Outtakes from CD 14 Special Report: Year in Review

As the "Political Nightmare that was 2013" for CD 14 City Councilman Jose Huizar, nears its climax, we look back on the controversies that will surely carry over into a contentious 2015 re-election battle starting soon.
**Blogger's Note: Somewhere this evening, a certain lonely politico (maybe remaining political friend City Council President Herb "Mini Amin" Wesson still stand by him?) will gladly toast away for good a disastrous 2013 as CD 14's embattled City Councilman. With lawsuits in the courts regarding his First Street Driving Adventure, alleged Sexual Harassment of former Staffer Francine Godoy and the 2012 Redistricting Scandal, the shine that once radiated from a rising political star, has been replace by a foul stench of a politico hack who's past dubious behavior may come calling at the polling place come 2015 (or sooner in a court of law). But worse for the Princeton Graduate is his "inner turmoil of soul and character" that has seen him admit to "occasional, unfaithful behavior" and is compounded by health issues of his youngest daughter. Most public figures (with a semblance of character) would surely place family paramount and walk away from the political circus to repair the damage at home and find healing for his family, but for Councilman Huizar, his "Political Machismo" is such that despite the political warning signs that 2014 could end up worse, he will forge forward, on a collision course with a "Political Day of Judgment in 2015"---Scott Johnson in CD 14

With all the recent attention focus on the alleged Sexual Harassment Lawsuit of former Deputy Chief of Staff Francine Godoy, many CD 14 observers and constituents have most likely forgotten about Councilman Huizar's October, 2012 rear ending of a retire Huntington Park Police Officer near First and Boyle in Boyle Heights. While the common spin was that Huizar was not legally drunk at the time of his blowing into the tube (after sitting for two hours in the back of a Hollenbeck Division Squad Car, allegedly), the fact remains that the city is on the receiving end of a $500,000 claim that alleged violations of reporting protocols regarding reporting accidents in city-owned vehicles. Then there is the fact that a Happy Hour Birthday Party was being held for Huizar Staffer Eric Martell that afternoon. Makes you go hmmm ................
What new salacious disclosures will come from former CD 14 Deputy Chief of Staff Francine Godoy's Sexual Harassment Lawsuit against her ex boss Councilman Huizar?

2013 was the year that all the old comments from the past on Mayor Sam, regarding alleged inappropriate behavior between Councilman Huizar and former Deputy Chief of Staff Francine Godoy, become an "occasional consensual reality", via the admission of the Princeton Graduate. But with Godoy alleging that there was nothing consensual about their supposed private trysts, we ponder whether another former Huizar staffer, turned defeated CD 9 City Council Candidate Ana Cubas, would be willing to describe for the record, the work place environment with the offices of CD 14?

 Why was the FBI so interested in CD 14 City Councilman Jose Huizar?
Lets put aside tales of alleged drunk driving and infidelity for a fleeting moment and ponder whether
the insinuations made on this campaign mailer from the 2011 Rudy Martinez Campaign, are still on- going. In the recent leaked State Senator Ron Calderon FBI Affidavit, there are passages that refer to a previous investigation of "Two Los Angeles Officials". Further there is a passage where Senator Calderon describes a "Los Angeles City Councilman" who could be a "money drop" for fictitious Filmmaker Rocky Patel's attempt to buy political favors. Rumors have been flying around that the "political friendship" of City Council President Herb "Mini Amin" Wesson and Huizar has a mutualistic purpose in protecting their respective backsides from any nefarious dealings originating from the Building and Safety Department Bribery Scandal. Its common knowledge that former Building Inspector Samuel In, may have many tales of "political collaborations in CD 10 and 14" from his 40 plus years of employment, that came to a end when he admitted to taking bribes, to share with federal investigators.  
 
** Lastly .........., 2013 saw the creation of a new CD 14 Political Adjective for retaliation in Eagle Rock when local Colorado Blvd. Merchants who opposed Councilman Huizar's Bike Lanes, were "Red-curbed".

Morning Briefs on the Los Angeles Political Machine for Monday

Los Angeles CD 14 City Clowncil Central Committee Member Jose Huizar is linked to the Calderon Scandal. Was Huizar one of the two "public officials" being investigated before the FBI Los Angeles Office directed their investigated resources on the Montebello (CD 14 East) Political Family? 
A dubious distinction to start a new political, bloggin work week. 
** Blogger's note: We would like to thank the embattled CD 14 City Clowncil Central Committee Member Jose Huizar for yet blessing the bloggin political cybershpere with ample content to start off the week. Both the "Valley Daily Moldy Green Sheet's" (aka Daily News) Dakota Smith and the "Old Gray Collectivist Hag on Spring Street's" (aka LA Times) David Zahniser, have stories on the "Dear Charro/ Princeton Graduate" Huizar's link to the State Senator Ron Calderon Bribery Scandal (** Southeast LA County Assemblywoman Christina Garcia has called on Senator Calderon to resign). It seems that the FBI Special Agent who was channeling the ficticious Filmmaker "Rocky Patel", reached out to the CD 14 Clowncil Central Committee Member, regarding obtaining permits for his upstart operations. But what makes this latest angle in the Calderon Bribery Scandal most interesting, is the passage near the bottom of Page 10 of the Aljezzera America leaked FBI Affidavit, that notes the FBI Los Angeles previous investigation of two "public officials". Could "Mr. Rocky Patel's" outreach to the "Dear Charro/ Princeton Graduate", had been predicated on previous information obtain in another investigation? Bloggin intuitions that make you go hmmm---Scott Johnson in CD 14.  ** Mid-day Update via the Downtown News: Councilman Huizar will be hosting a Community Meeting tonight at LAPD Headquarters regarding his endangered Downtown Streetcar Legacy Project, starting at 6:00 P.M.

Past Dubious Tales via Current Contributors of Monica Garcia

Mayor Sam continues is quest for stories behind the donors to selected political candidates. Our latest installment details the dubious tales behind such Monica Garcia donors, as Marcos Aguilar and a certain ex Councilman Huizar staffer Gustavo Valdivia.
** Blogger's notes: As Mayor Sam continues its coverage on the multiple story lines behind the most recent campaign contributions reports for the upcoming March Elections, please partake for the moment in reviewing the following exchange between Hillel Aron of the LA School Report Blog and LAUSD School Board President Monica Garcia, in a recent interview.(** our comments in bold)
LASR: You’ve raised a lot of money from charter schools. Isn’t that a conflict of interest since it’s the school boards job to approve or disapprove of charters?MG: I’ve raised money from a very diverse set of folks. Charters are one of them. That’s a separate conversation than the way I do my job (** that conversation commences below).I need people to invest in the campaign. Whether it’s the largest public works program that built 129 new schools, 160,000 new seats, and the equivalent of 8 acres of parkland, or the people that, everyday we buy paper and pencils and toilet paper and napkins from –– those people care about who’s here. Like I said, there are people who contribute to a campaign and want to support my reelection. I welcome that (** .... and we are obliges to provide commentary).LASR: If a Congressman was on the Energy committee and was taking money from the coal industry, I think people would look at that as a story. Help me out here, but has this blog done stories in the past on "ethical, educational. legal and political issues", relating to Marcos Aguilar and his Academia Semillas del Pueblo Charter School? From the Mayor Sam archives ......

** Academia Semilla del Pueblo's "Response" to Building and Safety Department's "Notice to Comply"

......... but despite all the controversy noted above and this LA Times editorial, Garcia and her allies save Academia as the LA Weekly reported at the time.
Minutes after the board voted to save Semillas, Monica Garcia joined her friend Marcos Aguilar for a rally just outside LAUSD headquarters. A crowd of more than 100 parents and kids hailed them as heroes.
...... and now Aguilar, along with school staff and associates are too willing to support financially Garcia's reelection.

** We should note it was Academia Semillas del Pueblo Attorney Salomon Zavala, who presented us with the following teachable moment on the Freedom of the Press, regarding this litigious "Bring It On Mayor Sam Moment".But in paraphrasing legal wordsmith Mr. Zavala, "we take this issue gravely seriously", the fact that contributions from Aguilar and staff, have help marginalize oversight of potentially harmful safety issues at the controversial Charter School.

Morning Briefs on the Los Angeles Political Machine for Wednesday

"The Education Mayor Antonio Villar mixing it up with Roosevelt Teachers".
For Mayor Antonio Villar and his education surrogate at LAUSD, School Board President Monica Garcia, the lack of progress at the high school of graduation for the City Terrace native turned "Education Mayor", is prompting community activists to call for a Townhall Meeting on the future of Roosevelt High School. This after meeting with LAUSD School Board President Monica Garcia and other district/ school officials. Longtime Boyle Heights Community Member Teresa Marquez posted these comments at the Eastern Group Publications Website after the meeting with School Board President Garcia.
Tragic story about Roosevelt High School, Yes they took some of the worst schools in the East Side, but not all, and others are doing much better without PLAS. At RHS all parents meetings are only in Spanish, closing the door on only English speakers. The one school RHS was divided into seven schools, with each a principal, dividing the parents involvement. Divide and Conquer. At RHS Director has order some parents to leave the school, this are active and volunteer(s) parent, but quetion some of the activities in school, There is more incidents at RHS with the students that should have been reported, yet they are not reporting, hiding and destroying records according to some parents.Special Ed students are not being identify and care for as the school should. Children with Autism or ADHD are not identify, so teachers just think they are problems kids. Numbers and percentages can be reported in a way that it does not look so bad, or make it look better than what it is. basically 4% of the students at RHS barely passed the Math test, not acceptable, if last year was 3% but now 4%, it might have increase but not to a level of accepting education in USA. 66% drop out = to out of every 100 students 66 drop out, leaving 24 students to graduate, and 1.4 students barely passed the math test. there is approximately 3800 students at Roosevelt High School, divided into seven smaller schools, with their own principal. Do this principal have Principal credentials????????????

LA Times: FBI investigating former Building Inspector with current ties to Councilman Huizar associate

Blogger's note: Sometime back in a moment of internet wandering, we chance upon this item during some backtracking on past stories involving the Housing Authority of the City of Los Angeles (HACLA). Grande Vista Associates was one of the connected firms being investigated for alleged bid-rigging of HACLA contracts. Some five years later, the same Grande Vista Associates provide a soft landing for former long time Building and Safety Department Inspector Samuel In, who retires from the department after being exposed as part of the growing scandal and FBI investigation of the city agency. We past along our tip and the result is part of Los Angeles Times David Zahniser's latest missive on the growing FBI investigation of the Building and Safety Department and possible connections to various city public officials---Scott Johnson   
 Former Councilman Jose Huizar staffer and current controversial Grande Vista Associates Consultant Gustavo Valdivia, gives a position to recently resigned Building and Safety Inspector Samuel In. 
** From the Times:
A year later, In was listed in state records as chief executive officer of Grande Vista Associates, a consulting firm that had previously been linked to a scandal at the city's Housing Authority. A Times investigation in 2007 found that Victor Taracena, a construction manager for the authority, steered contracts to politically connected firms, including Grande Vista, without competitive bidding or after rigged contests.
One bidder told The Times that he tapped Gustavo Valdivia, a former aide to Councilman Jose Huizar who was Grande Vista's lead consultant, to help him compete for the work — and found out that Grande Vista had secretly submitted its own lower bid. The housing authority paid Grande Vista nearly $99,000 to prepare schematic drawings of restrooms, parking stalls and ramps and other areas

** Why Valdivia hired In:
In said he received no income from Grande Vista and got involved with the firm as a volunteer only to learn more about public outreach, one of the services the firm provides. In also said Valdivia asked him to be an officer.
"I'm a very simple person. If I can help people, I will help. It's all a positive thing for me," he said.. 
How many council districts get their own exclusive building inspector assigned to its domain?
** In's dubious past work in CD 10:
Korean landlord Kyong Ho Cho sued In, alleging breach of contract, saying he advised him to pay a company $15,000 to resolve his permitting problems with the housing department. Cho alleged he paid the money, but In never followed through. Cho's lawsuit also claimed that In told him he had a business partnership with the company that received the money, Max Construction.
Max Construction's lawyer, Michael Sinkov, told The Times last year that Cho's case was "totally meritless." Sinkov said In was dropped from the case after he agreed to pay a $10,000 settlement.

** Speculation from CD 10 via Mayor Sam Source: 
During recent Redistricting Commission hearing in Koreatown, an allegation of a monetary shakedown by associates of City Council President Herb Wesson was put into the record. The allegation involved a "Michael Bai" who was accused of "shaking down" community members for contributions. In addition, observers note that Building Inspector In, did most of his recent work exclusively in CD 10. Could it be possible that constituents in CD 10, are being expose to a well-organize shakedown machine, with friends in "high places in government"?

Morning Briefs on the Los Angeles Political Machine for Monday

 City Controller Wendy "The Valley Greuel".
The "Valley Greuel" eyes no problem with Mayor Antonio Villar's $100 Million shell game.
Welcome to the second week of 2012 and as we look onwards to the 2013 Mayoral Elections, there is a small issue of $100 Million dollars in delay payments (ie. the cost of maintaining Mayor Villar's fiscal legacy) that may become an inconvenience for a certain "City Controller". While the likes of former Deputy Mayor  Austin "Mini-Riordan II" Beutner called this budgetary maneuver "Enron", the City Controller Wendy "The Valley Greuel" morphed into the "fiscal ostrich" that blends into the political landscape of denial, said nothing. 
As noted "Valley Greuel" observer Paul Hatfield opines in his blog post on the topic, this void of denial can have dire consequences. Complete disclosure of all material events and obligations is one of the fundamental responsibilities of a controller in private industry or government. Failure to disclose critical information could lead to criminal charges under certain circumstances. $100 million is material in all aspects to the city, especially if it could very well come due much sooner than later (see addendum below for the extent of the disclosure in the city’s financial statements). Thus, "delay and deny", may have a large cost for the mayoral aspirations of the "Valley Greuel".
** Desperate times call for ............ "Reggie the Alligator" as Parke Skelton attempts to garner votes for Assemblyman Warren Furutani, from the gentrified amphibian enclave of Machado Park in CD 15. One wonders if Parke would of gone to the "Chupacabras for Huizzy" if the 2011 CD 14 race had been closer?
** Surprise, surprise another Building and Safety Inspector accuse of misusing his position for personal gain. Ronald Diaz collected $5,500 dollars from Ana Perez to "resolve permit issues" on work for her day-care center but hey, Diaz offered to deduct $2,000 from the balance in exchange for photos of Perez's breast.
** Mayor Villar is ensconce in Sacramento among state legislaturers, attempting to delay the demise of CRA. After all, protecting the outreach proclivities of the likes of CASA 0101 should be of paramount concern.

Morning Briefs on the Los Angeles Political Machine for Tuesday

Following the lead of Eagle Rock Patch Editor Ajay Singh, we post this FBI reminder about reporting corrupt public officials. If you happen to have information about building inspectors or other officials who have accepted bribes in Los Angeles, the FBI urges you to call its local Field Office at (310) 477-6565 or by e-mailing reportbribes@ic.fbi.gov.
This in light of the latest conviction and sentencing today of a City of Los Angeles Building and Safety Inspector in the growing scandal at City Hall. Eagle Rock resident Hugo Gonzalez was sentence to 18 months in the federal pen and fined $9,000 for accepting bribes for permits. 
Gonzalez, who was caught on tape making threats of death against an employee of a contracting firm, accepted $9,000 dollars in bribes and made insinuations that other employees were involve in the bribe scandal, But unlike Raoul Germain, who stated that he did not cooperate with federal authorities, there was no mention if Gonzalez had provided any information on other corrupt public officials to investigators.

If you are still naive enough to think that corrupt building inspectors like Raoul Germain were just rouge entities in the City of Los Angeles Building and Safety Department, consider this quote from his attorney upon Germain's sentencing yesterday.
Raoul Germain, 60, of Altadena was “very remorseful” about his deeds but also did not cooperate with federal investigators trying to determine the extent of corruption within the Department of Building and Safety, said his lawyer, Steven Cron. Asked why Germain did not help with the FBI probe, Cron responded: “What do you think happens to someone who cooperates?
“There is certainly the possibility of danger to oneself or one’s family,” the lawyer added.
Onward and upwards, this scandal continues...............

This qualifies as one of the unique forms of protests over a Mayor Antonio Villar policy issue during his reign as Third Floor office holder. As the LA Times reportsSaber, a longtime graffiti artist in Los Angeles, is up in an airplane skywriting. He's sharing his creations on Twitter along the way. His messages include “End Mural Moratorium” and “Art Is Not A Crime,”  But as memory dictates, there was a certain public mural in East Hollywood that some were not too pleased with.

** The troubled Building and Safety Department has revived its internal investigated unit at a cost of $200,000+ that an outside firm will be paid to undertake. We should note that the unit was disbanded at the end of the Mayor Richard Riordan Era in 2001.
** Senator Dianne Feinsteiin is the latest client of Democratic Campaign Treasurer Kinde Durkee to find that their campaign coffers were looted. The way Durkee has allegedly looted her clients, make her a good candidate for IRS employment.
** Lastly, as the Blue/Green Coalition of unions and environmentalist show their hypocrisy with their shilling for the Corporate Welfare City-State of AEG LA LIVE's Farmer's Field CEQA exemptions, Ron Kaye launches into to the hypocritical players.

Hot Sheet for Thursday


At Last! Today is the final day that large stores in LA County unincorporated areas can use single use plastic bags! The movement to ban the use of these environmentally devastating and completely unnecessary tributes to pure laziness has been spreading throughout LA County. The incorporated communities of MalibuLong BeachSanta Monica, and Calabasas have also passed similar ordinances. The ban will take effect for smaller stores on Jan. 1, 2012.

Governor Brown is being praised for stripping $1.7  billion from redevelopment agencies in the budget that was passed on Tuesday, but he is being scorned for vetoing a bill that would have eased the process for farm workers to unionize. The legislation had been strongly supported by the United Farm Workers, and their leaders had hoped that Gov. Brown's past ties to Cesar Chavez would have led to his support. Unfortunately, the governor vetoed the legislation late Tuesday night, just an hour before it would have gone into effect.
“The fact that he didn’t believe that farm workers need this kind of assistance and change in law is very disappointing,” said Arturo Rodriguez, the president of the United Farm Workers. “I am angry and I am upset that this governor treated us just like all the rest of the governors.”

"Horrendous violations of the public trust" is the phrasing used by Building & Safety head Robert "Bud" Ovrom to describe the scandal plaguing his department. I think "Business as usual" is probably more appropriate.

Morning Briefs on the Los Angeles Political Machine for Thursday

The count of terminated building inspectors who put self-enrichment (and wishes of political figures?) before safety, has risen to three with the firing of building mechanical inspector Albert Acosta for taking bribes. But if one reads the "Puffy City Maven", you will find this headline "Despite FBI Probe, City Hall Tackles Reforms in Building and Safety".
Remember this current CD 14 City Councilman who you might recall went to Princeton University? We can ascertain that his post graduate studies did not include proper education on the usage of the "yes or no vote button" as witness with his difficulties yesterday during the "red light camera circus/ discussion at City Hall.
With the outpouring of support from many of his constituents and KFI's John and Ken, the "Infant Assemblyman from Silverlake/Canyon Drive can chill out and drink knowing that food stuffs await him and his family. We wonder if Gatto's wife will pen a letter of appreciation, kinda like what she did pertaining to our bloggin coverage? 
From the rumor department, will MEAT blow bloggin kisses to voters in the upcoming 45th Assembly District Race on the behalf of Mike Gatto?

Los Angeles Building and Safety General Manager Suspected in Sexual Assualt

The General Manager of the L.A. City Department of Building and Safety is the prime suspect in the July 10 rape of an unconscious woman in Downtown, KFI NEWS has learned.
According to senior LAPD sources and court documents, the victim told detectives she'd gone out drinking with friends and blacked-out after sharing a beer with Adelman while watching an outdoor concert.
The victim said when she woke up she was being attacked by Adelman on his bed.
She told police the attack lasted several hours, and Adelman eventually drove her back to her car.
A command-level source at LAPD confirms the investigation is ongoing, but no charges have been filed and Adelman has not been arrested.
Adelman did not accept a call for comment at his office this afternoon.-- Eric Leonard
UPDATE - 6:15 p.m. - Adelman has been placed on administrative leave, according to the L.A. Mayor's office.

Detectives are investigating allegations by a woman who says Andrew Adelman raped her last month at his downtown condominium, according to court documents obtained Tuesday. The investigation is continuing, and Adelman has neither been arrested nor charged with a crime.
Adelman's attorney, Mark Geragos, stressed that the accusations have not been proved.
"It's unfortunate that ... an investigation has been made public before any determination of the validity of the allegations have been made," he told The Times

......And this from Mayor Antonio Villaraigosa.
In a letter to Adelman, the mayor said: "You are being placed on administrative leave effective immediately. Please be reminded that your employment is at will and may be terminated at any time."
