Voting Stakeholders of the Arroyo Seco Neighborhood Council and within the Hermon Enclave, should JUST VOTE NO to the alleged, "Thieving Joe and Wendi Riser's (with supposed CD-14 support)" Scheme to create their self-serving "Mini NC".

The Hermon Breakaway Initiative is the second "Mini NC" to be voted upon in CD-14 this week, with the aspirations of a Skid Row Neighborhood Council being narrowly defeated yesterday and the chances of Hermon avoiding the same fate, is the FOUNDATION for the latest CD-14 Ethical Controversy. 

Its an OPEN SECRET, that Councilman Huizar (with enabling staff) has exercise bias in supporting the efforts of Joe and Wendi Riser (not forgetting Mark Legaspi), to become the Hermon Ruling Troika, but that support may vanish, especially with the OUTING below, of alleged THIEVERY .........., and potential VOTING EXPLOITATION of students from the Los Angeles International Charter High School (LAICHS) ......., in return for "pledges of future funding (allegedly)".

THIEVERY (allegedly): The photos below were taken during an Empower LA/LAPD/Arroyo Seco Neighborhood Council (ASNC) Action to retrieve ASNC Property that "somehow" was taken WITHOUT APPROVAL, relocated to the LAICHS Campus (prompting safety concerns) .......... and relabeled as the "Hermon Emergency Bin" (that lacked proper permitting). According to the LAICHS Website, Joe Riser is a Board Member .......... and allegedly kept information from School Staff regarding the true ownership of the "Bin"; pictured below.

YOUTH VOTER EXPLOITATION: According to sources, the Student Body, Parents, Staff and Board Members of the LAICHS are being pressured to VOTE YES for the Hermon Mini NC, with the promise that the Non-Profit Charter School will receive Public Funding from the NC Budget (as what happen during the LHNC Election in 2009). The FACT that Joe Riser is a current Board Member and VERY LIKELY a future Hermon Mini NC Board Member, is a IRS/Los Angeles County Board of Education/District Attorney/Ethics Commission Investigation, waiting to happen ....... especially if this ethically-challenged SCHEME is successful----Scott Johnson

The much-maligned (when controlled by CD-14/Disempowerment LA Puppet Masters) LA-32 Neighborhood Council begins 2017 with a renewed focus on community as longtime Stakeholder Anthony Manzano replaces the "departed" Jennifer Markewych as President. 

With NO APOLOGIES to Disempowerment LA, the Stakeholders have chosen their President.

** We part momentarily from our normal cynical, sardonic persona ......, to bring you a positive story of informative, engaged Stakeholders, who acted as a Community to right a miscarriage of government interference. 

With the resignation of Jennifer Markewych as the President of the LA-32 Neighborhood Council, the "Powers to Be (CD-14 and Disempowerment LA)", sought to replace the noted Hillary Clinton supporter by anointing Vice-President (and former Huizar Staffer) Miguel Vargas as their designated heir ........., but one problem, Stakeholders have a vote, and vote they did in returning Manzano to the President position, by rejecting the choice of former President Marleen Fonseca (formerly Caudillo), who had to abdicate his position as Vice-President to seek the Top Office.

Its no secret to discerning observers of the supposed "Empower LA Department", that the increasingly politicized management, has an internal "Troublemaker?Black List (in cooperation with various Council Members) of Constituents, which they desire NAUGHT to see elected to any NC ....., and Manzano was one of them.

Fortunately for the LA-32 Community, Stakeholders out-voted the CD-14-controlled Board Members in electing Manzano, despite the obvious consternation of Disempowerment LA Staff .....and a CD-14-accommodating former NC President-----Scott Johnson.

Will "Disempowerment LA" Null and Void LA-32 NC Stakeholders Rights regarding the Electing of new Board President?

As the LA-32 Neighborhood Council meets this evening to, allegedly, conduct business on behalf of its constituents, discerning Stakeholders are pondering if the staff of "Disempowerment LA" will craft a "Directive", that would "Null and Void their NC ByLaws-granting Rights" to vote in selecting a new NC President.

** Blogger's Note: If anyone still had questions regarding ethical standing of the City Department responsible for "EMPOWERING" Stakeholder's participation in Neighborhood Governance, then plan on attending tonight's meeting of the LA-32 Neighborhood Council.

The same LA-32 NC Stakeholders, who will for most part, have a vote in selecting a new Congressperson in the months ahead, may have their "NC Bylaws-granting Rights" to partake in the voting for a new NC President to replace the departed Jennifer Markewych .........., "Null and Void".

The LA-32 NC ByLaws state the following in regards to Stakeholders Rights to vote in the selection of Executive Committee Members.

B. At the General Meeting when the new Board members are installed, all Board Directors AND all LA-32 NC voting Stakeholders present, shall vote to elect the five (5) Officers. Any tie-vote will be decided by a second vote of the two (2) highest vote getters. In case of a tie, the Board shall vote to break the tie 

But in a recent vote to replace the LA-32 NC Recording Secretary the former President DID NOT grant the attending Stakeholders their "ByLaws-granting Voting Rights", citing an undocumented (ie. unwritten) correspondence with "Disempowerment LA" legal staff. ** For the record, the denial of Stakeholder's Rights to vote in selecting the Recording Secretary, is the subject of a Grievance (filed by this writer ......, and former LA-32 NC Board Member/Recording Secretary).

That stated, the alleged "direction" granted to former President Markewych by "Disempowerment LA Staff" was another example of inclusion-denying (and legally-questionable meddling) that can be discerned to benefit the "Exclusive/Politically-Connected Board Members", who are merely tools to further the Political Agenda of CD-14 City Councilman Jose Huizar (and his anointed Special Interest associates). 

Thus, this evening meeting's of the supposed "Community Inclusive (and representing) Entity" should serve as a Affirmation on whether the LA-32 NC, places its Rights of Stakeholders paramount, or instead, the Political Agenda of its tyrant, micro-managing City Councilperson (with the meddling, enabling help of Disempowerment LA Staff MemberTom Soong) ......., that the likes of Board Members Marcia Guzman, Kathy Leal and current Presiding Officer Miguel Vargas know all too well------Scott Johnson.

Last night was MY proudest moment as an elected official to date (since being elected ........, with MY + two votes = LOWEST total of all candidates). It was a moment that made all the bureaucracy (subjective Disempowerment LA Directives), headaches (MY alleged elder-abusing friend Keith Survillas), and frustration (that damned, uncooperative Anthony Manzano) worthwhile. At 3:30 pm, less than 3 hours before MY board meeting (it always about ME), I (ie. ME the Presidet) received a phone call from our (MY) city liaison, “JEN, I’ve got some news for you.” (Rarely is this a good thing ........, especially when I am the root cause of it.) “We have a group of women here from Saudi Arabia studying the council system and they want to see a woman in charge (they wanted to see ME role-playing MY heroine Billary, but I digress). JEN, they want to come see you (ie. ME the PRESIDENT) tonight (disclaimer again, its always about ME)…” So, with less than 2 hours prep (minus MY Anthony-bashing email time), I rewrote MY President’s message, practiced a bit of Arabic (and found significantly more conservative attire ........, which was ditched for after-meeting drinks with MY NC Mentor Marleen Fonseca in Alhambra) and was off. There are simply no words to express how honored and humbled I am to have met these ladies last night (** FYI, I am rarely humbled when talking about ME). They turned out to be some of THE FIRST WOMEN ELECTED IN SAUDI ARABIA LAST YEAR (BTW, with more than MY own three votes tally). I was truly privileged to meet these women who are making history and working towards equality and democracy in their country (while I disenfranchise Stakeholders with the approval of Disempowerment LA). As someone (ie. ME) who is first generation born here on MY father’s side, with both sides of MY family coming to this country after fighting or fleeing communism, fascism, and Nazism, it is deeply embedded in MY DNA to cherish liberty and democracy (as I support Billary's quest to replicate all three political evils in Amerika). For all it’s flaws and messiness, we need to remember that we still serve as an example of freedom to the world (except for MY NC Gulag-dwelling Anthony). To be able to build bridges of friendship with these democratic pioneers is awe-inspiring (as a SELF-proclaiming Democrat Heroine). I can’t wait to see their accomplishments (as superbly-exampled by MY legally-questionable Meeting Agenda)… And, of course, go visit them as well (if Treasurer Michelle will approve MY travel expenses). .

In a Mayor Sam Exclusive, we disclose the dubious and legally-questionable attempt by the LA-32 Neighborhood Council to allow its controversial Board Member Keith Survillas to "teleconference his presence" at yesterday's NC's monthly Board Meeting.

** Blogger's Note": In a Mayor Sam Exclusive, we disclose a legally-questionable attempt by the LA-32 Neighborhood Council to allow controversial Board Member Keith Survillas to "teleconference his attendance" at last night's monthly General Board Meeting. 

As noted on the Agenda for last night's gathering, Board Member Survillas was going to partake in the proceedings from "Mojave Community College, 3400 Highway 95, Bullhead City, Arizona 86442" .........., but was a "No Show". 

During the Roll Call portion of the Meeting, LA-32 NC President Jen Markewych stated that it was Board Member Survillas "Right under the Brown Act" to teleconference his attendance, but in reviewing established Brown Act Guidelines regarding Teleconferencing, discussions with longtime NC observers and in contacting Mojave Community College Officials ..............., the legality of last evening's proceedings requires bloggin review when considering.

First, the Mayor Sam Blog contacted the Administration at Mojave Community College and was told via an employee/assistant of Dean Shawn Bristle (sbristle@mojave.edu), that there was no documentation on file ........., or official posting of any agenda which complied with legal guidelines for postings requirements regarding Teleconference Meeting Locations. From the "Basic Provisions for Teleconferencing Under the Brown Act"

* Each teleconference location must be identified in the notice and agenda of the meeting. · * Agendas must be posted at each teleconference location. * Each location must be accessible to the public.

Second, in consultation with multiple, veteran Neighborhood Council Observers, none cannot recall a policy approved by the Department of Neighborhood Empowerment (DONE) that established Board of Neighborhood Commissioners (BONC)-approved Guidelines for the use of Teleconferencing at NC Meeting. Further, one Observer stated that BONC Commissioner have inquired and consulted with DONE-assigned Deputy City Attorneys, who cautioned about the logistics of complying with the intrinsic Brown Act requirements when incorporating Teleconferencing .........., as exampled from LA County Legal Counsel.  

Teleconferencing may be used for all purposes in connection with any meeting within the subject matter jurisdiction of the legislative body. All votes taken during the teleconference meeting shall be by roll call. If the legislative body elects to use teleconferencing, it shall post agendas at all teleconference locations and conduct teleconference meetings in a manner that protects the statutory and constitutional rights of the parties or the public appearing before the legislative body. Each teleconference location shall be identified in the agenda and shall be accessible to the public. During the teleconference, at least a quorum of the members of the legislative body shall participate from locations within the boundaries of the territory over which the local agency exercises jurisdiction. The agenda shall provide an opportunity for members of the public to address the legislative body directly at each location. (Section 54953.)

In lieu of the above information, along with attending last evening's proceedings, the Mayor Sam Blog seriously doubts that the required guidelines for insuring compliance with specified Brown Act Requirements regarding Teleconferencing, were inplemented (if not outright violated) ........., and merit further, formal investigating----Scott Johnson.

In a Mayor Sam Exclusive, we disclosed the recent verbal and physical action by a LA-32 NC Board Member, targeting a retired, Female Law Enforcement Officer during the July General Board Meeting .........,and what is the response to a "Request for Comment" from the former Failure Mayor Antonio (now Villargovea)-appointed GM, responsible for insuring the safety of ALL partaking in NC-related activities?  NOTHING, NADA, NO COMMENT!! 

This lack of granting the courtesy of a response, is sadly becoming a tired tactic of GM Liu in seeking to brand Stakeholders/Constituents seeking to question ethically-challenged decisions via respective NCs  ........,, as challenging trouble makers. 

Yet, more troubling is the adverse ramifications the subjective implementation of policies via GM Liu (and staff), are having upon neighborhoods, along with the punitive branding of those who merely seek to objective question the actions that are increasingly disenfranchising Stakeholders ..........., and in the days ahead, we will keyboard specific examples of such.

** We understand that these are not the "Best of Times" for the Spouse of former CD 14 City Clowncilman Jose Huizar Scheduler.Deputy Chief of Staff Francine "Bigfoot" Godoy Marco Soto. The noted Taxi Company Lobbyist (and Board Member of the Hermon-located Los Angeles International Charter High School), recently saw legislation to further regulate rival UBER, go down in defeat in Sacramento (prompting a graphic retort from State Senator Ben Hueso) may find some interest in the following from California Aware.

A bill that would place charter schools under the same transparency rules as their public counterparts faces a likely veto. AB 709 by Assembly Member Mike Gipson (D-Gardena) would put charter schools (except those on tribal reservations) under either the Brown Act or the Bagley-Keene Open Meeting Act—depending on whether their sponsors were local or state entities—as well as the California Public Records Act and state laws barring conflicts of interests in government and requiring the filing of public statements of economic interests by the board members and key employees. The need for such sunshine regulation, at least in some states, is suggested by an August 21 report on John Oliver’s “Last Week Tonight” program. The bill got a final vote of approval Wednesday (August 24) and is now headed for the Governor’s desk. It may well die there as did a similar measure last year, because Governor Brown, as mayor of Oakland, founded two charter schools there and, according to columnist Dan Walters, has “placed $20 million in ‘startup funds’ for new charters in his 2016-17 budget.”

In a Mayor Sam Exclusive, we have obtained an Email that shows Empower LA Staff Member Thomas Soong, allowing the recent August Meeting of the LA-32 Neighborhood Council to go forward ..........., despite a violation of the department's Agenda Posting Policies ......., without sharing the information to all LA-32 Stateholders.

** Blogger's Note: The Mayor Sam Blog has exclusively obtain an Email that shows Empower LA Staff Member Thomas Soong allowing the August Meeting of the LA-32 Neighborhood Council to move forward, DESPITE a violation of department's Agenda Posting Policies. In his response to the LA-32 NC's Executive Committee, Soong places the BLAME for the violation on the NC's Website Operator Arron DeVandry, who he also cited as being responsible for not posting on time, the June 28th Meeting of the NC's Public Safety Committee, then Chaired by Board Member Anthony Mansano. We should note FOR THE RECORD, that Board Member Manzano was removed as the Public Safety Committee Chairperson by NC President Jen Markewych, in a subjective, punitive response to the Agenda Posting Violation, during the July Meeting of the General Board. The fact that this email EXONERATES Board Member Manzano for any fault regarding the Agenda Posting Violation, has not been addressed by President Markewych, who has been targeted for criticism regarding her subjective condemnation of Board Member Manzano's "alleged behavior" ............, while in reality, its the conduct of President Markewych and Empower LA Staff that merits further investigation, for multiple acts of subjective misconduct----Scott Johnson.  

Dear LA32 Executive Committee,It was brought to our attention that the August board meeting agenda was not posted on your website with the Brown Act 72 hours requirement. Just to be clear, not posting on the website is not a violation of the Brown Act but is a violation of the Neighborhood Council Agenda Posting Policy. The agenda was posted properly at the physical posting location and therefore, Brown Act compliant. Per the Agenda Posting Policy, Neighborhood Councils are also asked to send the agendas to us at NC Support to be put on the Early Notification System. This was done within the Brown Act time frame. The issue at hand is that the agenda did not get posted on the website in time. This same situation also happened with your June 28th Public Safety meeting in which the chair did send the agenda to the webmaster and it was not posted on time. Because there is proof that the webmaster did receive the request to post before 72 hours, you can go forward with the meeting tomorrow night. But we do ask that you make every effort for all future board, special, and committee meetings to be posted per the Brown Act requirements or else future meetings not posted on your website in the needed time frame will be deemed a violation of the Neighborhood Council Agenda Posting Policy. Second Board Member Survillas, you DO NOT have the right to make physical contact (as witness by multiple people and noted to Empower LA Staff Member Thomas Soong), under the California Penal Code for Battery, when verbally-accosting and denigrating a longtime LA-32 Stakeholder.

The demise of a once productive Board of Neighborhood Commissioners (BONC), is now OFFICIAL, with Sunland-Tujunga's Lydia Grant submitting her resignation, as the Bureaucracy of Empower LA becomes more politically subjective in its unequal implementation and dispensation of Neighborhood Council oversight.

** A once inclusive, intuitive, discerning, productive Commission (with TWO Public Comment periods per meeting) ............, is in dire need of Mayoral resuscitation with the resignation of Sunland-Tujunga's Commissioner Lydia Grant.  

Grant, who was part of Los Angeles Mayor Eric Garcetti's superb appointments to the Commission that formed a bridge with Neighborhood Council Activists, only to be stonewalled by a politically-subjective (and understaffed) Empower LA Bureaucracy .........., with legal guidance from its assigned Deputy City Attorneys that blunted needed policy changes.

Tarzana NC Activist and CityWatch LA Contributor Denyse Selesnick keyboarded the following regarding former Commissioner Grant's contributions ........., and the adverse impact of her resignation. 

Lydia was the spark plug, the instigator on the Board. To say that the City Attorneys probably did a happy dance on Monday night is an understatement. While President Len Shaffer seems to believe that the BONC’s primary duty is to make City Hall happy, Lydia questioned almost everything. She was there to serve her stakeholders and made a point of visiting all of the NCs in her area during the month. She also spent time with other neighborhood councils whose representatives were not so committed. I always wanted to clone Lydia. I may not have agreed with everything she said or proposed, but I saw her as an ideal volunteer -- prepared to give her nights, weekends and hours of phone time trying to make her eighteen NCs function better. I don't blame her for quitting. However, the NC system has lost one of its most powerful supporters. 

Indeed, the Resignation of Commissioner Grant is a major blow for a NC System trending towards an irrelevant, neutered political tomorrow.

Should LAPD Hollenbeck Division Stakeholders question whether department resources are being properly dispensed, in lieu of past issues regarding the actions undertaken by the Division's CPAB ......, and now past LA-32 NC President Marleen Fonseca (formerly Caudillo)?

** Blogger's Note: In a Mayor Sam Exclusive, we are disclosing video documentation (posted below) that raises serious ethical questions whether former LA-32 Neighborhood Council President (and Terminated LAPD Civilian Employee) Marleen Fonseca (formerly Caudilo), inappropriately used LAPD resources, to rebut a Grievance Petition filed against her by 50 plus LA-32 NC Stakeholders.

FIRST, did LA-32 NC Stakeholders commit a Crime by submitting the Grievance Petition .........., and where is the corresponding Crime Report, taken by the Hollenbeck Division. justifying the LAPD's QDU involvement? 

SECOND, did the staff of Empower LA concur with President Fonseca's contact with LAPD's QDU entity?

THIRD, if a Crime Report was filed, were the LA-32 NC Sttakeholders named on the Petition, made aware of their ALLEGED wrong-doings .........., and Due-Process Rights?

FOURTH, was Ms. Fonseca engaging in a LAPD/DONE Department's (with CD-14 support) "Condoned Act of Intimidation" of LA-32 NC Stakeholders, via her mentioning of the involvement of QDU in ascertaining the veracity of the Stakeholder Petition ......., to cover up a serious Brown Act Violation/Conflict of Interest issue regarding "Support Letter for the Derby Dolls"?

LASTLY, was the now FORMER President Fonseca (formerly Caudillo), engaging in a "Grand Act of Embellishment" ........., or was this another "Documented Case of Inappropriate Use of LAPD Resources", via the Command Staff at Hollenbeck for the benefit of a connected person? What motivated new LA-32 NC Board Member (and CD 14 City Councilman Jose Huizar Intern) Kathy Leal to introduce a Motion to outright Dismiss a Grievance against the NC by the Publisher/Editor of The Community Beacon Newspaper Luis Sanchez ........, without Hearing? ** Hint, possible CD 14 Staffer Position?

** Blogger's Note: On this gray, misty Saturday, we bring you this bloggin, scandalous tease from, yet again, the new incarnation of the CD-14 City Councilman Jose Huizar uber-controlled (for now) LA-32 Neighborhood Council.. During the June 1 Meeting of the supposed community entity, new Board Member Kathy Leal garnered some unwanted attention (for her) when she called for the Motion to Dismiss without Hearing, a Grievance filed by the Editor/Publisher of The Community Beacan Newspaper Luis Sanchez. 

Leal, who just graduated from Cal State University Los Angeles ............, AND, was an intern in CD 14 City Councilman Jose Huizar's El Sereno Field Office, was observed by many in the audience, engage in texting during the meeting (with Councilman Huizar's El Sereno Office Staffer Suzy Lopez in attendance at the same time), leading some to speculate that Leal's Motion to Dismiss the Grievance, was choreographed. Its also has come to our attention that Leal may have, or will be interview for a CD-14 Staff Position which if true, should cause many to ponder the adverse ethical connotations of her actions.

The Grievance itself, was a byproduct of the previous Board-approved Motion to faciltate a fiscal arraignment with The Community Beacon Newspaper, to provide outreach for the May Elections of the NC ..........., and what became of the approved and documented Motion to allocate funding for The Community Beacon Newspaper to facilitate outreach?? Judging from the email below, now President Markewvch is wasting no time in emulating the discredit ethical behavior of past President Fonseca (formerly Caudillo) and using the "Gender Card" (role playing a certain embattled Presidential Candidate) in wrongly smearing and slandering longtime LA-32 NC Board Member Anthony Manzano, as a Serial Email to the Old and New Board discloses below.

We should note that it was unprofessional emails such as this one in question, that DONE cited for placing the LA-32 NC on "Exhaustive Measures" previously.
