Why No El Sereno Fourth of July Parade in 2016? The Discretionary (Funds) Details.

As the CD-14 El Sereno Community Social Media Dialog heats up over the surprise Cancellation of the annual El Sereno Bicentennial Committee "Fourth of July Parade", we disclose the "Discretionary (Funds) Facts that show the Office of  CD 14 City Councilman Jose Huizar's apparent prudent oversight in allocating funding for various El Sereno community events.

** Blogger's Note: In recent days, the Social Media chatter in the CD-14 El Sereno Community has been ceaseless regarding the SURPRISE cancellation of the 2016 Installment of the Bicentennial Committee's "Fourth of July Parade". Back in recent bloggin time, we have documented issues regarding nefarious fiscal problems (including the supposed SHREDDING of tax documents) ............, and other questionable actions, associated with a certain Bicentennial Committee Board Member. That said, its become apparent in the last couple of weeks that the Office of CD 14 City Councilman Jose Huizar, is the latest to have questions regarding its financing of the Bicentennial Committee Parade Budget. Sources state that the Office of Councilman Huizar would only pledge to fund certain Parade Budget Line Items .........., which is in line with prudent fiscal allocations. Further, in the documents below obtained from the City Clerk, they show that Councilman Huizar WITHDREW a $10,000 allocation to the Bicentennial Committee ............, and $15,000 to the El Sereno Stallions at the end of the last Fiscal Year (2015), due to "time constrains" (red marking denote El Sereno groups that received Discretionary Funding). We should note for the record, that the Bicentennial Committee Letter below, listing the Board of Directors, included Genny Guerrero, Husband John and Mom/President Violeta, Also, Frank Guerrero and his Wife Roxy Melgar, was the Treasurer of the Stallions----Scott Johnson.

Blogger's Note: In a Mayor Sam Exclusive, we present a video of the most recent LA-32 Neighborhood Council Executive Committee Meeting that discloses the uttered Ethical and Legal Dysfunction of the supposed, community representing elected body. Under the leadership of terminated LAPD Civilian Employee, now EAA Union (which represents Empower LA staff and Deputy City Attorneys) Labor Representative Marleen (formerly Caudillo) Fonseca, the once 21-person cross section of community opinion, has been constricted (with the support of Empower LA General Manager Grayce Liu) into a rubber stamp for the favors of her friends (and allegedly, a VERY close companion)   .........., and fiscal provider of their Connected Non-Profit supporters (El Sereno Stallions, Bicentennial Parade Committee). The video above from the Oct. 28, 2015 LA-32 NC Executive Committee, clearly shows that despite the enabling support from Empower LA staff (via the likes of former NEA Lisette Covarrubias and Deputy City Attorney Darren Martinez), unethical and legal dysfunction reigns. Below, we post bullet points (with time mark) of moments from the 10-28-15 proceedings, which highlight the unethical and questionable legalities of a currently dysfunctional elective body ......., and merits legal review---Scott Johnson. 

** 13:00 Minute Mark: With eight board members present, the once LA-32 NC Executive Meeting, is now a General Board Serial Meeting. Note the uncontrolled exchange between President Fonseca (formerly Caudillo) and Board Member Ruben Chavez regarding whether they are violating the Brown Act.

** 30:00 Minute Mark: Vice President Kaprisha Vallecillo (a practicing Attorney) announces that she will be missing the next three (November, December and January) General Board Meetings due to work obligations. This leads into a discussion of excuse and unexcused absences (the LA-32 NC By-laws does not make provisions for excusing absences). At one point, President Fonseca (formerly Caudillo) states that Board Members Victor Ayala, Sasha Perez, Genny Guerrero and Augie Rodriguez would be removed at the next (November) General Board Meeting ............, while conferring with Vice-President Vallecillo on whether she has received a response from the Empower LA-assigned Deputy City Attorney, on "guidence" regarding her pending absences. We should note that Genny Guerrero verbally stated that she had resign from the LA-32 NC.

** 37:00 Minute Mark:  From the 37:00 Minute Mark on to the end of the meeting, the act of Agenda Setting morphs into one disdainful exercise of unprofessional (and By-laws questionable) conduct by President Fonseca (formerly Caudillo) For the record, A. The President shall: Prepare the meeting agenda with the assistance and approval of the Executive Committee (ie. a set General Board Agenda should be made and voted upon at the Executive Committee Meeting).

** 55:00 Minute Mark: Community Stakeholder (and former LA-32 NC President and Treasurer) Anthony Manzano present numerous Motions for placement consideration on the upcoming November Agenda, only to be unprofessionally mocked for presenting items such as ........, supporting legislation on curfews for minors (this coming mere hours after the discovery of two slain teen girls at Debs Park) ......., a request for a Motion opposing the ABC Alcohol Licenses at the Hyatt Hotel Development on the USC Health Science Campus ........, which was denied by President Fonseca (formerly terminated LAPD Civilian Employee Caudillo), in violation of the LA-32 NC By-laws.  

Now Former LA-32 NC Board Member Genny Guerrero (with Crutches). Did Fonseca (formerly Caudillo) and Guerrero (along with Yolie and Jorge Garcia) collaborate on using Facebook to "cyber attack" their perceived critics? 

President Fonseca (formerly Caudillo) with her "Controlled, Close Friend" Troy Cabajal. Did President Fonseca (formerly Caudillo) mislead the LA-32 NC Board about her "relationship" with Cabajal, in seeking board money for his recent "paid event" at Ascot Hills Park?

Lastly, how would LA-32 NC Board Treasurer Michelle Corzantes feel if President Fonseca (formerly Caudillo) made public the alleged, in-home, profane parenting proclivities of her?

**Blogger's Report: Great Saturday morning to everyone as we near the start of another CD 14 City Clowncil Central Committee Member Jose "The Tonto Huevon" Huizar "Reelection Holiday Season Special Event" this afternoon in El Sereno. With the self-noting Princeton Graduate seeking a third and final term as the Purveyor of Favors for the Downtown LA Special Interests, whoops, meant representative of Clowncil District 14, the Incumbent's noted cycle of pre-election attentiveness (mixed with the dispensing of spoils to voter-rich CBOs), is again, all too apparent to the discerning political observer. In 2015, with a formidable reelection challenge coming from termed-out LA County Board of Supervisor Gloria Molina, the embattled "Tonto Huevon" is falling back on the documented Mexico PRI-tactics of using the material resources of the office to buy key voter blocks, in the diverse areas within his district, as evident in the 2014 General Purposes Fund Report obtain from the City Clerk's Office (** The entire eight page report is posted below). From Eagle Rock, where numerous community group (with high propensity voters) received fiscal allocations, to targeted groups in El Sereno (the Bicentennial Committee and Stallions Pop Warner Program) and  Boyle Heights (the "Connected Non-Profit Enclave" within CD 14), the "Spirit of Giving (in return for votes), has been shifted into high gear (with ethical concerns a mere afterthought) ** BTW, what does challenger Gloria Molina think of buying off organizations, or paying for campaign hired guns? From the Downtown News ........, Molina will get plenty of opportunity to make her case in the next four months. She expects to attend numerous neighborhood coffee sessions. She hopes to have precinct walkers, but says she wants them to be unpaid volunteers, not hired guns. After all, it should not be about what your "buy point" is, but whether the Incumbent is worthy of another term, based upon factual achievements of distinction---Scott Johnson.

As CD 14 City Clowncilman Jose Huizar reshuffles staffers into Campaign Positions, the "Tonto Huevon" seeks out loyal supporters like Genny "Godoy" Guerrero (allegedly), to fill the void (of a certain ex scheduler?), in executing Constituent Services (to supportive community members).  

Meet the alleged, newest Clowncilman Huizar Staffer Genny "Godoy" Guerrero, who also serves as the El Sereno Bicentennial Parade Committee "Parade Coordinator" along with being a member of the LAPD Hollenbeck Community Police Advisory Board (CPAB).

** Blogger's Note:  With the formality of the Private Settlement between CD 14 City Clowncil Central Committee Member Jose "Tonto Huevon" Huizar and former Deputy Chief of Staff Francine Godoy, regarding her Sexual Harassment Claims, consummated at some undisclosed location, the 'Tonto Huevon" is freed (with wife Richelle's blessing) to resume their collected pursuit of four more years of public-finance existence as the reigning overseers of Ciudad de Los Angeles's CD 14. Surely, with Ms Godoy-Soto exiled to a Bureau of Sanitation position, discerning observers would think that the former Miss Richelle Rios (who may have masterminded the Francine exiting) could feel secure in keeping her "Tonto Huevon" from straying. But its safe to say that old habits (or perverted sense of infidelity entitlements) will not change soon. Thus, if Barrister Richelle does not want another "Sancha Eruption" to interfere with her solitary want of the "Tonto Huevon", she may want to take notice (or look the other way) at her husband's latest (alleged) hire, as we extrapolate upon below---Scott Johnson.

"The Cyber Bullying Cowards of El Sereno 90032" are "Unlike" by Facebook

As many complaints from irate Community Stakeholders prompt Facebook to shut down the Cyber Bullying Page "Stop the Bullies from El Sereno 90032" what actions will LA-32 Neighborhood Council President Marleen Fonseca take against her Committee Appointees (Jorge "El Nopal" Garcia and Genny Guerrero), who endorsed (or "Like") the Cyber Bullying Website from its inception?   

No Justice, No LA-32 NC Peace for President Marleen Fonseca (formerly Caudillo) until she sends a clear message to the community by removing those from NC Committees who endorse Cyber Bullying.

** Blogger's Note: After many emails, phone calls and complaints, Facebook has removed the cowardly Act of Cyber Bullying, now deposited in the "Cyber Circular File", known as the "Stop the Bullies from El Sereno 90032". But while Facebook did the right thing in shutting down the assemblage of cyber cowards,  LA-32 Neighborhood Council Stakeholders need to demand that its current President Marleen Fonseca (formerly Caudillo), act swiftly to remove anyone associated with the NC, who has endorsed, or "Like", the former Cyber Bullying Page. Those "endorsee" include Business & Economic Committee Member Genny Guerrero, Land Use & Development Committee Member (and El Sereno Historical Society President) Jorge "El Nopal" Garcia (husband of Budget & Finance Committee Member Yolie Garcia, along with the husband of Treasurer Michelle Corzantes, Joshua "PJ" Corzantes (BTW, does PJ stand for Profane Joshua?). While the former Ms. Caudillo stated her confidence that no board members were directly involve with the Cyber Attacks (while claiming to be a victim of such), LA-32 Stakeholders should express their "No Confidence" in her, if she fails to take action---Scott Johnson/

** Blogger's Notes: Happy Opening College Football Saturday as we bring this Special Edition of Bloggin Comments to Mayor Sam. Many of you spent quality time, keyboarding comments on the likes of "Disempowerment LA", "Broken Deal Cedillo", a Staffer name "Julio", the former Marleen Caudillo (now Fonseca), among others. But by far, most of your comments were in regards to El Sereno Bicentennial Parade Coordinator Genny "I like Cyber Bullying" Guerrero. While many of your comments (and our recent coverage) have focus on Genny's endorsing (or in Facebook Speak, "Like") of a cowardly Cyber Bullying Facebook Page (which continues to grow it lists of victims), the paramount issue of importance should be why a long time community Non-Profit, that has been the recipient of both public and private funds (from the likes of Wells Fargo, Health Net, Alta Med among others), has SHREDDED past tax records. Maybe that is why those who dare ask such questions have become victims of slanderous acts of Cyber Bullying in the 90032?---Scott Johnson.

Maybe the "best decision" for the likes of Health Net, is not to give money to a community organization that has SHREDDED past tax documents.
