Outtakes from the LA-32 NC Underground Special Report: NC President Marleen Fonseca faces Stakeholders-initiated Censure Petition

The Stakeholders of the LA-32 Neighborhood Council are pushing back against the contemptuous behavior of terminated LAPD Employee Marleen Caudillo, now facing a Censure Petition, President Marleen Fonseca.

** Blogger's Note: For those who love contentious Public Meetings, this Wednesday, December 2, 2015 LA-32 Neighborhood Council General Board Meeting (by reviewing its agenda), has all the ingredients needed. From agenda items pertaining to funding requests for events fronted by the cyber-bullying-endorsing El Sereno Bicentennial Committee, possible Board Member removals for excessive absences and selection of their replacements, its does not take much to stimulate passionate debate among this group of decreasing Julio Torres-allied Board Members. But the major HOT BUTTON ISSUE, will surely be the Censure Petition crafted by Stakeholders, directed at the actions of President Fonseca (formerly Caudillo). As documented in recent weeks, the aura of civility at LA-32 NC Meetings, has gone the way of President Fonseca's former LAPD employment (maybe for the same cause?). The last November Meeting, featured yelling matches, contentions exchanges and even an alleged attempt of physical intimidation.(which was caught on video). Objective LA-32 Stakeholders would be advise to contact Empower LA General Manager Grayce Liu, to express their concerns, but should remember that it was her who endorsed this changing of leadership----Scott Johnson

Morning Briefs on Petitioning for Basic Constituent Services in CD 14

The late CD 14 City Councilman Art Snyder must be rolling in his Grave as constituents are force to craft Petitions for Basic Services from its current City Councilman Jose Huizar.
The Late CD 14 City Councilman Art Snyder was the Role Model for Constituent Services (and you did not need a stinking petition).
** Blogger's Note: Long ago in CD 14 Political Folklore (late 1983, early 1984), a then embattled City Councilman Art Snyder was on KABC Eyewitness Channel 7, debating Recall challengers Steve Rodriguez and Lou Moret. Snyder who was facing a strong Recall challenge (and charges of personal and political nefarious conduct), cited his much-touted reputation for responsive Constituent Services by noting a fluid "In and Out Box Flow" of resolving issues brought to his Office's attention, as a reason for remaining Councilman. Snyder won, only to resign in 1985. Now some thirty years later, the now late Art Snyder would be rolling in his grave in witnessing what has become of Constituent Services in CD 14. This week, the same KABC Channel 7 Eyewitness News reported that Highland Park Senior Citizens were relegated to crafting a Petition to CD 14 City Councilman Jose Huizar, demanding a resolution to a stalled restroom modification at the community's Senior Citizen Center, which forced the elderly to use unkempt Porta-pottys. Just recently, we were made aware of the supposed comments of CD 14 El Sereno Office Staffer Julio Torres, who stated that a Petition may garner faster attention from Councilman Huizar, regarding the Homeless/Artist Colony on the infamous Elephant Hill. Simply, this reeks of Constituent Discrimination (as documented via "Listgate" in 2011), because we know for sure that the likes of Huizar-loving Hillside Village Property Owners Association would never be force to submit a "Petition" for their desired Valley Blvd "Quiet Zone" ........, right Julio? But maybe we should submit a formal California Public Records Act Request (CPRA) to Julio, on what happen to the $5,000 given to the supposed El Sereno Chamber of Commerce? Just a thought---Scott Johnson.

Mayor Sam on Assignment: Seeking out CD 14's new $9 Million Dollars Homeless Encampment ....., with a view

On this Hump Day, Mayor Sam goes On Assignment, in search of CD-14's newest $9 Million dollars Homeless Shelter/Encampments, with a Huntington Drive-reaching hilltop view. **Afternoon Update: WE FOUND IT!! See photo below "Julio".
Really Julio (Torres)? Your Boss (who went to Princeton), had the vision to have the taxpayers barrow $9 Million dollars to pay for a current Homeless Shelter/Encampments ......., with a hilltop view of  Huntington Drive and beyond?
** Blogger's Note: A note to our cyber audience, we will not be in the home office today, for we are on bloggin assignment to bring you the latest information on CD-14's newest Homeless Shelter/Encampments, with a hilltop view of Huntington Drive (which includes the former "Motel Huizar" location). As clearly seen from "Mickey's Parklet" located next to "Food for Less" on Huntington Drive, the Stakeholders of the El Sereno Community are commenting on their esteem, re-elected City Councilman Jose Huizar's newest answer for housing the homeless within the community. As previously reported here on Mayor Sam, the Princeton Graduate received City Council support to barrow, and pay an inflated price ($9 Million dollars to benefit the clients of  Land Use Attorney Ben Reznik) for the 20 acre, Elephant Hill Parcel in 2011. Since the transaction was completed (with the required, self-serving Photo Op completed), speculation has been rampant on what would become of the property (nature trails, interpretive signage, a Mark & Minnie Aguilar-Ferguson Nature Center among the thoughts). But come the Summer of 2015, the last option concerned Stakeholders expected, was to see tents and RVs take up positions on the hill as noted in this email, Other residents have complained to me and stated look up at elephant hill from Huntington Drive around post office. And yes there is an R.V. and a couple of tents. Thus, we load our bags (with ZIMAS Map in hand to determine property lines) to seek photographic documentation to share with you---Scott Johnson.

Absolutely Loyal (3 for loyalty and 5 for influence perfect score on Listgate) CD 14 City Clowncilman Jose Huizar Staffer Julio Torres. 
** If you never thought that political, absolute loyal pays off materially (ie. in a salary staffer position), then meet Julio Torres. Before cashing in on his solitary perfect score (3 and 5) as noted in our bloggin coverage of the 2011 Listgate Scandal, Julio was garnering journalistic/public relations insight from his work at the LA Times to create the glossy, community propaganda magazine "Our Town El Sereno". The timing of "Our Town El Sereno's" creation was most interesting considering that "The Voice Community News" (which Julio had been involved with before creating Our Town) was earning journalistic kudos for its objective reporting on community issues which did not cast Clowncilman Huizar in a positive light. Many local observers saw "Our Town El Sereno" as the "propaganda-counter publication" to The Voice, as it always regurgitated Clowncilman Huizar's Talking Points and never reporting negative news about the community. Its obvious from reviewing the publication that the glossy propaganda organ is supported by the Clowncilman (some have even speculated that its ad rates was being subsidize to under cut "The Voice"). Thus, why not have your community propagandist on the payroll (plus, he can insure that only fellow Huizzynistas serve on Park PABs, Neighborhood Councils, reward "Connected Non-Profits" and punish those, with help of Cyber Bullys, allegedly, who do not exhibit absolute loyalty to the "Dear Charro/Princeton Graduate")---Scott Johnson.

The amazing ability of "Cut and Pasting" can also disclose an apparent breakdown in communication (for six months) between the "Disempowerment LA-installed Empress Carlota" and the new incarnation of the LA-32 NC, as one can view by linking to the various Board and Committee Agendas crafted by the Elective Body, as exampled by the respective the July, 2014 Executive Committee Agenda, along with the "Disempowerment LA-crafted Agenda for the cancelled August 6 LA-32 NC General Board Meeting posted below ..............

** Blogger's Note: Happy Sunday to all from muggy Southern California as the atmosphere gets charged up for a day of Thunder, Lighting and something called Rain. There was once a time when the Mayor Sam Blog Comment Section was an unregulated territory of lighting responses, thunderous counter-responses and heavy downpours of spin in regards to the selected musings of our bloggers. But with no thanks to a few bloggin sour pusses (and legal threats), a cyber sheriff of moderation descended to bring order to the formerly "Wild, Wild West Enclave of  Commentary". That said, there are still some of you who took time last week to post responses and in the spirited of fostering a bloggin, interactive dialog, we want to highlight your contributions to the discussion. Each Sunday, we will post the best insightful, salient and chisme-loaded comments for all to regale. Plus remember, no one needs to know who you are, especially if you reside, work for a "Connected Non-Profit, or was a former staffer, in CD 14 City Clowncil Central Committee Member Jose "The Dear Charro, Princeton Graduate" Huizar's District---Scott Johnson.

** Julio Torres is the LA-32 NC personification that absolute loyalty (especially when documented on a certain "Constituent Loyalty List") pays ........., with a paid staffer position with Clowncilman Huizar. As you can tell from the comments below, Torres is Clowncilman Huizar's designated "mechanic" in ensuring tight control over all official entities (NCs, PABs, LAPD Senior Leads, Connected Non-Profits), in furthering the political agenda of his boss. In response to our Mayor Sam Exclusive on current LA-32 NC President Marleen Fonseca (formerly Caudillo), Torres is rightfully the target of criticism for his support (with city resources?) of Pro-Huizar NC Candidates ....., and oh Julio BTW, is it true that you are on the Board of Directors of the race-baiting/Huizar-hating, El Sereno Historical (more like delusional) Society? Just wondering ........, we would hate to see your singular achievement of be the only perfect score on "Listgate" (and all those free busses provided by your boss for Our Town Trips), soiled by a formal connection to a repudiated delusional duo.
Anonymous said... It is so sad that Huizar’s representative, Julio Torres, and Department of Neighborhood Empowerment General Manager Grayce Lui could not have found a better candidate. What a shame, but what can you expect with the continued corruption and unethical behavior indicative of the present City Government.
This is the result of electioneering by both Councilperson Huizar and GM Lui, a marriage of convenience. Next time maybe they can stay out of the elections and let the community freely choose their representatives. How else can they expect a get a true picture of the communities wants and needs?
They say bad things ultimately destroy themselves, let’s do better than this.
Maybe we can get Mayor Garcetti to step in and investigate the corruption and ineptness that seems to permeate throughout his Department of Neighborhood Empowerment.
For the betterment of the community Ms. Fonseca should resign, but given that she doesn’t think that she should be responsible for being fired for her unprofessional behavior as a LAPD representative do you think she will honestly leave this unpaid position.
Truth be told I am sure there is even more interesting tidbits of information on other LA-32 NC Board Members.
Keep up the investigative reporting Scott, I am sure we will be hearing some more on the others.
