Did BHNC President Vera Del Pozo Disrespect the Memory of the Late Ruben Salazar?

Did Community Politics play a role in the denial by Boyle Heights Neighborhood Council President Vera del Pozo, of a request by fellow BHNC Member Carlos Montes, to honor late LA Times Reporter Ruben Salazar, with a "Moment of Silence", on the 45th Anniversary of his Murder in East LA?

** Blogger's Note: On the day before the 45th Anniversary of the death of LA Times Reporter Ruben Salazar during the Chicano National Moratorium March in East LA, a simple request to honor a slain reporter, (coming just 48 hours after race-related murders of two media members in Virginia), has created a community controversy, with its foundation in petty, payback politics. Boyle Heights Neighborhood Council Member (and its former President) Carlos Montes, made a request to newly-installed President Vera del Pozo, that the concluding meeting of the NC, be adjourned in the honor of the 45th Anniversary of the death of Ruben Salazar and a "Moment of Silence" be observed. But as evident at the 6:25 mark on the video above, his request was ignored/denied by President del Pozo.
After the meeting, a disappointed Montes posted the following on Facebook; "Very sad: at last nights Boyle Heights Neighborhood B.h. Council Board meeting the new president Vera del Pozo refused to hold a moment of silence for Ruben Salazar who was killed 45 years ago in ELA on August 29, 1970 while reporting on the Chicano Moratorium! Send her a message to her Face Book". and born was a Social Media-driven community dialog/ controversy. President Vera's sister (and fellow NC Board Member) Diane del Pozo Mora keyboard this, in defense of her sibling; "Her reason .... it was that the meeting had already been adjourned. There is a time and place for everything. You could have done it at the beginning of the meeting to offer the correct attention and time but no you walked in late. How dare you call her out on like that. You crossed the line. Vera del Pozo Phillip Jr. del Pozo Margarita Mago Amador Beatriz Ochoa Rafael Chagoya Fanny Redhothellraiser Ortiz this is a true attack on her character. But sadly in recent months, meetings of the BHNC have dissolved into personal (and political-driven) episodes of attacks on the character of NC Members. Thus, a exercise in honoring the memory of a renowned Reporter, becomes captive to another vile act of petty, payback politics---Scott Johnson.

Former Ramona Gardens Resident Fernando Chacon for City Council (again?) ............, this time in Montebello

From the bricks of Boyle Height's Ramona Gardens Projects, into the cesspool of Southeast Los Angeles County Politics, another member of the infamous Chacon Political Family (Fernando), brings dubious, political cash-laden Carpetbag to Montebello, in search a better political tomorrow (after two losses in Norwalk).

** Blogger Note: Judging from the "persuasive skills" exhibited by LAPD Commissioner Sandra Figueroa-Villa's "Connected Non-Profit El Centro del Pueblo" Employee Fernando Chacon during a recent protest in Cypress Park, its no wonder that he fail to convince City of Norwalk voters (twice, in 2003 and 2007) that he was suited to serve on its City Council. But you have to credit the audacity of the former Ramona Gardens Projects-residing, now infamous Southeast LA County-based Chacon Political Family (plus the FBI's Indictments of Tom and Ron Calderon), in seeking to find a political office that Fernando can call his own. Thus, becoming the third Chacon (after brothers Hector and Art), along with half-brother, just-re elected Commerce City Councilman Hugo Argumedo (who resigned previously for submitting a false Affidavit), to hold elective office. With the Chacon Family Carpetbag in hand, Fernando has domicile himself in the City of Montebello and is seeking to become a member of its City Council. We should note that his Political Family Mastermind Brother Hector, is currently a Montebello Unified School Board Member ......., and will surely play a lead consulting role in helping Fernando to avoid a campaign third strike. For those who are not well-versed with the past antics, mixed with formal, investigated findings, here are some "cut and paste samplings".
Central Basin Water District Director Art (or is it Hector?) Chacon (The Political Family Bad Boy): From the Daily News ......., Security videos obtained by this news organization show Central Basin Municipal Water District Director Art Chacon behind the wheel of a Mercedes he drove on district property earlier this month. Chacon, who hasn’t had a driver’s license since 2003, was recently censured by the board. He has come under fire for receiving a $597 monthly car allowance — even though he can’t legally drive.
 
Commerce City Councilman Hugo (half-brother) Argumedo: From the Eastern Group Publications in 2010......, Commerce City Councilman Hugo Argumedo was ordered today to resign from office after he pleaded guilty to filing a false statement in a civil lawsuit, said District Attorney officials. Superior Court Judge Henry Barela also prohibited Argumedo from running for office during the next three years. Argumedo pleaded to a misdemeanor count of obstruction of justice, while avoiding a felony count of perjury by declaration, said Deputy District Attorney Sandi Roth. The D.A. filed the case against Argumedo on Dec. 14. He pleaded guilty to submitting a false affidavit that he had certified as true in a civil lawsuit between the City of Commerce and former city attorney Francisco Leal.
 
Montebello School Board Member Hector (The Mastermind) Chacon: From EGP in 2014 ........,
California’s Fair Political Practices Commission (FPPC) has fined Hector Chacon, a member of the Montebello Unified School District Board of Education for violations that date back to 2008 and 2009. The FPPC voted at its June 19 meeting to fine Chacon $16,000 for misusing campaign funds and for failing to report economic interests as required by law. According to the FPPC, Chacon’s campaign committee, California Citizens for Good Government, co-named in the complaint, paid his political consulting firm Quantum Management Services approximately $75,000 between 2008 and 2009, in violation of the Political Reform Act.

........, and some background regarding Montebello City Council Candidate Fernando Chacon: From the LA Times .....,  Hector Chacon was a major beneficiary of the political action committee that he helped manage. From January 2008 through mid-2009, the group raised just over $102,000 and paid nearly $75,000 to Hector Chacon's consulting firm, Quantum Management Services. Hector Chacon says he had limited control over how the fund's money was spent and that, in any case, some of it went to subcontractors. Who were those contractors? According to disclosure forms, they included his brother Fernando's graphic design company and Victory Outreach, his brother Art's church.

We assume prior (or still on-going) issues with low API Test Scores and questionable Fiscal Issues are in the past ........., considering that the "Tata Coco" of Academia Semillas del Pueblo has ample time to keyboard pronouncements regarding what (and who) constitutes the latest "Coconut Vendido" to betray the "Brown Collectivist Cause", by selling out to the evil Disney Corporation ........, and that would be noted Chicano Artist Lalo Alcaraz. HOT Morning Briefs on the Los Angeles Political Machine for Monday

With termed-out Los Angeles County Board of Supervisor Michael Antonovich now officially a candidate for the open 25th State Senate Seat, a new "Uncensored Antonovich Website", is up and running as the main Democratic Candidates, Assemblyman Mike Gatto and Anthony Portantino, prepare for a "Campaign Blueblood Letting" in 2016.  
The State Senate Campaign of termed-out Supervisor Michael Antonovich is already garnering opposition attention.
From last evening's KRLA 870 AM's Randy Economy Show, to this Sunday's afternoon cyber-missive via the LA Daily News, the disclosure of termed-out LA County Board of Supervisor Michael Antonovich's bid for the open 25th State Senate District Seat, is already garnering attention ......., including from Democratic Operatives, who want to keep the Seat in the Blue Category.
A new website titled "Uncensored Antonovich" at uncensoredantonovich.com, is up and running, exposing the supposed "Ethical Lapses", "Inappropriate Emails" and "Head-Scratching Decisions" from the Republican Antonovich's twenty-plus years on the Board of Supervisors.
 Its head-stratching to say the least, that surrogates of one of the two major Democratic Candidates in this contest, 43rd AD Assemblyman Mike Gatto and former Assemblyman Anthony Portantino, would put resources into the creation of this "uncensored outing of Antonovich ........, or maybe not.

While the voting demographics of the 25th State Senate District favors the Democrats, its not a given that under the State of California's "Open Primary Rules", that both Portantino and Gatto make the top two in a Runoff Election, considering that a strong Republican Candidate (in the form of Antonovich), could coalesce the party's register voters into a formidable block, that takes out either Assemblyman Gatto or Portantino.

Thus, if the political planets align the right way (and monetary resources are allocated) the California Republican Party (and Antonovich) can pull the upset in 2016.

** Continuing on the topic of quick responses, the Los Angeles City Clowncil Central Committee was the recipient of same-day recognition for its 12-2 Vote to approve the "Mobility 2035 Plan" (which should also garner legal attention in the near future) at its Friday Meeting. That afternoon, KFI 640 AM Afternoon Drive Duo of John and Ken, wasted no time in bestowing its weekly's "Hacks in the Dumpster Award" on the twelve, yes-voting Clowncil Central Committee Members (click link to hear Podcast), with special attention given to CD 11 Clowncilman Mike Bonin ......., and the "Social Justice Champion" (who went to Princeton) CD 14 Clowncilman Jose "Increase Mobility for USC" Huizar.

Again, CD-14 gets Screwed in regards to Constituent Services

Once again ........., CD 14 constituents gets the bureaucratic shaft when it comes to Bureau of Sanitation follow-through on requests to clean up Illegal Dumping ......., despite Councilman Jose Huizar's past transferring of $1.2 Million dollars plus, of Central Los Angeles Refuge Transfer Station (CLARTS) Amenities Funds, to pay for salaries of staffers to handle these types of case work.
Once again, CD-14 achieves another dubious distinction under the leadership of Councilman Jose Huizar.
** Blogger's Note: With thanks to the Los Angeles Times latest missive regarding the unequal responses to City of LA residents requests to clean up Illegal Dumping, we can say, again, that Constituent Services truly suck in CD 14 (that is unless you are a certified "Huizzynista" in good loyal and influence standing). As the Times points out in its expose on the tracking of city-wide responses from the Bureau of Sanitation, to requests for clean up of Illegal Dumping, the Northeast LA and Boyle Heights areas (followed closely by El Sereno) of CD-14, along with poor areas of South LA, get a lesser percentage of follow through, compare to the rest of the city. For example, as The Times notes ............, Take Van Nuys and Boyle Heights, which had a similar number of requests. Since Garcetti was elected, 30% of requests in the east side area were pending compared with 1% in the Valley neighborhood. But while Mayor Eric Garcetti (along with Board of Public Works President Kevin James) are pledging to correct the supposed technical glitches that need rectifying, we have to ask where is the expected comment of indignation from CD 14 City Councilman Jose Huizar, regarding his constituents being screwed in comparison to the rest of the city? Yet, unlike the rest of the other council districts, CD 14 has transferred in recent years, $1.2 Million dollars plus from the CLARTS Fund to pay for additional staff salaries to handle these types of constituent services issues (but we know in reality that a "certain scheduler's" pay raises were paid for instead). Thus, while the Bureau of Sanitation needs to be held accountable, Councilman Huizar also needs to explain why his large (and well-paid staff) were not being diligent in ensuring quality ......., and fair resolutions to constituents requests for service----Scott Johnson.  
The Act of Follow Through on constituent requests to clean up Illegal Dumping, should not be predicated on Photo-Op value (allegedly).
The LA Times Graphic don't lie in showing that most of CD 14, especially Northeast LA and Boyle Heights (in darkest shade), getting short-changes on responses to clean up Illegal Dumping.
........, and also when it comes to allocating transfers of CLARTS Funds to pay for salaries of staff to handles these types of constituent requests (but hey, Francine got her pay raises for "services rendered").

TGIF Briefs on the Los Angeles Political Machine

Los Angeles City Hall Fiscal Bean Counters are seeking to "cap the pain" of its former illegal Telephone Tax, in a propose settlement deal of a Class Action Lawsuit, that could of cost The General Fund, nine figures in damages.
Are Angelinos getting short-changed in the propose Telephone Tax Settlement?
No Progressive (including "Mayor Gar-Soft-ee") loves to refund Tax Money.
For those who don't believe that one person can effect change at City Hall, then meet Estuardo Ardon.
In 2006, Ardon filed a suit against the City of Los Angeles over its tax levy on telephone services which was not subjected to federal taxation ..........., and nine years later, City Hall is crying a "legalese Uncle", in a attempt to avoid a General Fund-crunching payout. 
But for the 1.6 Million Angelinos and roughly 569,000 businesses register with the city during the timeframe outlined in the lawsuit, don't expect anywhere near a full refund of this act of illegal taxation as noted by Jack Humphreville ........., This is a real screw job. We are due over $1 billion (including interest). But we are getting less than $100 million and we have to jump through hoops to get the money. 
......., and if you have copies of your phone bills from the time period outlined in the propose Settlement, you can look forward to $30 per person or $50 for each business.
** Meanwhile, as the City Hall Fiscal Bean Counters exhale in their 90% plus lawsuit savings regarding the former illegal Phone Tax, they are busy (in secret of course), in projecting the future General Fund infusion of their next tax scheme being disguise as DWP Rate Increases. San Fernando Valley Activists Gregory Lippe and Richard Moss keyboarded an Op Ed in the LA Times which outlines the future "benefits" to the General Fund .........., In 2014, this transfer alone amounted to $266 million, and the two sources combined provided the city with $600 million. If the rate increase is approved, the 20% going to city coffers would amount to an additional $440 million to $450 million over five years. If the rate increase is not reversed after five years, the city would continue to get a projected annual windfall of more than $100 million. 
BTW, those figures more than offset the illegal Telephone Tax payout (times five). 
** Hmmm, was there a certain Mayor Eric Garcetti who sternly stated that Employee Unions (with the exception of PPL, UFLAC and of course, IBEW), should not expect any pay raises, until projected fiscal hits to the General Fund were "stabilized"? Well ........., the reality is that "Mayor Gar-Soft-ee", with the blessing of City Clowncil Central Committee Strongman Herman "Mini Amin" Wesson are secretly proposing a ............., four year contract with ..........., a 2% raise on July 1, 2017, adding $40 Million to the annual deficit and $120 million to the four year cumulative deficit.

We know that the former "Bloggin Designated Driver for Tony", turned occasionally-winning Campaign Consultant (especially if the opposing candidate has a terminal illness), is not one to shy away from a political challenge. But in the aftermath of yesterday's mega-turnout for Socialist Democratic Presidential Candidate Bernie Sanders, the local "Hillary for President" shill, will be hard press to match the crowd size and energy for any future events involve the "Spouse of Bill".
While much can be extrapolated from yesterday's rally and muse upon in bloggin commentary, the concise point to be made is that both parties have "Establishment Issues", personified by the campaigns of Senator Sanders (on the fringe Left) and Donald Tramp (on the frustrated Grass Roots Right).
........, and for the likes of Trujillo, who has found bountiful political opportunities, shilling for Establishment Politicos such as former Failure Mayor Antonio Villar, former CD 2/7 City Councilman Richard AlarCON and CD 14 City Councilman Jose "The Tonto Huevon" Huizar, the growing Progressive backlash against unprincipled politicos as noted above, may lead to a less-opportune, political tomorrow.
** After a long, politically-dull Summer, future hot-button issues are coming due for approval via the Los Angeles City Clowncil Central Committee. The latest issue already drawing scrutiny, and a growing backlash, is "The Mobility 2035 Plan". While some major city thoroughfares will face a forced, car diet, other areas will see an increase in traffic volume such as CD-14's Soto Street, which will facilitate USC Health Science Campus Expansion Plans. 
** Boyle Heights Community Meeting on the Future of Roosevelt High School:
 
Current Students and Community Members facilitate dialog on the State of Roosevelt High School.
From being the Educational Poster Child of former Failure Education Mayor Antonio Villar's "Partnership in Education", the current reality for Boyle Height's Roosevelt High School, is its dysfunctional environment that has seen the 90 years plus school placed on academic probation. Expect the controversy over the current, dysfunctional state of Roosevelt to become a major issue in the re-election of LAUSD School Board Member Monica Garcia.

Huntington Park, which has been the political birth place for the likes of former US Treasurer Rosario Marin and indicted, former LA County Assessor John Noguez, was the latest pit stop in the on-going dialog regarding illegal immigration last week.
First Term Huntington Park City Councilman Jhonny Pineda created a national uproar when he, with the support of three council colleagues, appointed the illegal alien duo of Julian Zatarain and Francisco Medina (a former Assemblyman Cedillo intern), to the Recreation & Parks and Health & Education Commission respectively.
It was a given that rabid commentators on both fringes of the illegal immigration issue, would be fixated on the actions of the Huntington Park City Council (with Councilman Valentin Amezquita dissenting), but the "real story" behind these appointments have nothing to do with espousing the positive contribution of illegal immigrants, instead its all about the money (ie. future government contracts).
While its not apparent that Beltran is seeking HP Economic Development Fund to open a version of the infamous Downtown LA "740 Club" on Pacific Blvd., there is some truisms to the fact that he is seeking to create a new business entity to hopefully garner contractual opportunities from HP officials ......., and considering that Beltran was the "Political Consultant" to the four council member majority, then that possibility could become a reality.
Huntington Park is no stranger to dubious, outside political interests, seeking to control its City Council, with the goal of reaping contractual enrichment. From 2003 to 2013, noted Southeast LA Municipal Attorney Francisco Leal, reaped millions of dollars in legal fees from the municipality before his connections to indicted former LA County Assessor John Noguez, ignited a civic rebellion against his HP City Hall allies.
With Leal out of the picture, HP (along with other Southeast LA municipalities) are being targeted by the latest political cabal, fronted by a political miscreant, who knows no shame in shilling for those, now the subject of federal indictments, viscously attacking the alleged sexual preference of his political opponents ......., and of course, behaving like he has no political skeletons, rattling for all to hear (and read in numerous missives of record).
Thus, while the likes of Assemblywoman Christina Garcia commends the Huntington Park City Council for its courage in appointing "The Undocumented" to city commissions, the blunt reality is that the same person who "outed" her alleged sexual preference, was exploiting the contentious issue of illegal immigration, to mask a blatant money grab of municipal funds (allegedly).

Morning Briefs on Tonight's LA-32 Neighborhood Council Meeting

Some quick notes on agenda items for tonight's LA-32 Neighborhood Council Meeting, presided by terminated LAPD Civilian Employee Marleen Fonseca (formerly Caudillo).
Its Millers ....., whoops, time for the monthly meeting of the LA-32 Neighborhood Council!!
** Blogger's Note: Please pardon the bloggin interruption but Summers are the busiest work time due to youth partaking in park programs. That said, tonight's meeting of the CD 14 Councilman Jose Huizar-controlled, LA-32 Neighborhood Council, merits some brief commentary due to questionable agenda items regarding expenditures and a potential, community-altering issue regarding the 710 Freeway.
1. Regarding Agenda Item # 30:
Discussion and Possible Action – Motion "That LA32NC contract a professional photographer to take photographs of General Board members of LA32NC for advertising and promotional purpose. Total amount not to exceed $400" (Membership and Outreach Committee 7/30/15 3-0-0)
 
Forgive me (naught!) for asking, but when in the age of Photoshop Software (which current LA-32 NC Treasurer Michelle Corzantes and husband Joshua, are proficient with, allegedly) , do a NC need to spend public dollars on a Professional Photographer? Surely, the likes of current NC President Marleen Fonseca (formerly Caudillo) and others, have numerous informal (and legally, formal frontal and sideways) photos that could suffice.
 
2. Regarding Agenda Item # 26:
Discussion and Possible Action – Motion "That LA32NC purchases from Our Town El Sereno up to $375.00 for 500 magazine/brochures, 8 pages both sided full color, size 11X17 fold to 8.5x11 stapled for advertising LA32 NC June 2015 and July 2015 events and board members and committees. (Membership and Outreach Committee 7/20/15 2-0-0)
 
Forgive me again (naught), but is this the same "Our Town El Sereno Monthly Magazine" created and owned by CD 14 Councilman Jose Huizar Staffer Julio Torres, who "recruited" most of the board members of the current NC incarnation? This smells "conflicting" to say the least.
 
3. Regarding Agenda Items 21 and 25:
21. Discussion and Possible Action – Motion "That LA32NC funds $500 for a mural on the El Sereno Stallions bin located at El Sereno Park. The LA32NC logo will be incorporated in the mural." (Beautification Committee 7/21/15 2-0-0).
25. Discussion and Possible Action – Motion "That LA32NC Co-sponsors with El Sereno Stallions Football and Cheer for the 6th Annual "Trunk a Treat" on October 29, 2015, and to fund up to and not to exceed $2,900.00 (line item will be provided for details) (Membership and Outreach Committee 7/20/15 2-0-0).
El Sereno Stallions Treasurer (and former NC Board Member) Roxy Melgar encouraging "voter turnout".
Just a thought, but how much public money has the Stallions Football and Cheer Program been granted in the last couple of years, compare to other community organizations (some documentation below)?
In 2014, CD 14 City Councilman Jose Huizar gave the Stallions $11,000 (not including NC money). 
In 2015, CD 14 City Councilman Jose Huizar gave the Stallions $20,000 (not including NC money).
Regarding Agenda Item # 22:
Discussion and Possible Action – Motion "That the LA32NC support the findings of the 710 Community Meetings regarding the 710 Draft Environmental Impact Report / Environmental Impact Study and submit the letter compiled by the Organization in collaboration with the Stakeholders present at the Community meetings held on June 18, 2015 and July 29, 2015." (Land Use Committee 7/23/15 3-0-0).
 
Memo to LA-32 NC President Fonseca (formerly Caudillo), as a Stakeholder (and former NC Board Member), was a copy of the "letter compiled by the Organization", made public for review as specified by the Brown Act? This is extremely important, considering that community members may not know about a certain "Connector Road" being stealthily, forced upon them.
