Showcasing potential "Waste, Fraud and Abuse" in CD 14 CLARTS Fund Allocations

In honor of Mayoral Candidate Wendy "The Villar Greuel" Eagle Rock "Meet and Greet' with CD 14 City Councilman Jose Huizar, we bring  you this bloggin teachable moment in identifying potential "Waste, Fraud and Abuse", in the latest Central Los Angeles Refuge Transfer Station (CLARTS) Amenities Fund allocation request. 
Would the current City Controller and Mayoral Candidate Wendy "The Villar Greuel" care to comment about the vagueness of the Motion pertaining to the latest CLARTS Fund allocation request?
** Blogger's note: As supporters, associates and staffers of CD 14 City Councilman Jose Huizar and Mayoral Candidate Wendy "The Villar Greuel" coalesce this afternoon for their "Meet and Greet" enabling at the home of Eagle Rock Neighborhood Council President Michael Nogueira, we bring your attention to a questionable CLARTS fund allocation Motion and provide background on the possible usage of this fiscal request. Further, we provide documentation that cast a troubling light on possible illegal past fiscal abuses by associates of the group LA Vioce PICO/ Legacy LA. We would invite CD 14 Boyle Heights Field Office Director Jennifer Martinez, along with representatives of LA Voice PICO, Legacy LA, HACLA and the City Controller's Office to respond to our missive. We should state that this post is an exercise in asking detail questions about the specific usage of the proposed allocation and demanding answers to the alleged questionable past actions of the associates of the organizations and agencies involved---Scott Johnson.

Late last week a Mayor Sam reader brought our attention to this upcoming Wednesday City Council Motion by CD 14 City Councilman Jose Huizar to allocate $17,000 dollars from the CD 14 CLARTS Fund to LA Voice PICO, a Catholic Church affiliated, progressive practitioner of liberation theology organization.
MOTION The Central Los Angeles Recycling and Transfer Station (CLARTS) Community Amenities Trust Fund provides funding for community amenities within Council District 14.LA Voice PICO works to promote policies that strengthen families and improve quality of life in communities.This effort is of special benefit for the residents of the City and for CD 14 and deserves financial assistance from the City.Sufficient funds are available in the CLARTS Community Amenities Trust Fund for this purpose.I THEREFORE MOVE that $17,000 in the Central Los Angeles Recycling and Transfer Station (CLARTS) Community Amenities Trust Fund No. 47S, Department 14, be utilized to fund any aspect of the activities of LA Voice PICO to promote policies that strengthen families and improve quality of life in communities. I FURTHER MOVE that the City Clerk be directed to prepare the necessary document(s) with, and/or payment(s) to LA Voice PICOa, or any other agency or organization, as appropriate, in the above amount, for the above purpose, subject to the approval of the City Attorney, if needed; and that the Council member of the District be authorized to execute any such documents on behalf of the City. I FURTHER MOVE that the City Clerk be authorized to make any technical corrections or clarifications to the above instructions in order to effectuate the intent of this Motion.

On Friday, this blogger was made aware of a 6:30 PM meeting of the Santa Teresita Chapter of LA Voice PICO which the main item of discussion was the future of Ramona Gardens Saturday Farmers Market. According to a source who was in attendance, CD 14 Boyle Heights Field Office Director Jennifer Martinez stated that LA Vioce PICO and Legacy LA would take over the operation from the current person who is permitted to operate the weekly event Toni Juarez. Further, it was alleged that CD 14 staff was working on a business plan with LA Voice PICO/ Legacy LA in regards to the operation of the Farmers Market

Garcetti gets Mayoral Endorsement of Old Gray Collectivist Hag on Spring Street

The "Old Gray Collectivist Hag on Spring Street" (LA Times) gives lukewarm Mayoral Endorsement to CD 13 City Councilman Eric Garcetti.
 Memo to Old Gray Collectivist Hag, is Eric Garcetti the truer personification of the American Dream instead of your Parke-crafted political poster boy of the "LA Antonio Times Era", Failed Mayor Antonio Villar?
Shallman! How come Chris Essel got a Times Endorsement and not ME? (** maybe the Times Editorial Board learned their lesson about endorsing Westside LA cocktail party associates?).

** Blogger's note: First, no surprise that a democratic political insider gets the nod of the journalistic elites within the "Old Gray Collectivist Hag on Spring Street". Think of the branding opportunities of a "LA Garcetti Times Era" (on second thought, naught!). But if any civic benefit can be derived from your continuous support of the insider political elites, its the damning three paragraphs below on the failing and realities on City Controller Wendy "The Villar Greuel". Controller Wendy Greuel is smart and ambitious, and she has enjoyed the built-in advantage of being city government's official critic, making her the chief advocate for voters and taxpayers. To some degree she has been an able fiscal watchdog, insisting, for example, that the city build up a prudent reserve fund as council members sought to instead spend down the inadequate reserve to avoid layoffs. But she has failed to fulfill her office's potential.Four years ago, she asserted that because she was less abrasive than her predecessor, Laura Chick, she would be more successful in getting City Hall to heed her audits and follow her advice. She now acknowledges that City Hall has not been responsive but claims that she could, as mayor, do what she could not do as controller. That is not an argument that inspires confidence.Nor has (The Villar) Greuel been as innovative as Chick, who saw the potential of her office beyond performing audits and critiquing the status quo. For example, as others in City Hall read and prepared to shelve a report from the Advancement Project's Connie Rice on dealing with the city's growing gang problem, Chick studied it, championed it and demanded that failed programs be dropped and a new one based on Rice's blueprint be housed directly in the mayor's office. In so doing, Chick forced City Hall to rethink itself and to discover new, effective partnerships and protocols for measuring success. She made her office count. She showed the type of initiative and creativity demonstrated on the council by Garcetti. In comparison, Greuel has been overly cautious and less effective than she could have been. It is hard to see how she would rise to the challenge as mayor given her record as controller.

Morning Briefs on the Gun Buyback Scheme for Thursday

Free groceries entices thousands to give up their firearms.
 Any symbolic political exercise is not complete without pandering politicians.
Any symbolic political exercise is not complete without a press/photo op.

With the likes of CD 15 City Councilman Joe Buscaino, City Controller/Mayoral Candidate Wendy "The Villar Greuel" and Mayor Antonio Villar in full view of the media, symbolism reign while the inconvenient truths on the follies of gun buybacks, was not on the agenda of an enabling press corps.
Leave it to this supposed subjective blogger to ask some objective questions regarding yesterday's symbolic endeavor.
First, in the wake of the fact that mentally-impaired individuals have been responsible for recent acts of mass shootings, why do we not make mental health counseling more readily available?
Third, were knives, bats, chains, and cars (** the LA Weekly reports on the bloody epidemic of hit and runs city-wide), which can also cause mass harm, part of yesterday's buyback?
Fourth, will the pandering politicos who were so ready to partake in yesterday's symbolic exercise, tell those who gave up their tool of self-defense, how thin LAPD is stretched and how many patrol vehicles are actually on duty, in areas like Northeast LA?
If constituents actually knew the truth about how stretched thin LAPD really is and the debacle that is the democratic-supported AB 109, then I dare say that a "gun handout program" is what is really needed. After all, is that what President Barack "H" Obama's ATF did in Mexico with the "Fast and Furious Program"?

** Mayor Sam Exclusive: IRS $1.5 Million Dollar Tax Levy Against John and Lani Shallman

** Blogger's Note: In a Mayor Sam Exclusive, we have obtain the following IRS document that highlights yet another tax issue related to the business practices of Campaign Consultant John Shallman and his wife Lani  In the document, its shows that between 2001-2009, the IRS estimated that the Shallmans owed $1.5 Million in unpaid taxes. We should note that John Shallman had used the services of convicted former Democratic Campaign Treasurer Kinde Durkee, to manage his finances. Whether Durkee was working for Shallman during the time period outlined in the Tax Levy is uncertain, but surly the extended time period of underpaid taxes as denoted in the document, was more than enough to establish that there was serious financial issues that needed correcting. We invite John and Lani Shallman to comment on this issue---Scott Johnson.


Shallman declined to be interviewed but provided correspondence from federal prosecutors identifying him as a victim. He also issued a statement discussing his experiences with Durkee, who worked with him on several campaigns.“With four kids and the demands of running a small business full time, it seemed like such a relief to have someone we thought we could trust handling all of our business affairs. Instead it turned into a nightmare,” he said.In 2010, a default notice was entered on Shallman’s Encino home, stating that he owed more than $333,000 on the property, records show. A notice of a  trustee’s sale was rescinded last year. By January, state and federal officials had filed liens stating that Shallman had $1.5 million in unpaid taxes.

....... and there is this inconvenient past campaign issue for Shallman and Mayoral Candidate Wendy Greuel.


The (Shallman) financial troubles could put him in an awkward spot. In 2002, 2003, and 2009, his clients used tax liens as a cudgel to attack their opponents. The most recent example was Greuel’s successful  2009 race for city controller, which portrayed opponent Nick Patsaouras as a tax scofflaw.In a 30-second television spot released in the final weeks of the campaign, the cartoonlike ad showed tax bills flying out of a mailbox and past Patsaouras’ face and into a trash can. “Nick Patsaouras for city controller? Try out of control,” the voiceover said. (** If this was Shallman, instead of Patsouras, then the tax bills would be flying out of the "landfill of political hypocrisy").

Can Wendy Audit the actual cost of Campaign Mailers?

Does the City Controller Wendy "The Valley Greuel" do Campaign Mail Audits?


Can I call and report potential Campaign Consulting Fraud?
What is the actually cost of mailing campaign literature?


We reach out this morning to City Controller (and 2013 Mayoral Candidate) Wendy Greuel to seek her help with this little auditing request. As Controller Greuel would readily state, she is all about finding fraud and waste through her numerous "audits" (and garnering the maximum media attention) That said, we ask if Controller Greuel and her crack team of fiscal investigators, could take a break from searching city agencies for "fiscally-based media opportunities" and help us with this billing matter in the legal document above.
In Section D, a "Patricia Duchene" charges $146,160.72 to print and mail campaign advertisements to approximately 254,000 persons. Taking into consideration that these are all register voters, then account for the fact that one household on average has more than one register voter, can we make a case that the unit price charged for each mailer, considering the bulk size, was inflated beyond its actual cost? We should also note in Section D, that "Duchene" was actually paid $164,344.21 for the work above and received a check totaling $75,000, for an undisclosed reason. Anybody with an elementary grasps of finances could find merit for an audit of this transaction. ** Plus, it would benefit those auditing the numbers, to engage campaign professionals for there background on the actual cost of bulk campaign mailings. 
But moving beyond matters of fiscal auditing, into the subject area of political accountability, we ask Mayoral Candidate Wendy Greuel, to explain this political formula ........

Morning Briefs on the Los Angeles "Unionize" Political Machine for Friday

Wonder where Controller Wendy Greuel and City Councilman Eric Garcetti, would tattoo this on their posterior?
Just how far will the LA Labor Left go to retain power on City Hall's Third Floor?
Consider this from the LA Weekly on the local union's dread of a, then possible LA County Supervisor Zev Yaroslavsky run for Mayor.
The city's labor groups were not thrilled with the idea of Yaroslavsky running for mayor. We've (LA Weekly) heard rumors that some unions were planning to deluge him with negative advertising (and personal attacks on rumored "issues") if he had entered the race.

Zev knew this campaign would get "too personal" and LA will continue its slide towards the financial abyss, unless a truly fiscal reformer like Keven James gets elected.

** Former LA Mayor Richard Riordan, who latest "Mini-Riordan Mayoral Protege" dropped out some time back and with Yaroslavsky walking away from the 2013 Mayoral proceedings, is not too positive about the fiscal future of the "Collectivist Sanctuary City-State", within "Greece on the Pacific".

** Hola!! Is anyone home in the CD 7 Dacha of CD 2/7 City Councilman Richard "Zorro Marxist" AlarCON? A neighbor says rarely between 2006-2009 on the witness stand in the AlarCON's retrial.

Bloggin Happy Hour Musings on the Los Angeles Political Machine for Friday

Bloggin TGIF to all as another political week meets its appointed end at a local watering hole near you. As you indulge away the stresses of the previous work week (in a responsible way of course) Here are some newsworthy topics and tips for the next political week---Scott Johnson.
Corruption Sells! This was the impression last evening at the Ya Basta Mayoral Candidate Forum in Boyle Heights, as the former KRLA Talk Show Host Kevin James garnered the best reception from among the audience for his pledge to root out corruption at City Hall. James was joined by fellow candidates Emanuel Pleitez and Jan Perry, while Wendy Greuel was a last minute no show. Eric Garcetti had never committed to attend.
Maybe why City Controller and 2013 Mayoral Candidate Wendy Greuel was a no show last night at the Ya Basta event was the need to maximize the most media coverage for her latest shallow pledge to seek out and find hidden funds from among 500 special accounts. We would hope that one of those special funds has to do with her former council colleague, standing with her in the photo above. 
.The lovely  mug shot photos of  Mr.and Mrs. CD2/7 City Councilman Richard "Zorro Marxist" Alarcon  will soon be joined by the booking photo of his staffer Miguel Figueras, who was charged today with misdemeanor vehicular manslaughter for the death of pedestrian Gary Woodford via collision with the city-owned vehicle being driven by AlarCON's longtime staffer. 
.In the words of Forrest Gump and hopefully for the political career of City Attorney Carmen Trutanich, his "Stupid says, Stupid does Moment", is behind him. Stupid  was making a pledge that was needless and  to compound the original act of political stupidity, was not having the resources in place to make good on the pledge.. But as Nuch takes out papers for a possible second term as City Attorney and as he makes the rounds city-wide (showing up last evening at the Ya Basta event), the rehabilitation of his tarnish image is going to be an arduous journey

Morning Briefs on the Los Angeles Political Machine for the Dawn of Political Summer 2012

** We noted last week the posting of edited videos of 43rd Assembly District Candidate Greg Kirkorian speaking at this year's Armenian Genocide Commemoration Ceremony that painted Kirkorian as some sort of rabid Armenian Nationalist. Now as the email posted below denotes, a certain "Infant Assemblyman" was himself working the assemble masses for political gain.
Little Mikey is goin around cryin and makin hay of Greg's comments. But what about what he was actually doing at this very same event?
Do you know that this shameless sleazeball was actually trolling around asking the Armenian Community leaders -who were assembled to mourn the lives of their lost- for their endorsements? Honest, my friend Nayiri told me. She was there and saw it all. Politicking at a Genocide Commemoration Ceremony? That's a new low, even for you Mikey. 
If anyone has any doubts, go ahead and ask Ara Najarian, who I am told, was there to stand in solidarity with his fellow Genocide commemorators but wound up being cornered, interrupted and harangued by Little Mikey who was bent on hijacking the event, for his own self-serving and selfish purposes, by chewing Ara's ear off about offering him an endorsement, which I am told Ara wisely declined. Where's Peter M. when you need him?
Look folks, don't get it twisted, Greg's words may have been suspect but Gatto's deplorable deeds are undeniable. This sleazeball showed up to a Genocide Event for pure political purposes. But sadly for him, we are not as dumb and blind as he thinks or wishes us to be. 
October's coming Little Mikey. Are you ready for your surprise? I hear you've been a really bad boy so don't expect a new pony or anything and if you think October's bad, wait till November when the election results come in. It's gonna be right back to Mommy's basement for you young man.

First, Jim Newton gives us the insider perspective on the competent candidate to replace the lacking Mayor Antonio Villar. Downtown News Editor and Scribe of Wit Jon Regardie breaks news by informing the ignorant masses that the bubbling, positive Valley Greuel was a high school cheerleader during her time at Kennedy High School. Thus, the City of Angels could transition from being fronted by a City Terrace Payaso to a Valley Greuel Cheerleader. Divine intervention please! 
** Rick Orlov's takes note of Republican's attempts to garner election attention by highlighting the feuding Democrats in the 30th Congressional District and 39th Assembly District contests. We should note that former Mayor Sam blogger Michael "MEAT" Zimmerman-Trujillo is seeking campaign consulting redemption by hopefully leading CD 2/7 City Councilman Richard AlarCON to victory over Raul Boconegra in the newly drawn 39th AD.

Shout out to the City Clowncil Central Committee unofficial historian CD 4 City Clowncilman Tom LaBonge, is the following list of aspiring public servants who just happen to seek employment with CD 14 City Councilman Jose Huizar, then flee for a better work work environment, an all time record for ex-staffers from one council office? ...... and the list just grew again as news leaked out of El Sereno that well-liked Daniel Andalon is moving to CD 1 City Clowncilman Ed Reyes staff. Why transfer from a just re-elected councilman staff that has long term job protection (as long as the work doesn't  conflict with your values) to a council staff that may change big time in 2013? Maybe balancing the demands of working for the ethically challenged Princeton Graduate, with conflicting personal values, created an "imbalance of being"?

For disgrace former Coliseum General Manager Pat Lynch, taking accountability for his actions was the easy thing to do, repay some cash ($385,000), stay out of jail.And about those nine other counts?
** OH MY GOD!! Its another City Controller Wendy "The Valley Greuel" audit/ campaign press release. In this latest Valley Greuel paper thin audit, she has an OH MY GOD fiscal moment seeking answers to the whereabouts of $7 Million dollars in petrol.

Morning Briefs on the Los Angeles Political Machine for Wednesday

...... on this year's
"State of (Abandoning?) the Town of Eagle Rock Speech".
The likes of Michael Larsen, Pot Shop owners, the Eagle Rock Patch, connected CBOs, Tom Topping (if invited) and other Eagle Rock luminaries will spent quality time away from their close ones this evening on what should of been the last "State of the Town of Eagle Rock Speech" by "Downtown Councilman Jose Huizar".
As questions about the future of Colorado Blvd., Pot Shops, Massage Parlors, Yosemite Park and increase in crime await resolution in the minds of constituents, their councilman has quietly been working the Redistricting Commission to make Eagle Rock and its issues, the future responsibility of either CD 1 or CD 13.
The proposed map released by the Redistricting Commission shows that Councilman Huizar was partly successful in removing Highland Park (no more "MorYork Gallery Shakedowns" by staffers), Glassell Park (Bye, Bye Bradley!) and most of Mt. Washington (Hasta La Vista Southwest Society) from his district. But his bold plan to trade all of the Northeast for the campaign riches of CD 9's Downtown LA, came up short with Councilwoman Jan Perry holding on to LA Live and Councilman Huizar forced to endure four more years of phone calls from Garvanza and Eagle Rock.
Thus, the likes of Michael Larson and the Huizar enablers in what remains of Councilman Huizar's Northeast domain should fortify themselves to the fact that their "3 for loyalty" will not have the same value of a "Downtown 3" in a new "Downtowncentric CD 14" as the medical ganga burns on in Eagle Rock.

** BRAVO! This to the Korea Times Editorial Board for stating the obvious about true reason for redistricting in Los Angeles. ITS ALL ABOUT THE SPOILS STUPID! From the toothless LA Times.
In a biting editorial, the Korea Times attacked lawmakers for treating Koreatown like a "cash register" by taking campaign contributions from the neighborhood but not fighting for it.

Plus, you add in the cost of doing "cash only business" with certain city departments, and the bottom line of doing business in a future CD 10, become subject matter for investigated agencies.
** This should be a simple formula for corruption in government.
"Cash payments of public money to union strongman = TROUBLE!"
But as the LA Times goes front page, above the fold (and to the right of outer fishwrap advertisements) on the latest expose of monetary malfeasance at the Coliseum Commission, does anyone notice the absence of the siren sound of the media-seeking ambulance chaser of audits, City Controller Wendy "The Valley Greuel"?  
But as noted in the "Weekly of Record" this is one audit that is "too close for political comfort".
Others, however, have painted the union as a victim, noting that benefits and tax liabilities have been lost if these allegations are true. City Controller Wendy Greuel told us previously that "IATSE clearly followed the rules on so many levels."    

.... and what would LA Weekly Editor Jill Stewart think of that comment from the "Valley Greuel""Pul-eeze!"
