In honor of the most recent meeting cancellation of the LA-32 NC General Board (August 6) due to "posting issues", we dedicate this inaugural post of "Dispatches" to "Disempowerment LA" General Manager Grayce Liu.

Now as our "Cut and Paste Teachable Moment" continues, we ditto the above by now using the first Agenda under the occupation of "Disempowerment LA" from February 26, 2014.

As any discerning observer reading this blog can note, the cyber art form of "Cut and Pasting" has the amazing ability to highlight the inconsistent posting locations between the February 20 and 26 Agendas. Thus, empowering the inquisitive process of discerning why "Empress Carlota" (with supposed oversight from "Disempowerment LA GM Grayce Liu) would arbitrarily change long-established posting locations without community and board input.
The amazing ability of "Cut and Pasting" can also disclose an apparent breakdown in communication (for six months) between the "Disempowerment LA-installed Empress Carlota" and the new incarnation of the LA-32 NC, as one can view by linking to the various Board and Committee Agendas crafted by the Elective Body, as exampled by the respective the July, 2014 Executive Committee Agenda, along with the "Disempowerment LA-crafted Agenda for the cancelled August 6 LA-32 NC General Board Meeting posted below ..............

As the "Cut and Pasted" examples above clearly show, we had and still have, a failure to communicate some six months after "Disempowerment LA's takeover of the LA-32 NC ........., and how did "Empress Carlota" respond when presented with this information, along with the fact that the Agenda for the cancelled August 6, 2014 Meeting was not posted on the NC Website 72 hours before the meeting? This is where the ability to "Cut and Paste" becomes priceless .........

Good Afternoon Mr. Johnson, I hope this email finds you well. Thank you for bringing this matter to our attention. Please note that the lack of posting on the website is not a Brown Act violation. It does however, posts concerns under the new Neighborhood Council Agenda Posting Requirements policy approved by the Board of Neighborhood Commissioners. I have attached the policy for your review.
We are currently working with the LA 32 NC to address this concern.

First, thanks for your prompt response.
That said, please help me (and other LA Stakeholders) with this moment of confusion regarding posting requirements.
Note on the attached Empower LA-approved LA-32 NC General Board Meeting Agenda of July 2, 2014, the following posting locations are listed.
1. El Sereno Recreation Center
2. El Sereno Senior Center
3. El Sereno Library
Note on the attached Empower LA-approved LA-32 NC General Board Meeting Agenda of July 2, 2014, the following posting locations are listed.

Plus, the meeting was posted on the required and maintained LA-32 NC Website
Now review the attached LA-32 NC Executive Committed Agenda of July 31, 2014 which listed the following post locations.
1. El Sereno Recreation Center
2. El Sereno Senior Center
3. El Sereno Library
4. Rose Hills Recreation Center
5. Barrio Action Youth and Family Center
As one can observe, we have an inconsistency in posting locations that dates back to when Empower LA imposed its declaration of Exhaustive Efforts on the LA-32 NC.
Please clarify in writing the following;
First, why did Empower LA change its crafted agendas to note a posting Location at CSULA?
Second, where exactly on the campus of CSULA is the agenda posted and why is that information not included on the Empower LA-crafted agenda?
Third, when and who from Empower LA secured approval from the CSULA Administration to post all LA 32 NC-related agendas and can that information be made available for review?
In closing, as the Empower LA designated NEA, please work with the General Board of the LA-32 NC in bring clarity and resolution to this issue promptly. Thus insuring that the LA-32 Community is properly (and legally) informed of all its affiliated meetings and events.

The Department has not changed the posting locations (we do not have that authority). We have been utilizing the same format since we began reviewing agendas for the LA 32 NC. I am attaching an agenda for the LA 32 NC for the March 2014 meeting (you were on the Board then) and for last month's meeting for your reference and comparison. They have the same posting locations. Please note that all agendas have been crafted based on what the LA 32 NC submits and items required from Exhaustive Efforts.

Thus, we hope that this "Cut and Paste Teachable Moment" was beneficial in showcasing the level of incompetence from within "Disempowerment LA", in offering guidance to the newly installed, CD 14 Staffer Julio Torres-vetted incarnation of the LA-32 NC. But most important, we hope that "Empress Carlota" will embrace "Cut and Pasting" as she will need it to explain her questionable actions in silencing the elected voice of the community.
