Outtakes from CD 14 Special Report: Year in Review

As the "Political Nightmare that was 2013" for CD 14 City Councilman Jose Huizar, nears its climax, we look back on the controversies that will surely carry over into a contentious 2015 re-election battle starting soon.
**Blogger's Note: Somewhere this evening, a certain lonely politico (maybe remaining political friend City Council President Herb "Mini Amin" Wesson still stand by him?) will gladly toast away for good a disastrous 2013 as CD 14's embattled City Councilman. With lawsuits in the courts regarding his First Street Driving Adventure, alleged Sexual Harassment of former Staffer Francine Godoy and the 2012 Redistricting Scandal, the shine that once radiated from a rising political star, has been replace by a foul stench of a politico hack who's past dubious behavior may come calling at the polling place come 2015 (or sooner in a court of law). But worse for the Princeton Graduate is his "inner turmoil of soul and character" that has seen him admit to "occasional, unfaithful behavior" and is compounded by health issues of his youngest daughter. Most public figures (with a semblance of character) would surely place family paramount and walk away from the political circus to repair the damage at home and find healing for his family, but for Councilman Huizar, his "Political Machismo" is such that despite the political warning signs that 2014 could end up worse, he will forge forward, on a collision course with a "Political Day of Judgment in 2015"---Scott Johnson in CD 14
The Official Vehicle of "Outtakes from CD 14", which can go from zero to a six-figure claim against the City of Los Angeles, on First Street in Boyle Heights.
With all the recent attention focus on the alleged Sexual Harassment Lawsuit of former Deputy Chief of Staff Francine Godoy, many CD 14 observers and constituents have most likely forgotten about Councilman Huizar's October, 2012 rear ending of a retire Huntington Park Police Officer near First and Boyle in Boyle Heights. While the common spin was that Huizar was not legally drunk at the time of his blowing into the tube (after sitting for two hours in the back of a Hollenbeck Division Squad Car, allegedly), the fact remains that the city is on the receiving end of a $500,000 claim that alleged violations of reporting protocols regarding reporting accidents in city-owned vehicles. Then there is the fact that a Happy Hour Birthday Party was being held for Huizar Staffer Eric Martell that afternoon. Makes you go hmmm ................
What new salacious disclosures will come from former CD 14 Deputy Chief of Staff Francine Godoy's Sexual Harassment Lawsuit against her ex boss Councilman Huizar?
The Famous Zuma Dogg photo of Councilman Huizar's Blackberry.
2013 was the year that all the old comments from the past on Mayor Sam, regarding alleged inappropriate behavior between Councilman Huizar and former Deputy Chief of Staff Francine Godoy, become an "occasional consensual reality", via the admission of the Princeton Graduate. But with Godoy alleging that there was nothing consensual about their supposed private trysts, we ponder whether another former Huizar staffer, turned defeated CD 9 City Council Candidate Ana Cubas, would be willing to describe for the record, the work place environment with the offices of CD 14?

Why was the FBI so interested in CD 14 City Councilman Jose Huizar?
Lets put aside tales of alleged drunk driving and infidelity for a fleeting moment and ponder whether
the insinuations made on this campaign mailer from the 2011 Rudy Martinez Campaign, are still on- going. In the recent leaked State Senator Ron Calderon FBI Affidavit, there are passages that refer to a previous investigation of "Two Los Angeles Officials". Further there is a passage where Senator Calderon describes a "Los Angeles City Councilman" who could be a "money drop" for fictitious Filmmaker Rocky Patel's attempt to buy political favors. Rumors have been flying around that the "political friendship" of City Council President Herb "Mini Amin" Wesson and Huizar has a mutualistic purpose in protecting their respective backsides from any nefarious dealings originating from the Building and Safety Department Bribery Scandal. Its common knowledge that former Building Inspector Samuel In, may have many tales of "political collaborations in CD 10 and 14" from his 40 plus years of employment, that came to a end when he admitted to taking bribes, to share with federal investigators.

** Lastly .........., 2013 saw the creation of a new CD 14 Political Adjective for retaliation in Eagle Rock when local Colorado Blvd. Merchants who opposed Councilman Huizar's Bike Lanes, were "Red-curbed".

2014 Predictions

After a two-year hiatus, I'm back with your annual predictions post. You should be warned, I have a horrible track record here, so take each prognostication with a grain of salt. Here we go...

Mayor Eric Garcetti's Chief of Staff, Ana Guerrero, will continue to earn electability chops in Jose Huizar's Council District, much to the chagrin of the incumbent and his supporters. Following her appearance in the Boyle Heights Christmas Parade - which included distributions from an 18 wheeler filled with toys and goodies - Guerrero will stage a special production of Ana Lloyd Weber's "Evita" where she will give a stunning performance of "Don't Cry for Me CD Catorce," at the bandstand at Olvera Street, followed up by Target gift cards raining from the sky.

Much to the chagrin of Blogger Scott Johnson and the community around the Arroyo Seco, the former site of the Southwest Musuem will be rededicated as "Villaraigosa University," with a special degree program in broadcast journalism taught by the ex-Mayor.

Following a special election in the summer of 2014, LA Fire Commissioner and former teacher Jimmie Woods-Gray will pull out a surprise win in the race to replace the late Marguerite LaMotte. Woods-Gray's victory, will deal a severe blow to LA's charter school movement.

Blogger/Writer Joseph Mailander will sign a deal for the movie version of his non-fiction book "Days Change at Night: LA's Decade of Decline." Esai Morales will be signed to play Mayor Villaraigosa and the film will feature a cameo by Randy Quaid as blogger Scott "Red Spot" Johnson.

The storied Sunland-Tujunga Neighborhood Council, which spent it's salad days with wins such as blocking a controversial Home Depot store, but in recent years has found itself the subject of questions on finances and it's policies on the homeless issue, will find it's incumbent members facing an electoral challenge in the spring from a coalition assembled by controversial local newspaper publisher David "Doc" DeMulle. The uprising will fail when all realize that Joseph Mailander was right when he said that the community is "18 people arguing with 17 people over 14 microphones and 60,000 that don't care." (Turns out the finals of Dancing With the Stars featuring Chaz Bono and Kim Kardashian is on TV the same night as the elections.)

Former City Controller and failed Mayoral candidate Wendy Greuel will jump into the race to succeed termed out LA County Supervisor Zev Yaroslavsky. Once again Greuel will use "Political Consultant/Private Citizen" John Shallman to helm her campaign and once again will lose, this time to former State Senator Sheila James Kuehl, "The Child Start Formerly Referred to as Zelda."

California Republican candidates for the State Assembly will pick up some unexpected wins in various races around the state, it won't be enough to assume control of the lower chamber, but it will take away the Democrats current veto-proof majority, leading to several deals between Republican legislators and Governor Jerry Brown, who will be by the way, re-elected handily.

Former radio talk show host and Mayoral candidate and current President of the Board of Public Works, Kevin James, will announce he is leaving the Republican party and register as "Decline to State." James will then announce his candidacy for the Council District 4 seat being vacated by Tom LaBonge.

County Supervisor Mark Ridley-Thomas will announce that he has brokered a deal for an existing NFL football team to move to the LA Coliseum with the 2017-18 season, but the deal will fall apart at the last minute. An expansion team for Los Angeles will eventually be located in a yet to be built stadium outside the city limits.

And finally, on the steps of the State Capitol, just after Thanksgiving, Governor Jerry Brown will announce his candidacy for the Democratic nomination for President in 2016.

Morning Brief on a Costly, Secrative Los Angeles Political Machine for Monday

The Coliseum Commission, with help from the "University of Scandalous Conduct" (USC), provides a "100 Level, Teachable Moment" on the costly ramifications of violating the Brown Act.
Coliseum Commissioners, LA County Board of Supervisor Don Knabe and Mrs. Herb "Mini Amin" Wesson, with USC President C. L. Max Nikias, are all smiles about their respective back room dealings.
** Blogger's Musings: The local "Political Novella" that is the secret dealings behind the controversial Coliseum Commission/ USC Sweetheart Lease Agreement, may never rise up to the suspense level of "All the President's Men", but the political cast of characters, and now, its real life taxpayers cost (in legal bills payable to California Aware and the LA Times), are sure to place this "Public to Private Special Interest Giveaway Scheme", on the top shelf of backroom dealings exposed. This Political Novella is not lacking for characters, with the likes of a former Sports Scribe, turned Nazi-labeling political hack, an enabling wife of a diminutive Clowncil Central Committee Dictator, a foul-mouth appointed public official and the lone, crusading public office holder, providing flavor, seasoned by the sprinkling of the inquiring duo of California Aware and the LA Time (who's act of real-life Journalism is deserving of merit), makes for a local, dubious political production, worthy of closer investigation by higher authorities. Below, we look back on some of the noteworthy tidbits of this latest sordid political saga via the "Public/ Private Associates of the Los Angeles Political Machine"---Scott Johnson in CD 14
The "Wesson Way" can be litigious ......., and costly to the taxpayers.
Former LA Herald-Examiner Sports Scribe and current Coliseum Commissioner David Israel, is not shy about going "Nazi" on his fellow Commission Member.

Thou should know, now, that no backroom dealings remain secret for long.

2013 Political Ass Clown Award Nominations ..........

** Blogger's Note: In honor of the creation of former Mayor Sam Blogger "Mayor Frank", its time to disclose our 2013 Nominations for dubious, self-important lowlights, via the cast of "Political Ass Payasos y Payasas", that make up the dysfunctional Los Angeles Political Machine.

For those longtime Mayor Sam observers, you will notice that our regular Ass Clown "Gorda Boo Boo" Poster Girl, has graciously gone on to bigger and better political offerings as a new member of LA County Board of Supervisor Gloria Molina's staff.

We should also note that this year, with another election cycle just past, that many of our out-going Political Payasos y Payasas are deserving of special recognition. Thus, our Political Ass Clown Award Committee will be working overtime (between swigs from our brown bag wrapped beer of choice), to properly bestow the appropriate, dubious distinction on those nominated. ** Please note that our 2013 Political Ass Clown Awards are bloggin interactive. A Christmas Campaign Coming Out Event for Ana Guerrero in CD 14?

A little (3000 gifts) Christmas Toy Giveaway becomes a likely Campaign Coming Out Event for Mayor Eric Garcetti's Chief of Staff Ana Guerrero in CD 14's Boyle Heights.
Honorary Grand Marshall Ana Guerrero waves to the large crowd at Saturday's Teamster's Toy Giveaway in Boyle Heights.
** Blogger's Note: Before this blogger's gets engross in the political speculation of the morning, let me properly highlight first a Christmas Miracle of Character that continues to grow and give from the heart of former Ramona Gardens Resident Gabriel Acosta, who's desire to give something back to his neighborhood, has picked up support from the likes of the Teamsters and this year gave 3,000 community children some special love. This year incarnation of Gabriel's Miracle also had some special support from now Mayor Eric Garcetti, who was part of last year's event in Ramona Gardens as a Mayoral Candidate. Due to logistical concerns and seeking to grow its reach of giving, the event was move to First Street's Mariachi Plaza. The support from Mayor Garcetti was clearly evident via an appearance as the Honorary Grand Marshall by his Chief of Staff (and rumored CD 14 City Council Candidate) Ana Guerrero. The prominent role given to Guerrero went far to increase her name recognition (and political speculation) among the mostly CD 14 audience and did not go unnoticed by the couple of CD 14 City Councilman Jose Huizar staffers who were mingling among the masses. Clearly, Guerrero's appearance was choreographed to showcase Guerrero for a possible CD 14 Campaign and she did not disappoint---Scott Johnson in CD 14.

A Bloggin Announcement .................

Where did a certain Mayor Sam Blogger disappear to?
An "Exhaustive Efforts" Deadline looming (a term no Neighborhood Council Member wants to be associated with) ...............
** Blogger's Brief: For the last couple of weeks, this blogger's output has been greatly curtailed due to dealing with the very possible "Exhaustive Efforts" tag being place on his Neighborhood Council (LA-32), by Empower LA. Thankfully, due to a majority who put community paramount over petty personal issues, the current incarnation of the LA-32 NC will survive through the next election cycle. Thus, it will free back up the time to remind the local political bloggersphere of the latest past "Exhaustive Groping Concerns" regarding CD 14 City Clowncil Central Committee Member Jose "Dear Charro, Princeton Graduate" Huizar. Best weekend wishes to all (especially the Fresno State Bulldogs as the get ready to "Red Tide" on the "University of Scandalous Conduct" tomorrow in Vegas), and we will return Monday----Scott Johnson in CD 14.
Congratulation Again Indeed!!

Major Announcement from the Friends of the Southwest Museum Coalition

The Friends of the Southwest Museum Coalition to hold 10 A.M. Press Conference Wednesday to announce ambitions Economic/ Cultural Plans anchored with a revitalize, open Southwest Museum.
May the City of Los Angeles Oldest Museum reopen soon.
** Blogger's Note: The Friends of the Southwest Museum have retain former Fox 11 News Reporter John Schwada as its Communications Frontperson as they prepare to disclose an ambitions plan for the museum site above the Arroyo Seco---Scott Johnson.

BOLD PLAN FOR SOUTHWEST MUSEUM TO ANCHOR CULTURAL-ECONOMIC DEVELOPMENT DISTRICT
Plan Challenges Autry Museum to Re-Think Its Neglect of the City’s First Museum

Advocates for the iconic Southwest Museum will unveil an ambitious plan tomorrow (10 am, Wednesday, Dec. 11th) to preserve and revitalize the city’s first museum and make it the centerpiece of a cultural and economic development district that links numerous cultural attractions in the Arroyo Seco communities of Highland Park, Montecito Heights, Sycamore Terrace and Mt. Washington.

“Our plan is meant to jumpstart a dialogue with the Autry Museum, the city’s elected leaders and those committed to the city’s cultural well-being about how to return the Southwest Museum to its original glory as a fully-functioning museum,” said Nicole Possert, spokesperson for the Friends of the Southwest Museum Coalition.

A Nov. 25th Los Angeles Times editorial challenged the Autry – the Southwest Museum’s managing partner – to reconsider its plan to take the Southwest out the museum business and make it a glorified community center.

The Coalition’s plan, developed by architect Louisa Van Leer of Plum Architects, will be released, with large architectural illustrations, at a location that shows off the Southwest Museum’s iconic beauty.

The plan envisions knitting together a variety of existing cultural and recreational attractions in the Arroyo Seco into a coherent, pedestrian- and bike-friendly cultural district that would stimulate economic development in the affected communities.

FBI to announce Indictments and Arrests in LA County Jail Investigation

How high in the Los Angeles County Sheriff Department's Chain of Command will the FBI's Arrests and Indictments in its investigation of LA County Jailhouse Abuse go?
Will today's FBI Arrests and Indictments reach the level of Sheriff Lee Baca and former Undersheriff Paul Tanaka?
Numerous media outlets are reporting arrests and pending indictments of Los Angeles County Sheriff Department officials by the FBI, in its investigation of LA County Jailhouse abuse cover-ups and the alleged tampering of an inside FBI informant.
As the time nears the 1 P.M. Press Conference by G-Men Officials, the LA Times is reporting that seven officials have be indicted on obstruction of justice and giving false testimony under oath. The San Jose Mercury News states that at least a dozen officials have been implicated.

As one can visualize, this story is very fluid with Randy Economy of the Los Cerritos News noting the following .........

United States Attorney André Birotte Jr. and FBI Assistant Director in Charge Bill Lewis will be announcing the arrests during the press conference that is scheduled to begin at 1 p.m..
Los Angeles County Sheriff’s Department Spokesperson Mike Parker told HMG-CN that he is referring all media questions to the Los Angeles office of the FBI and that he would not comment on the specifics of the situation.

** LA Weekly's Gene Maddaus gets the award for best pre-press conference report via this missive at the "Weekly of Record" ..........

Federal authorities have indicted 17 current and former members of the L.A. County Sheriff's Department on a range of charges, including obstructing an investigation of abuse in the county jails, according to two sources familiar with the investigation.
The federal charges also relate to two incidents of violence against county inmates, as well as unrelated mortgage fraud and gun charges, according to the sources. The highest ranking defendants are two lieutenants -- Gregory Thompson and Stephen Leavins -- according to a copy of one of the indictments, posted after the jump.

More updates later this afternoon.

Morning Brief on a "likely" Ana Guerrero CD 14 Campaign in 2015 for Monday

Has Mayor Eric Garcetti Chief of Staff Ana Guerrero domicile herself in CD 14 for possible challenge against current beleaguer City Councilman Jose Huizar in 2015 (most likely)?
Mayor Garcetti Chief of Staff Ana Guerrero.
A political battle is coming to CD 14 in 2015.
Between the "political chisme" regarding his legal issues with former staffer Francine Godoy or his alleged connection to State Senator Ron Calderon's Bribery Scandal, it has been a given that the "Dear Charro, Princeton Graduate" would face a re-election challenge from someone associated with "Team Garcetti". After all, endorsing the wrong candidates in multiple elections (CD 1, CD 9, CD 13, City Attorney, City Controller, LAUSD District Six and Mayor) last May, is bound to get you labeled as "weak politico walking".
Since the May Runoff Elections, speculation has been rampant about possible challengers to a politically weaken Huizar. Names broached included LA County Board of Supervisor Gloria Molina, State Senator Kevin De Leon and Assembly Speaker John Perez among others.
But for various (and potentially scandalous) reasons, none of the three above will be the primary candidate to take out the former Mayor Antonio Villar (and Wendy "The Villar Greuel") ally. That designation may be bestow by Mayor Garcetti to his own Chief of Staff Ana Guerrero who has supposedly domicile herself in CD 14.
Early feedback on a possible Guerrero challenge bids not well for Huizar. Guerrero represents the best qualities in a candidate that would present major matchup problems for the embattled incumbent.. First, and most important, Guerrero is a young, successful Latina who would garner young, female and progressive support in a council district tire of the "Tonto Villar-type political (and personal) behavior". But most important, Huizar recent women issues would preclude him from going negative on a candidate such as Guerrero, taking away a past successful Parke Skelton/ Michael Trujillo campaign tactic.
But before anyone anoints Guerrero as the designated challenger to Huizar, they may want to search out Victor Griego who was the "Chosen One" in 1999, only to lose under the weight of his "political carpet baggage".
...... and no doubt, a growing group of home grown challengers will remind CD 14 voters of that in the upcoming 2015 Campaign.

Though it is rare to see a city council member voted out of office, there may be an opening for Guerrero. Huizar is facing a sexual harassment lawsuit from his former deputy chief of staff. Though he denied harassing her, the married Huizar did say he and Francine Godoy had an affair. And Huizar endorsed Wendy Greuel over Garcetti in the 2013 race. (That said, Huizar still enjoys major support from Council President Herb Wesson.)

..... wonder why?  (think Building & Safety and Redistricting Scandal).

Distinguish Educator and LAUSD School Board Member Marguerite Poindexter LaMotte passes on at the Age of 80

Longtime Los Angeles Distinguish Educator and LAUSD School Board Member Marguerite Poindexter LaMotte passes away at 80.
Late School Board Member LaMotte leaves behind a legacy of Educational Achievement during her teaching and administrated career at LAUSD.
Late School Board Member LaMotte was a constituent critic of fellow LAUSD School Board Member Monica Garcia's favorite (and dubious) Charter School Academia Semillas del Pueblo.
An Education Stalwart, who facilitated education improvements at most of her various career assignments and later became steadfast defender of teacher rights as a member of the Los Angeles Unified School District's Board of Education, has passed away at 80 years of age.
LAUSD School Board Member Marguerite Poindexter LaMotte died while attending an Education Conference in San Diego with School Board President Richard Vladovic and District Superintendent John Deasy.
As a member of the Board of Education, LaMotte was a staunch UTLA supporter, who stood up against (and outlasted) numerous variations of supposed education reforms and the growth of charter schools within the sprawling district.
One of her constant combatant on the board was Eli Broad/ Mayor Antonio Villar Education Machine Mouthpiece Monica Garcia, who reigned until last June as the School Board President.
LaMotte was a constitant no vote (going back to 2007) against the Charter Renewal for the troubled Academia Semillas del Pueblo Charter School which was whole-heartily supported by Board President Garcia.
An unidentified critic of the Charter School upon learning of the death of LaMotte, recounted their numerous, insightful conversations about concerns involving educational, fiscal and ethical actions at the controversial charter school which resulted in the action by the School Board in June to revoke the High School Campus Charter.
According to her on line bio provided by LAUSD officials, LaMotte was first assigned to Drew Junior High School in the Los Angeles Unified School District (LAUSD), LaMotte’s determined efforts spurring underachieving students to scholastic excellence earned her a rapid succession of promotions. From Drew, LaMotte went to Edison Junior High to become Head Counselor, then to Francis Polytechnic High School, where she was Assistant Principal and, in 1984, to Horace Mann Junior High as Principal, where she also gained a sterling reputation for triggering scholastic improvement on each level.

In addition to her accomplishments in improving student performance, she was featured on NBC Nightly News, and other national and local news television programs which focused on the extraordinary scholastic performance and student behavior under her leadership at various secondary schools in Los Angeles.

Your thoughts .............. and prayers to the LaMotte Family.

Morning Briefs on a Chilly Los Angeles Political Machine for Hump Day

In another reality blow to the legacy of former Failure Mayor Antonio Villar, the much-touted 10,000 Police Force of LAPD is naught due to attrition with no upward movement in the near future.
No Million Trees or 10,000 Cops for former Failure Mayor Antonio Villar.
A Failure of Leadership via LAPD Chief Charlie Beck and now former Failure Mayor Antonio Villar, equates to growing attrition rate among the "Men and Women in Blue".
Great chilly morning to all as a reality chill spreads through the Headquarters of the Los Angeles Police Department ( and City Hall), thanks to today's above the fold, front page story in the "Old Gray Collectivist Hag on Spring Street (aka LA Times), regarding a strinking LAPD.
Really, is anyone surprise that another in a long list of "Collectivist Dependentcrat's" usual "Symbolic Pronouncements" (think Impeached President Bill Clinton's "100,000 Police Officers" or in this case, his Party Buddy Tony's "10,000 Cops"), meets with reality of truth?
Reality is also the fact that the progressive policies (Impound Towing Policies an example)) promoted by former Failure Mayor Villar and his appointed replacement to lauded former Chief Bill Bratton, Chief Charlie Beck, have created the attrition flow that will further strain deployments as the city reels from the inundation of AB 109 Prison Realignment
** Our friends at the Downtown News have opined on the recent upsurge of "inappropriate interaction" at the Downtown Central Library. Whether in the restrooms or in the cramped spaces between the book shelves, we ponder how the members of the City Clowncil Central Committee will react, especially in lieu of recent allegations of sexual misconduct at 200 Spring Street.
** Murals are once again legal in Clowncil Districts 1,9 and of course, 14, on residential properties. We hope that tolerance will reign as a new influx of hip newcomers may take liberties on what suffices for acceptable art work in the hood. Just think how the OGs will handle what currently passes for art in the hipster world.
