For decades, the current 40th Congressional District represented by Lucille Roybal-Allard, has been the epicenter for political scandals that have rocked and provoked outrage in the largely Immigrant-populated municipalities such as Cudahy, Maywood, Bell Gardens, Vernon, Huntington Park and Bell. Yet, after years of communal protests, countless of missives chronicling municipal misconduct and Indictments of Officeholders such as John Noguez, Hugo Argumedo, George Cole (pictured above with the Congresswoman) and the Calderon Brothers, the Incumbent Congressperson has mostly remain silent ...….., for what reasons? As we note below, Congresswoman Roybal-Allard's passive denial of the continuing ethical issues afflicting the municipalities under her purview, may be rooted in the inconvenient facts pertaining to family members questionable conduct ………., including an "Offspring/Municipal Attorney (Rick Olivarez)". Thus, prompting an increasing amount of voters to ponder a vote for Republican Challenger C. Amtonio Delgado on Election Day----Scott Johnson.

The nefarious audacity of documented Southeast LA Political Miscreant Mario Beltran knows no bounds (allegedly). According to a Lawsuit made public, Mario Beltran (with enabling from City of Commerce Officials), engaged in a scheme to extort money from a perspective Cannibus Business, in return for approval of its Permit Proposal. As previously reported here at Mayor Sam, Beltran was a "Consultant of Interest (along with Efren Martinez)" in a similar scheme that the City of Huntington Park was forced to settle in court. We should also note, For the Record, that the City Manager and the contracted City Attorney Law Firm at the time of the City of Huntington Park Lawsuit, Edgar Cisneros and Glassman Law respectively, are currently retained in the same positions at Commerce City Hall …….., thanks to Mario Beltram (allegedly).

Being anointed a member of Mario Beltran's (lower left with glasses) Southeast LA Flock of Enablers, is conditioned on delivering the  "Consulting Fees (allegedly)".

Its apparent from reviewing recently-obtained documentation that 59th Assembly District Candidate Efren Martinez is a walking investigation waiting to be commenced (link here to view shadyefren.com). As previously reported here by Mayor Sam, Martinez needs to fully account for his source of campaign financing that included his over $200,000 self loan. In recent weeks according to sources, Martinez has had a following-out with his fellow "Consultant of Interest (Mario Beltran)" in a document scheme to rig the bidding process for the rewarding of Medical Marijuana Permits in the City of Huntington Park. The Huntington Park-centric Metro Watch Facebook Page has done great work in providing H.P. voters with a open and transparent medium which provides timely news, including the documented Endorsement of the Martinez Campaign by RINO Republican and Democratic-financed Lincoln Project Enabler Rosario Marin.

For longtime observers of the "Wild, Wild, Southeast Backrooms of Political Misdeeds", will agree that a constant in the on-going municipal tumult, is the power play by those seeking lucrative legal contracts to act as hired City Attorneys. From the days when the likes of the formerly Leal & Beltran Law Firm were initiating Recalls of political opponents, in pursuit of gainful employment, to currently with the Glassman Law Firm enabling Legal Marijuana Businesses (and enriching dubious Consultants) in its contract cities of Huntington Park, Montebello and Commerce, the opportunities for inflating a Law Firm's Bottom Line, is a documented given ………., as Rick Olivarez (son of Congresswoman Lucille Roybal-Allard) may attest to. Olivarez (with Mommy help?) some how found his way into garnering the City of Cudahy Legal Contract and if his legal work in the aftermath of the Delta Airlines Fuel Dump on Park Avenue Elementary School, is a barometer of his work on behalf of Cudahy residents ……., someone needs to ask his Congresswoman Mom to explain the following.

Hundreds of irate residents attended a January 17 town hall meeting in the hopes of getting justice for being subjected to this environmental abuse. One person who wasn’t in attendance was Roybal-Allard.

A look at Roybal-Allard’s campaign contributors provides another set of interesting facts. Her 2020 re-election campaign has drawn $7500 in donations from Delta, despite the fact that she doesn’t even serve on the U.S. House’s Aviation Subcommittee and she doesn’t represent the area that includes LAX. It’s also the only airline on her list of top 100 donors.

That amount was 50 percent more than the $5000 Delta paid her in 2018. One can also find that the National Air Traffic Controllers Association donated $10,000 to the campaign – placing it in the top 10 contributors to Rep. Roybal-Allard’s re-election despite the fact that she, again, doesn’t have any direct dealings with the aviation industry or LAX.

Both Delta and the National Air Traffic Controllers Association declined comment when asked about why these large donations occurred.

Then take into consideration that the City of Cudahy did not file a lawsuit against Delta despite the extensive environmental risks the airline subjected its residents to. With the blessing of the late LA County Labor Federation Leader Miguel Contreras, Stephens (and his "Co-Schemers"), used phony consulting contracts to wash $52,000 from the "Voter Improvement Project Non-Profit (created by Contreras)", into campaign money to fund his re-election, as the subsequent Federal Indictment, Trial and Conviction substantiated.

From the LA Times Report in 2010 regarding Commissioner Grajeda (and Son "C.G") "Co-Schemer" Role in the Stephens Corruption Case.

Also touched by the scandal was Stephens' former girlfriend and ex-colleague Annelle Grajeda, who rose to become one of SEIU's six executive vice presidents and the top SEIU official in California before resigning her posts amid questions about whether she had improperly used influence to help Stephens. Stephens identified Grajeda and her son, Carlos Grajeda, as a mother-son pair referred to by initials in the federal complaint as "co-schemers" in the case. The complaint alleges that "C.G." received $10,000 from VIP in a phony consultant agreement and turned the money over to Stephens. Neither Grajeda was charged, and neither responded to telephone messages from The Times.

In review, its obvious that Stephens took the fall to protect his ex Girlfriend, "C.G.' and most important, the legacy of Miguel Contreras. But in the fallout of his conviction, Grajeda was forced from her position of leadership and retired.

Ten years later, its ironic that along with another ex SEIU Leader of ill-repute Tyrone Freeman (who is helping in pushing Cannabis Legalization in Pasadena), Grajeda has been chosen to be a "Commissioned Schemer" in Councilman Altamirano's (along with Councilwoman Oralia Robello and Mayor John Soria), continuing sham to enrich Puppet Master Mario Beltran----Scott Johnson.

According to the Source, a registered voter received a Phone Call from the David Vela Campaign, that inquired whether the voter would be incline to support the former Montebello School Board Member. 

The voter responded by asking about Candidate Vela's position on AB-109 Prison Realignment, which played a major role in the recent death of Whittier Police Officer Keith Boyer ....., and was SHOCKED to learn that the Campaign Phone Banker was a recent AB-109 Low Level, Non Violent Parolee associated with a Victory Outreach Ministry.

If verified, the use of Convicted Felons, errrrr, "AB-109, Low Level, Non Revocable Violent Paroles" as Phone Bankers, raises serious concerns regarding the access of confidential voter (included members of Law Enforcement) information by those with a criminal record.

After the first 51st AD Candidate Forum at Eagle Rock High School, a Longtime Political Observer in handicapping the aspirants seeking to replace, NOW Congressman Jimmy Gomez, noted that Candidate Vela was being supported by Gil Cedillo Jr. (who's Dad endorsed the Vela Campaign) ......, and the INFAMOUS Mario Beltran (who is currently the alleged Puppet Master of the Huntington Park City Council). 

In recent days, sources tell Mayor Sam that controversial Montebello School Board Member Hector Chacon (and his Political Family), is also helping with the Vela Campaign, which would provide the link to Victory Outreach, via equally-controversial brother Central Basin Water District Director Art Chacon.

From the Los Angeles Times in 2012 ........., the Chacons have also relied at times on Victory Outreach, a church that ministers to former gang members. The family uses church volunteers as ground troops to answer phones, pass out campaign literature and help with get-out-the-vote efforts. Family committees have paid more than $10,000 in campaign funds to the church since 2003, records show.

Its longtime provider of bus service abruptly announced it was getting out of the business two years ago, and the city had 30 days to find a new operator. Without seeking competitive bids, the city contracted with Metro Transit Services. The company hired as its general manager Mario Beltran, a political consultant who worked for a campaign committee that promoted the three new council members (including CURRENT Cedillo "Campaign Consultant" Jhonny Pineda), campaign finance records show. The deal with Metro paid the company a 46% higher rate for the same service the old bus operator provided, according to city records.

Both Beltran and Pineda have been compensated $10,000 dollars-plus for their work with Team Cedillo, along with Convicted Felon Larry "Nativo" Lopez, who has apparently created a new "Swept Off Instead LLC", that specializes in "Voter Registration".

From day jobs shilling for the likes of Gil "One Bill (or Broken Deal)" Cedillo and indicted Calderon Brothers, Ron & Tom ..........., to documented, after hours "adventures" at the former Downtown LA 740 Club, ex. Bell Gardens City Councilman, now Southeast LA Political Consultant Mario Beltran, is never far from (exploiting) the latest Southeast LA Political Controversy

Pledging to tell the Truth is not Mario Beltran's best, political trait.

The reigning Bad Boy of Southeast Los Angeles County Politics, is front and center, in fermenting political mischief, again, this time in Huntington Park.

Huntington Park, which has been the political birth place for the likes of former US Treasurer Rosario Marin and indicted, former LA County Assessor John Noguez, was the latest pit stop in the on-going dialog regarding illegal immigration last week.

First Term Huntington Park City Councilman Jhonny Pineda created a national uproar when he, with the support of three council colleagues, appointed the illegal alien duo of Julian Zatarain and Francisco Medina (a former Assemblyman Cedillo intern), to the Recreation & Parks and Health & Education Commission respectively.

It was a given that rabid commentators on both fringes of the illegal immigration issue, would be fixated on the actions of the Huntington Park City Council (with Councilman Valentin Amezquita dissenting), but the "real story" behind these appointments have nothing to do with espousing the positive contribution of illegal immigrants, instead its all about the money (ie. future government contracts).

Councilman Amezquita, along with former HP Councilwoman Linda Caravallo, were in-studio with KRLA 870 AM Talk Show Host Randy Economy this past Saturday evening, to discuss the controversial appointments. During the show, a caller from HP stated that the "real story" regarding the appointments, had to do with Councilman Pineda and his council allies role in placing supporters in key commission positions, to facilitating awarding contracts to business interests connected to ......, MARIO BELTRAN (and 2016 Assembly Candidate Efren Martinez, allegedly).

While its not apparent that Beltran is seeking HP Economic Development Fund to open a version of the infamous Downtown LA "740 Club" on Pacific Blvd., there is some truisms to the fact that he is seeking to create a new business entity to hopefully garner contractual opportunities from HP officials ......., and considering that Beltran was the "Political Consultant" to the four council member majority, then that possibility could become a reality.

Huntington Park is no stranger to dubious, outside political interests, seeking to control its City Council, with the goal of reaping contractual enrichment. From 2003 to 2013, noted Southeast LA Municipal Attorney Francisco Leal, reaped millions of dollars in legal fees from the municipality before his connections to indicted former LA County Assessor John Noguez, ignited a civic rebellion against his HP City Hall allies.

With Leal out of the picture, HP (along with other Southeast LA municipalities) are being targeted by the latest political cabal, fronted by a political miscreant, who knows no shame in shilling for those, now the subject of federal indictments, viscously attacking the alleged sexual preference of his political opponents ......., and of course, behaving like he has no political skeletons, rattling for all to hear (and read in numerous missives of record).

Thus, while the likes of Assemblywoman Christina Garcia commends the Huntington Park City Council for its courage in appointing "The Undocumented" to city commissions, the blunt reality is that the same person who "outed" her alleged sexual preference, was exploiting the contentious issue of illegal immigration, to mask a blatant money grab of municipal funds (allegedly).

Fresh, curvy and happy after months on bloggin furlough. 

Great Sunday afternoon to all in the political cybersphere. We  like to take time and reacquaint you with a cherish member of the Mayor Sam Family, the lovely unionize model for our dormant Ass Clown Award. We here at Mayor Sam had parted ways with our curvy friend and the award created by Mayor Frank, reasoning that our bloggin coverage merited moving beyond tabloid styled reporting . Thus, our award and its model were to enjoy an early retirement. 

But once in a blue moon ...... or Primary Election Cycle, comes a "perfect storm of bloggin news" that merited reuniting our former Ass Clown Award Team and all it took was this repugnant, asinine, and disparaging comment directed at a heroine of political reform in Southeast LA, City of Bell BASTA spokesperson and candidate for the 58th Assembly District Christina Garcia . Garcia pulled a major upset in the 58th AD by defeating City of Montebello's Tom Calderon which did not go over well with well known Bell Gardens ex Councilman,  Rin Calderon staffer and current Campaign Manager for 51st AD Candidate Arturo Chavez Mario Beltran, who penned this via the LA Weekly.

Garcia the 33 year old that for the first time in her life became a Democrat last year and lied to the democratic voteres that she's been a democrat all her life!!! A Bell Gardens Councilman accused of embezzling campaign funds pleaded guilty today to multiple counts, prosecutors announced.Mario Beltran, 31, pleaded to four misdemeanor counts, including failing to file campaign disclosure forms and failing to deposit cash contributions, all violations of the Political Reform Act., Deputy Dist. Atty. Max Hunstman said in a press release.The charges stem from the defendant’s failure to report to authorities how he was spending campaign funds entrusted to him and his failure to deposit and account for cash given to him, according to the press release.Los Angeles Superior Court Judge George G. Lomeli ordered Beltran back for sentencing on Feb. 12. The defendant must resign from office before sentencing. Beltran is expected to receive four years of probation during which time he may not hold elected or appointed office and may not seek elected office or lobby.

The boozy circumstances of his wild night at the seedy Huntington Hotel might be enough to derail the careers of lesser politicians. But Beltran has friends in high places, such as state Senator Ron Calderon, for whom he works as a field deputy, and state Senator Gil Cedillo, who mentored him early in his career. Several witnesses including Cedillo were listed as character references for Beltran, so last Wednesday, as his trial began, he was as cool as a cucumber.That was until 6-foot-tall, rail-thin Sherrilynn Ridgeway, an African-American woman with weathered skin and a criminal record of drug dealing and prostitution, took the stand and described Beltran, a 29-year-old, 5-foot-5-inch immigrant from El Salvador, staggering around the Huntington in the wee hours of June 28 hurling racial slurs and menacing threats and, in her words, “grabbing a handful of my ass.”At that point, Beltran’s expression suggested he knew he was in for a long ordeal.The jury had been warned things could get ugly. They were going to hear allegations that Beltran degraded Ridgeway with words like “nigger” and “bitch,” Los Angeles Deputy District Attorney Maureen O’Brien said in her opening statement — words that O’Brien said she did not feel comfortable uttering. They also were going to hear from witnesses with questionable occupations and backgrounds. “There are no angels as witnesses,” O’Brien said.Beltran’s lawyer, Philip Cohen, was not nearly as delicate. He spat out the N-word in rapid-fire bursts while shredding the testimony of one prostitute. And he accused prosecutors of misconduct, saying they offered an implicit deal to one witness, a hotel desk clerk who placed Beltran inside the hotel but also faces an unrelated gun charge in a Pasadena courtroom.Cohen confirmed that his client was “drunk out of his mind” last June after visiting the nearby 740 Club, whose owner is a friend of Beltran’s. But he urged the jury: “You will not be asked to decide if [Beltran] is an ass, a racist, a sexual assaulter or a drunkard. This case is about whether he knowingly and falsely [accused] someone of a crime.”

Thus, Mario Beltran now join former Assemblyman Gil Cedillo staffer David Galaviz as winners of the Ass Clown Award. Assemblyman Cedillo is the first lawmaker to have multiple Ass Clown Awards given to members or formerr members of his staff. quite a distinction not loss on the voters of Northeast LA.
