HOT Morning Briefs on the Los Angeles Political Machine for Tuesday

As two LAPD Hollenbeck Division Officers recover from injuries resulting from a deadly altercation with an AB-109 "Non-Violent Probationer", speculation is rampant about an alleged, "breech of crime scene protocol", by the now Captain of the newly-created Community Relationships Division (and "close associate" of Chief Charlie Beck), Ruby Malachi.

** As two LAPD Hollenbeck Division Officers continue their respective recoveries following a May 13 Shootout with a supposed (and now deceased) "AB-109 Non-Violent Probationer", speculation is becoming increasing rampant that a certain new "Captain I (and CLOSE associate of LAPD Chief Charlie Beck)" is in need of a refresher course regarding "Crime Scene Protocols". According to multiple sources, Ruby Malachi, the newly-promoted Captain overseeing the recently-created Community Relationships Division, was observed to have breech the May 13 Boyle Heights Crime Scene, as defined by the familiar (and clearly-noted) red color tape, pictured above. This latest episode is surely to garner more scrutiny on how the newly-promoted Captain, was chosen to preside over the equally-new Community Relations Division, forgoing the normal protocol that saw Captains serve in a Divisional Patrol position. 
The Boyle Heights Evergreen Cemetery Voting Precinct?
** KCAL/KCBS Investigated Reporter David Goldstein in his latest installment, finds that Los Angeles County shares some "dead polling proclivities" with the State of Illinois Cook County. Not surprisingly, the majority of the Dead Voters were Democrats ..........., and some cast their ballot by mail. Most longtime political consultants will agree that the best way to bridge the Polling Place to those seeking to cast a vote from the "After Life", is by the Absentee Ballot. This fact may be why the Princeton-educated CD 14 City Councilman Jose Huizar has proposed that ALL City Elections be facilitated by Mail  Thus, come the time when the termed-out Officeholder seeks to become Mayor, then all he has to do is send a ballot to his Evergreen Cemetery Voting Base ;) ;).

** With yesterday's deadline to register to cast a ballot in the upcoming June 7 Primary, we are hearing reports that a certain Charter School was a site for a last minute Voter Registration Drive by one of the Campaigns. Most would agree that all Public Schools should remain Neutral Ground ......., to be continue.

Hey Dennis Que Paso, Are You Boss D'Arcy Rizzo's Shilling Bato?

Who did KCAL/KCBS Investigative Reporter David Goldstein find with IBEW/DWP/City Hall Strongman Brian "Boss D'Arcy Rizzo" as his irascible persona minces few words in calling the audit of the Joint DWP/IBEW Safety-Job Training Non-Profits politically motivated?    
Who that in front of "Boss D'Arcy Rizzo" and KCAL/KCBS David Goldstein? Hint, think alter ego "Denise"?
 Hmm. Is that ex CD 3 City Councilman Dennis Zine doing some undisclosed work for his former City Controller Campaign Supporter?
** Blogger's Note: Never underestimate KCAL/KCBS Investigative Reporter David Goldstein's ability to find a sub plot within an exclusive report, as witness with his exclusive chit chat with IBEW/DWP/City Hall Strongman Brian "Boss D'Arcy Rizzo". The fact that Goldstein was able to get the uber irascible City Hall Strongman to comment on camera regarding the recent audit of the Joint DWP/IBEW Job and Safety Training Non-Profits was an exclusive feat. But Goldstein also scored a bonus scoop in finding a certain former CD 3 City Councilman and a failed City Controller Candidate Dennis Zine, in the company of "The Boss", as they exited an apparent "working lunch" at Taylor's Steak House. Zine's outing in the company of "Boss D'Arcy Rizzo" is bound to raise discerning eyebrows as he retains a visible profile with his recent appearances on the KRLA 870 AM Randy Economy Show and in keyboarding opinion missives for City Watch ........, which includes his latest "City Controller’s Grandstanding DWP Audit is the Real Waste of Ratepayer Dollars". Since perception can be accepted political reality in Ciudad de Los Angeles, especially when caught on camera, with binder in hand, leaving a "filling power lunch (judging from the respective girths of Zine and Boss D'Arcy Rizzo)", then followed by a perceived bitter, former Controller Candidate's hit piece against his victorious challenger, now City Controller Ron Galperin, we have this simple question for Dennis (to the tune of the Texas Tornado's great song "Hey Baby Que Paso") ........, hey Dennis que paso, are you (or still) "Boss D'Arcy Rizzo's" (now consulting/shilling) Bato? Maybe that can be the topic for a future Randy Economy Show?---Scott Johnson.

When did $62 Million become $84 Million in proposed taxes to pay for City Councilman Jose Huizar's "Downtown Streetcar Legacy Project"?
"Whats an extra $22 Millions dollars in taxes gonna cost you in paying for my Downtown Streetcar Legacy Project"?

Since speculation is part of our bloggin format here at Mayor Sam, then maybe we should ponder whether CD 14 City Councilman Jose Huizar's recent vehicular follies, was predicated on "speeding away" from an inconvenient truth regarding his proposed tax to partially-finance the Downtown Streetcar Project. 
For the last couple of years since the return of a Downtown Streetcar was first broached, the Princeton Graduate Land-Use Attorney, has explored multiple ways of financing what has become his signature project. But as the Downtown News discloses, Councilman Huizar's proclivity for not being open and transparent, may endanger passage of his "Legacy Choo Choo".

When ballots are mailed to registered voters on Nov. 13, however, they will be asked to approve a much higher amount. In fact, $62.5 million does not appear on the ballot that must be returned to the City Clerk by Dec. 3.Instead, the ballot says area residents will be voting to tax local landowners up to $85 million. That is $22.5 million, or 36% more than what has been the focus of the campaign for the project. The higher figure is surprising some Downtown stakeholders who will be asked to pay for the streetcar.They include Greg Martin, vice president of Downtown Management, a company led by Australian businessman Joseph Hellen. “So they’re cheating again. It’s just more deception,” he said.Martin and Hellen, who have a history of tangling with Huizar, have previously criticized the project’s approval process, in which only renters or condo owners who live within approximately three blocks of the tracks will be able to vote. Property owners — including those who control large buildings — who don’t reside in the area are not allowed to vote, even though they will be responsible for paying the tax over 30 years. Martin said he wasn’t aware that the special election would call for a tax assessment of up to $85 million. Instead, he thought it was the $62.5 million that has been the focus of the campaign.“I’m actually not that surprised because I think the whole thing has been fraught with subterfuge, misleading promises, and this is par for the course,” he said.Huizar strongly rejects the notion that the campaign to woo voters has been in any way deceptive or misleading. He and other project supporters instead point out that the proposed assessments have been calculated based on assumptions of $85 million. That amount is what he says would be needed in a “worst-case scenario.” Huizar and others maintain that if less public money is needed, the assessments for Downtowners will decrease. “I don’t think it’s that big of an issue,” he said.   

Hmmmm, and not disclosing if you were at a "Happy Hour Birthday Party", is not that big of an issue when involve in an auto accident while driving a city-owned vehicle.

** Surprise, surprise, thanks to LA Times David Zahniser, we learn that the likes of CD 1 City Councilman Ed "Billboard Density" Reyes and his CD 2 colleague Councilman Paul "Digital Pandering" Krekorian, have gone the, soon to be Horseshoe colleague and current Assemblyman Felipe Fuentes route, in allowing a Clear Channel Lobbyist to write pending council legislation, to preserve hundreds of electronic billboards city-wide.

** We hope that California Governor "Moonbeam the II" took time this weekend to admonish his "Inner Bitter Jerry" for the borderline "assault and battery" on Channel 2/9 Investigated Reporter David Goldstein. This after Goldstein exposed the misuse of rented vehicle by CalTrans staff. Gov. Moonbeam II outburst is surprising considering that Mayor Antonio Villar has been confronted by Goldstein on numerous occasions and has yet exhibited his alleged "Inner Venice Room Temperament".

** You must give some credit to the government-financed consultants behind the efforts to extend the half cent sale tax for Los Angeles County transit projects, when they realize that T.V. ads featuring a certain "City Terrace Native", might not be in the best interest in garnering voter support.

** We chanced upon this accidental bit of objective journalism from the Daily News regarding Callifornia Governor Moonbeam the II's Prop 30.
This newspaper's review of state budget figures found:

  • The estimated $6 billion in extra revenue annually from Proposition 30 quickly would put the state on track to return to peak spending levels before the Great Recession.
  • The inflation-adjusted tax burden of Californians is now about the same as the average over the past two decades -- and will remain so even if Proposition 30 passes. But that tax burden is still among the highest in the nation.

  •  Thus a tax to sustain the free-spending ways of the big governmental beast. 



  • ** Lastly on a lighter note, California State University Biology Professor and Whistleblower (in outing the ban of California residents from CSU graduate programs) Maria Nieto, has published a novel called "The Pig behind the Bear" which is worth a read and is garnering rave reviews.
    Maria Nieto has managed to write a charming story that tackles huge cultural issues such as the assassination of Ruben Salazar. Part LA noir mystery, part family drama, part magic realism, Nieto takes us on a ride through Los Angeles touching the cultural milestones and heart of Chicano/LA history past and present.    Herbert Siguenza, founding member of Culture Clash

    Morning Briefs on the Los Angeles Political Machine for Monday

    CD 1 City Councilman Ed "Density" Reyes.

    Will CD 1 City Councilman Ed "Density" Reyes "give himself in" on the true motive for his new found crusade against the proposed Chinatown "Mini Walmart Supermarket"?

    Not content to acquiesce to the Planning Committee decision that would allow the propose market to move forward, "Density Ed" now will take his "Mini Walmart" crusade to the City Council  PLUM Committee. We have no doubt that PLUM members Paul Krekorian and Jose Huizar will join colleague "Density Ed" in moving the "Mini Walmart" crusade to the horseshoe for a floor vote.

    That said, we are left to ponder this, why would "Density Ed" rile against the evil "Mini Walmart" while corporate, non union 7 Elevens are replacing community beloved small businesses throughout his district? Maybe in Density Ed's convoluted thought process, its more acceptable to grow corporate, non union cheap beer and wine outlets (at the expense of established small businesses) than allow mini-supermarkets with fresh food? But then we would be giving Density Ed too much credit if his crusade against "Mini Walmart" was base upon public policy.

    Follow along as we conduct an exercise in political deductive reasoning. First, Density Ed is termed out in 2013 and wants his Chief of Staff Jose Gardea to continue the "Density Ed Way" in CD 1. Second, "Density Ed" and staff spent large amount of time supporting the latest union-backed carpetbagger Jimmy "PACman" Gomez for the 51st Assembly District seat. Third, its an open secret that many politicos who endorsed "PACman" have an "understanding" that union PAC money will flow to their respective campaigns, for their support of  "PACman's" political ambitions..

    Thus, what is good for the political future of "Density Ed", his Chief of Staff Jose Gardea and Jimmy "PACman" Gomez, have found common ground in a crusade against a mini-supermarket.

    ** OTHER NEWS:

    ** As the Downtown News reflects upon the golden era of downtown leadership within City Councilwoman Jan Perry's CD 9, we have this words of advise in the form of two numbers for CD 14 newest constituents, "3 and 5". "Three" is for your absolute loyalty to your new city councilperson.. "Five" is for the level of influence, if you can turn out the contributions and votes in that order, then your phone call actually will get returned before the next weekly Friday email blast.

    ** KCBS/KCAL Investigative Reporter David Goldstein strikes again and Mayor Antonio Villar is minus a IT General Manager. But as we get ever nearer to the end of the "Reign of Villar, when will the staffers start jumping ship in search of future political employment as Rick Orlov highlights in today's "Tipoff Column"?

    ** Lastly, we have video of a certain political figure who showcases the fine art of political narcissism in the form of a mea culpa before members of the cloth. But while forgiveness may be a virtue to those spreading the word of God, the local political community is full of those who act god-like without virtues, especially when it comes to political forgiveness.

    As KCBS Investigated Reporter David Goldstein discloses in his latest expose, hard-working city employees can be "drivin to drink" when given tasks that conflict with their values, such as building a moat, whoops security wall to protect the Mayor.
    ........ but while the city employee exposed in Goldstein's latest expose seeks "medical treatment", a certain employee who lives at Getty House, is paid to toast with the likes of City Council President Eric Garcetti and Night Club Owner Sam Nazarian who'd Industry Club Alcohol License was recently suspended.
    The Eagle Rock Patch reports on CD 14 City Councilman Jose Huizar's Eagle Rock Neighborhood Council appearance last evening which was co-produced by Councilman Huizar's Eagle Rock "mechanic" and ERNC President Michael Larsen. This one question to Councilman Huizar should highlight the current state of constituent services in CD 14, unless you are a "3" on a "certain loyalty list". “According to your website, stakeholders can schedule one-on-one meetings with the Council member by appointment” said one email, from Stephen T. Kia, president of the ROCK Community Center, located a few blocks east of Yosemite Park. “Why has your staff been unresponsive to my request for an appointment for the past eight months (since the election in March)?”
    (Huevon) Huizar asked his deputies, who were present at the ERNC board meeting, to redress Kia’s grievance.
    Long time, self-serving (and developer/ city council person permit puller) Glassell Park Neighborhood Council Chairperson Bradley, may see his reign come to a no quorum ending as former ally Tony Butka takes Bradley to task for numerous violations of DONE protocals.

    Cut and Paste Briefs on the Los Angeles Political Scene for Friday

    Good Friday morning to you in the political cybersphere.
    If you been sequester somewhere away from your T.V. and have not seen the KCBS Exclusive Report on those hard-drinkin and strip club, loving DWP employees, by reporter David Goldstein, then take the time to view this report.
    If the likes of "Santiago" and his towel-wrapping, pole dancing loving co-workers, don't cause you to become angry, especially in the light that their conduct took place on the clock, then maybe you deserve every DWP rate increase that will be coming your way in the next few years.
    This blogger commends and thinks that David Goldstein's exclusive, should be on the short list for a local news Emmy Award. But one wishes that this report could of come to light a couple of weeks earlier, when the DWP rate increase controversy was still pending resolution at 200 Spring Street.
    As for Santiago and his DWP co-workers, a few bits of advise, in prepping to save your jobs.
    ** First, refer to the above picture of Mayor Antonio Parkervillar and plead that your drinking and strip club activities, added up only to 11% of your on-time duties. Thus, you were performing your job 89% of the time. Something Mayor Parkervillar can't claim.
    ** Second, join the Sierra Club. This because your DWP H.R. Director Susana Reyes, is the LA County Political Director for the Sierra Club. She may cut you some time off your pending discipline, if you pledge to promote Mayor Parkervillar's "Green Energy Scheme".
    ** Third, wake up each morning and bow to your "Dear Leader, IBEW Boss D'Arcy" for mercy.
    ** Fourth, Prospect Park is a better hiding place than Hollenbeck Park in Boyle Heights. How do we know? Just say we know by your past visits.
    ** Fifth, in the barrio, brown bags are the "prefer wrap of choice" for the 24 oz. can of suds.
    ** Six, please pay heed to this list of people who lost their public careers when they embarrass Mayor Parkervillar. Ed Boks, Martin Ludlow, David Nahai, Jack Weiss,......... and now you.
    OTHER NEWS:
    ** LAPD Chief Charlie Beck, this morning reaffirm Mayor Parkervillar's, whoops, I meant his commitment to the tenets of Special Order 40. Thus, Sanctuary City will be on full display for all, in tomorrow's schedule May Day Rally.
    ** Mayor Parkervillar yesterday did what he does best, that is to pander to the undocumented masses in supporting a boycott of Arizona. Are the undocumented in this city the only ones who still see promise in this fail politician?
    One observation on the Arizona issue that I will state here, is that somehow, many in our community are overlooking the fact that both legal and illegal citizens are being endanger by the actions of the criminal cartels, that have turn Phoenix into the "Kidnapping Capital of the United States" and have murder American citizens on their land near the border. As someone who counts Americans of Mexican descent, as some of my best friends, I find it repugnant that the likes of Mayor Parkervillar is exploiting those. who we are portray as hating.
    ** Unofficial tallies for yesterday's Neighborhood Council Elections will be posted at the city Clerks website this afternoon.
    ** The City Council Budget Committee, will continue their deliberations next week. One should note that the DWP is schedule to testify sometime on Monday and in light of KCBS David Goldstein's report on the utility, this should be a good time to be in attendance.
    ** The Old Gray Hag on Spring Street continues its endorsements of candidates for California State offices. For Attorney General, they give their Democratic and Republican nods to San Francisco District Attorney Kamala Harris and Los Angeles District Attorney Steve Cooley respectively.

    KCAL KCBS Exclusive on those "Wild and Crazy Guys" at the DWP

    "Mayor Parkervillar shows DWP IBEW employees how to enjoy dancing females"

    "Perks of the job at DWP?"

    In the report that will air on tonights KCBS 11 0'clock newscast, Goldstein will air footage of DWP employees drinking on the job and spending "on clock time" at various local strip clubs.
    No response yet from Mayor Parkervillar's office on this latest scandal to rock the utility. DWP did announce yesterday, via Goldstein, that they will investigate....., wonder if IBEW's Boss D'Arcy, if already has his best union greivance officials ready to defend his employees?
