Its time for the Eighth Annual "Happy City Hall-oween Missive" via  the Downtown News Editor and "Reigning Scribe of Wit" Jon Regardie.
From the Downtown News: The Wicked Witch of DWP/IBEW Wendy "Boss D'Arcy's" Greuel seeking some haunted accommodations at 200 Spring Street. 
** Blogger's Note: A bloggin Fall Season coverage of the Los Angeles Political Machine is not complete come the Winter Solstice without the now Eighth Annual "Happy City Hall-oween Missive" via the keyboard of Downtown News Editor ......., and "Reigning Scribe of Wit" Jon Regardie. Surely, there will be some "Huizzy Zombinistas" who will claim that I am possess by the "Demons of Past Campaigns Lost (Rudy Martinez in 2011 and Gloria Molina in 2015)". But regardless of my alleged "Bloggin PTSD", we always find a chuckle from the yearly, creative Regardie City Hall-oween Missive as excerpted below----Scott Johnson.

** Toot toot! What’s that sound? Chugga chugga! Could it be? You look around and, wow, it’s the Broadway streetcar. But where’s it going? You see it halt at a stop labeled $100 million. Then it stops at a station dubbed $125 million. It rolls again but stops at $327.8 million. You look around and there’s a $275 million stop, a $281 million stop and a $250 million stop. Which one is right, what’s the thing really cost and can you ride it? You try to climb aboard but your body passes right through and, heavens to José, the streetcar just seems to be a fantasy! Will it ever come to reality? You have no idea.
** For those who thought that longtime South LA Columnist Betty Pleasant had ascended the "Soulvine to the Great Beyond", she is alive and well, producing her regular "WMD's" (either "Wanton Missives of Distortions" or rare "Written Missive of Distinction") for the Compton Herald ......., and the content never fails to provoke considering ,.........., Florida congressman Alcee Hastings is being lambasted for calling the state of Texas “crazy” for which the state’s congress members are demanding an apology. During a heated congressional debate on President Obama’sAffordable Care Act last month, tempers flared among the Democrats and Republicans to the point where Hastings called the entire red state of Texas “crazy” because, not only was its congressmen trying to destroy Obamacare, but its state legislators tried to pass a “dildo law” that specified the number of dildos Texas women could legally own—as well as their sizes and shapes! 
**  As the Joint DWP/IBEW Joint Job Training/Safety Non-Profits lost their desire to remain a non-audited entity within the "Boss D'Arcy Rizzo" Empire, Village to Village Blogger Paul Hatfield was none too shy in suggesting that a "Top Down Change" needed to be made at LA's utility to affect positive reforms ......., It is time for the city to replace Edwards as the one to track reforms. Appoint an individual from the private sector, independent of the utility. Someone not afraid to speak frankly. It need not – and should not – be a highly paid position. The individual could leverage off of the Ratepayer Advocate, the Neighborhood Council’s DWP working group, retired business people and local business schools.

Hey Dennis Que Paso, Are You Boss D'Arcy Rizzo's Shilling Bato?

Who did KCAL/KCBS Investigative Reporter David Goldstein find with IBEW/DWP/City Hall Strongman Brian "Boss D'Arcy Rizzo" as his irascible persona minces few words in calling the audit of the Joint DWP/IBEW Safety-Job Training Non-Profits politically motivated?    
Who that in front of "Boss D'Arcy Rizzo" and KCAL/KCBS David Goldstein? Hint, think alter ego "Denise"?
 Hmm. Is that ex CD 3 City Councilman Dennis Zine doing some undisclosed work for his former City Controller Campaign Supporter?
** Blogger's Note: Never underestimate KCAL/KCBS Investigative Reporter David Goldstein's ability to find a sub plot within an exclusive report, as witness with his exclusive chit chat with IBEW/DWP/City Hall Strongman Brian "Boss D'Arcy Rizzo". The fact that Goldstein was able to get the uber irascible City Hall Strongman to comment on camera regarding the recent audit of the Joint DWP/IBEW Job and Safety Training Non-Profits was an exclusive feat. But Goldstein also scored a bonus scoop in finding a certain former CD 3 City Councilman and a failed City Controller Candidate Dennis Zine, in the company of "The Boss", as they exited an apparent "working lunch" at Taylor's Steak House. Zine's outing in the company of "Boss D'Arcy Rizzo" is bound to raise discerning eyebrows as he retains a visible profile with his recent appearances on the KRLA 870 AM Randy Economy Show and in keyboarding opinion missives for City Watch ........, which includes his latest "City Controller’s Grandstanding DWP Audit is the Real Waste of Ratepayer Dollars". Since perception can be accepted political reality in Ciudad de Los Angeles, especially when caught on camera, with binder in hand, leaving a "filling power lunch (judging from the respective girths of Zine and Boss D'Arcy Rizzo)", then followed by a perceived bitter, former Controller Candidate's hit piece against his victorious challenger, now City Controller Ron Galperin, we have this simple question for Dennis (to the tune of the Texas Tornado's great song "Hey Baby Que Paso") ........, hey Dennis que paso, are you (or still) "Boss D'Arcy Rizzo's" (now consulting/shilling) Bato? Maybe that can be the topic for a future Randy Economy Show?---Scott Johnson.

A new CD 14 Home Address can establish Domicile for a possible CD 14 challenge of current City Clowncil Member Jose Huizar.

Reports from the Northeast LA area of City Clowncilman Jose Huizar's District, have associates of a former (or current) Political Officeholder, seeking a rental property to establish domicile for a possible challenge of the Princeton Graduate.

Two City Hall Strongmen come together to jointly cry UNCLE as an apparent agreement between Mayor Eric Garcetti, the City Clowncil Central Committee and IBEW's Strongman Brian "D'Arcy Rizzo", on the continuing funding of the DWP/IBEW Joint Job Training and Safety Non-Profits, is ironed out behind closed City Hall doors. 
 The two reigning City Hall Strongmen, City Clowncil Central Committee General Secretary Herman "Mini Amin" Wesson (top) and IBEW's Brian "D'Arcy Rizzo" (bottom) agree on conditions (including auditing) for the continued funding of "Working Californians", whoops, the Joint DWP/IBEW Job Safety and Training Non-Profits.

What will be the reaction from IBEW/DWP Strongman Brian "D'Arcy Rizzo" after both City Attorney Mike Feuer and City Controller Ron Galperin called the reigning City Hall Bully's bluff, in withholding the latest payment to the Joint IBEW/DWP Job Training and Safety Non-Profits?
The Bully that is IBEW/DWP Strongman Brian "D'Arcy Rizzo".

Angelinos need to be made aware of a pending Bully Temper Tantrum.
For those who were unfortunate to be on the receiving end of threats from bullies, know all too well that when a uber thug does not get their requested extortion, it can get ugly, real ugly.
Thus, what should Angelinos expect from reigning City Hall Bully, IBEW/DWP Strongman Brian "D'Arcy Rizzo" after City Attorney Mike Feuer and City Controller Ron Galperin initiated plans to put a new overseer and deny the latest payment to his "Joint IBEW/DWP Job Training and Safety Non-Profits respectively? Blackouts? Cut off in water deliveries? More "Working Californians Independent Expenditures" to City Clowncil Central Committee Members such as Curren Price, Herman "Mini Amin" Wesson, Jose Huizar, Felipe Fuentes and Gil "Broken Deal Cedillo" to do nothing in response to a Bully's latest threats? 
The latter is most likely unless pressure is put on the City Clowncil Central Committee to cut off this annual $4 Million Dollars bailout to sustain "Boss D'Arcy Rizzo's" operating excesses and .........., campaign contribution kickbacks to the majority of those within the Horseshoe who remain silent on this growing scandal.
** Surprise, surprise!! LAPD's computer software program known to the discerning political observer simply as COMPSTAT, is showing an increase in Aggravated Assaults as noted by LAPD Chief Charlie Beck and Mayor Eric Garcetti in a recent photo op. Normally, COMPSTAT is program to show decreases in all crimes (especially violent types) by dumbing down what is supposedly a violent act of law breaking. Thus, in the near future, will we see an expose on the truth of COMPSTAT? BTW, lets not forget the impact of now City Attorney Mike Feuer's co-authoring of AB-109 on the rise in crime.
** Mayor Eric Garcetti has a surge of a crisis coming ashore at the Port of LA as a hundred, union-inspired truckers are striking, seeking to become "employees", instead of merely operators. If this job action gain support of unionized Longshoremens via work stoppages, the long-term ramification for the Port of LA and Long Beach could see Shipping Companies bypass the twin ports, in favor of business friendly Ports of Calls by a newly-widened Panama Canal.  
** Former SEIU 347 and 721 Union Leader Julie Butcher is leaving Andy Stern's Fiefdom for a new gig as the Business Representative for Teamsters Local 911. Meanwhile, the Fourth Annual Matt Butcher Memorial Golf Tournament is on July 19 at the Brookside Golf Course, next to the Rose Bowl in Pasadena.

End of Fiscal Year 2013/2014 (and Vacation Getaway day) Briefs on the Los Angeles Political Machine for Monday

Its time for the annual Getaway Celebration of another pending "New Fiscal New Year" and Birthday in the Great Outdoors. Thus after today, this blogger will be on hiatus until next Monday (with a bloggin surprise or two, between now and Monday).

As Public Department Heads engage in last minute stashing of unspent funds for the soon to be 2013/2014 Fiscal Year, this blogger preps for the annual getaway to celebrate another bloggin year of being. Thus before we depart for a soothing break from the political, cyber world, here are some topics for musing.
** Lincoln Heights residents are venting their anger over the latest CD 1 act of broken promises from the Office of City Clowncil Central Committee Member Gil "Broken Deal Cedillo", According to a source, negotiations over plans for a return of the Lincoln Park Fireworks Show, fell apart at the last minute when the Office of Clowncil Member "Broken Deal Cedillo", reneged on a promise to fund the show..........., and when "Broken Deal Cedillo" was confronted about this, he allegedly knew nothing. 
** Activists within the membership of SEIU 99 are up in arms over what they see as a sell out by their leadership in regards to a new contract as noted below ..........
FYI Union Brothers and Sisters, SEIU 99 sold out it's members, please visit the website seiu99.org for the TA agreement, it's highlights, not the actual language. Spread the word to classified members. As a rank and file member I urge everyone to Vote No!!! 
** Will someone find Michael "MEAT/Chief Parker" Trujillo a pacifier quick! It seems that MEAT has some issue with Mayor Garcetti setting up a new "Connected Non-Profit" to raise money for policy initiatives. Lil Mikey needs to reacquaint himself with his former Failure Mayor Antonio Villar's proclivities for "Pay to Play" with the likes of Million Tree LA and lets not forget all those free Laker tickets.
** With no apologies to Team Garcetti, but we must ponder whether the Mayor will have the "Political Cajones" to exploit the supposed loop hole in its agreement with IBEW/DWP "Boss D'Arcy Rizzo's" Joint Job Training and Safety Non-Profits

** Whoops!! We almost forgot to note the historic moment coming to CD 14 on Fourth of July as the first ever Medical Marijuana Farmers Market takes place in Boyle Heights. We are sure that the "Dear Charro, Princeton Graduate" will welcome this new growth business with a toke.

Time for Mayor Garcetti to get Explicit regarding "Boss D'Arcy Rizzo's" latest Threats

As IBEW/DWP Strongman Brian "D'Arcy Rizzo" demands his next installment of $4 Million Dollars for the supposed Joint Job Training & Safety Non-Profits, we use some expressive verbiage in pondering whether Mayor Eric Garcetti will show "political elan, fortitude, cojones" in standing up against "Boss D'Arcy Rizzo's" thinly-veiled threats?  
As "Boss D'Arcy Rizzo" litigates to delay compiling with audits of the Joint DWP/IBEW Joint Job Training and Safety Non-Profits, his latest act of audacity gains support from LA County Labor Federation Leader Maria Elena Durazo.  
Maybe Mayor Garcetti's choreographed "F-bomb Moment" would have found better acceptance if use in response to "Boss D'Arcy Rizzo's" latest threat?
With respects to our Square Peg Rhodes Scholar, turned First Term Mayor Eric Garcetti, this is not the time to lighten up ......., and were not referring to your choice of vulgarity with empty beer in hand.
To the point Mr. Mayor, you, along with the DWP Commission, City Attorney Mike Feuer and City Controller Ron Gelperin, have been called out by the reigning Bully of City Hall, IBEW/DWP Strongman Brian "D'Arcy Rizzo".
"D'Arcy Rizzo" wants some more lunch money, $4 Million Dollars made payable to the Joint DWP/IBEW Job Training and Safety Non-Profits, and he wants it NOW! And if his latest demand is not met ........, the reigning City Hall Bully is making insinuations (ie. a direct threat) of a long, hot and dry Summer ahead, literally.
But rest assure Mr. Mayor, most bullies, especially the political variety, have deep-seeded insecurity issues and in the case of "Boss D'Arcy Rizzo", the mere thought of having to reveal the secretive expenditures of the Joint Non-Profits, via audits, is the basis for his latest mass gathering of the flock to denounce you.
The fact that "Boss D'Arcy Rizzo" called upon LA County Labor Federation's Leader Maria Elena Durazo to stand with him, in calling upon you to stand by a deal crafted back in your City Clowncil Central Committee Era, is evidence of the need to stay the course on auditing on how the $40 Million Dollars allocated to what was designed as a IBEW Bailout (and contribute back to allies) Fund, were spent (** after all, if the LA County Coroner had done an autopsy on Durazo's late husband Miguel Contreras, we may know how he really went on to the "Great Brother and Sister Collective in the Red Sky", but I digress).  
Further, as DWP Watch Dog Jack Humphreville highlights in his most recent City Watch Missive, the search for the past $40 Million in allocations, is entering sensitive line items of dubious expenditures as he notes ........
While the stated purpose of these two Institutes was to fund IBEW Local 18’s efforts to improve the safety and training of workers of our Department of Water and Power, the real purpose was to absorb IBEW salaries and overhead as its revenue from membership dues was hit as a result of the downsizing of the Department’s work force in 2000.  This diversion of Ratepayer money allowed Union Bo$$ d’Arcy to continue to pour money into his political slush fund through which he was able to buy considerable influence with Mayor Villaraigosa and the City Council.    
That noted, its no surprise Mr. Mayor that only the reigning voice of fiscal sanity on the current City Clowncil Central Committee, CD 8 City Councilman Bernard Parks, was willing to go on the record in suggesting withholding any further payments to the Joint Non-Profits, while the likes of your CD 14 Political Nemesis (and former DWP Oversight Committee Chairperson) Jose Huizar remain silent.
Thus, Mr. Mayor, now is not the time to blink in your stand off with Boss D'Arcy Rizzo, better yet, you may want to channel former Secretary of State Madeleine Albright who uttered the following one-liner after the Communist Cuban Regime shot down two civilian aircraft in 1996, in calling out the Bully's audit non-compliance, ......
 "This is not cojones. This is cowardice."[ 
.....and when a Political Bully at City Hall is seeking to extort more public money by making threats against rate and tax paying Angelinos, then its time for a supposed reform-minded Mayor to man up and use all remedies (audits, lawsuits, investigations) to stand down "Boss D'Arcy Rizzo ......, and if you need to get profanely explicit  in doing so, don't do it with an empty beer in your hand.

If you are Steve Veres, who is seeking to become the first local politico in recent memory to serve on two different City Clowncil Central Committees, its never too early to raise money (and set aside cash for future campaign debt) ..........., especially when you are a client of "Private Citizen/ Campaign Consultant" John Shallman.
See CD 4 City Clowncil Central Committee Candidate (via the San Fernando City Clowncil Central Committee and LACCD Board of Trustees) Steve Veres smile now, before potentially-becoming the latest client debtor of "Private Citizen/ Political Consultant" John Shallman.
Nice of Steve Veres Boss and soon to be State Senate President Kevin De Leon, to lend his name to this "future Shallman Campaign Debt Fundraiser".
No one can claim that this blogger does not have a kinder and gentler side ......, on rare political occasions.
When now to be California State Senate President Kevin De Leon was dumped on the couch (allegedly) of Mt. Washington's  Mr.and Mrs Carol Jacquez (the "Bill and Hillary" of Northeast LA Democrats) by former Assembly Speaker (and fellow San Diego transplant) Fabian Nunez, to become the LA Political Machine's designated Assemblyman, an ambitious San Fernando Politico helped soften the carpet-bagging transition, through quality Constituent Services that embarrassed a certain "Princeton Graduate, turned Dear Charro Politico".
Now nearly a decade later, the former San Fernando City Council Member, who day-lighted as both a Assemblyman and State Senator Kevin De Leon Staffer (while moonlighting as a LACCD Board Of Trustee in an exercise of political resume enhancement) Steve Veres, needs all the monetary help he can garnered in seeking to become the first politico in recent memory to serve on, two, City Clowncil Central Committees ......, and we want to help.
In the spirit of giving, we offer the following ideas to stimulate fundraising for his soon-to-be-costly campaign to replace Tom Lebonge come 2015.
** Sell signed videos of Steve Veres celebrating the San Fernando Recall Victory of those who would later meet the same political fate.

** With the exception of our 2014 Ass Clown Awards, sightings of the former CD 1 City Councilman Ed "Density" Reyes have been fleeting to say the least. But as Mayor Eric Garcetti touts the nearly $1 Billion Dollars in federal money heading west for LA River Revitalization, the supposed Planning Visionary, is the subject of a one, two,  three part KCET Profile.
** Beloved Los Angeles Journalist and Civic Activist Ron Kaye takes a break from retirement to keyboard a missive regarding the dismal state of voter participation in last week's "Greece on the Pacific" (formerly the Golden State) Primary Elections. 
** Surprise, surprise, months after the likes of the new incarnation of the DWP Commission, City Attorney Mike Feuer, Mayor Eric Garcetti and City Controller Ron Galperin united together in calling upon IBEW/ DWP Boss Brian D"Arcy Rizzo to account for $40 Million Dollars in taxpayers money, allocated to the Joint Safety and Job Training Non-Profits, Boss D'Arcy Rizzo is on the distracting, counter attack. Meanwhile, we would like to remind the First Term City Controller of a promise he made at a past LANCC Meeting to audit a "certain CD 14 Councilmatic Fund" as noted in the approved LA-32 NC Resolution below.

We hope that City Controller Galperin does not channel the former City Controller "Villar and Boss D'Arcy Call Greuel" in ignoring request for transparency in auditing the CLARTS Fund.

The "Boss D'Arcy Rizzo Political Call Greuel of Choice" declines run for Board of Supervisors

The growing Joint DWP/ IBEW Safety Training Academy Non-Profit Scandal may have ben a contributing factor (among many) for the decision by former City of Los Angeles City Controller and Mayoral Candidate Wendy Greuel, not to run for LA County Board of Supervisor.
The "Boss D'Arcy Rizzo Political Call Greuel" waves off possible Board of Supervisor Campaign.
The politically obvious came to fruition this afternoon with former LA City Controller and Mayoral Candidate Wendy "The Boss D'Arcy Rizzo Political Call Greuel", announcing that she will not seek the open LA County Board of Supervisor Seat being vacated by a termed-out Zev Yaroslavsky.
With declared candidates, former State Senator Sheila Kuehl already surging in fundraising, Santa Monica's Bobby Shriver poise to use Kennedy Family money and resources, Greuel would faced a major uphill battle. And then, there is the issue of political timing that would impede a successful campaign.

Late Morning Briefs on a Los Angeles Political Machine in Decline for Thursday

Finding the obstruction (via IBEW's "Boss D'Arcy Rizzo"), the political dysfunction (via a Clowncil Dictator Herb "Mini Amin" Wesson Commissioned Report) and the fault (under the Millennium Project), that highlights a "Progressive, Sanctuary City-State" in decline.
Do IBEW/ DWP Strongman Brian D'Arcy (top) share the same corrupted, Political DNA with former City of Bell City Administrator Robert Rizzo (bottom), when its comes to disdain for oversight of the expenditure of public funds?
Good morning to all as Mother Nature cast the appropriate gloomy veil over a "Progressive, Sanctuary City-State" in need of an ethical intervention.That need was highlighted yesterday in a trio of stories which will surely reinforce the thought for some, that America's second-largest city is on the road to a Detroit-like future ........, if it does not get stuck first in the traffic along the way.
IBEW/ DWP Strongman Brian "Boss D'Arcy Rizzo" has fail to grasps since last May, that elections have consequences (especially when you are on the losing side) and that the" political door and lock that hide his and IBEW's "skeletons of past nefarious dealings", now have some new "political key masters". Thus, as the "political key masters" come to unlock "Boss D'Arcy Rizzo's" door (via subpoenas), the floundering, political scandal moniker namesake of the former, convicted City of Bell Administrator, would be wise to heed the paraphrased words of noted "Animal House Educator, Dean Wormer", that "fat ( with post mayoral election baggage), drunk (with delusions of current political power) and stupid (to not provide requested fiscal documents), is no way to sustain your post mayoral election political life". 

Second, for discerning Angelinos who have spent the last couple of decades living in Los Angeles, surprise, was most likely, not the first would broached in response to the dire findings of a 2020 Blue Ribbon Panel Report, commissioned by City Clowncil Central Committee Strongman Herb "Mini Amin" Wesson, regarding the "current state of being" of our "Progressive, Sanctuary City-State".
While the report is blunt and to the point, all the findings will all go to naught if the same usual cast of dysfunctional, supposed Progressives and Collectivists Dependentcrats, are the recipients of "promised funding" that will only grow a bottom class of dependent wards of government.
Third, take the moment to link on to the photo of the Capital Records Building above and you will find the major "fault" (at the base of the "scarp uphill" on Vine) at the center of the growing Hollywood Millennium Project Scandal. For decades, Geologists have opine and issue studies on past and possible activity on the Hollywood Fault Zone (strangely, the Building and Safety Department were derelict in knowing this), that stretches west in We Ho and West LA.

But yesterday, a new report was unveiled that elevates the future risks of a powerful quake along the fault zone and was quickly responded to by the discerning critics of the fault-straddling mega-project.

Great Friday morning to everyone as we near the 10 AM start time of a day of choreographed public hearings within the John Ferraro City Council Chambers at City Hall on proposed DWP employees pay increases.
This morning's "Old Gray Collective Hag on Spring Street" (aka LA Times) Print Edition headlines that Mayor Eric Garcetti stands alone against an united City Clowncil Central Committee ..... and DWP IBEW Strongman Brian "Boss D'Arcy".
As many discerning local political observers have noted, this is the first (and defining early test) of leadership for new Mayor Eric Garcetti, who campaigned against excesses at the DWP.
No doubt, DWP IBEW Strongman Brian "Boss D'Arcy" would love to show Mayor Garcetti who really controls the political dynamics at 200 Spring Street (in addition to the DWP Headquarters on Hope Street), but if Mayor Garcetti is true to his campaign message, he can man up against "Boss D'Arcy" ( and his "Mini Amin" Wesson crony) and sent an early defining message that he stands with the average Angelino, in reforming a dysfunctional DWP.
Mayor Garcetti, no doubt an erudite student of American Political History, needs to channel his inner progressive political instincts and revisited the early 20 Century Populist Politician William Jennings Bryan's "Cross of Gold Speech". If Mayor Garcetti seeks to remain true to his progressive persona and wants to be taken seriously as a populist who stands for the average Angelino, then he needs to craft the message that the crucifixion of Angelinos on a cross of IBEW-crafted DWP waste, must stop and needed reforms must become paramount at Hope Street.
Now hoping that Mayor Garcetti will heed the advise.
**  Today may be Friday but its still not too late to bless our readers with "Another Soulvine Thursday" missive via the reigning South LA  Columnist of Record Betty Pleasant and this weeks edition finds Betty "musing with praise" none other than our favorite Infant Assembly, turned Ethnic Cleanser (or Armenians from 43rd AD Central Committee Voting Sheets, allegedly) Assemblyman Mike "Slobo Mikey" Gatto. An excerpt below.
Assemblyman Mike Gatto’s legislation to prohibit local governments from fleecing motorists who park at broken meters was signed into law Monday by Gov. Jerry Brown. The measure will ensure cities such as Los Angeles repair their broken meters in a responsive and timely manner by prohibiting them from ticketing cars parked at such meters. In response to Gatto’s legislation, the Los Angeles City Council recently rushed to temporarily repeal its ordinance that allows for ticketing at broken meters. But the council voted to preserve its ability to reinstate the unfair ticketing policy after a six-month trial. However, Gatto’s newly signed AB 61would eliminate this authority and allow motorists to park in spaces controlled by a broken meter for the maximum time allowed by the meter
“Local control does not provide the right to fleece taxpayers,” Gatto said. “The question of parking at a broken meter should not be up for review or reconsideration every six months, nor should motorists be subject to confusing ordinances as they drive from city to city. It’s time to end this unfair practice throughout California.”

If anyone doubted that the former republican, turned opportunistcrat City Councilwoman/ Controller and now “The Villar Greuel Mayor Candidate”, was the anointed choice to continue the reign of the Mayor Villar Political Machine, then defer to the “Boss”.

IBEW 18 Strongman Brian D’Arcy, along with “The Villar Greuel’s” friends in the Entertainment Community, announced the formation of a “Pro Villar Greuel Campaign PAC.

Furthering the premise behind bestowing “The Villar Greuel” on the former Valley Republican, is the disclosure that past Mayor Villar campaign associates Ace Smith and Sean Clegg, will be fronting the operations of the PAC.

In addition to supporting “The Villar Greuel”, the “Working Californians PAC” will also back CD 3 City Councilman Dennis Zine for City Controller and four other city council candidates.

** The bagpipes are nearly ready to announce the demise of City Clowncilman Mitch Englander and “Average Joe” Buscaino’s much-maligned $3-4.5 Billion Street Bond Proposal. Fellow council members Paul Krekorian, Bernard Parks, Jan Perry, Dennis Zine, with Tom LaBonge a possible fifth, stated their opposition to the placement of the proposal on the May, 2013 Ballot.

** In our exclusive on the possible illegal contributions from Bet Tzedek to the City Attorney Campaign of its former Executive Director Assemblyman Mike Feuer, we may have understated the amount of money donated by the city contractor. Fellow City Attorney candidate Greg Smith mentioned in last night’s debate that Feuer was the $30,000 candidate of BetTzedek. We invite the Smith Campaign to clarify their $30,000 claim.

** Outgoing CD 2/7 City Councilman Richard AlarCON disclosed yesterday that he has a homeless son, that wanders the streets due to mental health issues. With now two offsprings with “wandering issues”, we ask whether Councilman AlarCON ever made his CD 7 home available to his son?

** Neighborhood Councils city-wide should commend CD 8 City Councilman Bernard Parks efforts to give them more say in the decision making process at City Hall.

** Downtown News Editor and “Scribe of Wit” Jon Regardie, has a great interview with CD 9 City Council Candidate David Roberts. Roberts, unlike the other candidates in field, has intimate knowledge of the issues on the ground in CD 9 and is worthy to replace Jan Perry on the City Council.

Afternoon Briefs on the Los Angeles Political Scene for Monday

Union buster to the back?
That is discreetly and privately what some in the Los Angeles Labor Community are saying about Mayor Antonio Villar. But try to get these frontline labor leaders to state that for the record? Good friggin luck! These labor brothers and sisters do remember that the Mayor's "long time partner in labor" Maria Elena Durazo is the leader of the LA County Labor Federation.
But these private thoughts among Mayor Villar's supposed progressive allies may be the root of the mayor's "latest whine" (wonder if buddy Fabian Nunez had a special choice in mind?) to Daily News Rick Orlov, other scribes and editors on a recent visit to the Valley Daily Moldy Green Sheet of Record.
"I am a Democrat," Villaraigosa said, during a meeting with Daily News reporters and editors last week. "But I have been willing to make the tough decisions. We have laid off 400 workers. That is more than (former mayors) Sam Yorty, Tom Bradley, Dick Riordan or James Hahn did combined."
One can feel Villar's self-serving comments through the protesting masses of city employees who have long ago given up on awaiting any substanant fiscal leadership from the third floor and now await in patience the end of the Mayor Villar Era.
But still the clout of labor is not one to dismiss as seen with the recent deal between the Wyvernwood Apartment Complex's Fifteen Group owners and the County Fed led group of unions and community non-profits.   Something that Councilman Huizar will have to contend with as he opposes the Wyvernwood plans.

Los Angeles Politics Hotsheet for Wednesday

Who needs a week to read a 14 page document? Apparently members of the Los Angeles City Council.  A vote scheduled for Tuesday on legislation regulating medical marijuana dispensaries has been postponed until next week so that Clowncilmembers can study the document prepared by the City Attorney's office.

A  City Council panel led by CM Tony Cardenas says that Mayor Villaraigosa should not control the City's anti-gang programs.  Cardenas points to a lack of transparency from within the Mayor's office and laments the Council having no oversight authority over the programs.  The Mayor's staff denies the charges however Cardenas is suggesting the programs be moved to a new agency independent of the Mayor.

No wonder Brian D'Arcy and the IBEW is pulling out all stops to elect Chris Essel.  A city audit shows that massive pay increases given to DWP employees could bankrupt the utility's pension plan.  With news like that D'Arcy needs every vote he can get to continue to rob the DWP blind.

If Chris Essel is elected to the Clowncil she will find a chilly reception from the District's Neighborhood Council leaders.  Two of them, Lisa Sarkin and Judy Price, respond to and refute several claims Essel made during recent candidate forums.

Big three way race to assume the mantle of Speaker Karen Bass in the State Assembly. Among those jockeying include Kevin DeLeon, Felipe Fuentes and Mayoral primo John Perez.  If chosen, Perez would be the first openly gay member to serve in the leadership role.  The winner will be Perez.

And finally some good news about one of the last class acts remaining in Los Angeles.  The Dodgers announced that Vin Scully will be back for a record 61st season annoucing Dodger games on radio and television.  82 year old Scully - who has already been in the Hall of Fame for thirty years - said in a statement quoted in the LA Times that he was "very excited and optimistic"about next season.

Breaking: Judge upholds ethics laws to prevent Essel from overturning LAs clean money reforms.

United States Federal District Court Judge Dean Pregerson has tossed out the lawsuit filed by Brian Darcy's "Working Californians", on behalf of CD2 Candidate Christine Essel. The lawsuit sought to overturn a 24 year old ethics law that works to curtail undue financial influence in City elections. "Working Californians" had tried to frame the lawsuit as a free speech issue, but the Judge saw otherwise.

The lawsuit had been called "frivolous" by the Krekorian campaign. A spokesman for the Krekorian campaign expressed his delight at the ruling, and said that this was a "real blow" to the Essel campaign, and her army of lobbyist supporters.

In his ruling, Judge Dean Pregerson said:
“[Working Californians] has not provided any evidence that enforcement of the challenged contribution restrictions will effectively thwart its ability to make independent expenditures related to the upcoming city council runoff election. Working Californians is free to solicit contributions from as many donors as it likes, and assuming that no individual contribution exceeds the city’s $500 threshold, it can spend as much as it likes.”

CD2 candidate Paul Krekorian, who challenged the lawsuit said:
"By filing this lawsuit, the Downtown power brokers proved that they aren't satisfied just trying to steal this election for Essel, they want to hide their tracks too. I was very proud to defend the ethics laws that the voters of Los Angeles enacted and have relied upon for nearly a quarter century. Today we won a tremendous victory for transparency when the Federal Court agreed with my arguments and completely rejected the frivolous lawsuit brought by Chris Essel's special interest supporters to overturn the City's ethics laws."

** Another reason to be wary of bucking "Boss D'Arcy",.... he sues.
A nonprofit group closely tied to the Department of Water and Power employee union has filed a federal lawsuit against the City’s Ethics Commission, saying a city campaign fundraising law is unfairly limiting its ability to advocate on behalf of City Council candidate Christine Essel.
The case comes during a two-week period when outside groups have poured more than $280,000 into independent expenditures to boost Essel’s bid to replace former City Councilwoman Wendy Greuel, who is now city controller. Among those groups is the political arm of the International Brotherhood of Electrical Workers (IBEW) Local 18, which has spent more than $93,000 in support of Essel’s campaign. The union is headed by Brian D’Arcy.
Working Californians, the group suing the city, is co-chaired by D’Arcy and Marvin Kropke, the business manager of IBEW Local 11. The group devised the solar energy proposal known as Measure B on the March ballot, which was supported by Mayor Antonio Villaraigosa but was defeated by voters. And D’Arcy showed his political clout last month when he negotiated a five-year package of raises for DWP employees at a time when the police union agreed to forgo pay increases for two years because of the city’s budget crisis.
The effort to buy Chris Essel a seat in the "horseshoe" has gone legal.

Sierra Club Shilling for "Bastard Child" of Measure B

Did you consult with those left-wing tree huggers at the Sierra Club, regarding their renew support for the "Boss D'Arcy/IBEW Job Security Act", errr, Mayor Antonio Villaraigosa "Solar Initative" ??

Chrissy, the Sierra Club's new LA organizer, and I want to thank you for helping to move LA beyond coal. Why does the Sierra Club continue to build up its "toxic waste" of discord with the average DWP rate payer by supporting projects that only benefit the exclusive few like Ari Swiller and Keith Brackpool, with current DWP General Manager S. David Freeman in a supporting role?

As your myopic membership cries "warming", the true warming is taking place as the likes of Swiller, Brackpool, Nahai, Gore, Clinton, and labor allies such as "Boss D'Arcy" rub their collective hands together, and create heat (and new found wealth), off the dubious science that is the theory of "Global Warming".

BREAKING NEWS: Potential Shake-Up at DWP

We're hearing a lot of chatter with respect to DWP General Manager H. David Nahai, IBEW Labor Boss Brian D'Arcy and something about the upcoming Council District 2 race to succeed City Controller-Elect Wendy Greuel.

A very reliable source with decades long ties to the local political scene is telling us that Nahi is out as DWP chief, at the urging of D'Arcy and that D'Arcy could very well be the replacement for Nahai.  All of this is fallout from the amazing defeat of Measure B by local activists, for which D'Arcy reportedly blames Nahai. 

Coincidentally an excellent piece by Daniel Heimpel in tomorrow's LA Weekly will chronicle how a group of grizzled activists and internet bloggers and tweeters defeated the Mayor, the DWP, the unions and 12 City Clowncil members in drubbing Measure B, a controversial solar ballot measure.  The article also makes clear the amount of power D'Arcy wields at DWP.

Continuing, as part of a "success is the best revenge" move taken out of the Bitter Bernie playbook, Nahai, learning that Villaraigosa is "just not that into him" will run for CD2.

However, on the other hand, another very reliable source embedded deep within City Hall, a veteran of many campaigns over the last several years, tells us that this is news to them and beleives that Nahai does not live in CD2.  However, this tipster believes a "field clearing" player is gearing up to run for Greuel's seat, its just not Nahai.

They also go on to state they'd be surprised if D'Arcy wants to take over at DWP as the boss is a "labor guy."  They do predict other management moves at DWP, just not at this level.
