Former City Councilwoman Ruth Galanter files Ethics Complaint against former council colleague Wendy "The Villar Greuel" over her use of city office and email for campaign purposes.

Mayor Sam has learned via Los Cerritos News Reporter Randy Economy that former Westside City Councilwoman Ruth Galanter has filed an Ethics Complaint against her former council colleague Wendy "The Villar Greuel".

In a complaint filed today with the City Ethics Commission, former Councilwoman Ruth Galanter challenged City Controller and mayoral candidate Wendy Greuel’s use of city computers for campaign purposes.  Galanter based her complaint on revelations by the Los Cerritos Community News that  Greuel routinely communicated with her campaign operatives from her city office and using city computers, a clear violation of the Municipal Code.“Ms. Greuel’s misuse of public resources is an insult to the voters and taxpayers of Los Angeles made even more egregious by the fact that  we taxpayers are paying her approximately $200,000 a year (plus a car and a cellphone) to prevent just such misuse, “ Galanter said.

This initial complaint via Galanter, may be the first of many to be filed, come next week.

Los Cerritos News to release City Controller Wendy "The Villar Greuel" Emails

** In a potential Mayoral Campaign blockbuster, the Los Cerritos News will be releasing emails between the Wendy "The Villar Greuel Campaign and the likes of IBEW's Boss Brian D"Arcy.

According to Los Cerritos News Group Reporter Randy Economy, the news group will be releasing emails between the Wendy Greuel Campaign and DWP Union IBEW officials. The LCCN had requested the emails via a California Public Records Act request. ** Late Morning Update: You can read the Exclusive LCCN story on the "Villar Greuel's" Controller Office Email by linking here.

After receiving a letter indicating LCCN will file a lawsuit next Monday over a long and possibly illegal delay of a public records request, LA Mayoral candidate Wendy Greuel’s Chief Deputy Controller Claire Bartels emailed indicating the records were ready.“It was a very short response, we waited 87 days to get the records,” said LCCN Publisher Brian Hews. ” They said the records are ready, no mention of which request the records related to, or even how many pages were included, which is the information you traditionally get when you make this type of request.”Greuel’s office indicated they mailed the documents to LCCN attorney Kelly Aviles, who will forward to LCCN on Monday.LCCN sent the requests January 23, 2013 and asked for any emails between Brian D’Arcy head of the powerful IBEW and a huge campaign contributor, campaign managers John Shallman, and Rose Kapolczynski and only Greuel for two years between Jan 2011 and Jan 2013.The second request asked for emails between 12 people, LCCN, and only Greuel, with a time frame of only two weeks, Jan 11, 2013 to Jan 22, 2013.Under Government Code 6253, Greuel had 24 days to respond to the request.On day 82, after several communications between LCCN, Aviles, and Greuel, her office turned to the Los Angeles City Attorney to further delay the request. In the letter Greuel “took issue with the assertions,…and under no circumstances is our office delaying records, your conclusion is inaccurate and unfounded.” It went on to state that the request “was voluminous” and encompassed “twenty-eight categories” and could be “tens of thousands of documents.”“How can there be “voluminous documents” and “tens of thousands of pages” when the emails I asked for are between D’Arcy, Kapolczynski, and Shallman,” said Hews. “In her letter Greuel is admitting voluminous correspondence with the head of the IBEW, a huge campaign contributor and her two campaign directors during regular business hours.”

Ethics Violation?In one of the most egregious communications, which can be questioned as a possible ethics violation, Greuel emails the city of Los Angeles Preliminary Financial Report for 2011-2012 to Kapolczynski, Shallmann, and Jacobsen. The email was sent out at 7:41am, two and a half hours prior to the scheduled presentation to Mayor Villaraigosa and the City Council and before giving the document to the City Clerk.Attempts by LCCN to contact Ms. Greuel for comment have repeatedly been denied.

Mailander to Wendy Milhous Greuel: Bring it On!

Growing up as a young Republican in her Granada Hills home, a young Wendy Greuel likely was exposed to family discussions during the Presidency of Richard Nixon. To West Valley, upper middle class families in the late 60s and early 70s, Nixon was a hero, he stood up to the hippies, yippies, anti-America crowd, the Jane Fondas and everything and anything that "isn't us."

UPDATE @ 1:11 PM: Did Team Greuel send a "Secret Asian Man" to James presser this morning? 

Nixonnian ways may have more of an influence on Greuel than we may imagine.

Case in point, earlier this year, investigative reporter Randy Economy of the Los Cerritos News broke an explosive story that alleged that Greuel repeatedly used her City Controller's office and time for Mayoral campaign purposes, based on a review of her official calendar records. What was Greuel's response to this damaging revelation? Her campaign showed up at Kevin James press conferences to "expose" Economy's previous arrest records. Arrests? Yes, Economy has been open for a number of years as to his substance abuse issues and troubled past. What Greuel didn't note is that Economy has been clean and sober for several years and as gained significant acclaim working with Catholic organizations that assist other addicts.

You may have heard of Dante Atkins. He's a brash, very liberal, young political operative who has aggressively taken Greuel to task during the campaign. The upshot? Longtime MayorSam reader and Wendy Greuel supporter, Trojan2002, has already begun the trashing of Atkins.

Who may be next on the list? Our very own "blogfather," writer Joseph Mailander. Joseph was the one who caught, following bluster and bravada by Greuel, that the Controller curiously left off DWP salaries from a list she "published" of City Hall salaries, in the wake of the City of Bell scandal. Given her history with the DWP and it's union, the IBEW, which has poured millions into the effort to elect her Mayor, it would make sense. Following Mailander's good catch, many in the bloglasphere and twitterverse caught this, leading Greuel's opponent Kevin James to stage a press conference on Greuel's curious omission  With Mailander as the lead suspect in spilling the beans, the crusty scribe was in full anticipation of a John Shallman inspired hit; and seemed to dare the Greuel team to bring it on. Oh, if you do want some dirt, Mailander is known to take leisurely afternoon walks around Los Feliz smelling the flowers, tossing footballs and soaking in the community.

So, might Shallman be composing up a "Checkers" speech? Stay tuned.

The "Valley Villar Greuel" totally attempted to gag her three mayoral opponents by calling them liars.

After weeks of seeing her tired talking points of "Waste, Fraud and Abuse" face factual deconstructing by the old, new media, along with her opponents, the Villar Greuel (along with "Private Citizen/ Campaign Consultant" John Shallman), snapped yesterday.

The Villar Greuel Campaign went "Pinocchilo" in an attack mailer on opponents Eric Garcetti and Jan Perry which resulted in this retort from Perry Campaign Consultant Eric Hacopian.

“The only thing revealing about this mailer is that they just confirmed to the world which candidate is in third place,” he said in an email.

Meanwhile, another of the "Valley Villar Greuel's" opponents Kevin James held a press conference in the shadow of City Hall.

James, a former federal prosecutor, opened a new line of attack against Greuel, saying she was stonewalling in responding to a public records act request for her email with campaign advisors and Brian D’Arcy, business manager of International Brotherhood of Electrical Workers, Local 18.The union, which represents more than 8,600 Department of Water and Power employees, has put $700,000 into an independent committee backing Greuel.“What do they have to hide?” James asked reporters outside City Hall. “Where are the documents?”At a morning campaign stop in Studio City, Greuel said she would need to ask her city staff whether any email between her and D’Arcy existed on her city account. But she denied stalling any response to records requests.“We’re transparent,” she said. 

Oh Plez! Gag the "Valley Villar Greuel" for good (politically) on Election Day.

** LA Weekly's Patrick Range McDonald has two election-theme missives in this week's print edition. First, is an attempted unscrambling of all the candidates in the crowded CD 13 Campaign to replace Mayoral Candidate Eric Garcetti. Second, is an excellent feature story on the Emanuel Pleitez for Mayor Campaign. Regardless of the fact that Pleitez is not given much of a chance at winning. the mere telling of his life experience is an inspiration for those growing up in similar circumstances.

** KPCC Frank Stoltze provides a written narrative on the ongoing battle between the Villar Greuel for Mayor Campaign and the Los Cerritos News duo of Randy Economy/ Brian Hews. Some of the nasty exchanges.

“This is very strange behavior from someone who claims to run a tight ship,” Hews said online.  “She claims to be the city’s chief auditor, but a review of her record shows she’s really just L.A.’s chief campaigner.”Earlier, the LCCN obtained records of Greuel’s schedule that the paper said was evidence Greuel's controller's office staff illegally worked on her political campaign on city time. Greuel said they were off the city clock at the time.The Greuel campaign also hit back at the newspaper by obtaining and releasing the arrest record of the reporter who did the story.“It was the lowest of the low,” Hews said. "This was a split-second decision that turned out to be an error on our part,” Greuel spokesman Dave Jacobson said.  “Distributing materials highlighting someone’s substance abuse was a mistake."  It's worth noting it takes more than a split second to obtain and distribute an arrest record.

....... and it won't take that much longer to Vote for Kevin James on Election Day.

From California Governor Wannabee and Failed Mayor Tony Villar to the second incarnation of "Governor Moonbeam II, the Gil Cedillo for City Council Campaign continues to pick up momentum leading up to Election Day, with its latest endorsement from the current Governor. From KPCC.

“Gil Cedillo is a proven local leader who knows how to bring people together to get things done,” Brown said in a statement from the campaign.“We need Gil Cedillo’s leadership, strength and passion on the Los Angeles City Council in order to create jobs, increase neighborhood safety, and expand after-school programs that keep our kids safe.”The nod from the governor is Cedillo’s second high-profile endorsement in the past week. Los Angeles City Controller and Mayoral candidate Wendy Greuel has once again refused to comply with a public records request submitted by Los Cerritos Community Newspaper, it was reported on Tuesday.The requests were made back on January 22 and 23, 2013, from LCCN Publisher/Owner Brian Hews under the California Public Records Act (PRA).In the request, LCCN sought all emails and written correspondence between Greuel and Brian D’Arcy, Head of the International Brotherhood of Electrical Workers #17, political consultant John Shallman, owner of Shallman Communications and consultant to Greuel’s Mayoral campaign, and Greuel for Mayor Campaign Manager Rose Kapolczynski..

Morning Briefs on the Los Angeles Political Machine for Monday

Mayor Villar pledges not to comment on the actions of the next Mayor of Los Angeles.

The Villar Greuel can rest assure that out-going Mayor Antonio Villar, will not comment on her actions as the third term incarnation of the Villar Political Machine (if elected).

With no apologies to former Vice-President Al “Jazeera” Gore, happy Global Warming morning from the frost-covered grasslands of CD 14. For the record, the National Weather Service LA/ Oxnard Office reports that the temperature dropped to 34 degrees at its official Downtown LA weather station, on the campus of the “University of Scandalous Conduct”. Of course, one can make a case that chilly, is the right description regarding USC’s community relations around its Health Sciences Campus, but I digress.

** Mayoral Candidate City Controller Wendy “The Villar Greuel” can rest assure that out-going Mayor Antonio Villar will remain silent (for media attribution) on how she executes the third term goals of the City Terrace native, if elected. As Daily News City Hall Beat Writer Rick Orlov reports in his “Monday Tipoff Column”, Mayor Villar’s political sensitivities will be confined to defending his own actions and not critiquing the next mayor (** especially if the Villar Greuel is elected).

** Orlov does double duty this morning in scribing, dare we say, a gusher PR piece on the Villar Greuel. Take note of the following passage.

"People understand I can be a good legislator, be a good businesswoman and go after those issues that are important. I think people will find I can do all those things and be tough. They want someone to lead them, I have demonstrated I can be that leader."
That was put to the test when James, one of her rivals in the race, accused her of campaigning on city time and allowing her staff to work on her campaign.
Greuel met the James challenge (Que?), going down to his news conference and telling reporters it was a reflection of the start of the "silly season" of the mayoral election.

Aguirre did not hold back in also outing those in the Parole Department (Maria Franco), who have cover up the numerous failing of Parole employees in keeping dangerous criminals behind bars. ** The Kevin James for Mayor Campaign garnered the wrath of The Villar Greuel Campaign for calling upon the City Attorney to investigate the current City Controller, regarding whether she violated city rules pertaining to campaigning on city time.

** Despite numerous visits by labor and democratic officials (as disclosed by Randy Economy), the Los Angeles County Democratic Party choose not to endorse the Villar Greuel and the other mayoral candidates before the March Elections. AB 109 supporter Assemblyman Mike Feuer and insider Ron Galperin picked up the "Dependentcrat's" endorsements for City Attorney and City Controller respectively.

** The Villar Greuel was shunned by her fellow activists sisters as the National Organization of Woman chose to endorse City Councilman Eric Garcetti.

AND LASTLY!! Mayor Antonio Villar fell back upon his “City Terrace, Born to Raise Hell Persona", in dealing with the media rabid interest in his excellent Cabo San Lucas Party with Charlie Adventures”. One reporter can be heard telling the former Tony Villar whether “What happens in Cabos, stays in Cabos? Sorry Tony! Not when you are seeking gainful, federal employment.

Last Los Angeles Politics Hotsheet of 2010

A group of public housing residents who had protested at the home of LA's Housing Authority head, Rudolf Montiel, and then found themselves evicted saw their evictions overturned by the agency Thursday. When the evictions first became public a few months ago, several members of the City Council expressed outrage.  In addition to overturning the evictions, the agency settle with the residents to pay their legal fees and provide computers onsite.

Councilman Dennis Zine will recuse himself from voting on an LAX contract because his girlfriend is an employee of one of the bidders.  Zine has been reportedly dating Veronica Becerra, who works for contractor Tutor Perini who wants a $270 million contract to build a utility plant at the airport.  Airport staff however have recommended to the Council the bid by a competing firm.
