concern.
This should be of prime concern as USC, a private non-profit corporation with a tainted history of participation in the Eugenics Program continues to expand it foothold in the community.

** The supposed Mastermind of the infamous Southeast Los Angeles County Chacon Political Family, Montebello School Board Member Hector Chacon, is less than a week away from his failed attempt to gain control of the Montebello City Council (via a alleged alliance with losing Councilwoman Christina Cortez Campaign Consultant Billie Martinez) ....., and the whispers of a coordinated effort to remove him, come re-election time are being heard. The multi-terms Board of Education Member, did himself no political favors with his "Fictitious Campaign" to place brother Fernando on the City Council. His Political Capital were also devalued due to the Chacon Political Family collaboration with the Publisher/Propagandist Brian Hews of the formerly "Los Cerritos News", that became the factually-challenged "Brian Hews/Los Chacon News", during the just completed Montebello Elections, Despite funding from the Commerce Casino, the Consulting, Propagandist Duo of Hector and Brian fail badly, with endorsed Chacon candidates. Fernando Chacon and Montebello School Board Member David Vela being defeated (along with others in Southeast LA).

** The voting record of first term, 39th Assembly District Assemblywoman Patty Lopez should dispel the whispers of those who thought she was a Republican, in a heavily-accented. lowly-educated immigrant persona. Despite the fact that she was a reliable Labor/Democrat Vote, who was able to get legislation approved by her colleagues ........, and signed by Governor Jerry "Moonbeam II" Brown, her fellow Sacramento Lawmakers and their contributing Special Interests, have not been reciprocating in supporting (with endorsements and contributions) as she faces a rematch with Raul Bocanegra of the ethically-challenged, Northeast San Dernando Valley Democratic Machine. Thirty-ninth AD Voters, will surely have no problem in this looming campaign rematch in discerning the candidates, with Lopez being the frequently-seen Incumbent (with grass-roots, cross-party support) ......, and Bocanegra, the face of a Democratic Machine with pending Federal Grand Jury issues.

In a Mayor Sam Exclusive, we disclose evidence of multiple violations of LAPD Administrative Order No. 6 regarding "The Structure and Responsibility of  Community-Police Advisory Boards", that supposedly safeguards its "non-partisan membership".

** Blogger's Note: In a Mayor Sam Exclusive, we disclose evidence of multiple violations of LAPD Administrative Order No.6 which outlines "The Structure and Responsibility of Community-Police Advisory Boards". From Item III regarding the "Membership" make-ups of CPABs ..........,, 
III. MEMBERSHIP. Commanding officers shall be solely responsible for the selection of all C-PAB members. When making membership selections, Area commanding officers are encouraged to seek the input of C-PAB membership, Department personnel, and members of the residential and business communities. Each Area shall have a Community-Police Advisory Board that is representative of its respective community. Such considerations as gender, ethnicity, and age (including high school students) should be considered to ensure that all facets of an Area are represented. Diversity, including that of thought and point of view, should be a topic that is consistently addressed by commanding officers to ensure that the makeup of their board accurately reflects all communities they serve. Diversity shall also include business people, educators, and community members. Members should be respected in the community, knowledgeable about conditions of their community, and have the ability to work well in a group setting. Members should also have the ability and willingness to inform the public or constituents of activities of the Advisory Board. Note: In order to attain non-partisan membership, elected officials, including the paid or full-time volunteer staff of elected officials, or active political candidates, shall not be selected to be a member of an Advisory Board. Elected officials and their staffs are permitted and encouraged to participate in C-PAB activities as a resource to the Advisory Board.
Yet the recent vote of the Hollenbeck CPAB to support Multiple ABC Licenses for the USC Health Science Campus Hyatt Hotel Development, has cause many discerning community members to express concern that the supposed, non-partisan Advisory Board, has become a tool for the political needs of CD 14 City Councilman Jose Huizar. In recent years, especially under the supposed leadership of its Co-chair Mago Amador, the selective body has voted to support issues (developments, alcohol licenses) that are normally the responsibility of the local Neighborhood Councils. 
In reviewing the photos below and other documentation, we can ascertain that the following, current CPAB Members were supporters of CD 14 City Councilman Jose Huizar; CPAB Co-chair Mago Amador, Vera Del Pozo, Luanna Allard, Raelene Allard, Mark Overstreet, Genny Guerrero, Tammy Membreno and Michelle Corzantes.  
Clearly, Captain Martin Baeza has a serious issue of community trust that merits investigation .........., and until a investigation on whether the Hollenbeck Division CPAB violated the provisions of Administrative Order No. 6 is completed, all votes supporting any projects, especially supporting ABC Alcohol Licenses for the USC Health Science Campus Hyatt Hotel Development, should be RESCINDED---Scott Johnson.

A Ethical Black Eye for the LAPD Hollenbeck Division CPAB (with help from USC)

 In a blatant disregard of Openness and Transparency, documentation obtain via a California Public Records Act Request, shows that the LAPD Hollenbeck Division Community Police Advisory Board (CPAB) may have acted beyond its Structure of Responsibility, in supporting the University of Southern California (USC) Department of Public Safety's request for multiple ABC Licenses on its Health Science Campus.

** Blogger's Note: In a response to an Open Letter/California Public Records Act (CPRA) request, the staff of the LAPD Hollenbeck Division has quickly provided the requested documentation that exposes the Division's CPAB Approval of Support, regarding the University of Southern California's request for multiple (five?) ABC Alcohol Licenses at its Health Science Campus Hyatt Hotel Development. Official Minutes from the August, 2015 CPAB Meeting note that the following Board Members Raelene Allard, Frank Wada, Margarita Amador, Ernest Sanchez, Sr., Ken Kallman, Yvette Lozano, Vera Del Pozo, Hector Hernandez, Lynnelle Sanchez and Genny Guerrero voted 10-1-1 to support the efforts of USC after a presentation by USC Public Safety representative Mark Dzurec. As clearly evident from the Hollenbeck CPAB August Meeting Agenda posted below, no mention is made that the selected body would be taking community input and voting on whether to support the request for additional ABC Alcohol Licenses in the Hollenbeck Division. Instead the Agenda just makes mention of a USC Public Safety Guest Speaker. According to local sources, well verse in the workings of LAPD CPABs, the Hollenbeck CPAB exceeded its Structure of Responsibility ........., and those who have concerns should be encourage to file complaints with the LAPD Office of Inspector General, and also demand an investigation of its support of additional alcohol sales within a sensitive community (** As a side note, multiple sources tell Mayor Sam that this not the first time that Hollenbeck CPAB Co-chair Mago Amador, has use the board to facilitate supporting a project being pushed by CD 14 City Councilman Jose Huizar)---Scott Johnson.

** Blogger's Note: We are on bloggin catch up mode as we attempt to bring our cyber audience up to date with so many topics connected to the backroom dealings of our local Political Machine. A top priority is the latest Controversy originating from LA's official "University of Scandalous Conduct (USC)"........, and this has nothing to do with a now former Football Coach in need of help. Instead ......., this has to do with another contemptuous breach of ethics/trust by USC President Max Nikias'es Administration underlings and representatives for its Hyatt Hotel Development on its Health Science Campus, in seeking multiple, alcohol licenses. Next week, we will chronicles the lies and multiple breaches of Openness and Transparency by USC staff , along with those who seek to support USC;s hidden requests, in exchange for undisclosed, future considerations (funding for pet projects, "Quiet Zones. etc.). We can note that next week's scheduled meeting (10-21-15) of the LAPD Hollenbeck Division CPAB has been cancelled ......, which documents we have obtained, may disclose why. ** City Attorney Mike Feuer will be a feature guest at the November 18, 2015 Meeting of the LAPD Hollenbeck Division CPAB. We can already think of a number of questions for the inspiration of our new "AB-109'Prop 47 Mike Feuer Crime Blotter Report", including ....., whether he will guarantee that future LAPD Comp Stats are not diluted down for political considerations. 
** The Sunland-Tujunga Neighborhood Council convened last Wednesday night and approved the crafting of two, strongly-worded missives that pushed back at the arbitrary actions of CD 7 City Councilman Felipe Fuentes. In addition, the Board of Neighborhood Commissioners have place the issues of Councilman Fuente's eviction of the STNC on its Monday Meeting Agenda.
** As we near our Annual Mayor Sam Political Ass Clown Awards, our nomination committee is meeting to discuss the granting of a "Special Ass Clown Award for Blue/Green Hypocrisy". This honor may be a first for a certain "State Political Royalty".

A Open Letter to LAPD Hollenbeck Captain Martin Baeza

We present the following Open Letter to LAPD Hollenbeck Division Captain Martin Baeza regarding the University of Southern California Health Science Campus Hyatt Hotel Project and its supposed request for an unknown number of ABC Licenses to sell/serve Alcohol in a health/crime sensitive community.

** Blogger's Note: Consider this a Teachable Moment on how to request accountability from your Public Servants, especially when the actions of an appointed body can have major, future ramifications on a crime/health sensitive community facing more stress on its infrastructure. For the record, there are over 200 Active ABC Licenses within the LAPD Hollenbeck Division. Surely, the members of the Hollenbeck Community Police Advisory Board would be cognizant of the impact of adding more choices for alcohol in an area such as the Greater Hazard Park/Ramona Gardens Community .........., or maybe not. We will find out soon---Scott Johnson. 

OPEN LETTER TO LAPD HOLLENBECK DIVISION CAPTAIN MARTIN BAEZA:
Good afternoon Captain Baeza,
I hope this open letter/email finds you and the staff of the LAPD's Hollenbeck Division safe and well.
At the October 5, 2015 Meeting of the Hazard Park Advisory Board, the Facility Director advised Stakeholders that she attended a recent meeting (August or September) of the Hollenbeck Division Community Police Advisory Board (CPAB).
During the CPAB Meeting she attended, a presentation was made by representatives of the Hotel Development on the University of Southern California (USC) Health Science Campus, that noted in part, the Developer's desire to seek approval for an unknown number of ABC licenses for the sales/serving of alcohol on the location.
In the interest of Openness and Transparency, can you provided the following documentation and information regarding the proposed sale/serving of alcohol on the site of the Hotel Development (Please note that this open letter/email also acts as a formal California Public Records Act Request)?
First, can you provide a copy of the Hollenbeck CPAB Agenda from either August or September, 2015 that denotes this presentation.
Second, can you a copy of the Official Meeting Minutes of the Hollenbeck CPAB, where the Hotel Development Presentation (noting the ABC licenses request) was made.

Please note for the record, that I have contacted representatives of the Lincoln Heights, Boyle Heights and LA-32 Neighborhood Councils regarding any actions on their part, regarding supporting (or not supporting) the supposed Hotel Developer's request for ABC licenses. None have done so.
In ending, I look forward to your response on this matter, especially in lieu of its potential, future impact upon the Greater Hazard Park/Ramona Gardens Community.

The Clowncilman Jose Huizar/University of Scandalous Conduct Hazard Park Tree Kill

On this day, June 11, 2015, Sierra Club-endorsed CD 14 City Clowncil Central Committee Member Jose Huizar, in concert with "The University of Scandalous Conduct", forever inflicted environmental and cultural damage to the historic configuration of Henry T. Hazard Park.
How low can the Sierra Club go in giving its coveted Environmental Endorsement to those who disregard the Environmental and Cultural Heritage of our Historic Green Spaces (maybe someone should ask Susana Reyes and Martin Schlageter)?
No amount of USC Money (and community enablers) can buy back the cultural and environmental harm inflicted on Historic Henry T. Hazard Park.
** Blogger's Note: Once again, the Greater Boyle Heights Community has become a cutting board for the wishes of the Powers to Be who have uber-contempt for its communal heritage. Not that he wasn't warned, but CD 14 City Clowncilman Jose Huizar, with "The University of Scandalous Conduct paying the way, forever altered the historical configuration of Henry T. Hazard Park by removing Historic Sycamore Trees that date back to the park's creation. The Zacatecas-born Politico, who arrived in this country after the community he calls home, was cut and slice by freeways, has enable the shaving of sacred, scarce green space, that has absorbed the footprints of thousands of park visitors for many decades, including those who sought Education Justice and Environmental Rehabilitation. Let history show that Clowncilman Huizar placed the wishes of USC above those who sought to honor Hazard Park with National Historic Landmark Designation that would of honor the legacy of Saul Castro, Alex Man and thousands who demanded education equality ........, but then the heritage of Boyle Heights is one that is defined by the cut and slicing of its communal heritage for the reigning politico's self interest---Scott Johnson.

Mayor Sam Exclusive: Unmasking the Quid Pro Quo (or Quos) behind USC's Broken Promises at Hazard Park and its Specific Plan


In a Mayor Sam Exclusive, we unmask an alleged "University of Scandalous Couduct (USC)-financed Quid Pro Quo" that provides political cover for its Broken Promises around the communities of its Figueroa and CD 14 Health Sciences Campus.   
 The likes of "University of Scandalous Conduct" President Max Nikias is all smiles when underlings such as Vice-Presidents Todd Dickey and Tom Sayles can orchestrate various Acts of Broken Promises, with the help of enabling local politicos.
 Native and Historic Hazard Park Sycamore Tree # 8 awaits a pending death and a community will lose precious Green Space thanks to USC President Nikias, phone number (213) 740-2111, Broken Promise not to encroach on Park Land.
** Blogger's Note: In a Mayor Sam Exclusive, we have learned that the "University of Scandalous Conduct" (aka USC) has broken another community pledge by not meeting its Local Hiring Goals, as specified in its City of Los Angeles-approved "USC Specific Plan". This latest Breach of Promise, comes after the discovery of its broken agreement not to encroach on Historic Park Land at Boyle Heights Hazard Park. These latest ethical lapses are becoming "Par for an Elitist USC Golf Course", under the leadership of its 11th President Max Nikias. Since his hiring to replace Steve Sample in 2010, the cities largest employer (not if you live next to its campuses) has involved its supposed Higher Institution of Learning, in ethically-questionable episodes (2012 Redistricting, Coliseum Giveaway, USC Specific Plan, Health Science Campus Master Plan). With help from underlings such as Vice-President (and former DWP Commission Member) Thomas Sayles and Senior Vice-President Todd Dickey, President Nikias has given a new meaning to "CONQUEST", especially when embolden with the alleged Quid Pro Quos given to local politicos such as ex Failure Mayor Antonio Villar and current City Council Central Committee General Secretary/Strongman Herman "Mini Amin" Wesson. We have learned that "Mini Amin" Wesson's younger brother Steve, was hire by USC six months after the City Clowncil Central Committee voted to approve the USC Specific Plan. Further, it has been speculated by some that the hiring of the younger Wesson Brother (to a position which he was under-qualified for), was also an eighteen months after that fact payoff to the City Clowncil Strongman, for his successful (if not legal) efforts to move the USC Main Campus out of CD 8 City Councilman Bernard Parks oversight. Thus, with the likes of Villar and Wesson benefitting from the University of Scandalous Conduct's largess (allegedly), then its easy to see why CD 14 City Clowncilman (and Wesson's Political Soul Brother) Jose Huizar, turned his back on the heritage of Hazard Park ........., for some day in the future (if not now), the "University of Scandalous Conduct" can help pay off a "certain settlement"---Scott Johnson in CD 14
The "University of Scandalous Conduct" has a job waiting for a City Clowncil Strongman family member, like Steve Wesson (with President Barack Obama), if past backroom dealings meet with the approval of its President Max Nikias (allegedly).

Morning Briefs on the Los Angeles Political Machine for Tuesday

The City Clowncil Central Committee is considering approval of allocations of Corporate Welfare (ie Tax Credits) for Hotel Developers in exchange for "Card Check Neutrality" for future workers.  
Lying the foundation for the future Wilshire Grand Hotel was predicated on a City Clowncil Central Committee allocation of Corporate Welfare. 
** Old habits are still a cause for consternation, especially when it come to Corporate Welfare at 200 Spring Street. The City Clowncil Central Committee is considering a new allocation of tax credits for hotel projects throughout the city in the hope of stimulating visitation. But in order to qualify for this latest round of Corporate Welfare, you must promise to make your site "Card Check Neutral" for workers.
** The City Clowncil Central Committee tomorrow will review and take action on the USC Health Science Campus Street Beautification Project which included at one time, building an extension of Norfolk Street through Hazard Park. But after united community opposition to the proposed Norfolk Street extension through the existing park land, USC moved the extension north onto its property and preserving the park in its current configuration.
The next step in preserving and investing in the park's sustainability, is to honor the historical, cultural heritage of Hazard Park, by seeking National Historical Designation in honor of late Latino Educator Sal Castro and the thousands of students who gather at the park in 1968 to demand Education Equality, as approved by the LA-32 Neighborhood Council.
