We begin with last Friday's announcement from Empower LA/DONE General Manager Grayce Liu of her pending resignation to take another position in Mayor Eric Garcetti's Administration.

Disregarding the numerous acts of petty political interference by Mayor Garcetti and City Council, Lu will be lauded for her commitment to the Neighborhood Council System, but the timing of resignation may have to do with the department hiring of dubious Politicos, such as disgraced former City of San Fernando Mayor Mario "Tonto" Hernandez, the former paramour of City Council Colleague Maribel "Sancha" de la Torre. ** Blogger's Notes (LOL!!): With ABSOLUTELY no apologies to "Disempowerment LA (officially  Empower LA)" General Manager Grayce Liu, we have to bloggin state that the City of LA Department responsible for overseeing the Neighborhood Councils, has become a "waste of political enabling dysfunction", when the likes of former LA-32 NC President (and litigious terminated LAPD Civilian Employee) Marleen Fonseca (formerly Caudillo) ........, can become a "Council 4 Councils Mentor (were not F-ing kidding)". The accountability-challenged, terminated LAPD Civilian Employee, now employed as a supposed, politically-connected Labor Representative for the "Disempowerment LA staff-representing" Engineers and Architects Association (EAA), was nothing more than a "political favors girl" for CD-14 City Councilman Jose Huizar and allies (USC) during her contentious term as NC President. Since being termed-out of her board position last Spring, its been readily observed that the notoriously self-centered and vindictive favorite of some "Disempowerment LA Staff (especially a certain coat and tie-wearing "Male, Deputy City Attorney", pictured with her above, allegedly) ,has attempted to assert control over the current incarnation of the mostly, CD-14-controlled NC, via her "close ties" with now, FORMER NC President Jennifer Markewych  (and V.P. Miguel Vargas) ......... with the now apparent approval/sanction of "Disempowerment LA". Bluntly, as the documentation and video below makes evident, the "SELECTION" of Fonseca (formerly Caudillo) as a supposed "Mentor", is the latest indictment against the increasing, politically-intrusive regulating entity ............., and is cause for a Stakeholder Push Back against the subjective actions, initiated by its employees----Scott Johnson.

Last night was MY proudest moment as an elected official to date (since being elected ........, with MY + two votes = LOWEST total of all candidates). It was a moment that made all the bureaucracy (subjective Disempowerment LA Directives), headaches (MY alleged elder-abusing friend Keith Survillas), and frustration (that damned, uncooperative Anthony Manzano) worthwhile. At 3:30 pm, less than 3 hours before MY board meeting (it always about ME), I (ie. ME the Presidet) received a phone call from our (MY) city liaison, “JEN, I’ve got some news for you.” (Rarely is this a good thing ........, especially when I am the root cause of it.) “We have a group of women here from Saudi Arabia studying the council system and they want to see a woman in charge (they wanted to see ME role-playing MY heroine Billary, but I digress). JEN, they want to come see you (ie. ME the PRESIDENT) tonight (disclaimer again, its always about ME)…” So, with less than 2 hours prep (minus MY Anthony-bashing email time), I rewrote MY President’s message, practiced a bit of Arabic (and found significantly more conservative attire ........, which was ditched for after-meeting drinks with MY NC Mentor Marleen Fonseca in Alhambra) and was off. There are simply no words to express how honored and humbled I am to have met these ladies last night (** FYI, I am rarely humbled when talking about ME). They turned out to be some of THE FIRST WOMEN ELECTED IN SAUDI ARABIA LAST YEAR (BTW, with more than MY own three votes tally). I was truly privileged to meet these women who are making history and working towards equality and democracy in their country (while I disenfranchise Stakeholders with the approval of Disempowerment LA). As someone (ie. ME) who is first generation born here on MY father’s side, with both sides of MY family coming to this country after fighting or fleeing communism, fascism, and Nazism, it is deeply embedded in MY DNA to cherish liberty and democracy (as I support Billary's quest to replicate all three political evils in Amerika). For all it’s flaws and messiness, we need to remember that we still serve as an example of freedom to the world (except for MY NC Gulag-dwelling Anthony). To be able to build bridges of friendship with these democratic pioneers is awe-inspiring (as a SELF-proclaiming Democrat Heroine). I can’t wait to see their accomplishments (as superbly-exampled by MY legally-questionable Meeting Agenda)… And, of course, go visit them as well (if Treasurer Michelle will approve MY travel expenses). .

**  Disclaimer: The following is sure to ingratiate this blogger further with a certain City of LA Department General Manager that is increasingly acting subjectively in enforcing policies that in turn, benefit the latest crony favorites of the local Clowncilperson, to the detriment of respective neighborhoods city-wide.

Witness the latest incarnation of the LA-32 Neighborhood Council, where the approval of CD-14 City Clowncilman Jose Huizar (via screening by his loyal El Sereno Field Office Staffer Julio Torres), is a requirement for any Stakeholder seeking to serve on the supposed, communal-representing entity ........., and those who don't, face branding (or blacklisting) as "challenging" ........, or worse. 

In a Mayor Sam Exclusive, we disclosed the recent verbal and physical action by a LA-32 NC Board Member, targeting a retired, Female Law Enforcement Officer during the July General Board Meeting .........,and what is the response to a "Request for Comment" from the former Failure Mayor Antonio (now Villargovea)-appointed GM, responsible for insuring the safety of ALL partaking in NC-related activities?  NOTHING, NADA, NO COMMENT!! 

This lack of granting the courtesy of a response, is sadly becoming a tired tactic of GM Liu in seeking to brand Stakeholders/Constituents seeking to question ethically-challenged decisions via respective NCs  ........,, as challenging trouble makers. 

Yet, more troubling is the adverse ramifications the subjective implementation of policies via GM Liu (and staff), are having upon neighborhoods, along with the punitive branding of those who merely seek to objective question the actions that are increasingly disenfranchising Stakeholders ..........., and in the days ahead, we will keyboard specific examples of such.

** We understand that these are not the "Best of Times" for the Spouse of former CD 14 City Clowncilman Jose Huizar Scheduler.Deputy Chief of Staff Francine "Bigfoot" Godoy Marco Soto. The noted Taxi Company Lobbyist (and Board Member of the Hermon-located Los Angeles International Charter High School), recently saw legislation to further regulate rival UBER, go down in defeat in Sacramento (prompting a graphic retort from State Senator Ben Hueso) may find some interest in the following from California Aware.

A bill that would place charter schools under the same transparency rules as their public counterparts faces a likely veto. AB 709 by Assembly Member Mike Gipson (D-Gardena) would put charter schools (except those on tribal reservations) under either the Brown Act or the Bagley-Keene Open Meeting Act—depending on whether their sponsors were local or state entities—as well as the California Public Records Act and state laws barring conflicts of interests in government and requiring the filing of public statements of economic interests by the board members and key employees. The need for such sunshine regulation, at least in some states, is suggested by an August 21 report on John Oliver’s “Last Week Tonight” program. The bill got a final vote of approval Wednesday (August 24) and is now headed for the Governor’s desk. It may well die there as did a similar measure last year, because Governor Brown, as mayor of Oakland, founded two charter schools there and, according to columnist Dan Walters, has “placed $20 million in ‘startup funds’ for new charters in his 2016-17 budget.”

HOT Brief on the Questionable, Studio City Neighborhood Council Election Proceedings for Monday

In a reversal of a previous ruling, an Empower LA Neighborhood Council Elections Challenge Panel, reinstated Studio City NC Candidates Eric Preven and Patrice Berlin as the victorious candidates, unseating among others, the infamous "Dangerous Enemy of Freedom (and Fair Elections, allegedly)" Lisa Sarkin.

 "The Dangerous Enemy of Freedom (and Pro-Development Shill)" is "unwanted (officially)" on the Studio City NC by Stakeholders.

Justice prevails (after a second reconsideration) for anti-Development Activists Eric Preven and Patrice Berlin. 

Let Freedom reign once again in Studio City ..........., and may a "Dangerous Enemy of Freedom" forever be tainted for besmirching the character of TRUE neighborhood advocates.

This blog has previously noted the dubious exploits of now FORMER Studio Council Neighborhood Council Member Lisa Sarkin, who has earned the wrath of neighborhood advocates, city-wide, for her role in past acts of retribution, against the likes of former fellow SCNC Board Member Michael McCue and others who stood up against her constant Pro-Development shillings.

In recent times, efforts to remove her, either during the normal NC Election Cycle, or via an attempted Recall process, have narrowly failed to unseat the "Rubber Stamp" for controversial Development Projects such as the Sportsmen's Landing .........., but her Developers (and CD 2 City Councilman Paul Krekorian)-sanctioned antics, finally reached the tipping point during the just-completed April SCNC Elections.

Challengers Patrice Berlin and Eric Preven (also a former CD 2 Candidate), were the top two vote recipients, beating out Sarkin for the available two seats in the "Employee/Independent Contractor Catagory" ........., but the "Powers to Be (aka Friends of Sarkin)", concocted a scheme to usurp the will of the Stakeholders.

According to the LA Times, associates of Sarkin, filed multiple Election Challenges, that made allegations against Berlin and Preven, that the duo were involved in illegal Electioneering within the Polling Location. Further, officials with Empower LA, impaneled a RARE Grievance Committee, made up of the trio of Boyle Heights NC President Vera del Pozo, Historic Highland Park NC President Monica Alcarez and Eagle Rock NC President David Greene (all noted City Council PLUM Committee Chairperson Jose Huizar supporters), who ruled against the recommendation of Empower LA staff, and disqualified Berlin and Prevan, in a dubious (and questionably legal process) that made Kangaroo Courts look dignified.

But in documentation submitted by the duo of Berlin and Preven, to the Office of Mayor Eric Garcetti and City Attorney Mike Feuer which raised serious questions about the objectivity (and the veracity of the allegations) regarding the actions taken against the duo  Its obvious that Empower LA was placing itself in legal trouble, especially when an alleged statement, submitted as part of the testimony collaborating the charges of Electioneering, are refuted by its supposed LAPD Officer witness, as noted below.

Thus,  contradictions in the evidence against Berlin and Preven, as exampled above (and legal pressure), may be why Empower LA took the drastic step to reconvene the Election Challenge Panel on May 9, 2016 .........., and the results were to rescind the Disqualification of Berlin and Preven (who was stilled found to have engaged in Electioneering, but given only a Written Reprimand).

As we continue our Mayor Sam Exclusive regarding the Ethical and Legal Dysfunction of the Empower LA General Manager Grayce Liu-restructured, LA-32 Neighborhood Council, we disclose documentation on USC Law School Graduate/Practicing Attorney Kaprisha Vallecillo's "Absence in Diligence" in responding to Stakeholder's concerns about Board Members Attendance ........., while conferring with Empower LA's Legal Counsel about her pending "Three General Board Meetings Leave of Absence".  

From Kaprisha Vallecillo's Law Firm Bio: Kaprisha currently serves on a local chapter of the Los Angeles Neighborhood Council as the Council’s Vice President, Business and Economics Committee Director (to promote USC Biotech Corridor Agenda?), and Elections and Voter Engagement Committee Director (not for LA-32).

** Blogger's Note: As we continue our Mayor Sam Exclusive on the current Ethical and Legal Dysfunction of the Empower LA General Manager-supported restructured LA-32 Neighborhood Council, we have obtain a Email from a Stakeholder, directed to Vice-President Kaprisha Vallecillo which stated concerns about the irregular enforcement of LA-32 NC By-Laws, pertaining to Board Member Attendance (or lack of). 

For the record, the LA-32 NC By-Laws state the following; Section 7: Absences - Any Director who misses two (2) consecutive regularly scheduled General Meetings or, optionally, three (3) total Board meetings during any twelve (12) month period will be automatically removed from the Board. Each Director’s absence shall be recorded in the LA-32 NC meeting minutes or other manner of LA-32 NC record keeping, and that, upon missing the required number of Board meetings for removal, the LA-32 NC Presiding Officer shall notify the Board Director and provide notice to that Director that their seat has been declared vacant. 

As noted in the First Post of our Mayor Sam Exclusive on the current Ethical and Legal Dysfunction of the LA-32 NC, Vice-President Vallecillo is seen on video stating that because of work obligations, she will miss the next three, regular-monthly General Board Meetings. Further, Executive Board Members, while discussing who would be remove (Genny Guerrero, Sasha Perez, Augie Rodriguez and Victor Ayala), Vice-President Vallecillo is asked by President Marleen Fonseca (formerly Caudillo) whether she had made contact with the Deputy City Attorney assigned to Empower LA, regarding her pending "Leave of Absence".

Its apparent from the video that the LA-32 NC Executive Committee was engaging in "Selective Enforcement" of its By-Laws (ie. removing those that they desired expunged from the board). Its not a secret that President Fonseca (formerly Caudillo) and her board allies have sought out "Gray Areas within the By-Laws (with help of enabling Empower LA Staff)" to keep out those Blacklisted, while appointing those acceptable to the controlling cliche (and Empower LA).

Thus, considering that Vice-President Vallecillo did not respond to the email concerns of the Stakeholder, is it fair to cite the practicing Attorney (of great achievement) as being a cause and enabler, in regards to the current dysfunctional Legal and Ethical State of the LA-32 NC? Sadly, the video and email documentation (posted below), do not merit a cross examination----Scott Johnson.

The video above from the Oct. 28, 2015 LA-32 NC Executive Committee, clearly shows that despite the enabling support from Empower LA staff (via the likes of former NEA Lisette Covarrubias and Deputy City Attorney Darren Martinez), unethical and legal dysfunction reigns. Below, we post bullet points (with time mark) of moments from the 10-28-15 proceedings, which highlight the unethical and questionable legalities of a currently dysfunctional elective body ......., and merits legal review---Scott Johnson. 

** 13:00 Minute Mark: With eight board members present, the once LA-32 NC Executive Meeting, is now a General Board Serial Meeting. Note the uncontrolled exchange between President Fonseca (formerly Caudillo) and Board Member Ruben Chavez regarding whether they are violating the Brown Act.

** 30:00 Minute Mark: Vice President Kaprisha Vallecillo (a practicing Attorney) announces that she will be missing the next three (November, December and January) General Board Meetings due to work obligations. This leads into a discussion of excuse and unexcused absences (the LA-32 NC By-laws does not make provisions for excusing absences). At one point, President Fonseca (formerly Caudillo) states that Board Members Victor Ayala, Sasha Perez, Genny Guerrero and Augie Rodriguez would be removed at the next (November) General Board Meeting ............, while conferring with Vice-President Vallecillo on whether she has received a response from the Empower LA-assigned Deputy City Attorney, on "guidence" regarding her pending absences. We should note that Genny Guerrero verbally stated that she had resign from the LA-32 NC.

** 37:00 Minute Mark:  From the 37:00 Minute Mark on to the end of the meeting, the act of Agenda Setting morphs into one disdainful exercise of unprofessional (and By-laws questionable) conduct by President Fonseca (formerly Caudillo) For the record, A. The President shall: Prepare the meeting agenda with the assistance and approval of the Executive Committee (ie. a set General Board Agenda should be made and voted upon at the Executive Committee Meeting).

** 55:00 Minute Mark: Community Stakeholder (and former LA-32 NC President and Treasurer) Anthony Manzano present numerous Motions for placement consideration on the upcoming November Agenda, only to be unprofessionally mocked for presenting items such as ........, supporting legislation on curfews for minors (this coming mere hours after the discovery of two slain teen girls at Debs Park) ......., a request for a Motion opposing the ABC Alcohol Licenses at the Hyatt Hotel Development on the USC Health Science Campus ........, which was denied by President Fonseca (formerly terminated LAPD Civilian Employee Caudillo), in violation of the LA-32 NC By-laws.  

Now Former LA-32 NC Board Member Genny Guerrero (with Crutches). Did Fonseca (formerly Caudillo) and Guerrero (along with Yolie and Jorge Garcia) collaborate on using Facebook to "cyber attack" their perceived critics? 

President Fonseca (formerly Caudillo) with her "Controlled, Close Friend" Troy Cabajal. Did President Fonseca (formerly Caudillo) mislead the LA-32 NC Board about her "relationship" with Cabajal, in seeking board money for his recent "paid event" at Ascot Hills Park?

Lastly, how would LA-32 NC Board Treasurer Michelle Corzantes feel if President Fonseca (formerly Caudillo) made public the alleged, in-home, profane parenting proclivities of her?

Grayce Liu's "New and Improved LA-32 Neighborhood Council (** with approval of Councilman Huizar)"

"Disempowerment LA (DONE)" General Manager Grayce Liu can smile knowing that her (and Councilman Jose Huizar) favorite new incarnation of the LA-32 Neighborhood Council, is exerting the MINIMUM in outreaching to the community regarding upcoming meetings.

24 hour outreach is fine with Grace (with Councilman Jose Huizar's approval) for the LA-32 NC.

Lets play "Which of the LA-32 NC Committee Special Meetings of 5-28-14, will have alcohol for sale to constituents"?

For lucky community stakeholders who signed up for electronic notification, you were given the bare minimum amount of time of formal notification that the supposed community-elected entity (with Councilman Jose Huizar's approval and financing, allegedly), would be conducting formal business. Most objective NC Activists within the City of LA, would likely agree upon reviewing the agendas, that the LA-32 NC is doing a community disservice by grouping all this meetings together, with the minimum amount of notification. Further, the choice of a location, where alcohol is available for consumption, should be given reconsideration, considering that current LA-32 NC President Marleen Fonseca (formerly Caudillo), was terminated from her previous LAPD employment for multiple alcohol-related offenses---Scott Johnson in CD-14.

Mayor Sam Exclusive: Blogger Prohibited from Emailing "Disempowerment LA" Staff

"Disempowerment LA" GM Grayce Liu will not smile when she takes notice of a NC Board Member's husband condoning "Cyber Bullying Attacks" on fellow Board Members.

** Blogger's Note: There is nothing more disempowering today in the world of Social Media, than having your character attacked and besmirched by some coward hiding in the cyber shadows of the Internet.

Sunday Notes on the Neighborhood Council Scorecard

 The Board of Neighborhood Commissioners bring their empowering brand of oversight to the El Sereno Senior Center as Stakeholders and Commissioners engaged in dialog regarding the status of the LA-32 NC and discuss possible remedies for dealing with disruptive behavior among NC Members and the likes of "Procedural Bullys".  

It was not a good night for Empower LA General Manager Grayce Liu (seated second from right at front tables) as numerous LA-32 Stakeholders spoke out against the disempowering, punitive actions taken against the community-representing elective body.

The Stakeholders of the LA-32 Neighborhood Council were treated to a timely evening of interaction from the Board of Neighborhood Commissioners (BONC) last Tuesday as the body conducted its monthly meeting away from City Hall at the El Sereno Senior Center. BONC Commission President Karen Mack, presided over a productive, constructive evening of dialog, that allocated ample time for LA-32 Stakeholders and other constituents from elsewhere, to broach their comments, thoughts and concerns on agenda and non-agenda items. For Empower LA GM Grayce Liu, the evening was filled with comments pertaining to the punitive, subjective Exhaustive Efforts taken against the LA-32 NC and the apparent department's embargo on filling board vacancies. Ms. Liu, did seem to have two supporters in new LA-32 NC Treasurer Michelle Corzantes. along with former LA-32 NC Elections Chairperson ( and founding member of the race-baiting and youth exploiting El Sereno Historical Society) Yolie Garcia, who both spoke against filling the vacancies (while also falsely attacking ex LA 32 NC Board Members), but who's motives must be questioned, considering their role in the inappropriate use of uniformed Wilson High School LAPD Magnet Cadets for campaigning.    



 Sparse turn out for the new (mostly Councilman Huizar recruited) incarnation of the LA-32 NC.

For "Disempowerment LA Neighborhood Empowerment Advocate/ LA-32 Overlord" Lisette Covarrubias (seen on left in insert to photo), her first meeting overseeing the new incarnation of the LA-32 NC led by her Union Labor Representative Marleen Fonseca, featured the following;

** Fonseca's inability to properly preside over the proceedings in a constructive, object manner.

** Attacks and interruptions of public speakers by the likes of Fonseca and Treasurer Michelle Corzantes.

** Disclosure that the Agenda for the Executive Committee Meeting were posted at locations (El Sereno Middle School, Ceasar Chavez and Sierra Vista Elementary among others) that were contrary to those stated on the official document. Thus, presenting a possible Brown Act Violation.

** A disjointed presiding process that merits a grievance and highlights the need for comprehensive training for new board members (maybe Lisette will drop her alleged grievance against Council for Councils in the spirit of providing objective mentoring).

** Authorization to purchase operating equipment without a complete inventory.

** A moment of leadership from new Vice-President Kaprisha Vallecillo, who disclosed that the requested item to deal with board vacancies was not placed on the agenda by Covarrubias.

For those in the audience, it was clear that Ms. Covarrubia's objective professionalism was lacking and further review should be undertaken to ascertain whether bias, has and is, being exercise with the Fonseca-led body........., and lastly, from Wednesday, she is among the wrong friends for career advancement.    

 Former LA-32 NC Vice-President (quitting the board for the third time in January) Tammy Membreno and Mayor Eric Garcetti East Area Director are all smiles.

As the Board of Neighborhood Commissioners present their first draft on proposed training and behavior standards for NC's, longtime NC Activist Bob Gelfand offers some discerning musings on the 17 paragraphs of supposed behavior modification standards as we excerpt below .......

They could have made it fairly simple, something like "our meetings run according to standard parliamentary procedure, and you shouldn't interrupt or scream at the top of your lungs. At least not more than once per meeting." 

But no. The proposed code of civility goes on for 17 enumerated paragraphs. Seventeen.  Let's take a look at two of them. 
Number 6: "I will not use language that is abusive, threatening, obscene, or slanderous, including using profanities, insults, or other disparaging remarks or gestures." (** reminds me of a certain former LA-32 Vice-President and her "mini-me", who's emails were cited by Empower LA as part of the reason for placing the NC on Exhaustive Efforts, but I digress) \
