A LA-32 Neighborhood Council Scandalous Tease for Saturday

What motivated new LA-32 NC Board Member (and CD 14 City Councilman Jose Huizar Intern) Kathy Leal to introduce a Motion to outright Dismiss a Grievance against the NC by the Publisher/Editor of The Community Beacon Newspaper Luis Sanchez ........, without Hearing? ** Hint, possible CD 14 Staffer Position?

** Blogger's Note: On this gray, misty Saturday, we bring you this bloggin, scandalous tease from, yet again, the new incarnation of the CD-14 City Councilman Jose Huizar uber-controlled (for now) LA-32 Neighborhood Council.. During the June 1 Meeting of the supposed community entity, new Board Member Kathy Leal garnered some unwanted attention (for her) when she called for the Motion to Dismiss without Hearing, a Grievance filed by the Editor/Publisher of The Community Beacan Newspaper Luis Sanchez. 
Leal, who just graduated from Cal State University Los Angeles ............, AND, was an intern in CD 14 City Councilman Jose Huizar's El Sereno Field Office, was observed by many in the audience, engage in texting during the meeting (with Councilman Huizar's El Sereno Office Staffer Suzy Lopez in attendance at the same time), leading some to speculate that Leal's Motion to Dismiss the Grievance, was choreographed. Its also has come to our attention that Leal may have, or will be interview for a CD-14 Staff Position which if true, should cause many to ponder the adverse ethical connotations of her actions.
The Grievance itself, was a byproduct of the previous Board-approved Motion to faciltate a fiscal arraignment with The Community Beacon Newspaper, to provide outreach for the May Elections of the NC ..........., and what became of the approved and documented Motion to allocate funding for The Community Beacon Newspaper to facilitate outreach?? To be continued----Scott Johnson (For the record, a former LA-32 NC Board Member). 
** Sunday Evening Update: From Kathy Leal's Election Bio posted at Empower LAI have lived in the El Sereno community my whole life. I am currently a senior at Cal State LA. I also work for LA's Best at Cesar Chavez Elementary School located here in El Sereno (** The same school that also employs LA-32 NC Treasurer and Councilman Jose Huizar Supporter Michelle Corzantez). I enjoy helping and giving back to our community because it has been an honor for me to grow up in El Sereno. I hope I can continue helping our community achieve its full potential, as your board member for LA 32. Vote for me. Thank you (Note no mention of CD-14 Internship).
12.Grievance regarding Election Spending submitted by Stakeholder Luis Sanchez . The Board must determine (no more than 60 calendar days from 5/12/16), take one of the following actions: A). Address the issue by either curing or rejecting the Grievance in whole or; B). Waive consideration and request the Department forward the Grievance directly to the Regional Grievance Panel for consideration. If no action has been taken by the LA32 Neighborhood Council within the time allotted, the Department will forward the Grievance to the Regional Grievance Panel directly.

Further Evidence of the Gross Ethical and Legal Dysfunction within the LA-32 Neighborhood Council

With NO apologies to LA-32 Neighborhood Council Recording Secretary Luisana Valdez, there is nothing "GROSS" in demanding fiscal oversight for Public Expenditures .........., especially when a "Close Friend" of the President is listed on a "Generic Receipt" that is the basis for the Presiding Officer's-requested "Board Member Reimbursement".

** Blogger's Note: If anyone was still in denial of the current Ethical and Legal Dysfunctional State of the LA-32 Neighborhood Council, they need only to view the Public Comment beginning, the President Marleen Fonseca (formerly Caudillo) Reimbursement middle (1:15 Mark) ......., and the "Non-adjournment" ending (last three minutes) of the LA-32 NC's most recent meeting last Wednesday, to witness the obvious Ethical and Legal shortcomings. LA-32 NC President Marleen Fonseca (formerly Caudillo) is taken to task during Public Comment for not disclosing her supposed non-platonic relationship with a "Troy Carbajal (who is a Arts & Culture Committee Member)". The relationship between President Fonseca (formerly Caudillo) and Carbajal, is also the foundation for later Board Member's concerns, regarding a requested "Board Member Reimbursement" to President Fonseca (formerly Caudillo) for $60 Dollars in coffee, that was paid for by a "Jerry" Troy Carbajal, as noted on the generic receipt posted above. For the record, LA-32 NC Treasurer Michelle Corzantes stated that she would of paid for the El Sereno's Holy Grounds Coffee Shop-provided refreshment, with the Empower LA P-card ......., as called for via Empower LA, At one point during the discussion regarding the issue, LA-32 NC Recording Secretary calls out fellow Board Member Angelica Duarte as being "GROSS" for questioning the reimbursement request (BTW, the Motion to reimburse President Fonseca passed). Its should be obvious to all who observe the video below, that President Fonseca (formerly Caudillo), engages in unprofessional conduct during the course of the meeting ........., and has lost the respect of the majority of the Board, as exampled by the majority vote to support returning to a 21 person body. This despite Public Comment from two allies, Alysia Genny Guerrero and Ray Rios----Scott Johnson.

Mayor Sam LA-32 NC Exclusive Continues: President Marleen Fonseca (formerly Caudillo) "Writ of Mandamus/Lawsuit" against the Board of Civil Service Commissioners

As our Mayor Sam Exclusive regarding the Ethical and Legal Dysfunction of the LA-32 Neighborhood Council continues, we disclose President Marleen Fonseca's (formerly Caudillo) "Writ of Mandamus/Lawsuit Filing" against the Board of Civil Service Commissioners for denying her "Demand for Reinstatement", after her Termination from LAPD Civilian Employment for MULTIPLE Alcohol-related Issues.

** Blogger's Note: As our Mayor Sam Exclusive into the Ethical and Legal Dysfunction of the LA-32 Neighborhood Council continues, we suggest that LA-32 NC Stakeholders seriously ponder "who is really Marleen Fonseca (fomerly Caudillo)", considering the following from her Civil Service Commission Termination Hearing in October of 2013. 

The Department added that the chief of police had made it very clear that if an employee has a DUI arrest the Department will work with them to help overcome whatever the problem is. However, if a second offense occurs, he has stated, there is no room in the Department for that employee and they will be discharged. The Department cannot make special provision for outstanding employees or employees it likes who have received a second DUI. The policy must be uniform across the board. It was with regret that this employee was discharged, but it was the only avenue open to the Department.

Most people, when terminated for a alcohol/drug related offense (especially when given a second chance), would hopefully take the "First Step of Accountability" and engage the next eleven steps to the "Rebirth of Sobriety". But as we exclusively disclose here, Marleen Fonseca (formerly Caudillo) file a "Writ of Mandamus" against the actions of the Civil Service Commission in February, 2014, as part of her "Marleen CAUDILLO v. Board of Civil Service Commissioners Lawsuit in Superior Court (Case No. BS146740)".
The action taken mere weeks before the LA-32 NC Elections can only cause discerning observers to ponder whether her campaign for NC ......,and her desire to be President, are part of  a strategy regarding her lawsuit (along with her new EAA Union Position). Because lawsuits of this nature come before City Council for Final Resolution, its PARAMOUNT that President Fonseca (formerly Caudillo) disclose publicly the status of her Lawsuit .........., especially given the role of EAA (and its Labor Representative) in securing a major Campaign Contribution for CD 14 City Councilman Jose Huizar's Re-election----Scott Johnson in CD 14

Blogger's Note: In a Mayor Sam Exclusive, we present a video of the most recent LA-32 Neighborhood Council Executive Committee Meeting that discloses the uttered Ethical and Legal Dysfunction of the supposed, community representing elected body. Under the leadership of terminated LAPD Civilian Employee, now EAA Union (which represents Empower LA staff and Deputy City Attorneys) Labor Representative Marleen (formerly Caudillo) Fonseca, the once 21-person cross section of community opinion, has been constricted (with the support of Empower LA General Manager Grayce Liu) into a rubber stamp for the favors of her friends (and allegedly, a VERY close companion)   .........., and fiscal provider of their Connected Non-Profit supporters (El Sereno Stallions, Bicentennial Parade Committee). The video above from the Oct. 28, 2015 LA-32 NC Executive Committee, clearly shows that despite the enabling support from Empower LA staff (via the likes of former NEA Lisette Covarrubias and Deputy City Attorney Darren Martinez), unethical and legal dysfunction reigns. Below, we post bullet points (with time mark) of moments from the 10-28-15 proceedings, which highlight the unethical and questionable legalities of a currently dysfunctional elective body ......., and merits legal review---Scott Johnson. 
** 13:00 Minute Mark: With eight board members present, the once LA-32 NC Executive Meeting, is now a General Board Serial Meeting. Note the uncontrolled exchange between President Fonseca (formerly Caudillo) and Board Member Ruben Chavez regarding whether they are violating the Brown Act.
** 30:00 Minute Mark: Vice President Kaprisha Vallecillo (a practicing Attorney) announces that she will be missing the next three (November, December and January) General Board Meetings due to work obligations. This leads into a discussion of excuse and unexcused absences (the LA-32 NC By-laws does not make provisions for excusing absences). At one point, President Fonseca (formerly Caudillo) states that Board Members Victor Ayala, Sasha Perez, Genny Guerrero and Augie Rodriguez would be removed at the next (November) General Board Meeting ............, while conferring with Vice-President Vallecillo on whether she has received a response from the Empower LA-assigned Deputy City Attorney, on "guidence" regarding her pending absences. We should note that Genny Guerrero verbally stated that she had resign from the LA-32 NC.
** 37:00 Minute Mark:  From the 37:00 Minute Mark on to the end of the meeting, the act of Agenda Setting morphs into one disdainful exercise of unprofessional (and By-laws questionable) conduct by President Fonseca (formerly Caudillo) For the record, A. The President shall: Prepare the meeting agenda with the assistance and approval of the Executive Committee (ie. a set General Board Agenda should be made and voted upon at the Executive Committee Meeting).
** 55:00 Minute Mark: Community Stakeholder (and former LA-32 NC President and Treasurer) Anthony Manzano present numerous Motions for placement consideration on the upcoming November Agenda, only to be unprofessionally mocked for presenting items such as ........, supporting legislation on curfews for minors (this coming mere hours after the discovery of two slain teen girls at Debs Park) ......., a request for a Motion opposing the ABC Alcohol Licenses at the Hyatt Hotel Development on the USC Health Science Campus ........, which was denied by President Fonseca (formerly terminated LAPD Civilian Employee Caudillo), in violation of the LA-32 NC By-laws.

Lastly, how would LA-32 NC Board Treasurer Michelle Corzantes feel if President Fonseca (formerly Caudillo) made public the alleged, in-home, profane parenting proclivities of her?

Morning Briefs on Tonight's LA-32 Neighborhood Council Meeting

Some quick notes on agenda items for tonight's LA-32 Neighborhood Council Meeting, presided by terminated LAPD Civilian Employee Marleen Fonseca (formerly Caudillo).
Its Millers ....., whoops, time for the monthly meeting of the LA-32 Neighborhood Council!!
** Blogger's Note: Please pardon the bloggin interruption but Summers are the busiest work time due to youth partaking in park programs. That said, tonight's meeting of the CD 14 Councilman Jose Huizar-controlled, LA-32 Neighborhood Council, merits some brief commentary due to questionable agenda items regarding expenditures and a potential, community-altering issue regarding the 710 Freeway.
1. Regarding Agenda Item # 30:
Discussion and Possible Action – Motion "That LA32NC contract a professional photographer to take photographs of General Board members of LA32NC for advertising and promotional purpose. Total amount not to exceed $400" (Membership and Outreach Committee 7/30/15 3-0-0)
 
Forgive me (naught!) for asking, but when in the age of Photoshop Software (which current LA-32 NC Treasurer Michelle Corzantes and husband Joshua, are proficient with, allegedly) , do a NC need to spend public dollars on a Professional Photographer? Surely, the likes of current NC President Marleen Fonseca (formerly Caudillo) and others, have numerous informal (and legally, formal frontal and sideways) photos that could suffice.
 
2. Regarding Agenda Item # 26:
Discussion and Possible Action – Motion "That LA32NC purchases from Our Town El Sereno up to $375.00 for 500 magazine/brochures, 8 pages both sided full color, size 11X17 fold to 8.5x11 stapled for advertising LA32 NC June 2015 and July 2015 events and board members and committees. (Membership and Outreach Committee 7/20/15 2-0-0)
 
Forgive me again (naught), but is this the same "Our Town El Sereno Monthly Magazine" created and owned by CD 14 Councilman Jose Huizar Staffer Julio Torres, who "recruited" most of the board members of the current NC incarnation? This smells "conflicting" to say the least.
 
3. Regarding Agenda Items 21 and 25:
21. Discussion and Possible Action – Motion "That LA32NC funds $500 for a mural on the El Sereno Stallions bin located at El Sereno Park. The LA32NC logo will be incorporated in the mural." (Beautification Committee 7/21/15 2-0-0).
25. Discussion and Possible Action – Motion "That LA32NC Co-sponsors with El Sereno Stallions Football and Cheer for the 6th Annual "Trunk a Treat" on October 29, 2015, and to fund up to and not to exceed $2,900.00 (line item will be provided for details) (Membership and Outreach Committee 7/20/15 2-0-0).

Just a thought, but how much public money has the Stallions Football and Cheer Program been granted in the last couple of years, compare to other community organizations (some documentation below)?
In 2014, CD 14 City Councilman Jose Huizar gave the Stallions $11,000 (not including NC money). 
In 2015, CD 14 City Councilman Jose Huizar gave the Stallions $20,000 (not including NC money).
Regarding Agenda Item # 22:
Discussion and Possible Action – Motion "That the LA32NC support the findings of the 710 Community Meetings regarding the 710 Draft Environmental Impact Report / Environmental Impact Study and submit the letter compiled by the Organization in collaboration with the Stakeholders present at the Community meetings held on June 18, 2015 and July 29, 2015." (Land Use Committee 7/23/15 3-0-0).
 
Memo to LA-32 NC President Fonseca (formerly Caudillo), as a Stakeholder (and former NC Board Member), was a copy of the "letter compiled by the Organization", made public for review as specified by the Brown Act? This is extremely important, considering that community members may not know about a certain "Connector Road" being stealthily, forced upon them.

Grayce Liu's "New and Improved LA-32 Neighborhood Council (** with approval of Councilman Huizar)"

"Disempowerment LA (DONE)" General Manager Grayce Liu can smile knowing that her (and Councilman Jose Huizar) favorite new incarnation of the LA-32 Neighborhood Council, is exerting the MINIMUM in outreaching to the community regarding upcoming meetings.
24 hour outreach is fine with Grace (with Councilman Jose Huizar's approval) for the LA-32 NC.
Lets play "Which of the LA-32 NC Committee Special Meetings of 5-28-14, will have alcohol for sale to constituents"?
** Blogger's Note: With no apologies to "Disempowerment LA (DONE)" GM Grayce Liu (with approval of CD 14 City Councilman Jose Huizar), your latest incarnation of the LA-32 NC is a dysfunctional ....., and ethical farce. Below for your review are SIX LA-32 NC Special Committee Meeting Agendas for formal (if legal) conduct of business, between 5-8 PM today. For lucky community stakeholders who signed up for electronic notification, you were given the bare minimum amount of time of formal notification that the supposed community-elected entity (with Councilman Jose Huizar's approval and financing, allegedly), would be conducting formal business. Most objective NC Activists within the City of LA, would likely agree upon reviewing the agendas, that the LA-32 NC is doing a community disservice by grouping all this meetings together, with the minimum amount of notification. Further, the choice of a location, where alcohol is available for consumption, should be given reconsideration, considering that current LA-32 NC President Marleen Fonseca (formerly Caudillo), was terminated from her previous LAPD employment for multiple alcohol-related offenses---Scott Johnson in CD-14.

Great post Spring Break to all as we return to the bloggin keyboard after a work-related break.
Just in time for Good Friday last week, two past political antagonists came together briefly (apparently without cutting the bread) to tour places of interest within the fiefdom of re-elected CD 14 City Councilman Jose Huizar.
The self-noting Princeton Graduate, hosted Mayor Eric Garcetti in his fourteenth stop on a city-wide tour which included taking in the view from the top of the Ascot Hills Passive Park.
We note with a chuckle (or two, three and four plus) the subtle difference between the "authentic" photo via the Mayor Garcetti Facebook Page and the "altered" version via the Councilman Huizar's Facebook Page, which obviously "Photo shopped" a balding feature on the now, termed-out Councilman.

Councilman Huizar made time to reward his mostly loyal underlings that now comprise the LA-32 Neighborhood Council. With the enabling of "Disempowerment LA" General Manager Grayce Liu (and staff), the once independent body has now become a rubber stamp appendix for the re-elected Councilman's political needs.

Both CD 1 City Councilman Gil Cedillo and CD 14 City Councilman Jose Huizar send staff members to a Special Meeting of the Historic Highland Park Neighborhood Council which focused on the spike of gang-related violent crime within the community. A crowded room of concern community members had assorted questions for the assembled LAPD and council staff in attendance.

Trust us ........., this is no April Fool Joke

The recently re-elected "Dear Charro, Princeton Graduate" will be in attendance this evening to honor the loyalty of his faithful LA-32 NC Servants.
Meanwhile, the Historic Highland Park Neighborhood Council has invited the CD 14 City Councilman to an emergency meeting tomorrow evening (April 2), starting at 7 PM at the Highland Park Senior Center (York and Figueroa), regarding a major spike in gang-related violence in Northeast Los Angeles
 
With the recent Gang Shootings and Violent Crimes in our community the Historic Highland Park Neighborhood Council will focus its next Board Meeting to discussing the issue and finding solutions.
Come hear from LAPD, CD1 & CD14 about what is being done to proactively deter the violence?
What are the steps they are taking addressing the issue? What preventative measures are being taken?
What can stakeholders/community members do to support a safe community.

Morning Briefs of the CD 14 Campaign Scene for Hump Day

As the candidates in the 2015 Edition of the CD 14 City Council Elections prepare for their last candidate forum/debate, event organizer The Eagle Rock Association (TERA) may want to be open and transparent regarding a recent "Contract" between the organization and the Office of Councilman Jose Huizar.
Is it fair to question the objectivity of Forum Organizer TERA considering ........, In the 2014 TERA State of the Town address, TERA president Bob Gotham started the meeting extolling the accomplishments of TERA. He mentioned that TERA provided $6000 towards the Take Back the Boulevard effort that resulted in the bike lanes on Colorado Boulevard.
So for what and why is TERA given a $5,600 contract? Repayment for support of Huizar's Colorado Blvd. Bike Lanes?
** For those who missed the last "Brass Claws Debate" at California State University Los Angeles (CSULA), former one time CD 14 City Council Candidate and Glassell Park Neighborhood Council Member Tony Butka, keyboards a descriptive missive on the proceedings at City Watch. To sum up his thoughts ......, For those of you who can’t read a whole article and just want to cut to the chase – Huizar should be very very worried about getting in a runoff with Gloria Molina!
A Neighborhood Council Disenfranchisement Alert!!
As the Board of Neighborhood Commissioners host a Special Meeting this evening at the El Sereno Seniors Center, to consider downsizing the LA-32 NC from 21 to 15 Members, "recent campaign issues" pertaining to the NC's current President Marleen Fonseca (formerly Terminated LAPD Civilian Employee "Marleen Caudillo") and her employer, the Enginners and Architects Association (the union for grieving DONE employees), merit investigating whether the attempted downsizing, is really a subjective undertaking.

** Blogger's Note: During a time when various candidates for Public Office are seeking to empower voters, the Board of Neighborhood Commissioners (BONC) will be holding a Special Meeting this evening in El Sereno to consider a proposal by "Disempowerment LA" to downsize the LA-32 NC from 21 to 15 members. At its last meeting, BONC voted to delay taken a position pending further review and scheduling to promote more community input. What are the reasons for "Disempowerment LA" wanting to take this drastic action? Department GM Grayce Liu cites past quorum issues, but when ask to provide documented background ......., none exists. Further, when a Board Member sought documentation on why the LA-32 NC was placed on Exhaustive Efforts, via a California Public Records Act Request, NONE of the documents given stated an issues with quorum. The real reason for this drastic action is simple, its all about Councilman Huizar's need for control. Last Spring, CD 14 staff was heavily involve in recruiting candidates for the NC and allocating "resources" to those who could supply voters. Live from the LA-32 NC!! A Friday Evening Dialog on the Issues featuring the CD 14 Candidate Trio of Chavez, Diaz and Molina (minus a certain Incumbent)

In what many are describing as the best 2015 CD 14 Candidate Forum to date, the three challengers seeking to unseat the current, embattled City Councilman Jose Huizar, engage in an objective, wide-ranging Q & A on the issues (minus the Incumbent and "Rent-a-Mob Entourage"). 
 CD 14 City Council Candidates Mario Chavez, Nadine Diaz and Gloria Molina, seated a table, opposite LA-32 NC Forum Moderators Vice-President Kaprisha Vallecillo, President Marleen Fonseca (out of chair for moment), Jose Aguilar and Tom Williams.
** Blogger's Note: With kudos to the LA-32 Neighborhood Council Ad-hoc Elections Committee Team of President Marleen Fonseca, Vice-President Kaprrsha Vallecillo, Board Member Angelica Duarte, along with Jose Aguilar and Tom Williams, local democracy was well serve with an excellent facilitation of the CD 14 Candidate Forum Q & A last evening at the El Sereno Senior Center. The roughly 100 Stakeholders present, were treated to a thoughtful, objective dialog on the myriad of issues facing CD 14 voters as they decide who will represent them for the next term starting on July 1, 2015. Of particular interest to area voters, was the former Supervisor's comments regarding the 710 Freeway. Molina stated that despite her past support of a plan to fill the 6.2 mile gap, the political will and fiscal resources do not exist to complete any alternative within our (and a crying baby's lifetime). Further, Molina describe the demonization of her on the issue by The Huizar Campaign, citing how they are spreading false, malicious rumors about her to voters. We should note that the current Officeholder Jose Huizar chose to not attend, this despite the efforts of the organizing committee, to plan the date and time of last evening's forum around his schedule. Apparently, the self-noting Princeton Graduate is planning to attend a planned February 19 Forum at Farmdale Elementary School, we will have more background on that "forum" in a later post---Scott Johnson. 
 
Stakeholders enjoyed a dialog environment devoid of the antics of a certain "Staffer-constituting Rent-a Mob".

In a Mayor Sam Exclusive, we disclose the linkage between the aborted Cal State University Los Angeles (CSULA) "Sex Toys r US" Event, with members of the LA-32 Neighborhood Council.   
Would have CSULA Student Government Vice Presidents (and Clowncilman Huizar Staffer Julio Torres-recruited LA-32 NC Board Members) Nicholas Carrillo and Sasha Perez had endorsed using NC Funds for this aborted Student Fee-financed Event?

Memo to CD 14 Councilman Jose Huizar Staffer Julio Torres.
Next time you recruit candidates for your Boss-mandated assignment of packing the LA-32 Neighborhood Council with unapologetic shills for the self-noting Princeton Graduate, it might be wise to check up on the thought processes of your desired "Huizzynistas".
In the case of the Cal State LA Student Leadership Duo of Sasha Perez and Nicholas Carrillo, they seem to share the same lack of inhibition, in regards to allowing CSULA Student Fees to be use for a "Sex Toys r Us Campus Event", but once the media was tipped off about this "recreational pleasuring event", the wise PR-minded adult overseers put a stop to the planned festivities.
But then what should we expect from the mindset of young Huizzynistas?  
** In case anyone forgot how constituent services are undertaken (allegedly) in the fiefdom of City Clowncil Central Committee Strongman's Herman "Mini Amin" Wesson's CD 8, please link here to review the following video. But in the most recent missive via LA Times David Zahniser on the CD 8 City Council Campaign , even an diminutive Strongman has limits on what he will tolerate from a notorious Koreatown Karaoke Bar ........., especially during a contentions re-election campaign.  
** For those who want to witness "The Dueling Ladies of CD 6 in Debate" set aside the evening of February 11 as the information notes ........, On February 11th, the Van Nuys Neighborhood Council will host a debate for the two candidates seeking election in the 6th City Council District. The event will take place at 6262 Van Nuys Boulevard in the Van Nuys Council Chambers starting at 7pm.
** If anyone was giving a thought about current polling for a potential "Tony Villar for Senate Campaign? We're waiting ..............., OK, here is the blunt truth via LA Weekly's Gene Maddaus. A new poll shows Antonio Villaraigosa would start a Senate race against Kamala Harris at a significant disadvantage. The poll shows Villaraigosa trailing Harris, 28-18 percent, in a hypothetical four-way matchup.

A Bloggin Farewell to an Alledged, Grieving (now Ex) DONE NEA name "Lisette"

As the Department of Neighborhood Council (DONE) and the Union representing its employees, Engineers & Architects Association (EAA), agree on a Grievance Settlement that allows "Council for Councils Volunteers (C4C)" to mentor NC's, the alleged lead NEA grievant, Lisette Covarrubias, leaves DONE today (Friday) for a new job at Metro. 
You too, can be a highly-compensated Empower LA Neighborhood Empowerment Advocate (NEA) (such as now former employee Lisette Covarrubias) and enjoy quality leisure time at assigned NC Meetings (especially if your duties DO NOT INCLUDE filing meeting reports).
** Blogger's Note: The following bloggin Friday "Bad News Dump (NAUGHT!)" merits a musical jingle ......., we hate to see you go, we hate to see you go, but what the heck you waiting for, we hate to see you go (NAUGHT!). Pardon the camp song flashback, but with the news that "Disempowerment LA NEA" Lisette Covarrubias, who was the alleged Department NEA that testify on behalf of the Grievance, filed against Council for Councils (C4C) having a role in mentoring Neighborhood Councils with issues, has accepted a new job with Metro (MTA) after today, then many NC Advocates will surely want to sing along. The Settlement between DONE and the Union representing the department grievants (EAA), is a major victory for C4C ......, and DONE GM Grayce Liu. GM Liu (especially with Covarrubias departure) can now hopefully get some fiscal help from Mayor Eric Garcetti in filling vacant positions within the department. Hopefully, the new agreement with C4C will provide the training ground for volunteers to prove themselves worthy of filling the vacant paid positions, while growing a cadre of volunteer action teams that can step in to mentor NCs with issues (like the current incarnation of the LA-32 NC), without subjective, political attachments ......., as exercised by now former "Disempowerment LA NEA Lisette Covarrubias"---Scott Johnson.

Introducing alleged, new Clowncilman Huizar Staffer Genny "Godoy" Guerrero

As CD 14 City Clowncilman Jose Huizar reshuffles staffers into Campaign Positions, the "Tonto Huevon" seeks out loyal supporters like Genny "Godoy" Guerrero (allegedly), to fill the void (of a certain ex scheduler?), in executing Constituent Services (to supportive community members).  
Meet the alleged, newest Clowncilman Huizar Staffer Genny "Godoy" Guerrero, who also serves as the El Sereno Bicentennial Parade Committee "Parade Coordinator" along with being a member of the LAPD Hollenbeck Community Police Advisory Board (CPAB).
** Blogger's Note:  With the formality of the Private Settlement between CD 14 City Clowncil Central Committee Member Jose "Tonto Huevon" Huizar and former Deputy Chief of Staff Francine Godoy, regarding her Sexual Harassment Claims, consummated at some undisclosed location, the 'Tonto Huevon" is freed (with wife Richelle's blessing) to resume their collected pursuit of four more years of public-finance existence as the reigning overseers of Ciudad de Los Angeles's CD 14. Surely, with Ms Godoy-Soto exiled to a Bureau of Sanitation position, discerning observers would think that the former Miss Richelle Rios (who may have masterminded the Francine exiting) could feel secure in keeping her "Tonto Huevon" from straying. But its safe to say that old habits (or perverted sense of infidelity entitlements) will not change soon. Thus, if Barrister Richelle does not want another "Sancha Eruption" to interfere with her solitary want of the "Tonto Huevon", she may want to take notice (or look the other way) at her husband's latest (alleged) hire, as we extrapolate upon below---Scott Johnson.

** Blogger's Note: From the "Disempowerment LA-occupied LA-32 NC Underground", we bring you this latest attempt via the CD-14 Clowncilman Jose Huizar/ Disempowerment LA-controlled LA-32 NC, to discourage (via a possible ADA violation?) community turnout for the upcoming October 1, 2014 LA-32 NC General Board Meeting. The photo below was taken at the Rose Hills Recreation Center which is an approved posting location for LA-32 NC agendas. As can be easily seen, the agenda and attachments are posted, taped in a way that prevents further review beyond the exposed pages. While agendas and attachments are also posted via the NC's website, those (especially seniors citizens) without computer access, would be unable to ascertain the full extent of agenda items (without ripping the tape and attached paper)..Thus, being disenfranchised from informing themselves on the planned discussion of community issues. We plan on sending a link to "Disempowerment LA" NEA Lisette Covarrubias for comment/clarification whether the posting technique below is appropriate---Scott Johnson
