It's ironic that the Devilish Mayor must go to San Antonio, Texas, to raise funds for his campaign to hold on to his job.

As the LA Weekly recently reported, Villaraigosa spends only 11% of his day working on official city business.

Villaraigosa Cuts Heads from MTA Board. Too little, too late.

Too little change, too late, Mr. Villaraigosa.

Putting in the MTA failsafes, or changing MTA Board Directors, should have been done before the train crash. You are now grandstanding in the face of dozens of deaths, hundreds of injuries and tens of millions, or hundreds of millions, in liability.
If you spent less time posing for photos, and coming up with clever names of things that sound good, but people don't want, such as "Subway to the Sea" and "the subway mayor," and spent that time, energy and money on safety, we'd have those people alive today.

The Dumbing-Down of SWAT

It is extremely disturbing to know that the next time a vulnerable Los Angeleno's life hangs in the balance between an armed homicidal lunatic and the LAPD's elite special incident unit, whether the victim lives or dies might not rest in the hands of the best Special Weapons and Tactic officers available.

A chilling investigative report in Sunday's Fishwrap of Mention details how a Bratton-ordered investigative panel tasked with examining the tactics of the officers involved in the death of Suzie Peña -- the first and only hostage lost in SWAT's 35 year history -- was completely distorted, ending instead in the effective dumbing down of SWAT candidate qualifications supposedly aimed at bringing more women and minorities into the unit.

Bratton is quoted as telling the panel "...I'm looking to create change within SWAT... There are no women and few African Americans.... " Like good soldiers, the panel's final report states: "The absence of women ... and the low number of African Americans in SWAT should be addressed and dealt with, and the membership of SWAT should be reflective of the community."

In response to the panel's findings, the LAPD has reduced SWAT candidate qualifications to a physical fitness test similar to the Police Academy's admission requirement and an oral interview conducted by non-SWAT LAPD and City civilian administrators. Lots of people qualify for the Police Academy including a lot who cannot deal with the stress of police situations. Hell, even I can pass the Academy physical fitness requirement.

You know, when a lunatic has a gun pointed to my head I sure as hell don't want to rely on LA City beaurocrats to have selected my rescuers. And quite honestly, women and minorities should be pissed as all get-out that the LAPD feels dumbing down qualifications is the only way they can qualify.

So why would Bratton effectively sabotage the SWAT unit? It makes you wonder -- while we're saddled with a huge budget crunch because the City Council has a collective spending disorder, Villaraigosa is beyond obsessed with his struggle to actually fulfill one of his campaign promises to hire 1000 new LAPD officers and simultaneously there is a dramatic rise in gang violence, leading to what looks like an awfully convenient-for-Antonio need for more officers. Simply coincidence, or have other units in the LAPD been previously 'restructured' in similar fashion to SWAT?

DWP Rate Hike On Council Agenda for Wednesday 2/20 & Boyle Heights Illegal Vending Crackdown


TUESDAY NIGHT DWP RATE HIKE UPDATE:
The DWP rate increases are on the LA City Council agenda for Wednesday 2/20/08. Tune in for the Councilmember debate, with enough opposition to force "no decision" and Nahai and Villaragosa will be bitch slapped back to committee. (Oh no...think of all the services they will threaten to interrupt while it sits in committee? Won't be able to buy any cases of glass Windex bottles from the 70's at double the price.)

But DWP has a little "rate increase campaign" targeting councilmembers. And ZD says this shiznit is always inevitable. Get ready for a lot of back and forth debate, with a couple CMs taking a stand, only for all to "reluctantly vote yes, this one last time, only because it means the little old ladies won't have their air conditioners brown out.) ILLEGAL VENDING CRACKDOWN?: Oh no...now what am I going to complain about? After endless rants by Zuma Dogg, but mainly because Father Marrietta of Resurrection Church, illegal vending in Boyle Heights (and parts of El Sereno) is on the LA City agenda today.

Although I would like to think it was because of my huffing and puffing, here's what most likely happened. Father Marietta held a meeting with about 300 people from the community regarding the Vernon power plant. And while he had a captive audience, he got them activated on the illegal vending issue in BH/ES, and they put the pressure on CM Jose Weaselar. Hence the agenda item. Here's the item.

The Ethics Committee & City Controller Seems To Have Too Much Time on They Hands...What About CM Huizar's Trip To Florida Over Wyvernwood?

Hey Ethics Committee: How about looking into the campaign contributions of actual elected officials? (Instead of going after your opponents in retaliation.) I would start with CM Jose Huizar and make some phone calls and start asking some questions about some of the money flying into the City.

Remember last year's Superbowl trip to Miami? Wyvernwood? Fifteen Group? Shall I go on? Are we starting to see some of these favors be repaid? I think the Ethics Committee should be looking into elected officials, instead of un-elected officials.

NO WONDER ANTONIO HAS TO GET A D.C. POSITION. (To try and keep "Shady Pandora's Box" from springing open. Easier to control the attorneys from up there.)

Is there anyone reading this who wonders why the Mayor can't complete a full sentence anymore? (Ask his former receptionist! What was he was doing on all those trips to skid row?) Some folks feel this type of speech pattern is the sign of illegal drug abuse. Wonder if the mayor could even pass a drug test? HEY MAYOR, THE CONSTITUENTS WOULD FEEL A LOT BETTER IF YOU TOOK VOLUNTARY DRUG TESTS TO PUT ANY RUMORS TO REST. (Many companies require this of their employees with far less responsibility.)

We understand you support that loser Hillary Clinton (two loser peas in a loser pod), but you're flying all over the country campaigning for a losing endeavor, while your city is in a declared emergency! (And all the added travel and long hours campaigning must be burning you out for your job as LAUSD Cluster Superintendent, Jack Weiss Campaign Manager and Mayor.

Take the crack pipe out of your mouth (if you have a crack pipe in your mouth) and get your tiny, short ass back into LA and start addressing the emergency in your own backyard -- you stuttering, wife-cheating, one-term, career-over, loser. (Why don't we just pass an ordinance declaring Robin Kramer, "Actual Mayor" and ask Eli if she can stay.) YOU LOVE CONSTRUCTION, ANTONIO...learn how to construct a full sentence. (You're mayor of one of the most important cities in the world, and you can't even f*cking speak, anymore? What happened?!?!?)

LA City Council Approves "Density Bonus" After Vigorous Debate And Against Janice Hahn's Wishes


LA City Council approves new "density bonus" bonanza
by Zuma Dogg (because I didn't see any coverage in LA Times today)

I didn't see anything about this in the LA Times, but it kinda hit ZD as the biggest thing to hit the City of Los Angeles in years when it comes to traffic, density (and lack of infrastructure to accommodate the density) that will be created by the new "density bonus" that Los Angeles City Council is now offering to developers after yesterday's approval. (Since it wasn't passed unanimously, it will come back for one more vote/second reading, next Wednesday, but expect a final approval. )

Click here for Item 45 from the LA City Council Agenda from 2/13/08 to see the heated debate between Janice Hahn, CM Tom LaBonge and CM Bill Rosendahl vs Eric Garshady and the rest of his developer puppet-masters. In all my time following the council meetings, this was about the most lively debate, yet -- as opposed to the usual dog and pony show, non-debate. (It actually didn't pass unanimously. Hahn, LaBonge and Rosendahl voted "no".) You have to make it past CM Reyes who opens the debate, and will put you to sleep, but it picks up into a great reality show-style actual debate.

CM Wendy Greuel informed the public that, "I feel the reason we have the traffic today is because there is not enough affordable housing near where people work." (Near transit hubs.)

Villaraigosa Wants To Garnish Your Wages To Pay For Mandatory Health Care

He's laughing at you because he fooled you with the ballot language on Prop S & 93 and now he's ready to support garnishing your wages on Health Care

How much money does Los Angeles Mayor Antonio Villaraigosa think he can squeeze out of legal Los Angeles citizens? Not only does he have Prop S on the ballot which will suck more money out of your pocket (on top of all the other bulky item, trash collection and other fees and taxes he has already added)...

NOW MAYOR VILLARAIGOSA WANTS TO GARNISH YOUR WAGES IF YOU DO NOT AGREE TO GO ALONG WITH HILLARY'S MANDATORY HEALTH CARE PLAN!!! As a Hillary Clinton-Shminton supporter and campaign co-chair, make sure you tell all your low income constituents that your candidate Hillary Clinton is already talking about garnishing your peoples' wages if they don't pay into her mandatory health care program! (I guess we know which lobbyists paid for the Clinton campaign!)

POLL PREDICTION: Hillary Clinton and Proposition S & 93 will do a lot better in Villaraigosa's and Nunez's district than polls are predicting. Polls do not account for canvasing the neighborhood for absentee ballots. Not a joke! This is why the polls continue to be off. But no where will they be more off than in VillarNucklehead's district. So expect Clinton and Prop S to outperform the polls.

Los Angeles City Council Agenda Item For 1/15 Includes Preparation of Lay Off Lists & Potential Financial Emergencies (Aka: City Hall Scare Tactics)

First of all you know Prop S (for "shady") really is shady, because Eric Garcetti is running around town trying to scare/threaten unions of lay-offs if they don't vote "yes" on Proposition "S" ("shady").

And now, for a hilarious comedy/propaganda scare tactic...here's something from the agenda for January 15, 2008 regarding the Katrina-like devastation the City of Los Angeles will be suffering if people do not dig deep into their pockets and vote "yes" on Prop S (for "shady"), the newly created cell phone and internet tax, that Antonio Villaraigosa is trying to mislead you into thinking is a tax reduction. Read the ballot language.

Does this look like it is a brand new tax that will be added to your bill; or something that you are currently being billed for that will go down if you vote yes?

"Proposition S updates, modernizes and reduces the current telephone tax in Los Angeles. " -Shady Ass Mayor and Clinton Campaign Co-Chair Antonio Villaraigosa (Hey Antonio...go canvas the City for absentee ballots. Make sure you don't fill them all out in the same handwriting.)

Meanwhile, here's some scare tactics coming to a council chamber near you. Make sure you show up at City Hall on Tuesday January 15th and sing a verse of "Prop S Punk" and tell those shady coffer drainers what you think about Proposition "S" (for "shady").

BUDGET AND FINANCE COMMITTEE REPORT relative to preparation of a fiscal contingency plan.
Recommendations for Council action, as initiated by Motion (Parks - Greuel - Garcetti):
1. INSTRUCT the City Administrative Officer (CAO) and the Chief Legislative Analyst (CLA) to:
a. Commence preparation of a fiscal contingency plan, as a potential response to drastic reductions in City revenues that could hit the City in the near future. The plan should be submitted for consideration in conjunction with the Mid-Year report to be released in early January 2008. The plan should include detailed recommendations for extraordinary budgetary controls to be implemented March 1, 2008, that will maintain key City services while balancing the City Budget and restoring the Reserve Fund to prudent levels.
b. Work together to develop, as part of the City’s Financial Policies, clear and concise re-opener language for all Memorandums of Understanding addressing potential economic downturn/financial uncertainties and/or declared financial emergencies.
2. INSTRUCT the Personnel Department to immediately commence preparation of potential lay off lists for implementation, as necessary.

(If The City of Los Angeles were a stock, looks like you should sell! And if you are thinking of investing in the City...looks like you should be thinking a lot more than twice. It's the Countrywide of U.S. Cities, y'all!)

SUMMARY: I hope George W. Bush is reading this. Los Angeles Mayor and Hillary Clinton Campaign Co-Chair Antonio Viagraosa has declared a financial emergency for the City of Los Angeles and Bush should be ready to help bail the City out and maybe have one of those Live Aid style Saturday International fund raisers where all those super-groups reunite for charity.

Or maybe Eli Broad can stop donating to museums 10 million dollars at a time and help out where it's needed.

How about having Antonio have The Bill Clinton Foundation kick in and help save Los Angeles. Now there is a worthy cause! Remember VillarClintons...you can't take over the budget of a school system, if there is no City?

Maybe if Antonio wasn't always flying to Asia, or New Hampshire, or Iowa, or Florida, or trying to take over the state school districts, or always running from photo op to photo op -- we wouldn't be in this mess.

But the real problem is that his whole administration has been one big con job. Why should he start being ethical now? (Someone from the mayor's team assured me last year that AB 1381 was fully constitutional and would be upheld by judges...it wasn't and it wasn't.)

Zuma Dogg Weekend Update/Open Thread

SPECIAL EVENT FEE WAIVER PROPOSAL: First of all, Zuma Dogg wants to declare the Led Zeppelin reunion a "Special Event" and waive any and all fees related to this reunion, in hopes of attracting the event to the Los Angeles Forum or local stadium. (Not at shady Staples center.) The fees should be waived due to the economic boost that this event will have on the city as a regional attraction. And if you don't do it, it is only because you are racist against Classic British rockers, and all who appreciate this art form that is better than any of Uncle Eli's snobby museum operas.

CM QUOTE OF THE DAY: Not to say that the only thing Tom LaBong has on his mind is football, but it appears the only thing Tom LaBong has on his mind is football. (He should be in that SNL skit, "Da Bears...Ditka! Da Bears, Ditka!) During a press conference about fixing traffic problems, the mulit-color, squiggly-line painting CM had THIS to add, "You got to have a plan, just like right now both coaches from USC and UCLA are devising a plan to win on Saturday. We want both teams to be successful. I'm pulling for USC." Glad to see the traffic situation is in able hands and empty heads.

There is an investigation going on that is going to sink Antonio. Even the L.A. Times knows about this and they have even backed away from their carte blanche support of Antonio. This investigation leads right back to Clinton 1 and Hillary's brother.

Vignali and Garcia were the major landowners for properties around Staples Center and L.A. Live. The Reps are just biding their time until both Hillary and Antonio are in their cross hairs.

Do some more digging Mayor Sam - everyone in the know is already talking about this.
