Afternoon Briefs on the LA-32 NC Scene for Wednesday

The much-maligned (when controlled by CD-14/Disempowerment LA Puppet Masters) LA-32 Neighborhood Council begins 2017 with a renewed focus on community as longtime Stakeholder Anthony Manzano replaces the "departed" Jennifer Markewych as President. 

With NO APOLOGIES to Disempowerment LA, the Stakeholders have chosen their President.

** We part momentarily from our normal cynical, sardonic persona ......, to bring you a positive story of informative, engaged Stakeholders, who acted as a Community to right a miscarriage of government interference. 

With the resignation of Jennifer Markewych as the President of the LA-32 Neighborhood Council, the "Powers to Be (CD-14 and Disempowerment LA)", sought to replace the noted Hillary Clinton supporter by anointing Vice-President (and former Huizar Staffer) Miguel Vargas as their designated heir ........., but one problem, Stakeholders have a vote, and vote they did in returning Manzano to the President position, by rejecting the choice of former President Marleen Fonseca (formerly Caudillo), who had to abdicate his position as Vice-President to seek the Top Office.

Its no secret to discerning observers of the supposed "Empower LA Department", that the increasingly politicized management, has an internal "Troublemaker?Black List (in cooperation with various Council Members) of Constituents, which they desire NAUGHT to see elected to any NC ....., and Manzano was one of them.

Fortunately for the LA-32 Community, Stakeholders out-voted the CD-14-controlled Board Members in electing Manzano, despite the obvious consternation of Disempowerment LA Staff .....and a CD-14-accommodating former NC President-----Scott Johnson.

Will "Disempowerment LA" Null and Void LA-32 NC Stakeholders Rights regarding the Electing of new Board President?

As the LA-32 Neighborhood Council meets this evening to, allegedly, conduct business on behalf of its constituents, discerning Stakeholders are pondering if the staff of "Disempowerment LA" will craft a "Directive", that would "Null and Void their NC ByLaws-granting Rights" to vote in selecting a new NC President.

** Blogger's Note: If anyone still had questions regarding ethical standing of the City Department responsible for "EMPOWERING" Stakeholder's participation in Neighborhood Governance, then plan on attending tonight's meeting of the LA-32 Neighborhood Council.

The same LA-32 NC Stakeholders, who will for most part, have a vote in selecting a new Congressperson in the months ahead, may have their "NC Bylaws-granting Rights" to partake in the voting for a new NC President to replace the departed Jennifer Markewych .........., "Null and Void".

The LA-32 NC ByLaws state the following in regards to Stakeholders Rights to vote in the selection of Executive Committee Members.

B. At the General Meeting when the new Board members are installed, all Board Directors AND all LA-32 NC voting Stakeholders present, shall vote to elect the five (5) Officers. Any tie-vote will be decided by a second vote of the two (2) highest vote getters. In case of a tie, the Board shall vote to break the tie 

But in a recent vote to replace the LA-32 NC Recording Secretary the former President DID NOT grant the attending Stakeholders their "ByLaws-granting Voting Rights", citing an undocumented (ie. unwritten) correspondence with "Disempowerment LA" legal staff. ** For the record, the denial of Stakeholder's Rights to vote in selecting the Recording Secretary, is the subject of a Grievance (filed by this writer ......, and former LA-32 NC Board Member/Recording Secretary).

That stated, the alleged "direction" granted to former President Markewych by "Disempowerment LA Staff" was another example of inclusion-denying (and legally-questionable meddling) that can be discerned to benefit the "Exclusive/Politically-Connected Board Members", who are merely tools to further the Political Agenda of CD-14 City Councilman Jose Huizar (and his anointed Special Interest associates). 

Thus, this evening meeting's of the supposed "Community Inclusive (and representing) Entity" should serve as a Affirmation on whether the LA-32 NC, places its Rights of Stakeholders paramount, or instead, the Political Agenda of its tyrant, micro-managing City Councilperson (with the meddling, enabling help of Disempowerment LA Staff MemberTom Soong) ......., that the likes of Board Members Marcia Guzman, Kathy Leal and current Presiding Officer Miguel Vargas know all too well------Scott Johnson.

 "Disempowerment LA;s" Neighborhood Empowerment Advocate Thomas Soong ........., who has repeatedly meddled in the affairs/decision-making of the LA-32 NC.

** Blogger's Notes (LOL!!): With ABSOLUTELY no apologies to "Disempowerment LA (officially  Empower LA)" General Manager Grayce Liu, we have to bloggin state that the City of LA Department responsible for overseeing the Neighborhood Councils, has become a "waste of political enabling dysfunction", when the likes of former LA-32 NC President (and litigious terminated LAPD Civilian Employee) Marleen Fonseca (formerly Caudillo) ........, can become a "Council 4 Councils Mentor (were not F-ing kidding)". Miguel Vargas) ......... with the now apparent approval/sanction of "Disempowerment LA". Bluntly, as the documentation and video below makes evident, the "SELECTION" of Fonseca (formerly Caudillo) as a supposed "Mentor", is the latest indictment against the increasing, politically-intrusive regulating entity ............., and is cause for a Stakeholder Push Back against the subjective actions, initiated by its employees----Scott Johnson.

Following Fonseca's comment regarding a "request for QDU to investigate the signatures", fellow Board Member Angela Duarte can be heard asking Fonseca to state what QDU stands for, with Fonseca respmding, Questionable Document Unit .........., which raises these "Ethical Questions";

FIRST, did LA-32 NC Stakeholders commit a Crime by submitting the Grievance Petition .........., and where is the corresponding Crime Report, taken by the Hollenbeck Division. justifying the LAPD's QDU involvement? 

SECOND, did the staff of Empower LA concur with President Fonseca's contact with LAPD's QDU entity?

THIRD, if a Crime Report was filed, were the LA-32 NC Sttakeholders named on the Petition, made aware of their ALLEGED wrong-doings .........., and Due-Process Rights?

FOURTH, was Ms. Fonseca engaging in a LAPD/DONE Department's (with CD-14 support) "Condoned Act of Intimidation" of LA-32 NC Stakeholders, via her mentioning of the involvement of QDU in ascertaining the veracity of the Stakeholder Petition ......., to cover up a serious Brown Act Violation/Conflict of Interest issue regarding "Support Letter for the Derby Dolls"?

LASTLY, was the now FORMER President Fonseca (formerly Caudillo), engaging in a "Grand Act of Embellishment" ........., or was this another "Documented Case of Inappropriate Use of LAPD Resources", via the Command Staff at Hollenbeck for the benefit of a connected person? Not surprisingly, those contacts help "Jen" get the support needed to be selected the new LA-32 NC President (** despite the fact that numerous stakeholders were disenfranchised from voting due to the actions of DONE). 

Judging from the email below, now President Markewvch is wasting no time in emulating the discredit ethical behavior of past President Fonseca (formerly Caudillo) and using the "Gender Card" (role playing a certain embattled Presidential Candidate) in wrongly smearing and slandering longtime LA-32 NC Board Member Anthony Manzano, as a Serial Email to the Old and New Board discloses below.

We should note that it was unprofessional emails such as this one in question, that DONE cited for placing the LA-32 NC on "Exhaustive Measures" previously.

From agenda items pertaining to funding requests for events fronted by the cyber-bullying-endorsing El Sereno Bicentennial Committee, possible Board Member removals for excessive absences and selection of their replacements, its does not take much to stimulate passionate debate among this group of decreasing Julio Torres-allied Board Members. But the major HOT BUTTON ISSUE, will surely be the Censure Petition crafted by Stakeholders, directed at the actions of President Fonseca (formerly Caudillo). ** Blogger's Note: If anyone was still in denial of the current Ethical and Legal Dysfunctional State of the LA-32 Neighborhood Council, they need only to view the Public Comment beginning, the President Marleen Fonseca (formerly Caudillo) Reimbursement middle (1:15 Mark) ......., and the "Non-adjournment" ending (last three minutes) of the LA-32 NC's most recent meeting last Wednesday, to witness the obvious Ethical and Legal shortcomings. LA-32 NC President Marleen Fonseca (formerly Caudillo) is taken to task during Public Comment for not disclosing her supposed non-platonic relationship with a "Troy Carbajal (who is a Arts & Culture Committee Member)". The relationship between President Fonseca (formerly Caudillo) and Carbajal, is also the foundation for later Board Member's concerns, regarding a requested "Board Member Reimbursement" to President Fonseca (formerly Caudillo) for $60 Dollars in coffee, that was paid for by a "Jerry" Troy Carbajal, as noted on the generic receipt posted above. For the record, LA-32 NC Treasurer Michelle Corzantes stated that she would of paid for the El Sereno's Holy Grounds Coffee Shop-provided refreshment, with the Empower LA P-card ......., as called for via Empower LA, At one point during the discussion regarding the issue, LA-32 NC Recording Secretary calls out fellow Board Member Angelica Duarte as being "GROSS" for questioning the reimbursement request (BTW, the Motion to reimburse President Fonseca passed). Its should be obvious to all who observe the video below, that President Fonseca (formerly Caudillo), engages in unprofessional conduct during the course of the meeting ........., and has lost the respect of the majority of the Board, as exampled by the majority vote to support returning to a 21 person body. This despite Public Comment from two allies, Alysia Genny Guerrero and Ray Rios----Scott Johnson.

As our Mayor Sam Exclusive regarding the Ethical and Legal Dysfunction of the LA-32 Neighborhood Council continues, we disclose President Marleen Fonseca's (formerly Caudillo) "Writ of Mandamus/Lawsuit Filing" against the Board of Civil Service Commissioners for denying her "Demand for Reinstatement", after her Termination from LAPD Civilian Employment for MULTIPLE Alcohol-related Issues.

** Blogger's Note: As our Mayor Sam Exclusive into the Ethical and Legal Dysfunction of the LA-32 Neighborhood Council continues, we suggest that LA-32 NC Stakeholders seriously ponder "who is really Marleen Fonseca (fomerly Caudillo)", considering the following from her Civil Service Commission Termination Hearing in October of 2013. 

The Department added that the chief of police had made it very clear that if an employee has a DUI arrest the Department will work with them to help overcome whatever the problem is. However, if a second offense occurs, he has stated, there is no room in the Department for that employee and they will be discharged. The Department cannot make special provision for outstanding employees or employees it likes who have received a second DUI. The policy must be uniform across the board. It was with regret that this employee was discharged, but it was the only avenue open to the Department.

Most people, when terminated for a alcohol/drug related offense (especially when given a second chance), would hopefully take the "First Step of Accountability" and engage the next eleven steps to the "Rebirth of Sobriety". But as we exclusively disclose here, Marleen Fonseca (formerly Caudillo) file a "Writ of Mandamus" against the actions of the Civil Service Commission in February, 2014, as part of her "Marleen CAUDILLO v. Board of Civil Service Commissioners Lawsuit in Superior Court (Case No. BS146740)".

The action taken mere weeks before the LA-32 NC Elections can only cause discerning observers to ponder whether her campaign for NC ......,and her desire to be President, are part of  a strategy regarding her lawsuit (along with her new EAA Union Position). Because lawsuits of this nature come before City Council for Final Resolution, its PARAMOUNT that President Fonseca (formerly Caudillo) disclose publicly the status of her Lawsuit .........., especially given the role of EAA (and its Labor Representative) in securing a major Campaign Contribution for CD 14 City Councilman Jose Huizar's Re-election----Scott Johnson in CD 14

Mayor Sam LA-32 NC Exclusive Continues: Vice-President Vallecillo's Lack of Diligence regarding Board Member Absences

As we continue our Mayor Sam Exclusive regarding the Ethical and Legal Dysfunction of the Empower LA General Manager Grayce Liu-restructured, LA-32 Neighborhood Council, we disclose documentation on USC Law School Graduate/Practicing Attorney Kaprisha Vallecillo's "Absence in Diligence" in responding to Stakeholder's concerns about Board Members Attendance ........., while conferring with Empower LA's Legal Counsel about her pending "Three General Board Meetings Leave of Absence".  

From Kaprisha Vallecillo's Law Firm Bio: Kaprisha currently serves on a local chapter of the Los Angeles Neighborhood Council as the Council’s Vice President, Business and Economics Committee Director (to promote USC Biotech Corridor Agenda?), and Elections and Voter Engagement Committee Director (not for LA-32).

** Blogger's Note: As we continue our Mayor Sam Exclusive on the current Ethical and Legal Dysfunction of the Empower LA General Manager-supported restructured LA-32 Neighborhood Council, we have obtain a Email from a Stakeholder, directed to Vice-President Kaprisha Vallecillo which stated concerns about the irregular enforcement of LA-32 NC By-Laws, pertaining to Board Member Attendance (or lack of). 

For the record, the LA-32 NC By-Laws state the following; Section 7: Absences - Any Director who misses two (2) consecutive regularly scheduled General Meetings or, optionally, three (3) total Board meetings during any twelve (12) month period will be automatically removed from the Board. Each Director’s absence shall be recorded in the LA-32 NC meeting minutes or other manner of LA-32 NC record keeping, and that, upon missing the required number of Board meetings for removal, the LA-32 NC Presiding Officer shall notify the Board Director and provide notice to that Director that their seat has been declared vacant. 

As noted in the First Post of our Mayor Sam Exclusive on the current Ethical and Legal Dysfunction of the LA-32 NC, Vice-President Vallecillo is seen on video stating that because of work obligations, she will miss the next three, regular-monthly General Board Meetings. Further, Executive Board Members, while discussing who would be remove (Genny Guerrero, Sasha Perez, Augie Rodriguez and Victor Ayala), Vice-President Vallecillo is asked by President Marleen Fonseca (formerly Caudillo) whether she had made contact with the Deputy City Attorney assigned to Empower LA, regarding her pending "Leave of Absence".

Its apparent from the video that the LA-32 NC Executive Committee was engaging in "Selective Enforcement" of its By-Laws (ie. removing those that they desired expunged from the board). Its not a secret that President Fonseca (formerly Caudillo) and her board allies have sought out "Gray Areas within the By-Laws (with help of enabling Empower LA Staff)" to keep out those Blacklisted, while appointing those acceptable to the controlling cliche (and Empower LA).

Thus, considering that Vice-President Vallecillo did not respond to the email concerns of the Stakeholder, is it fair to cite the practicing Attorney (of great achievement) as being a cause and enabler, in regards to the current dysfunctional Legal and Ethical State of the LA-32 NC? Sadly, the video and email documentation (posted below), do not merit a cross examination----Scott Johnson.

Blogger's Note: In a Mayor Sam Exclusive, we present a video of the most recent LA-32 Neighborhood Council Executive Committee Meeting that discloses the uttered Ethical and Legal Dysfunction of the supposed, community representing elected body. Under the leadership of terminated LAPD Civilian Employee, now EAA Union (which represents Empower LA staff and Deputy City Attorneys) Labor Representative Marleen (formerly Caudillo) Fonseca, the once 21-person cross section of community opinion, has been constricted (with the support of Empower LA General Manager Grayce Liu) into a rubber stamp for the favors of her friends (and allegedly, a VERY close companion)   .........., and fiscal provider of their Connected Non-Profit supporters (El Sereno Stallions, Bicentennial Parade Committee). The video above from the Oct. 28, 2015 LA-32 NC Executive Committee, clearly shows that despite the enabling support from Empower LA staff (via the likes of former NEA Lisette Covarrubias and Deputy City Attorney Darren Martinez), unethical and legal dysfunction reigns. Below, we post bullet points (with time mark) of moments from the 10-28-15 proceedings, which highlight the unethical and questionable legalities of a currently dysfunctional elective body ......., and merits legal review---Scott Johnson. 

** 13:00 Minute Mark: With eight board members present, the once LA-32 NC Executive Meeting, is now a General Board Serial Meeting. Note the uncontrolled exchange between President Fonseca (formerly Caudillo) and Board Member Ruben Chavez regarding whether they are violating the Brown Act.

** 30:00 Minute Mark: Vice President Kaprisha Vallecillo (a practicing Attorney) announces that she will be missing the next three (November, December and January) General Board Meetings due to work obligations. This leads into a discussion of excuse and unexcused absences (the LA-32 NC By-laws does not make provisions for excusing absences). At one point, President Fonseca (formerly Caudillo) states that Board Members Victor Ayala, Sasha Perez, Genny Guerrero and Augie Rodriguez would be removed at the next (November) General Board Meeting ............, while conferring with Vice-President Vallecillo on whether she has received a response from the Empower LA-assigned Deputy City Attorney, on "guidence" regarding her pending absences. We should note that Genny Guerrero verbally stated that she had resign from the LA-32 NC.

** 37:00 Minute Mark:  From the 37:00 Minute Mark on to the end of the meeting, the act of Agenda Setting morphs into one disdainful exercise of unprofessional (and By-laws questionable) conduct by President Fonseca (formerly Caudillo) For the record, A. The President shall: Prepare the meeting agenda with the assistance and approval of the Executive Committee (ie. a set General Board Agenda should be made and voted upon at the Executive Committee Meeting).

** 55:00 Minute Mark: Community Stakeholder (and former LA-32 NC President and Treasurer) Anthony Manzano present numerous Motions for placement consideration on the upcoming November Agenda, only to be unprofessionally mocked for presenting items such as ........, supporting legislation on curfews for minors (this coming mere hours after the discovery of two slain teen girls at Debs Park) ......., a request for a Motion opposing the ABC Alcohol Licenses at the Hyatt Hotel Development on the USC Health Science Campus ........, which was denied by President Fonseca (formerly terminated LAPD Civilian Employee Caudillo), in violation of the LA-32 NC By-laws.  

Now Former LA-32 NC Board Member Genny Guerrero (with Crutches). Did Fonseca (formerly Caudillo) and Guerrero (along with Yolie and Jorge Garcia) collaborate on using Facebook to "cyber attack" their perceived critics? 

President Fonseca (formerly Caudillo) with her "Controlled, Close Friend" Troy Cabajal. Did President Fonseca (formerly Caudillo) mislead the LA-32 NC Board about her "relationship" with Cabajal, in seeking board money for his recent "paid event" at Ascot Hills Park?

Lastly, how would LA-32 NC Board Treasurer Michelle Corzantes feel if President Fonseca (formerly Caudillo) made public the alleged, in-home, profane parenting proclivities of her?

For lucky community stakeholders who signed up for electronic notification, you were given the bare minimum amount of time of formal notification that the supposed community-elected entity (with Councilman Jose Huizar's approval and financing, allegedly), would be conducting formal business. Most objective NC Activists within the City of LA, would likely agree upon reviewing the agendas, that the LA-32 NC is doing a community disservice by grouping all this meetings together, with the minimum amount of notification. Further, the choice of a location, where alcohol is available for consumption, should be given reconsideration, considering that current LA-32 NC President Marleen Fonseca (formerly Caudillo), was terminated from her previous LAPD employment for multiple alcohol-related offenses---Scott Johnson in CD-14.

Morning Briefs of the CD 14 Campaign Scene for Hump Day

As the candidates in the 2015 Edition of the CD 14 City Council Elections prepare for their last candidate forum/debate, event organizer The Eagle Rock Association (TERA) may want to be open and transparent regarding a recent "Contract" between the organization and the Office of Councilman Jose Huizar.

Is it fair to question the objectivity of Forum Organizer TERA considering ........, In the 2014 TERA State of the Town address, TERA president Bob Gotham started the meeting extolling the accomplishments of TERA. He mentioned that TERA provided $6000 towards the Take Back the Boulevard effort that resulted in the bike lanes on Colorado Boulevard.

So for what and why is TERA given a $5,600 contract? Repayment for support of Huizar's Colorado Blvd. Bike Lanes?

A Neighborhood Council Disenfranchisement Alert!!

As the Board of Neighborhood Commissioners host a Special Meeting this evening at the El Sereno Seniors Center, to consider downsizing the LA-32 NC from 21 to 15 Members, "recent campaign issues" pertaining to the NC's current President Marleen Fonseca (formerly Terminated LAPD Civilian Employee "Marleen Caudillo") and her employer, the Enginners and Architects Association (the union for grieving DONE employees), merit investigating whether the attempted downsizing, is really a subjective undertaking.

** Blogger's Note: During a time when various candidates for Public Office are seeking to empower voters, the Board of Neighborhood Commissioners (BONC) will be holding a Special Meeting this evening in El Sereno to consider a proposal by "Disempowerment LA" to downsize the LA-32 NC from 21 to 15 members. At its last meeting, BONC voted to delay taken a position pending further review and scheduling to promote more community input. What are the reasons for "Disempowerment LA" wanting to take this drastic action? Department GM Grayce Liu cites past quorum issues, but when ask to provide documented background ......., none exists. Further, when a Board Member sought documentation on why the LA-32 NC was placed on Exhaustive Efforts, via a California Public Records Act Request, NONE of the documents given stated an issues with quorum. The real reason for this drastic action is simple, its all about Councilman Huizar's need for control. Last Spring, CD 14 staff was heavily involve in recruiting candidates for the NC and allocating "resources" to those who could supply voters. Thus, the result was the selection of a Huizar-friendly NC ......., and now, the next step is down-sizing to preserve that majority. ** But not before disclosing some inconvenience truths ---Scott Johnson.

The Department added that the chief of police had made it very clear that if an employee has a DUI arrest the Department will work with them to help overcome whatever the problem is. However, if a second offense occurs, he has stated, there is no room in the Department for that employee and they will be discharged. The Department cannot make special provision for outstanding employees or employees it likes who have received a second DUI. The policy must be uniform across the board. It was with regret that this employee was discharged, but it was the only avenue open to the Department.

It’s about time someone set the record straight Scott, everybody thinks that you are the one who has found out all these things about the puppet LA-32 NC Board Members, but we know it’s not true.

You have had a lot of help from a lot of people that can see that these reverse racist sell-out vendidos, who live compromised lives, are actually a part of a larger conspiracy to continue keeping the people of the East Side Down, all the while keeping you and other outspoken stakeholders off the LA-32 Neighborhood Council.

For instance it wasn’t you who found out that the current President of LA-32 NC is a 2 time arrested DUI offender, a divorced fired LAPD employee because she withheld information about her arrest records as well as her inability to stay sober.  That the reason she moved back to El Sereno is not because she really cares about it, but because she had nowhere else to go.
