The latest Theater of Political Hypocrisy Production on Chinatown Wal-Mart

CD 1 City Councilman Ed Reyes awash in non-union, corporate beer and wine sales.
** The Political Theater of Hypocrisy will be in session today as the likes of CD 1 City Councilman Ed Reyes, along with CD 14 Councilman Huizar, with support from CD 12 RINO Councilman Mitch Englander, choreograph their latest PLUM Committee Production on the future of Wal-Mart in Chinatown.
But for the reigning shill of non-union, corporate beer and wine sales Councilman Reyes, his crusade to solicit more union campaign contributions for his Chief of Staff Jose Gardea, by fronting this Motion., may not get past committee.
One can figure that Councilman Englander will heed the rare, common sense editorial of the LA Times and support the Planning Commission's recommendation and support the establishment of the Wal-Mart Chinatown location. But the supposed friend of labor Councilman Huizar, may have been bought.

But as this contribution to Gardea's Campaign should highlights, not all public policy positions are derided from selfless, political thoughts .......

The reality here in this latest production from the Theater of Political Hypocrisy, is that the voice of the community is silent in this latest act. If Councilman Reyes truly listen to his constituents, then a certain survivor of the Cambodia "Killing Fields" and American Veteran would still be living the American Dream as a small business owner in Lincoln Heights and residents would have a new supermarket in Chinatown.

Morning Briefs on the Los Angeles Political Machine for Monday

Faces in the crowd at Second Annual Friends of the Southwest Museum Soda Tasting Fundraiser at Galco's Market
CD 1 City Councilman and great friend of the Southwest Museum Ed Reyes. ** Councilman Reyes also had by his side current Chief of Staff and CD 1 City Council Candidate Jose Gardea
51st Assembly District Candidate Luis Lopez and future Northeast constituents.(including Pastor Randy Carrillo on the right). ** The other 51st AD candidate Jimmy Gomez was expected to attend but somehow his GPS Machine could not compute the location of Galco's.
53rd Assembly District Candidate Jose Aguilar with Friends of the Southwest Museum and Van De Kamp Coalition Activist Dan Wright.
The gracious Mr. and Mrs Arturo Chavez.

** An estimated 750+ people turned out yesterday for the Second Annual Friends of the Southwest Museum Soda Tasting Fundraiser at Galco's Market in Highland Park the turnout yesterday exceeded last year's number by 150 people  From its 5 P.M. start until 8 P.M., the line was constant as you enter the event, and made your way with shot glass in hand, through the various soda tasting booths, ending inside Galco's Market. Many bottles of exotic sodas made their way out of the store with Galco's donating the profits on this day to the Friends of the Southwest Museum.

The Comedic CD 8 City Councilman Bernard Parks?
One can note the comedic wit in the smile of CD 8 City Councilman Bernard Parks.
** I am one not to argue with Downtown News Editor and Scribe of Wit Jon Regardie, regarding his accessment of the comedic qualities of CD 8 City Councilman Bernard Parks.
I admit it: I thought Eighth District City Councilman Bernard Parks never smiled or cracked a joke. Then the nasty redistricting battle began, and Parks’ inner, furious comedian broke out. He has slammed the proceedings in a series of sharply funny newsletters. A June 21 blast decrying the council vote bore the headline “The Silence of the Scammed.” Zing! A week later, after Mayor Antonio Villaraigosa signed the redistricting legislation, Parks wrote that “he did it secretly in the dark of night — proving once again that there is no controversy too big for him... to run from.” Hey now! Still, those pale compared to two newsletters that zapped state Sen. Curren Price and council president and redistricting provocateur Herb Wesson. The April 5 missive began “The Price is Wrong, Curren!” He went on to state that Price is “probably best known for his ability and, dare I say talent, to remain solidly grounded on both sides of an issue.” He was harsher a week later when he noted that redistricting cleaved the Baldwin Hills-Crenshaw Plaza mall into two districts. Referring to the diminutive council president, Parks wrote, “Councilmember Herb Wesson and his ‘non-tourage’ actually drew the lines to ensure businesses like Macy’s and Buffalo Wild Wings would be split from the rest of the shopping center and placed into his district. I don’t know… maybe he likes short ribs.” The bolding was his. Ouch.—Jon Regardie

** Look for a Mayor Sam Exclusive on City Council President Herb "Mini Amin" Wesson later today..

OTHER BRIEFS
** CD 14 City Councilman Jose Huizar's Broadway Street Car is going to cost big time dollars. The Downtown News editorializes that all who are ask to pay for this project be given the right to vote their feelings.

** The Los Angeles Times is following the lead of KCAL Channel 9 and this blog in reporting on the fallout of the rap video by a current GRYD employee on the making of Crack Cocaine.

** Rick Orlov's "Tipoff Column" this week focus on Chicago seeking LA GRYD advise on dealing with its gang problem, Councilman Dennis Zine using his B-day as a fundraiser and some Politico Influence List that has Mayor Villar at number 41.

** Rumor Department: We hear that 51st Assembly District Candidate Jimmy "PACman" Gomez is so confident of winning election in November that he is already trying to line up future support to become Speaker of the Assembly.

Lastly ......how do you get a bunch of CD 2 City Councilman Paul Krekorian staffers to become silent in an elevator? Ask them if their boss is running for City Attorney.

Morning Briefs on the Los Angeles Political Machine for Monday

CD 1 City Councilman Ed "Density" Reyes.

Will CD 1 City Councilman Ed "Density" Reyes "give himself in" on the true motive for his new found crusade against the proposed Chinatown "Mini Walmart Supermarket"?

Not content to acquiesce to the Planning Committee decision that would allow the propose market to move forward, "Density Ed" now will take his "Mini Walmart" crusade to the City Council  PLUM Committee. We have no doubt that PLUM members Paul Krekorian and Jose Huizar will join colleague "Density Ed" in moving the "Mini Walmart" crusade to the horseshoe for a floor vote.

That said, we are left to ponder this, why would "Density Ed" rile against the evil "Mini Walmart" while corporate, non union 7 Elevens are replacing community beloved small businesses throughout his district? Maybe in Density Ed's convoluted thought process, its more acceptable to grow corporate, non union cheap beer and wine outlets (at the expense of established small businesses) than allow mini-supermarkets with fresh food? But then we would be giving Density Ed too much credit if his crusade against "Mini Walmart" was base upon public policy.

Follow along as we conduct an exercise in political deductive reasoning. First, Density Ed is termed out in 2013 and wants his Chief of Staff Jose Gardea to continue the "Density Ed Way" in CD 1. Second, "Density Ed" and staff spent large amount of time supporting the latest union-backed carpetbagger Jimmy "PACman" Gomez for the 51st Assembly District seat. Third, its an open secret that many politicos who endorsed "PACman" have an "understanding" that union PAC money will flow to their respective campaigns, for their support of  "PACman's" political ambitions..

Thus, what is good for the political future of "Density Ed", his Chief of Staff Jose Gardea and Jimmy "PACman" Gomez, have found common ground in a crusade against a mini-supermarket.

** OTHER NEWS:

** As the Downtown News reflects upon the golden era of downtown leadership within City Councilwoman Jan Perry's CD 9, we have this words of advise in the form of two numbers for CD 14 newest constituents, "3 and 5". "Three" is for your absolute loyalty to your new city councilperson.. "Five" is for the level of influence, if you can turn out the contributions and votes in that order, then your phone call actually will get returned before the next weekly Friday email blast.

** KCBS/KCAL Investigative Reporter David Goldstein strikes again and Mayor Antonio Villar is minus a IT General Manager. But as we get ever nearer to the end of the "Reign of Villar, when will the staffers start jumping ship in search of future political employment as Rick Orlov highlights in today's "Tipoff Column"?

** Lastly, we have video of a certain political figure who showcases the fine art of political narcissism in the form of a mea culpa before members of the cloth. But while forgiveness may be a virtue to those spreading the word of God, the local political community is full of those who act god-like without virtues, especially when it comes to political forgiveness.

Morning Briefs on the Los Angeles Political Machine for Monday

Would CD 11 City Councilman dare restrict the public comment rights of "Gadflys"?
Si Se Puede!
Si Se Puede!
Even this blogger finds the historic chant catchy as we shut down City Hall today to celebrate the life of the late Cesar Chavez. Follow along as we together ponder bloggin topics on this day dedicated to "no grapes" and "no Illegals" as articulated by the labor organizer in his day of activism.
** CD 11 Bill Rosendahl is looking for support of his Si Se Puede Moment to limit the free speech of Gadflys at City Hall. First question for Billie is what defines being  labeled a Gadfly? If that defines hundreds of protesters who camp out, urinate, crap on and destroy city property in the name of the 99%, then you have something. But if the likes of Zuma Dogg, Matt Dowd, Dr. Williams, John Walsh, and Wayne in Encino are the motivation for your blatant infringement of First Amendment rights, then expect a Si Se Puede moment from activists, in litigating the City of Los Angeles.
More later in the day.

Morning Briefs on the Los Angeles Political Machine for Wednesday

CD 1 City Councilman Ed Reyes wading through increase flow of 7-Eleven beer and wine sales in his district.
We bring you the morning hypocrisy of CD 1 City Councilman Ed "Density" Reyes regarding proposed Wal Mart Neighborhood Market in Chinatown. From a keen political observer.
Something does not pass the smell test. Last PM. on local TV news reporters interviewed CD Councilman Reyes. Reyes stated that he was upset over the fact that a Wal-Mart store was going to open up on Cesar Chavez and Grand Avenue in Chinatown.  Reyes stated that do to the fact that there was school near by this store would post both a traffic hazard and also a public safety issue for the immediate surrounding community.    Now I ask you . Remember that Reyes did not give a damn when he encouraged the opening of the 7-Eleven store in Lincoln Heights on Mission  which sold both alcohol and cigarettes. (** Slight correction, 7 Eleven store on Broadway and Eastlake sells alcohol and cigarettes. Mission location will file for the right to sell beer and wine soon). Where was Reyes' concern for the school age children, residents and public safety concerns for those who reside and work in  Lincoln Heights?

Some where, American Veteran and former Lincoln Heights Donut Shop Owner Ben Lee is shaking his head at the hypocrisy of a councilman who values increase corporate beer and wine sale over small businesses operated by immigrant American veterans.

** LA Observed "Westside Business White Guy" (WBWG) Mark Lacter gets it when it comes to the multiple national media "scribegasms" over the supposed political rehabilitation of Mayor Antonio Villar. What has Mayor Villar done to deserve all these media scribegasms? Ron Kaye also sees through the facade of a political rehabilitated Mayor Villar with the myth of "Antonio the Great".

** Ron Kaye also chimes in on the LAPD Chief Charlie Beck pandering crusade for a second term as chief by championing driver licenses for the undocumented. Something tells me that a certain park near Alvarado and Wilshire will be the designation of choice for those seeking the right (fake) documentation

** The sun rises in the east and another LAUSD employee is arrested for having sex with a student. Will this seventh arrest in recent days, become "Breaking News" or a normal daily feature of LAUSD's Channel 58?.

Mayor Sam Exclusive: "Was Estela Lopez forced out of Redistricting Commission by Council President Wesson?

City Council President Herb Wesson does not take lightly proposed infringements on his Koreatown Fiefdom.
Meet "Ex" Redistricting Commission Member Estela Lopez.
** Mayor Sam Exclusive: Mayor Sam and other media outlets are hearing speculation that Central City East Executive Director and CD 1 City Councilman Ed Reyes former representative to the city's Redistricting Commission Estela Lopez, was forced from the boundary drawing body at the urging of City Council President Herb Wesson.
According to the source, Lopez was part of a sub-committee working on the boundaries of the new CD 4 and recommended that Koreatown be included within the area of CD 4. This did not sit well with the Council President who wants the same area incorporated fully into his CD 10 district and prompted this ultimatum to CD 1 Councilman Ed Reyes, that unless Lopez was replace by Reyes, CD 1 would see Dodger Stadium redrawn into another council district. Thus, Councilman Reyes forced Lopez to resign.
What is apparent now as Redistricting 2012 moves towards its end game in the City Council, a process that promise openess and transparency, has been hijacked by the elites such as Los Angeles County Labor Federation Leader Maria Elena Durazo and "fellow traveler" Mayor Antonio Villar. Thus the ending result is fifteen council fiefdoms that feed the "money bag needs" of their anointed leaders.

Is a sequel to Richard Meruelo's Taylor Yard Land Swindle in the works?

A "happy" Los Angeles River between the Two Freeway on the west and the Pasadena Freeway on the east.
While the LA River smiles in the Google Image above, Northeast Los Angeles environmentalists are quickly mobilising to counter a possible replay of the infamous Developer and Mayor Antonio Villar  Mayoral Campaign Financer Richard Meruelo "Taylor Yard LAUSD Land Deal".
A key 44 acre parcel of the former Southern/Union Pacific Taylor Yard complex that once contain the roundhouse and engine house, is now being pursuit by the Trammell Crow Company for industrial development. Trammell Crow is owned by CB Richard Ellis which possesses vast tracts of property city wide and nationally and just signed a deal with CRA to purchase the controversial Cleantech site downstream from Taylor Yard for $15.4 million.
With Trammell Crow entering into a "purchase option agreement" with property owner Union Pacific, for the intent of developing the parcel for industrial use, activists are opening speculating whether this is a Meruelo-like attempt to buy sought-after land and sell for a quick profit to the likes of the California State Parks.
The State Parks has already purchase 18 acres in the area and had set aside financial resources to purchase the 44 arces G-2 Parcel and rehabilitate to property for public usage.
The fact that this is taking place within CD 1 City Councilman Ed Reyes domain and that Reyes is the Chairperson of the PLUM Committee at City Hall, is raising eyebrows about nefarious dealings along the banks of Councilman Reyes's "Legacy Project".

Hump Day Briefs on the Los Angeles Political Machine for the Winter Solstice

CD 1 City Councilman Ed-benezer Scrooge Reyes at Lincoln Heights Holiday Pararde. Who is the guy (hint, Chief of Staff) sitting next to Ed-benezer?
** Bloggin Disclaimer: Please excuse the following politically incorrect statement, MERRY CHRISTMAS AND HAPPY NEW YEAR WISHES TO ALL! And as we descend hump day towards the sacred day of Christ's birth on Sunday, we here at Mayor Sam would like to share pictures of multiple "events of giving", in the days leading up to Christmas. But meanwhile, lets not completely detach ourselves from detailing the dubious follies of those deserving of attention ..... like Councilman "Ed-benezer Scrooge Reyes".
In recent months leading up to this moment, Lincoln Heights residents have seen Councilman Ed-benezer Scrooge Reyes become the tool of the "Lincoln Heights1% Elites", who seek to monopolize all of the community events into one exclusive slush fund. Now we have learn that "Councilman Ed-benezer" is trying to "scrooge his way" out of paying for fireworks he promised the community at Lincoln Park in 2010 and 2011. While the pyrotechnic vendor deliver on the fireworks, Councilman Ed-benezer has been delinquent in paying close to $7,000 in total charges according to community activists. ** BTW, we want to wish the best for Killing Fields survivor and US Navy veteran Ben Lee as his family endure their first Christmas, after Councilman Ed-benezer Scrooge Reyes sided with 7-eleven and saw his small business dream evicted for a corporate mini-mart. ** CD 1 2013 Elections note, Assemblyman Gill Cedillo has raised $50,000 for his city council campaign.
** Mayor Antonio Villar wants Angelinos to endure more budget cuts ($1.1Million worth) to offset the costs of the "Flea Party Bug Out". This "budgetary dump" (without the plastic bag) should rile up the activists and prompt someone to suggest that the cost be past on to the likes of SEIU, George Soros and the President Barack Obama Campaign.
** More "Politics of Fireworks", it appears that some sort of miscommunication took place between the Coliseum Commission and City Councilman Bernard Parks over who would pay for $40,000 in fireworks sometime back.
** This just posted on the LA Weekly's Informer Blog which should surprise many (naught!) in the state political community. According to Gene Maddaus, state Democrats manipulated the redistricting process in California. Quick, grab the lawsuit paddles!
** Lastly, we were email this photo of a "new business" that open recently on Alhambra Road, near Fickett in El Sereno. Judging from the Security Guard on the premises, it may not be long before Alhambra Road becomes the latest "Hemp Highway in CD 14".

TGIF Afternoon Political News Dump 12-9-11: Councilman "Ed-benezer Scrooge Reyes" steals a community Christmas Parade in Lincoln Heights

CD 1 City Councilman "Ed-benezer Scrooge Reyes" has once again taken a local beloved institution away from the 99% Community and given it to the 1% politically connected few within CD 1. This time it is the Lincoln Heights Christmas Parade that Councilman Ed-benezer Scrooge Reyes has stolen from the community and given to the Lincoln Heights business elites led by the infamous Vera Padilla. In recent years a tug-a-war has taken place between members of the business elites (where is LHNComrade Member Mario Brizo to protect the 99%?) and parade creator Lupe Guillen. The business community see the parade as a great event to bring commerce to the Lincoln Heights Community.
But parade creator Lupe Guillen (in red) had fought to retain institutional control over her incorporated entity. In response, the likes of Vera Padilla, Esther Rojas, Frank Wada, Ruben Chavez and Sevin Riley of the Lincoln Heights Neighborhood Council, the Lincoln Heights Business Improvement District and Lincoln Heights Chamber of Commerce (** Steve Kasten and former infamous CD 14 Councilman Art Snyder) had conspired to seize control of the parade from Guillen. And now they found a willing enabler in Councilman Ed-benezer Scrooge Reyes. Thus, the former "Lincoln Heights Christmas Parade" planned by and for the community (** link here for 2010 photos), is now the "Lincoln Heights Holiday Parade", a money-maker for Councilman Ed-benezer Scrooge Reyes connected business friends.

Morning Briefs on the Changing Los Angeles Political Machine for Monday

New City Council President Herb Wesson?
... and his staff enforcer Andrew Westall?
Welcome to a short but action packed Thanksgiving week of backroom politics at 200 Spring Street as City Hall observers await the start of the "City Council President Herb Wesson Era" Los Angeles Times City Hall beat Writer David Zahniser graced the Saturday paper with a profile of the quiet former Assembly Speaker. But despite support from Mayoral Candidate and current Council President Eric Garcetti, it will be up to Wesson staffer/enforcer Andrew Westall, who "must sell a Wesson Presidency" to the thirteen other council members (via deals on redrawn council districts?). It is these supposed backroom tactics that have drawn the ire of Councilwoman Jan Perry and Councilman Bernard Parks, who have been critical of Westall's selection as the Executive Director of the city's Redistricting Commission. Further, as Rick Orlov points out in today's "Tipoff Column", Wesson has a personal issue call "smoking" that will face a day of reckoning come Wednesday, but don't be surprise that most of the smoke that originates from the selection of the new Council  Presdient, is rooted in Westall's backroom dealings.

Cedillo announces for CD 1

Assemblyman Gil Cedillo dreaming of an enriching future at City Hall.
Assemblyman Gilberto "One Bill" (and a Dream Act) Cedillo made official what many had predicted for months, with his announcement that he is a candidate to replace CD 1 City Councilman Ed Reyes.
The LA Times reported that Cedillo said he decided to run "because we need bold and experienced leadership to strengthen and protect the Los Angeles dream."

CD 1 Councilman Ed Reyes "Lincoln Heights Killing Zone" for Family Businesses, Pedestrians, and Ethics

"CD 1 City Councilman Ed Reyes posing in trouble waters of Lincoln Heights".
As CD 1 City Councilman Ed Reyes starts his two weeks taxpayer-financed vacation, this former immigrant (legal) family owned business is shuttered due to Councilman Reyes vision of increasing corporate beer and wine sales via 7-Eleven, in this sensitive Lincoln Heights neighborhood.
Mr Ben Lee a Vietnamese survivor of the communist takeover of South Vietnam and witness to the "Killing Fields" of Cambodia (his Chinese background saved his life) , immigrated to the United States and showed his appreciation by serving eight years in the United States Navy. He started his donut business some twenty plus years ago and became an accepted member and friend to the Lincoln Park Community. But his dream of business ownership was the cost to the community for the Lincoln Heights Chamber of Commerce and Councilman Reyes "vision" of business growth. In Councilman Reyes world, the need for more beer and wine sales in sensitive communities, outweighs the benefits of legal immigrant family businesses.
Under the leadership of Councilman Ed Reyes, this Lincoln Heights Crosswalk at Broadway and Sichel just joined the ranks of multiple fatality crosswalks with the death of an elderly pedestrian on July 8, 2011. Many more have been injured in the past but despite vigorous community protests, what has Councilman Reyes done to protect the "crossing public"? More after the blogging leap.

Mid-Day Briefs on the Los Angeles Political Scene for Tuesday

"Old Gray Hag on Spring Street"
LA Weekly Blogger Dennis Romero is treading into LA Observed's Kevin "Westside White Guy" Roderick territory.
Normally anything that has to do with the LA Times, leaked emails, internal scribes doings and speculation on the ownership of LA's "Reigning Fishwrap of Record", is the bloggin domain of "Pulitzer".
But Romero somehow beat the "WWG" to this scoop via the Wall Street Journal (** direct links to the Wall Street Journal is a paid-for option).
Big question here if the speculation is true, who would want to purchase a "125 years + graying hag version of New York's Old Gray Lady"? Eli Broad? David Geffin? Fox? (the likes of Rutten, Skelton and the WWG cringe at that!).
But one way or another, late-life change is in the works for the "Old Gray Hag on Spring Street"
Other News:
** We have a "bloggin fluff alert" via the "Stay at Home Blogger". The "Rodericklander of bloggin puff musings" that gave us the bloggin puff masterpiece "Jose Adelante", is back with "Like a River", a gushing (kinda like the increased 7-eleven beer and wine sales) profile of urban planning density guru CD 1 Councilman Ed Reyes.
** Advocates of "Corporate Welfareism" in Los Angeles and elsewhere have filed suit against "Governor Moonbeam II's" plan to use CRA money to fund essential services. Somewhere the likes of Eli Broad are smiling.
** Some 39 year old developer Matt Karatz is the replacement for Austin "Mini-Riordan II" Beutner as the Deputy Mayor for Economic Developement.
** Lastly, former CD 15 City Councilwoman Janice "Babs" Hahn becomes Congresswoman Janice "Babs" Hahn today. We will search to the far-reaches of the cybersphere to find commentary from Noel Weiss on this special occasion.

CD 1 Councilman Ed Reyes Staffer Politician Husband never file tax returns for his Consulting Firm

"CD 1 City Councilman Ed Reyes wading through the increased beer and wine flow supplied by 7-eleven"
While the Lincoln Heights Community faces the loss of American Veteran Ben Lee's Donut Shop business to the expansion wishes of 7-eleven, City Councilman Ed Reyes Lincoln Heights Field Office Director and former CD 14 Councilman Nick Pacheco staffer Sonia Jimenez is dealing with the embarrassing business dealings of her politician husband Montebello School Board Member Hector Chacon.
Chacon's political consulting firm Quantum Managment Services has never filed California tax returns and has been suspended from doing business in the state.
Hector Chacon's problems are the latest for the former Ramona Gardens family turned dubious political dynasty of Commerce/Montebello. Brother and Central Basin Water District Board Member Art Chacon was  hit with $30,000 in fines from the FPPC for numerous campaign reporting violations and half brother Hugo Argumedo was forced to resign from the City of Commerce City Council for lying in recent court proceedings.
We should also note that another Chacon sibling Leticia was an prominent campaign worker for Councilman Reyes first campaign in 2001, collecting some close to $20,000 in campaign salaries. In addition to Leticia other dubious Southeast LA players who were associated with Reyes's 2001 campaign were City of Commerce's Roger Bagne, indicted South Gate/ Albert Robles Associate Angel Gonzalez and City of Bell Figurehead Pedro Carrillo.
And who is the point person for 7-eleven in their efforts to open more beer and wine selling locations within sensitive communities at the cost of the American Dream for the likes of Navy Veteran Ben Lee? Urban Associates President and CEO Pedro Carrillo.

Was the Los Angeles Youth Athletic Club Cheated Out of its New Home by a "Connected Non- Profit"?

USC Lobbyist and former Lincoln Heights Neighborhood Council President David Galaviz, on the right.

"Legacy LA/ Hazard Park Armory email # 1

Legacy LA/ Hazard Park Armory email # 2
Former Lincoln Heights Neighborhood Council President and current chief USC Lobbyist David Galaviz, is no stranger to the regular visitors here at Mayor Sam.
Matter of fact, his dubious exploits, whether it is using students to get himself and his cronies elected to the LHNC, shilling for questionable community projects such as Las Villas, or taking public property for an "connected non-profit". David Galaviz and his self-interest (plus USC) actions has earn him the bestowment as an Mayor Sam "Ass Clown Award" recipient.
Now one of Galaviz's most glaring act of self-interest is in the spotlight again.
The last meeting of the current LHNC board on Thursday night, was packed with supporters of the Los Angeles Youth Athletic Club, who's decades long home within the Old Jail in Lincoln Heights, is being close due to numerous safety concerns. Simply the building with its "supposed spirits", is in need of major renovation.
Fire Department officials have given building tenants five days to vacate the premises. Community supporters of the LAYAC have been offered accommodations at another facility in Lincoln Heights, but they argue at Thursday's meeting that the new location does not have the space needed to continue the current programs at the Old Jail location.
But this growing controversy regarding the new location of the LAYAC, was an issue that Recreation and Parks was addressing in 2007, according to the emails, posted above, that were obtain as part of an Public Records Act request.
In "email # 1", a Recreation and Parks Official Mark Mariscol, is responding to the incisive requests of Legacy LA Founder Jenny Krusoe, who with the backing of Mayor Antonio Villaraigosa and Councilman Jose Huizar, later gets an exclusive agreement to operate the facility. Mariscol states that Recreation and Parks had concrete plans to move the LAYAC boxing program and its other activities to the facility.
In "email # 2", one can see the connection between Krusoe, with former LHNC members Galaviz and Eillen Sanchez, who works for the USC's Violence Intervention Program. They had been openly lobbying for space in the armory and Legacy LA was the front to gain an exclusive agreement with Recreation and Parks. Thus, self-interest actions by Galaviz, Sanchez and other allies (Vera Padilla, Cheryl Riley, Frank Wada plus more) on the LHNC, prevented the LAYAC and its successful programs, from moving their operations to the Hazard Park Armory.
It should also be noted that Galaviz and his allies, also attempted to allocate $3,000 for an Cinco de Mayo/ community outreach event, but was tabled when other members of the LHNC questioned the monetary request.
The observation that one can make in this current controversy, is that the LAYAC is stuck in the middle of two councilman's visions for the respective properties in question, the Armory in CD 14, and the Old Jail in CD 1.
CD 14 Councilman Jose Huizar, has made many promises to his "connected non-profit friends" for space within the Armory. Further, one cannot ignore Mayor Antonio Villaraigosa's wishes for the facility, that even supersedes Huizar.
CD 1 Councilman Ed Reyes, simply sees the Lincoln Heights Jail acreage as a key part of his Los Angeles River Beautification plans, that leaves the LAYAC with hardly any options on a future location.
The simple solution to this issue, is to move the LAYAC to the Hazard Park Armory. This would expose the LAYAC programs, which include its well-known boxing program ( former Championship Boxer Joey Olivo being a past member), adult fitness, and others to a wider audience. Further, educational, environmental, and arts programs could be integrated to offer the community an impressive array of programing within the spaceage confines of the armory complex.
But sadly, the likes of Mayor Villaraigosa, Councilman Huizar, David Galaviz and others, prioritize the self-interest of their cronies, over the collective interest of the communities they supposely serve

Morning Briefs and Outtakes on Councilman Reyes Wading Through the Medical Marijuana Issue and Other News

"Councilman Ed Reyes needs boots to wade through Medical Marijuana issue"
One of the most tired political cliches has to be, "its for the children".
For CD 1 City Councilman Ed Reyes, his cliche of choice in the Medical Marijuana saga is , "its all about the sick" and they need their Pot now!
Some may wonder after listening to repeated Councilman Reyes soundbites on radio and television in the last few days, whether "herb" played a role in his decision making process, or should we say lack of, on the Medical Marijuana issue.
For those who are well-verse in all things concerning Councilman Ed Reyes, density is at the core of his political principles. Density is what Reyes sees as the future of Los Angeles. Reyes would like to pack hoards of "citizens" into every piece of horizontal and vertical space, whether in Lincoln Heights or Pacific Palisades. Reyes saw no problem in wanting to push a high-density restaurant, with liquor license, within yards of local schools. "Pack em in", that is the mantra of Councilman Reyes, whether it is housing, liquor establishments or Pot shops. And the "pack of Pot shops" grew big time under Councilman Reyes watch. One must wonder if the "dense cloud of pot smoke" slowed down Councilman Reyes decision process?
On the topic of decision making within the "Horseshoe on Spring Street", the City Council did what is does best, it punted the Medical Marijuana issue down the calendar for "further deliberations".
With the shadow of District Attorney Steve Cooley omnipresent at yesterday's meeting. Councilmembers tripped over themselves in search of some law-abiding recourse, as noted in the Daily News.
Staff was instructed to contact state Attorney General Jerry Brown's office and seek a legal opinion on what is allowed under state law governing medical marijuana clinics. Proposition 215, approved by voters in 1996, permits sick people to smoke pot if they have referrals from doctors and an identification card. But according to KABC 790 AM reporter David Linder, no response was received from the Attorney General office.
This fact tells it all in regarding the City Council's lack of action.
In the past four years, the council has tried without success to control the opening of clinics. The city originally approved 186 clinics, but the operations have mushroomed over the past four years to upwards of 1,000.
Councilman Jose Huizar suggested the city start all over with allowing the clinics, pulling the permits on the original 186.
Huizar suggested there be a maximum of 70 clinics in the city, based on population in city planning areas.
However, Councilwoman Janice Hahn said the original 186 clinics should be allowed as long as the city is able to derive revenue from the operations.
Councilman Bill Rosendahl said he wanted the city to look at the measure in place in West Hollywood, which allows four clinics to operate, and has had no difficulties.
But leave it to this City Council to find difficulties in determining what is difficult in finding closure to the multi-year Medical Marijuana saga.
OTHER NEWS:
** If "Hogan's Heroes" character "Sargent Schultz" was a cop at the LAPD's Topanga Station, his response to discovering a pot farm within feet of the station, might of been this, "I hear nothing, I see nothing, I smell something".
** Los Angeles Recreation and Parks has a brewing controversy at the Boyle Heights Senior Center in CD 14. Interest to note the comments about Rec. and Park tactics in dealing with community members who speak out.
** Can you say "State Assembly Speaker Kevin De Leon"? or does that remind you of a scary dream, that Fabian Nunez had a twin brother? From the Los Angeles Garment and Citizen.
DELEON TO SPEAKER’S CHAIR?: It’s a long way to the 2010 statewide elections, but some politcos are already penciling in 45th District Assemblymember Kevin DeLeon—who represents Echo Park, Angeleno Heights and Silverlake, among other areas—as the next Speaker.
Now it is clear why Paul Krekorian is running for CD 2.
BTW, don't forget to note the Councilman Huizar tidbit.
** Can you say Attorney General Jerry "Richard Millhouse" Brown? The "Old Gray Westside Hag on Spring Street has an editorial on his "Secret Cases". They involve the ACORN scandal and his former aide who went the "Richard Nixon route" in recording conversations with various reporters without their knowledge.
** Lastly, If you are Mayor Antonio Villaraigosa (any takers?) and you have the choice of spending your Sunday, either mingling with your former CD 14 constituents as they celebrated the Gold Line extension in Boyle Heights, or, spend some bonding time with your lovely television hottie Lu Parker. What would be your choice? Link here to read what Villaraigosa did on Sunday.

New LAPD Chief Charlie Beck Sworn In For Duty, DA Steve Cooley Vows to Prosecute Illegal Pot Shops

Mayor Antonio Villaraigosa swears in LAPD Chief Charlie Beck
Photo from LA Times Al Seib
The Los Angeles City Council today appointed Charlie Beck as the city's new police chief.
The council unanimously approved Mayor Antonio Villaraigosa's nomination at a hearing this morning. There was no organized opposition to the nomination of Beck, currently an LAPD deputy chief, but the stakes are high.
The choice comes at a time of uncertainty for the department as Beck will be given the task of sustaining former Police Chief William J. Bratton’s hard-won gains amid dwindling city budgets. Beck, 56, has risen quickly through the department’s command ranks in recent years and was viewed widely as the favorite to be selected by the mayor.
From his success in rehabilitating the Rampart Division, which had been at the center of a corruption scandal, and later as head of the LAPD’s forces in South Los Angeles, he has earned praise from police and civic leaders for blending a tough stance on crime with a progressive approach to improving the police department’s relationship with the public.

Villaraigosa chose Beck nearly three months after Bratton announced he would step down at the end of October. During his seven years as chief, Bratton oversaw dramatic declines in crime and improved long-strained relations between police and minority communities.
Meanwhile, District Attorney Steve Cooley Disregards City Council Vote and Vows to Prosecute Medical Marijuana Dispensaries
Dist. Atty. Steve Cooley said today he will prosecute dispensaries that sell medical marijuana even if the Los Angeles City Council adopts an ordinance that does not ban such sales.
On Monday, two council committees rejected the city attorney’s advice and changed a provision in the proposed ordinance, allowing cash transactions as long as they comply with state law.
“Undermining those laws via their ordinance powers is counterproductive, and, quite frankly, we’re ignoring them. They are absolutely so irrelevant it’s not funny,” Cooley said.
Cooley said state law and state court decisions have made it clear that collectives cannot sell marijuana at dispensaries.
He reiterated his view that most, if not all, dispensaries in the county are in violation of the law. “We don’t know of one that’s not engaging in just over-the-counter sales,” he said.
Then this quote from Councilman Ed Reyes, soon after Cooley's announcement.
Councilman Ed Reyes, who has overseen the development of the city’s ordinance, said that he did not think Cooley’s comments would cause the council to rethink whether to allow sales. “This is not about Cooley vs. Reyes, or Cooley vs. the council. This is about the quality of life. We all have better things to do than to do this legal jousting,” he said.
Thus, for those who plan on navigating the choppy waters of Los Angeles politics, the next couple of years should be full of verbal and legal broadsides between the "S.S. Clowncil" with Captain Villar at the helm and the "S.S. Cooley Nuch" acting as the legal enforcer of local political navigation.
BTW, nice to see that Councilman Reyes is consistent in his sanctuary tendencies for all illegal law breakers, regardless of age, sex, or creed.

City Council votes to pay $9,000,000 for Elephant Hill Property to settle Lawsuit

"Elva Yanez and environmentalists win costly victory for El Sereno's Elephant Hill"
Environmental justice victory or suspicious dealings?
One can't blame El Sereno activist Elva Yanez for being thrill with today's City Council vote to pay $9,000,000 for the El Sereno hillside parcel known as Elephant Hill. But what started years ago as an grass-roots effort to preserve one of the last open space areas in Northeast LA, has been corrupted with political intrigue and suspicious dealings.
Some background on today's developments as reported by Los Angeles Times reporter David Zahniser.
The Los Angeles City Council voted today to settle a lawsuit over a contested 24-home subdivision planned for El Sereno, agreeing to buy the property for $9 million so it can be converted into a park.
The developers of the property, Monterey Hills Investors, sued the city last year after the council demanded more environmental review of the project, planned for a site known as Elephant Hill.
Councilman Jose Huizar said the city would borrow money in the short term to pay for the purchase of the 19-acre site. Over the long term the city will seek state funding to help defray the cost, he said.
"This is an environmental justice victory because proper environmental review was not conducted" on the planned subdivision, said Huizar, whose district includes El Sereno.
A Superior Court judge had a different view, ruling in January that the council had no authority to order Monterey Hills Investors to perform a new environmental impact report on the project.
In the wake of that ruling, attorney Ben Reznik, a City Hall lobbyist who represents the developer, vowed to seek damages of at least $8 million, saying the city's actions postponed completion of his client's project until after the collapse of the region's real estate market.
Can you see the political rats running for cover? Smell the onerous stench of political deceit?
Not too long in the past, El Sereno and CD 14 activists can remember an certain "CD 14 public official" who was heard telling the concern Elephant Hills activists that he thought that losing this lawsuit was possible, but moving forward was the "right" course of action. That when the cost of the 14 acre parcel was around $6,000,000 dollars.
But was doing the right thing the only consideration for Huizar? Consider these facts.
Reznik, who has held campaign fundraisers for Huizar and other city elected officials, had no comment on today's vote, saying the settlement had not been finalized. As he prepared for the damages phase of the case, Reznik gave notice that his client intended to depose Huizar, Councilman Ed Reyes and possibly employees in the mayor's office, according to a report obtained by The Times.
Hmmm, maybe the likes of Huizar, Reyes with the possible Mayor Villaraigosa's staffers in the mix, use the city treasury to "cry uncle" or was this part of an grand charade to improve the profit margin on devalue property, to help a political donor?
This deal reminds me of a microscopic version of the failed "Las Lomas Project". Replace Dan Palmer with Ben Reznik, Councilman Richard Alarcon with Councilman Huizar and David Hernandez with Elva Yanez. But sadly, there is no local version of Councilman Greig Smith to cry foul over this blantant misuse of public dollars. Then I seem to remember that the likes of Councilman Reyes and Huizar were supporters of the Las Lomas Project, as this passage reminds us.
"Our city attorney has said that if we fail to move forward, he believes we are in great jeopardy of being sued," said Councilman Richard Alarcon, whose San Fernando Valley district borders the Las Lomas site.
Alarcon voted to keep the project alive, along with council members Ed Reyes, Jose Huizar, Herb Wesson and Bernard C. Parks.
Strange how Alarcon, in his support of the Las Lomas Project, sounds so much like Councilman Huizar in his support of the Elephant Hill settlement.
Then there is this simple fact for CD 14 open space advocates to ponder. With the $9,000,000 dollars that Huizar is proposing to give his campaign contributors for the Elephant Hill acreage, you could have an completed Ascot Hills Passive Park and Hazard Park Wetlands Restoration, with money left over for some of the Elephant Hills property. But then I don't have to answer to contributors and Mayor Villaraigosa.
Even Elva Yanez, who was appointed to the Santa Monica Mountains Conservancy Board by Mayor Villaraigosa in 2007, could agree with that.
