MAYOR SAM EXCLUSIVE!! Did City of Commerce Councilman Hugo Argumedo Commit Perjury?

In a Mayor Sam Exclusive, we present documentation that City of Commerce City Councilman Hugo Argumedo, may have committed PERJURY in falsely disclosing $8,000 in Campaign Consulting Payments to "Leading Edge (Building) Consulting", which merits a Formal District Attorney/FPPC Investigation.

Councilman Argumedo, who was recently re-elected to the Commerce City Council after his force removal from Office in 2010 ........., for pleading GUILTY TO SIGNING A FALSE STATEMENT in a Civil Lawsuit involving former City Attorney Francisco Leal, submitted the pictured documentation below, regarding alleged Campaign Expenditures for Consulting Services.

Councilman Argumedo listed two $4,000 payments, totaling $8,000 in Campaign Consulting Services Expenditures as being paid to Leading Edge Consulting, located at 5057 N. Washington Blvd. Los Angeles, California, 90017. In reviewing all of Councilman Argumedo's 2015 Campaign Reports Forms, obtained under a California Public Records Act, we were also able to ascertain that the half-brother to Fernando, Art and Hector Chacon, loaned his successful campaign $20,000.
The Mayor Sam Blog, in researching the supposed "Political Consulting Background" of the Washington Blvd (near Baldwin Hills) LLC, made contact with its Managing Partner Andy Rhoades, who provided us with the following Statement on the LLC's Letterhead for this Exclusive ........., and any resulting, "Formal Investigations", as noted below.

As Mayor Sam reported in two recent other Exclusives, the City of Commerce received approval from California Attorney General Kamala Harris to initiate "In Quo Warrento Proceedings" against Councilman Argumedo, which is currently moving forward in Superior Court.

Morning Briefs on the Los Angeles Political Machine for Friday

Pardon our Bloggin Chuckle Moment ................., but we can't help but compare Mayor Eric "Gar-Soft-ee's" "Endorsement, Whoops, Retraction" of Leftist Democrat Hillary Clinton to the "Exclusive Missives (awaiting Retraction)" of Publisher/Propagandist for Hire, Brian Hews of the formerly Los Cerritos News, now the "Brian Hews/Los Cerritos News". 
Does Mayor Eric "Gar-Soft-ee" need to exhibit administrative strength in ensuring greater quality control of his Mayoral Staff?

** Blogger's Note: Some quick advise this early A.M. for the Rhodes Scholar, now Mayor Eric "Gar-Soft-ee". Being "softy, feeling" in overseeing the quality of your Mayoral Staff (as they enter/exit your administration), was only to result in moments such as the "Endorsement, Whoops Retraction" of Michael "MEAT" Trujillo's political madam Hillary Clinton. 
In our objective, bloggin opinion, we would recommend that Mayor Gar-Soft-ee show greater strength in exercising oversight to avoid future embarrassing administrative blunders, especially when it involves the "Mechanic" of the Clinton Political Machine. 
That said, with staff exiting your administration and the dispensation of mayoral content being a current weak point, we would strongly recommend retaining the services of Police Commissioner Sandra Figueroa-Villa's El Centro del Pueblo Non-Profit Employee Fernando Chacon's Campaign Propagandist Brian Hews (via the now "Brian Hews/Los Chacon News"). 
During the recent Montebello Election Cycle, Hews produced factually-challenge missives at the same pace of "Mayor Gar-Soft-ee's" exit from a South LA Church when "Black Lives Matter" Protesters disrupted the gathering. 
Thus, the ability of Hews in producing factually-deviod, Missives/Directives (especially when compensated with "ad revenue") would be a natural fit for the "Gar-Soft-ee Administration" where being Soft with the facts is a daily exercise----Scott Johnson (removing tongue from cheek).


Could the Propaganda-like Missives (devoid of factual content) via Brian Hews of the now "Brian Hews/Los Chacon News", find a new home at 200 Spring Street?

Montebello Police Chief Kevin McClure seeks Retraction from the "Brian Hews/Los Chacon News" regarding (false?) Mayor Jack Hadjinian/Crime Stats Controversy

In another blow to the once stellar journalistic reputation of the formerly Los Cerritos Community News ..........., now the alleged, Commerce Casino-financed "Brian Hews/Los Chacon News", Montebello Police Chief Kevin McClure calls upon the now Propaganda Organ of the infamous Chacon Political Family ........., to RETRACT its factually-challenged missive regarding his supposed comments on Mayor Jack Hadjinian's Crime Stats Claims.

** Blogger's Note: In what can only be describe as a major blow to the journalistic integrity of the former, award-winning Los Cerritos Community News, the now "Brian Hews/Los Chacon News" (financed by ad revenue via The Commerce Casino, see below), has been hit with a multiple part RETRACTION (read it in full below) request from Montebello Police Chief Kevin McClure, regarding a recent Brian Hews-byline "Exclusive" on the alleged reaction of Chief McClure to Mayor Jack Hadjinian's comments and campaign mailer on Montebello Crime Stats. 

Judging from Chief McClure's Retraction Request Statement, Hews supposed Exclusive, was bluntly, an exercise in fiction, clearly crafted to benefit the Fictitious Campaign of Fernando Chacon. Upon further review via the now "Brian Hews/Los Chacon News" archives, we find it of interest (but informally ......., and maybe a subject of a formal investigation), the timing of the "Brian Hews/Los Chacon News Montebello Edition's Creation". The Inaugural Edition of the "Brian Hews/Los Chacon Montebello Community News" comes soon after Fernando Chacon of the infamous Chacon Political Family, establish domicile via a Fictitious Business Statement

We should also note that Fernando's Sibling, Montebello School Board Member Hector Chacon, also was retained by Board Colleagues Edgar Cisneros and David Vela, as their Campaign Consultant. Discerning observers will note within the recent months editions of the "Brian Hews/Los Chacon News", numerous Campaign Ads for Fernando Chacon, both Cisneros & Vela, along with big, full page ads from the Commerce Casino (a notorious supporter of the Chacon Political Family). 

Base upon those facts, we would recommend a Formal Investigation on whether the formerly, award-winning Los Cerritos Community News,  has now become the "Brian Hews/Los Chacon News Slate Mailer" for the Chacon Political Family ......., and should be register as such with the FPPC, with full disclosure of all "fiscal/campaign contributors---Scott Johnson. 
  
Will the now co-namesake Publisher/Chief Propaganist of the "Brian Hews/Los Chacon News" respond to the latest, alleged episode of Journalistic Malpractice, directed at Montebello Police Chief Kevin McClure and Incumbent Montebello City Councilman (and current Mayor) Jack Hadjinian?

Open Letter to Hews Media Group Seeking Retraction of Inaccurate Reports 

To Whom It May Concern: 

I just returned from a conference of the International Association of Chiefs of Police and learned of recent inaccurate reports in articles by the Hews Media Group that I was, a) interviewed about crime rates in the City of Montebello, b) contradicted the Mayor in the interview, and c) had an argument/confrontation with the Mayor about a campaign ad. 
It is important that the residents and businesses of the City of Montebello know that they can trust as accurate and impartial the information disseminated by the Office of the Chief of Police. The sharing of accurate information is critical to efficient police/community relations. The information recently published by the Hews Media Group regarding an interview of me, alleged statements by me in the supposed interview, and an argument/confrontation I allegedly had with the Mayor is inaccurate. I respectfully request that the Hews Media Group retract the reports. 
The FBI collects crime statistics from law enforcement agencies across the United States yearly and the City of Montebello reports our figures as part of the Uniform Crime Reporting (UCR) Program. The Police Department provides these statistics annually and the numbers reflect the previous year’s crime statistics. In February 2015 when the Police Department released our crime statistics which reflect 2014 crimes information, the city showed an 18% decrease in crime. Nevertheless, in Montebello and throughout California, we are facing a serious public safety threat as the result of Proposition 47, which supporters said would “improve public safety” and reduce state prison overcrowding by reclassifying many felonies as misdemeanors, allowing police officers to concentrate on violent crimes. California prosecutors and law enforcement officials had well-founded concerns about Prop. 47 and, when the City next reports crime figures in February 2016, the figures will most likely show an unfortunate increase in certain crime rates due in large part to the effects of Prop. 47.

Mayor Sam Exclusive: Fernando Chacon's Montebello Residency (and Office) Issues, Part Two

As the Residency Controversy of Montebello City Council Candidate Fernando Chacon (via Monterey Park and formerly of Norwalk), documentation clearly contradicts the statements of the latest Chacon Political Family Sibling to seek Public Office in Southeast Los Angeles County.

** Blogger's Note: As the candidates for Montebello City Council shift their respective campaigns into GOTV mode, the Commerce Casino-financed, "Los Chacon (formerly Cerritos) News"-supported Fernando Chacon Campaign, has come under additional scrutiny for it questionable domicile qualifications. According to the Whittier Daily News, a local PAC has sent a Mailer to Montebello Voters, questioning the Domicile Qualifications of the Echo Park, Connected Non-Profit El Centro Del Pueblo Employee. A campaign flyer sent out by Protect Local Jobs PAC, which has supported Delgado and Hadjinian during this election, questioned the residency of Chacon. Chacon registered to vote in Montebello on April 12 of this year. The flyer said Chacon moved into the city just to run for office. Chacon previously was registered to vote in 2010 in Monterey Park and before that in Norwalk (from our previous post) where he unsuccessfully ran for City Council in 2003 and 2007. Chacon said he has a Montebello connection through his office at Reggie Rodriguez Park. “It’s not like I haven’t been doing anything in Montebello,” he said.  But as we document below, Fernando Chacon has been spending some "not so quality time", in the City of Los Angeles, Cypress Park Community. When Fernando was not engaging in positive Lions Club activities (which noted his Monterey Park residency, he was attempting to quell a community protest of his employer's qualifications (and lack of openness and transparency in garnering contracts) at his CYPRESS PARK OFFICE location. Chacon can be heard on the video, stating his reasons to the protestors, for returning to work in Cypress Park ......., not Montebello as he states above----Scott Johnson

Hi ........, my name is Sandra Figueroa-Villa and I can only smile (and dream of future Montebello contract opportunities)  regarding the Political Mailer posted below of my El Centro del Pueblo Program Director (and Montebello City Council Candidate) Fernando C-H-A-C-O-N.
** Blogger's Note: Nothing brings a smile quicker to our bloggin faces than a factually-based Political Mailer ........, and the one pictured below is causing wide grin-induced, facial cramps (along with a good laugh). Whoever paid for this factual "HIT (more like HOME RUN)" on Montebello City Council Candidate Fernando C-H-A-C-O-N and his siblings within the infamous Southeast LA County Political Family, should be commended this effort to educate the Montebello Voters on the nefarious political dealing of the C-H-A-C-O-N's. From the Eastern Group Publications ........, California’s Fair Political Practices Commission (FPPC) has fined Hector Chacon, a member of the Montebello Unified School District Board of Education for violations that date back to 2008 and 2009. The FPPC voted at its June 19 meeting to fine Chacon $16,000 for misusing campaign funds and for failing to report economic interests as required by law. According to the FPPC, Chacon’s campaign committee, California Citizens for Good Government, co-named in the complaint, paid his political consulting firm Quantum Management Services approximately $75,000 between 2008 and 2009, in violation of the Political Reform Act. The Act makes it illegal law to use campaign funds to pay entities where the political candidate has a controlling interest and influence, which Chacon had in Quantum as its sole owner and employee.

This is the same address domicile location listed in the Official Los Angeles County List of Candidates (Page 72) for the upcoming, November 3, 2015 Elections ...... Former Ramona Gardens Resident Fernando Chacon for City Council (again?) ............, this time in Montebello

From the bricks of Boyle Height's Ramona Gardens Projects, into the cesspool of Southeast Los Angeles County Politics, another member of the infamous Chacon Political Family (Fernando), brings dubious, political cash-laden Carpetbag to Montebello, in search a better political tomorrow (after two losses in Norwalk).
Will Montebello become "RG East" under the control of the Chacon Political Family? (LOL!!)
** Blogger Note: Judging from the "persuasive skills" exhibited by LAPD Commissioner Sandra Figueroa-Villa's "Connected Non-Profit El Centro del Pueblo" Employee Fernando Chacon during a recent protest in Cypress Park, its no wonder that he fail to convince City of Norwalk voters (twice, in 2003 and 2007) that he was suited to serve on its City Council. But you have to credit the audacity of the former Ramona Gardens Projects-residing, now infamous Southeast LA County-based Chacon Political Family (plus the FBI's Indictments of Tom and Ron Calderon), in seeking to find a political office that Fernando can call his own. Thus, becoming the third Chacon (after brothers Hector and Art), along with half-brother, just-re elected Commerce City Councilman Hugo Argumedo (who resigned previously for submitting a false Affidavit), to hold elective office. With the Chacon Family Carpetbag in hand, Fernando has domicile himself in the City of Montebello and is seeking to become a member of its City Council. We should note that his Political Family Mastermind Brother Hector, is currently a Montebello Unified School Board Member ......., and will surely play a lead consulting role in helping Fernando to avoid a campaign third strike. For those who are not well-versed with the past antics, mixed with formal, investigated findings, here are some "cut and paste samplings".
Central Basin Water District Director Art (or is it Hector?) Chacon (The Political Family Bad Boy): From the Daily News ......., Security videos obtained by this news organization show Central Basin Municipal Water District Director Art Chacon behind the wheel of a Mercedes he drove on district property earlier this month. Chacon, who hasn’t had a driver’s license since 2003, was recently censured by the board. He has come under fire for receiving a $597 monthly car allowance — even though he can’t legally drive.
 
Commerce City Councilman Hugo (half-brother) Argumedo: From the Eastern Group Publications in 2010......, Commerce City Councilman Hugo Argumedo was ordered today to resign from office after he pleaded guilty to filing a false statement in a civil lawsuit, said District Attorney officials. Superior Court Judge Henry Barela also prohibited Argumedo from running for office during the next three years. Argumedo pleaded to a misdemeanor count of obstruction of justice, while avoiding a felony count of perjury by declaration, said Deputy District Attorney Sandi Roth. The D.A. filed the case against Argumedo on Dec. 14. He pleaded guilty to submitting a false affidavit that he had certified as true in a civil lawsuit between the City of Commerce and former city attorney Francisco Leal.

........, and some background regarding Montebello City Council Candidate Fernando Chacon: From the LA Times .....,  Hector Chacon was a major beneficiary of the political action committee that he helped manage. From January 2008 through mid-2009, the group raised just over $102,000 and paid nearly $75,000 to Hector Chacon's consulting firm, Quantum Management Services. Hector Chacon says he had limited control over how the fund's money was spent and that, in any case, some of it went to subcontractors. Who were those contractors? According to disclosure forms, they included his brother Fernando's graphic design company and Victory Outreach, his brother Art's church.
  
........, and considering the past issues regarding the Chacon Political Family's "creative finances" , now current Montebello City Council Candidate Fernando Chacon, should be open and transparent regarding the source of the loan to his campaign---Scott Johnson.

Morning Briefs on the Los Angeles Political Machine for Thursday

Surprise, surprise (or naught) as former LA County undersheriff Paul Tanaka is indicted by a Federal Grand Jury regarding his alleged role in the use of excessive force and corruption in county jails.
We ponder whether former undersheriff Paul Tanaka and now fellow indicted LA County Jailhouse crew members, have crafted a new, shackled hand sign?

It seems like yesterday that a candidate (and crew) to replace now ex. Sheriff Lee Baca was coming deep into the local LA-32 NC Hood, seeking monetary and community support for a forlorn and unsuccessful campaign against now Sheriff Jim McDonnell.
Getting trounced at the polls was bad enough for the moonlighting City of Gardena Mayor but this Thursday A.M. saw the results of another vote gone bad for Tanaka, as he surrender himself to federal law enforcement officials after a Federal Grand Jury agreed to indict him in regards to its investigation of excessive force and corruption with the LA County Jail System.
With a bunch of lower level underlings already facing their "day of legal reckoning" for jailhouse abuses and corrupting conduct, its apparent with the indictment of Tanaka, along with Captain William "Tom" Casey, that federal investigators have their sights set on the higher ranking officials in the department.

** After hours of public comments from fiscal redistribution advocates and counter commentary from business leaders, a committee of the Los Angeles City Clowncil Central Committee voted to support raising the Minimum Wage to $15 per hour. If the full Clowncil Central Committee agree to follow the directives from their Big Labor sponsors and support the committee recommendation, the likes of Stuart Waldman of the Valley Industry and Commerce Association (VICA) and Ruben Gonzalez of the Los Angeles Chamber of Commerce would find it app to share the words of CD 1 City Clowncilman Gil "Broken Deal Cedillo", who called it like it is regarding the motive for raising the Minimum Wage, "This is perhaps the greatest shift of wealth in the history of this city," ......, and the sun rose the next morning on "Detroit on the Pacific".

** Los Angeles Police Commission Member and Connected Non-Profit El Centro del Pueblo Executive Director Sandra Figueroa-Villa, may have another employee with politico moonlighting ambitions. Fernando Chacon of the infamous Ramona Gardens-raised, turned Southeast LA Chacon Political Family, is allegedly being positioned to run for the Montebello City Council. With the demise of the Calderon Political Family a summertime Federal Corruption Trial away, the good citizens of Montebello may want to ponder a forthcoming "RG East Era (with help from Victory Outreach and Athens Disposal)", as the brief "CD 14 East Era (featuring Robert Urteaga, Nick Pacheco and John Edwards)" was not bad enough.

Cypress Park Stakeholders protest the Clowncilman Broken Deal Cedillo/El Centro del Pueblo Backroom Deal at the Historic Cypress Park Community Center

Stakeholders within the Cypress Park Community protest the Backroom Deal by CD 1 City Clowncil Central Committee Member Gil "Broken Deal Cedillo", that gave LAPD Commissioner Sandra Figueroa-Villa's "Echo Park Connected Non-Profit, El Centro del Pueblo", access to the Historic Cypress Park Community Center.
Cypress Park Stakeholders line the sidewalk in front of the Historic Cypress Park Community Center, to protest Clowncilman Broken Deal Cedillo's lack of transparency regarding his Backroom Dealings with LAPD Commissioner Sandra Figueroa-Villa.
** Blogger's Note: While CD 1 City Clowncil Central Committee Member Gil "Broken Deal Cedillo" was in the Far East as part of Mayor Eric Garcetti's Asia Trade Mission, the first term Clowncilman's growing contempt for community input was leaving its marks on his "political rear end" as Cypress Park Stakeholders staged a protest over his absentee leadership, regarding the future staffing and programming at the Historic Cypress Park Community Center. Without any consultation, as requested multiple times by Cypress Park Stakeholders, "Broken Deal Cedillo" granted access within Historic Facility, to the Echo Park "Connected Non-Profit, El Centro del Pueblo", who's Executive Director is LAPD Commissioner Sandra Figueroa-Villa. Clowncilman Broken Deal Cedillo's backroom dealings with El Centro del Pueblo and Commissioner Figueroa-Villa, have raised ethical concerns, considering potential Conflict of Interest issues involving Clowncilman Broken Deal Cedillo's staff and the Echo Park Connected Non-Profit's ties to "Persons of Interest" involving corruption investigations in Southeast LA County. Recently, in response to community protests, the Cypress Park Neighborhood Council voted to draft a letter to Clowncilman Broken Deal Cedillo, requesting that he facilitate and attend a meeting to hear concerns of Stakeholders. At this time, no response has been forthcoming from the Clowncilman's Office---Scott Johnson.
