The MIA, Second Term-seeking Mayor Eric Gar-SOFT-ee has released a Statement on the alleged, community-disrupting, SURGE of ICE Raids ............, which is the subject of a Special Bloggin Deconstruction of its contents, that the Upward-aspiring Politico will not defend in any Candidate Forums/Debates.  

"Today I spoke to the Deputy Director of ICE’s Los Angeles Field Office and made it very clear that I want greater transparency about ongoing operations and the status of all Los Angeles residents who may have been arrested or detained.
Among those arrested, according to ICE:
• A Salvadoran national who was allegedly part of the MS-13 gang. He was arrested in Huntington Park and was wanted in his native country for aggravated extortion, ICE said.
• A Brazilian national arrested in L.A. and wanted in Brazil for alleged cocaine trafficking.
• An Australian national from West Hollywood. He was wanted on suspicion of lewd acts with a child.

Vote them Out; Time For American Justice! Jamiel Shaw II, was murdered on March 2, 2008. Jamiel Shaw II, was murdered by a gang member living in the USA illegally, while his mother was serving in Iraq. Most of the politicians in Los Angeles support illegal alien gangs and sanctuary cities. Jamiel's family received no support from local politicians regarding Jamiel's Law. 

Jamiel's Law will deport illegal alien gangs out of the USA. When will politicians begin to support American Citizens who were murdered by illegal aliens? Los Angeles Politics Hotsheet for Monday

In light of the pay scandal in the City of Bell the LA Times looks at the salaries of City Council members through out LA County.  While some cities pay more than others of course the CEO level pay of Los Angeles City Council members seems to get a pass.  Apparently thought it wasn't always that way.  Over the weekend I happened to catch an old rerun of Grouch Marx's "You Bet Your Life" show from the 50s.  One of the guests was then Los Angeles City Councilman Gordon Hahn (brother to Kenny, uncle to Janice and Jim). Hahn told Groucho that City Council members made on average about 20 cents more an hour than City Hall janitors but less than plumbers.  How times have changed.

LAPD Chief Bill Bratton's "I am Leaving LA Tour" Continues as Selection of Replacement Narrows to Three

As out-going Los Angeles Police Chief Bill Bratton continues his "I am leaving Los Angeles Tour", the search for his replacement will narrow to three candidates.

The Daily News reports that the Police Commission will today submit a list of three finalists from the field of 13 applicants (11 from within LAPD and two outsiders), to Mayor Antonio Villaraigosa for his final consideration.

Mayor Villaraigosa for his part, with help from an blue-ribbon panel headed by former Secretary of State Warren Christopher, who also headed the efforts to reform LAPD after the Rodney King beating and the riot of 1992, will announce his choice on Monday.

The three finalists will be interview on Wednesday, Thursday and Friday respectively. One can expect that this final interview process, combine with Monday's announcement, will be stage crafted by the likes of Matt Szabo, to maximize the political benefits for Mayor Villaraigosa.

As Daily News longtime City Hall beat writer Rick Orlov reported in his "Tipoff" column yesterday, "the new executive team for Mayor Antonio Villaraigosa has been busy figuring out what it can do to regain lost momentum to help him in his final three years in office. A number of staff changes are expected in the coming weeks.

Most of the attention is on staff accountability, but it goes beyond his own office.

Meetings have been held with general managers to look at the services the city now performs and figure out which ones can be jettisoned to get back to the core services the city can afford.

As for Villaraigosa, the selection of the next police chief is seen as giving him a chance to continue his emphasis on law and order issues".

And who are some of the candidates worth noting as the Police Commission nears its decision on the finalists?

Dennis Romero in the LA Weekly, pens former LAPD Deputy Chief and current San Francisco Police Chief George Gascon as one of the two outsiders under consideration.

LA Times scribe Joel Rubin highlights Deputy Chief Sandy Jo MacAuthur as someone who could sway an interview panel if given the chance.

Longtime political observer and blogger Joe Scott, has it being a three way competition between Jim McDonnell, First Assistant Chief and Chief of Staff; Earl Pasinger, Assistant Chief in charge of operations; and Charlie Beck, Deputy Chief and Chief of Detectives.

Celeste Fremon at Witness LA sees Deputy Chief Sergio Diaz as a "dark horse" candidate.

Meanwhile, as the speculation builds regarding the selection of Los Angeles next Top Cop, the current one continues on in stating his opinion on the issues of the day.

Chief Bratton has a Op-ed in todays LA Times "The LAPD fights crime, not illegal immigration" . Simply stated, Bratton calls upon his successor to continue upholding the principles of Special Order 40, as this passage illustrates.

As I leave my position as leader of the LAPD, I will encourage my successor to adopt the same rigid attitude toward keeping Special Order 40 and keeping the mission of the men and women of the department focused on community cooperation instead of community alienation.

Maybe someone should read this to the family of Jamiel Shaw Jr., as illegal alien gangbanger/killer Pedro Espinosa awaits his day of judgment, and pen their opinion of Chief Bratton comments.

District Attorney to seek the Death Penalty in Murder of Jamiel Shaw Jr.

According to KRLA 870 AM, the Los Angeles County District Attorney will seek the Death Penalty in the murder of Los Angeles High School Student Athlete, Jamiel Shaw Jr.
Pedro Espinosa, a illegal alien gangmember, is being tried in the murder of Shaw Jr. Espinosa's immigration status at the time of the murder, became the catalysis in the efforts of many to place "Jamiel's Law" on the ballot. Jamiel's Law would of overturn LAPD's "Special Order 40" which states that LAPD officers cannot ask for the immigration status in the course of questioning "persons of interest" in criminal investigations.
The cause of Jamiel's Law galvanize local talk radio and spur debate in the political bloggersphere.
Jamiel Shaw Sr. will be appearing on KFI's "John and Ken Show" in the last hour (6:00 PM) and on KRLA's "Kevin James Show" this evening (9:00PM-1:00AM).

I'm Not Prepared to Throw the Shaws Under the Bus

Much has been written and said about the reported disqualification of the Jamiel's Law petition by the City of Los Angeles.

The City Clerk's office reports that only about 18,000 signatures were turned in; about a quarter of those required to even consider placing an initiative on the ballot.  At the same time, on this blog, Althea Shaw, the aunt of Jamiel Shaw, the murdered 17 year old athlete the effort centers around, claims she was certain the family and their supporters had upwards of 76,000 signatures.  Still too close for comfort but at least enough to get you in the door.

Claims made by Shaw that perhaps some petitions were allegedly lost, misplaced or otherwise misappropriated by City personnel have stunned and surprised many. 

I don't presume to believe that some type of "grand conspiracy" is in play here; however the entire incident leads to questions that should be at least answered.
  1. What was the chain of custody of the signed petitions from the time they were turned into the City Clerk by the Shaws until they were returned to Ms. Shaw.
  2. How are these documents secured? What are the security measures in the facility where the documents are stored? Who has access to these facilities and are these individuals supervised or monitored at all times?
  3. What advice did Mayoral candidate Walter Moore give to the Shaws? Did they follow it? Why wouldn't Moore - as the instigator of the movement and an educated, successful attorney - make sure procedures were in place such as asking the Shaws to copy their signed petitions and otherwise document them?
  4. If Moore himself did not have the time nor desire to manage the drive himself, considering that the Shaws had little if any political experience prior to losing their son, why didn't the candidate recruit someone to consult and provide technical support to the Shaws considering that he has been banking a major part of his campaign on the Jamiel's Law issue?
  5. And finally, with all due respect to the Shaws, if the City's position is accurate, how could they make such an inaccurate estimate - not only when the petitions were turned in but in the progress reports that were given along the way?
 I believe that it is possible that the Shaws - who were motivated by grief and a legitimate demand for justice - did not have the complete set of political tools at their hands and could very well have made a series of unintended mistakes in the effort.  That being said however I feel that they were sincere and honest in their efforts and may have been further victimized by various politicial agendas in this town.

Mayor Sam's Hotsheet for Tuesday

500 homes were lost over the weekend in the Sayre Fire at the Oakridge Mobile Home Park in Sylmar making hundreds of families homeless.  The owners of the park, Fullerton based Oakridge, Ltd. plans to rebuild the park as quickly as possible; though individual homeowners will be required to replace their own homes through their insurance.  Both Governor Arnold Schwarzenegger and Supervisor Zev Yaroslavsky called on new regulations for the manufactured housing industry with respect to better use of fire retardent materials.

When it comes to what's going to happen with the Democratic race for Governor, it all depends on if Senator Dianne Feinstein runs or not.  However there's both good and bad news for wannabe Governor Mayor Antonio Villaraigosa.  He runs behind both Feinstein as well as Attorney General Jerry Brown.  However the Mayor is ahead of fellow contenders San Francisco Mayor Gavin Newsom and Lt. Governor John Garamendi.  Question though - if John McCain was too old to be President at 72 isn't DiFi too old to be Governor at age 77?

General Motors and Chrysler have both decided to forgo this year's Los Angeles Auto Show which starts this Friday at the LA Convention Center, leaving Ford as the only American automaker with a presence at the event.  Both GM and Chyrsler are fighting to stay alive and hoping for a federal bail-out.  In the meantime, foreign automakers - who are building cars people want to buy and many which are built in the US - are showing up in force and are doing quite well, thank you.  Providing a taxpayer funded bail-out to America's failed auto companies and their incompetent executives would be a huge mistake.

As gas prices rose earlier this year, ridership on LA's buses and trains went up.  Now as gas prices settle back down to a normal level, transit use is dropping off.  That's called market economics folks! In the meantime, MTA is offering increased service on the Red Line for holiday shoppers .

Leimert Park Action Gets Curiouser and Curiouser

Controversy continues over the harassment of the Shaw Family at Leimert Park last weekend as they sought signatures for petitions to place Jamiel's Law on the ballot. Debate has continued over who was involved and who was responsible for the law enforcement operation during which the Shaws and their supporters were allegedly asked by police officers to produce their Social Security numbers as well as being told they were not allowed to collect petition signatures in a park and must go door to door to secure them.

The Witness LA blog attempted to take the wind out of the sails of the harassment angle of the story by interviewing a local LAPD watch commander.  According to Witness LA, South West Division Watch Commander Lt. Art Sandoval denied involvement in any organized action at the park on the 17th telling the blog's editor, Celeste Fremon, “The truth is this. There was no raid,” he said. “None of our officers made contact with the Shaw family. We were there because there was a street faire going on in the park, and we always send officers over when there are street fairs. ”

However information secured by the Sister City  by anonymous sources from allegedly within City Hall, confirms that indeed an organized multi-agency action, or "task force" was underway at Leimert Park with heavy LAPD involvement.  The article at WitnessLA briefly alluded to the task force action but omitted that the LAPD was a part of it.

The stated purpose of the action was to address a laundry list of annoyances at the park ranging from vagrants to drug use to parking violations to "loud drumming."  According to our informants, a number of agencies were part of the operation however the shots were allegedly called by the City Attorney's office and the Council District 8 office (Bernard Parks).

Sandoval was either misstating LAPD's participation or was not aware of the scope of the operation.  Far from just showing up to observe a street fair, the South West Division was intimately involved in the task force.  The team conducted a roll call briefing at South West Division which was reportedly led by an LAPD Senior Lead Officer John Biondo.  Our sources also state that during the roll cal guidelines were allegedly given to the task force by Deputy City Attorney Sharee Sanders.  Apparently there was no written plan for the task force; all instructions were verbal.  This seems to support what one of the police offiicers allegedly told Althea Shaw, that the police action was planned "a week ago."

In addition to LAPD, Council District 8 and the City Attorney's office, the City's Office of Public Safety, LA City Street Use Inspectors, Department of Transportation, Los Angeles Homeless Services, LA County Health Inspectors and Department of Sanitation were also involved. There is no indication that even though the action took place in a City Park that the Department of Recreation and Parks nor their Park Rangers were notified or involved of the action.

Considering that so far the City can't get its story straight on the matter, an investigation is warranted.  However given that the City Attorney's office and the LAPD were involved it is unlikely they can produce an unbiased report.  Given the District Attorney's handling of the Shaw's case they should not investigate the incident either.

Therefore the City Council should call on State Attorney General Jerry Brown's office to investigate the Officers' actions and what specifically the City Attorney and Council District 8's involvement was.

But don't hold your breath.

Leimert Park Raid Not LAPD? Oops!

WitnessLA.com is reporting that LAPD's presence near the Leimert Park raid on the Shaw Family was coincidental. So who are the officers in this pic? Who demanded social security numbers of the Shaws and threatened them if they didn't comply?

They're Office of Public Safety police, aka General Services police. OPS is the one-size-fits-all solution to all of the City's patrol needs that LAPD won't do. Devised as a way to increased efficiency and as a supposed cost-savings measure by Jim Hahn and Wendy Greuel, they're now a completely sacred cow in this City government, soaking up millions in Public Safety money, equipment, and Homeland Security grants while delivering often sub-par or non-existent services to other departments such as the Zoo, Library, Convention Center, and Rec and Parks who previously received these funds to safeguard their own facilities. In some cases OPS might not be doing much service for the public, but if there is a high profile press or government event, you'll magically see dozens of OPS officers instantly materialize around the cameras and politicos.

So how sacred is OPS in Los Angeles? Laura Chick absolutely refuses to audit them, even though their creation and very existence is supposedly one of efficiency. More sacred than Rocktard's office, then.

OPS looks an awful lot like LAPD on the outside. Their uniforms are almost identical so it's not a surprise that the Shaws may have thought that was who was asking them for their SSNs. This common misidentification is probably one LAPD should back away from quickly, however, given the sensitive state of affairs with race relations and the Consent Decree. Why? OPS leadership, especially Chief Gary Newton and Captain Richard Musquiz, have backgrounds that would cause a lot of trouble for LAPD if they were actually LAPD.

Newton's forays into Nevada law enforcement activities between Los Angeles jobs are rife with rumors along with rumored racially offensive body tatoos and having been illegally promoted within this City.

Better documented is Musquiz, who is in charge of the OPS patrol officers. As such, his leadership sets the attitude for this group. Musquiz has been fired from the Huntington Park PD for beating a handcuffed suspect. Musquiz did appeal and lost. (read the case here). A little over a decade later while he was a Los Angeles Housing Authority officer, the Congress of Racial Equality sought to have him fired for the same incident in 2000. Musquiz is quoted in the Nevada Appeal News as claiming the actions of the civil rights group were a result of disgruntled officers at the Housing Authority. However, it was actually an FBI investigation into Huntington Beach PD issues that brought Musquiz's dismissal to light. One has to wonder what the real story is with Musquiz's time with the Los Angeles Housing Authority.

Regardless, officers with these kinds of backgrounds are not typically considered LAPD material, yet OPS has not one but two in major leadership roles. These two officers of questionable backgrounds have an entirely new police force at their disposal completely unfettered by any kind of consent decree or any real oversight. An entire force that is easily mistaken for LAPD by the public. So what's a little social security number between friends, eh?

An audit by Ms. Chick may be just the thing to bring some much-needed transparency and accountability to OPS. In the meantime, there is a rubber-stamp Office of Public Safety Oversight Committee that meets once a quarter out of formality in what usually amounts to a multi-agency gladhanding session. Anyone who has issues or comments related to OPS and their performance may want to visit this committee, especially the Shaws. The Office of Public Safety Oversight Committee next meets on September 16, 2008.

In the end, it'll be interesting to find out if LAPD really was or wasn't involved -- this remains to be discovered for certain. But we definitely know OPS was, and the biggest question of all still begs to be answered: who ordered this?

Mayor Sam's Hotsheet for Tuesday

Couldn't happen to a nicer guy.  Community activist Najee Ali who orignally supported the family of murdered teenager Jamiel Shaw, Jr. in their quest for justice and then later turned on them by claiming that Jamiel was murdered because he was a gangbanger is going to jail himself.  The LA Times reported that Ali plead guilty to charges of attempting to bribe a witness in a criminal case. Ali was sentenced to four years in prison.

City Controller Laura Chick will release her performance audit of the Los Angeles Department of Animal Services' Spay and Neuter Program Tuesday. Earlier this year, the Los angeles City Council adopted a mandatory spay and neuter ordinance which will go into effect in October.

The Daily News reports how local City elected officials are footing the bill for their travel to the Democratic National Convention in Denver.  Wendy Greuel and Bernard Parks are paying their own way. Mayor Antonio Villaraigosa, Controller Laura Chick and City Council members Eric Garcetti and Janice Hahn have their supporters up for some "PayPal love."  Council Republicans Dennis Zine and Greig Smith do not plan to attend the Republican National Convention; with Smith telling the News one of the truest statements to come out of his mouth in some time, "that most in the GOP consider him a "RINO" - Republican in Name Only."

The National Black Republican Associationclaims that civil rights leader Martin Luther King was a Republican.  The organization has been putting up billboards around the country stating this claim and has plans to put up 50 such billboards around Denver during the Democratic convention.

This is a few days late thanks to Google but City Councilmen Bernard Parks and Tom LaBonge held a press conference at the Los Angeles Memorial Coliseum to salute the Olympic Games in Beijing.  What the hell? Do they not have pressing issues in their community? Hey LeBong - you're my Clowncilman come on over here I'll show you several blocks overgrown with weeds and trash that you need to clean up.  Trust me, you're not in need of trying to find things to keep you busy.

Congrats to comedian Ellen DeGeneres to finding a young hot chick to marry.  The 50 year old former sitcom and current daytime talk star legally tied the knot with her longtime galpal, actress 35 year old Portia DeRossi at a ceremony at their Los Angeles home.

Westside White Guy Slams Jamiel as Gang Member

Kevin Roderick - the epitome of suburban white mypoia - has decided he can oh so coyly tag hate crime victim, the assassinated Jamiel Shaw as a gang member, part of the liberal effort to take the heat off Special Order 40 that is coming from many corners. In quoting an LA Times story on the preliminary hearing WWG posts:

Testimony on Jamiel Shaw's gang ties

When he was killed, the teenager wore a red belt emblazoned with black skulls and a crudely written "20," used by the Rollin' 20s and had some of the gang's images on his iPod, an LAPD officer testified. A neighbor also said Shaw had friends in the gang and was known by the nickname "Deuces Wild," and a detective testified that Shaw's girlfriend told police he was a gang member.

What Westside White Guy doesn't tell is that 1) Jamiel's parents, friends and relatives have consistently said Jamiel was not a gang member, 2) Police officers, as mentioned in the story, are not convinced Jamiel was a banger and, 3) the judge in the hearing has ruled out the use of any information that paints Jamiel as a gangster.

Maybe this is how you win Pulitzers.

Blood on Chief Bratton's Hands?

LAPD Chief William Bratton continues to put his head in the sand when it comes to at least one of the motivations behind gang violence in Los Angeles: race. Whether it comes to Special Order 40 or the motive for the murder of Jamiel Shaw, the Police Chief arrogantly and irrationally denies that race could ever be a factor.

On the other hand Sheriff Lee Baca is more realistic and feels that - according to the LA Times - "racial animus among various gangs a serious problem that is not being discussed enough." If we continue to follow Bratton into a mire of political correctness a lot more innocent people are going to die. Does the Chief want that blood on his hands?

He personally told ME.He was going to "just" run for city attorney, because Jack Weiss is such an arrogant, recall-ish, idiot. But he never expected that Antonio would be such a screw-up that he's now considering that office.Can you please show pictures and ask why Antonio always has that idiotic, OPEN MOUTHED grin? The Heartfelt Words of a Dad: Jamiel Shaw, Sr. Responds to Smear Campaign

For the last few days, the editorial staff at Mayor Sam has received and rejected numerous slanderous comments trying to make the claim that murdered teenager Jamiel Shaw was a gang member, and hence he was killed because of his gang affiliation, not his race. The pro-Special Order 40 crowd has a strange need to maintain their position by creating this apparent falsehood.

Jamiel Shaw, Sr. has told me that Jamiel was not a gang banger. So has Walter Moore. I believe them.

The person making this claim has no credibility with me or many readers of this blog.

Those who are behind this should be ashamed of themselves. Your tarnishing the memory of a beloved individual, a minor child, who is no longer with us. What did he do to you?

Until I see otherwise, I believe Mr. Shaw. Below are his words that he has asked me to share with you:

To the Person or Persons trying to smear my son:

My son Jamiel A. Shaw, II, (Jas) was a SuperStar Destined for Greatness! The Mayor of Los Angeles spoke these exact words at his last State of the City speech. He was right! My Son was destined for greatness and he is, "A SuperStar"!

It's a shame, that an American Citizen youth, can be gunned down by an illegal alien gang banger, while his mother is fighting a war to defend all of us, and some people have the nerve to try and destroy my son? This makes me angry. My son is the victim! For every person that want to label my son as a hard core gang banger, I can get 100 more that will show that he was not.

Why would some people want to label my son as a gang banger? Why are some people willing to do almost anything to bring my son down? Where is the evidence to support that my son is a gang banger? Michelle Hansee didn't have evidence to prove that he was a gang banger. A spiderman back pack and a belt? I'm not even a lawyer and I know you need more then this.

So where is the evidence?! A Myspace page? I see a picture of my son on myspace making the peace sign...and some words that you say...he said? Please, give me a damn break. Now my son is a hardcore gang banger? Because of a myspace page? Are you kidding me? This is similiar to the picture when Obama was oversees and had on a certain garment. Some people tried to label him as a Muslim. Some people are protecting illegal alien gang bangers and they need my son to be a gang member in order to help their case. But he wasn't! He was and is, innocent!

The person arrested for killing my son is an illegal alien gang banger. A Documented illegal alien, and a documented gang banger. So where is the evidence? Well let's see, "he was release from jail on March 1, 2008 on gun charges. He had prior arrests before March 1, 2008. It is a known fact that he was not born in the United States and he's in the gang database". We all know he wasn't a boy scout. Why doesn't this make you angry? Why would this make you want to smear my son? Are you out killing people too? Are you an illegal alien gang banger? What's up with you?

Twenty eight hours after Pedro Espinoza was released from jail, he's seen in my neighborhood and now my son is dead. Even if my son wrote the words on myspace, where is the proof that Pedro Espinosa saw this? All he saw was a black kid walking. I continue to repeat, why are you trying to convict my son? Why are you defending illegal alien gang bangers? Could it be that you are illegal. Could it be that you are trying to smear my son because you support Special Order 40? Could it be that you are trying to smear my son because you don't want to see Jamiel's law passed? Could it be that you are a gang banger or a gang banger wannabe?

There are people that want to classify all black kids as gang bangers. We're not going to let this happen! The Community will not let this happen! To any parent reading this, if anyone tries to make your child out to be a gang banger and you know that they are not, please speak up! Don't let the system or anyone else try and smear your child! Especially when you child is not able to defend themselves. We will always defend the honor of my beloved son, Jamiel Andre' Shaw, II!

The fact is, my son was born at California Hospital. He was an American Citizen. He was raised in Los Angeles, California. He went to school in the neighborhood. He played sports all over the State. He is a documented athlete. His mother was in the Army fighting a war! I was home taking care of him. His brother loves him very much! His family love and miss him dearly! He was loved by many! My son was gunned down and shot to death! He is an INNOCENT VICTIM. He was gunned down three doors from home. He played on the very street where an illegal gang banger killed him. He was murdered!

This was a HATE CRIME! Anyone trying to bring my son down is someone that is not ready for the facts or the truth. The evidence will prove this and the facts will come out.

There are people that support Special Order 40 and some people don't want Jamiel's Law to pass. Is this why they want to discredit my son? Could this be why they attact Walter Moore and Michael Higby and all of the other people that speak out against illegal immigration? Why are people trying so hard to make my son a gang banger? This is an important question.

Whoever want's to find evidence on my son should talk with the Gang Intervention Unit at LAPD. You should talk with Gang Intervention Specialists. My son was not in a gang database. My son was never arrested. My son was killed while he was on his way home. He was walking and talking on the telephone. He is innocent!

If you have the evidence to prove that my son was a gang banger, then call Pedro Espinoza's defense team and see if they will hire you. Until then, shut the hell up!
