There would be no better way to begin our morning brief than with a “Private Citizen/ Political Consultant” John Shallman “Jurisprudence Outtake” from the Pulitzer Prize nominated Los Cerritos Community Newspaper via its investigated reporters Randy Economy and Brian Hews.

They report exclusively that City Attorney Carmen Trutanich has file a 200+ page motion that outlines further allegations of fiscal fraud originating from Shallman‘s consulting work in Trutanich‘s fail bid for District Attorney.

We excerpt the following below.

The motions allege that Shallman “grossly mismanaged and squandered campaign funds, and otherwise engaged in questionable and unethical practices.One of the instances cited in the motions alleges that Shallman hired Patricia Duchene of RED Mailing to print and mail campaign advertisements to 254,000 voters, charging $146,160.72.  The suit contends that if Shallman had done the mailings “in house” the cost would have been significantly less. The checks written to Duchene by Shallman total $164,344.21, while the Duchene invoice is for only $146,160.72.In addition to RED, the attorneys have documentation that shows checks written by Shallman to vendors for payment of services with Shallman asking for reimbursement later. Some of those reimbursements did not match the original check. “Usually you submit a check request to the campaign, and the campaign writes the check,” said one local CPA, “this is not good business practice and lends itself to abuse.”Shallman is the chief political consultant to current Los Angeles City Controller Wendy Greuel who is embroiled in a heated four-way race for Mayor of Los Angeles with former Federal Prosecutor Kevin James and Los Angeles City Council Members Jan Perry and Eric Garcetti.

Its safe to say that “Jurisprudence Outtakes via a Private Citizen/ Political Consultant“, will be a regular feature of mayor Sam in the weeks ahead , with diligent attention being paid by a certain “Barrister Cowan“, a given.

** The consulting prowess of the “Private Citizen/ Campaign Consultant for Wendy “The Villar Greuel” was the subject of generous story budgeting from the Old Gray Collective Hag on Spring Street (LA Times moniker). The resulting trifecta of coverage was a godsend to the Kevin James Campaign as the Times reported on the “Greuel, Noguez Connection”, the high number of Mayor Villar associates supporting The Villar Greuel Campaign and uber liberal feminist Senator Barbara Boxer’s endorsement of the Villar Greuel.

** For those discerning observers of LAUSD, a gauge on the success (or lack of) of  Mayor Antonio Villar’s “Partnership for Education”, can be ascertain via this story on Roosevelt High School by Gloria Castillo in the Eastern Group Publications. Hint, not all is well within Mayor Villar/ School Board President Monica Garcia’s supposed stronghold.

** Change is coming to the Horseshoe in City Hall come July and it may not bid well for fiscal sanity, as a mad rush of termed out Sacramento politicos, are seeking a public sector pay raise.

** We want to offer our condolences to the family of longtime political operative/lobbyist William “Bill” Orozco who passed away in his sleep last week. He was 63 years old.

What has gone unreported, under the objective reporting radar, is the growing backlash from Shallman's own fraternity of fellow political consultants, who have shared, off the record, reservations about Shallman's ethical, professional and moral standing withing the consulting community. What it must surely do is make Feuer's campaign look as dishonest and deceptive as Nuch's was. Parke Skelton

Our thoughts on Parke "Parque" Skelton are well known to regular readers of Mayor Sam,but in this instance, you can't argue with Skelton's loyalty to his clients. From City Attorney Carmen Trutanich Media Director John Schwada ..........

Political consultant Parke Skelton represented Assemblywoman Betsy Butler in her 2010 campaign. He had also committed to representing Torie Osborne in 2012 to run for Julia Brownley's 50th AD seat. But when it became clear that Butler and Osborne - by virtue of fate and redistricting - would be squaring off against each other in the Westside Assembly race, Skelton saw the conflict and decided he could not represent either woman comfortably. Skelton did not follow the money, he followed his conscience.

On June 12, political consultant John Shallman promised City Attorney Carmen Trutanich, in an email, that he would not run Michael Feuer's campaign for city attorney if Trutanich chose to seek reelection himself. 

Here's what Shallman wrote on June 12, in his email to Trutanich and to attorney Barry Groveman, then acting as a Trutanich adviser: "I am not writing this to talk Nuch [Trutanich's nickname] out of running so I can help Mike Feuer. I am writing this to help Nuch. I have no intention to be involved in the campaigns at all if Nuch runs [emphasis added]."

Trutanich did run - and is running now for reelection as city attorney - and the rest is history.

Read the email for yourself below; it prefaced Shallman's now-infamous memo. That Shallman memo was published by the Mayor Sam blog earlier this week. The email has never been published before. The email and the memo were sent by Shallman to Trutanich just days after the primary election in the District Attorney's race. The guts of the email is presented verbatim. There is nothing that preceded the part quoted; however, the last half of the email is not included because it consisted of Shallman's recommended language for a concession statement he wanted Trutanich to release

How much can I charge you for this political thought?

The "Private Citizen/Political Consultant" John Shallman has gone on the record, regarding his supposed, sincere Exit Memo to former District Attorney Candidate/Client Carmen Trutanich and boy, its a hoot ...... if not delusional.

LA Weekly's Gene Maddaus picks up on our exclusive disclosure of the John Shallman's Exit Memo to Nuch and for someone that was sighted in the memo, as being one of the three scribes that help defeat the current City Attorney, Shallman had no inhibitions in espousing his thoughts, about his past work on behalf of his former client (** we post commentary in bold).

I apologize to the City of Los Angeles for Carmen Trutanich. (How noble .... and profitable it was for you) I feel like Dr. Frankenstein ( you need an ego check Shallman) who, in his attempt to do good, created a monster (how much did "Dr. Shallman" charge for this creation?) and unleashed it on an unsuspecting populace, a monster who has morphed into the Kim Jong-Il of L.A. politics (compare to the alleged "Bernie Madoff of LA  Political Consulting"?). This monster uses the law as a weapon--not a tool. (OK) He cracks down on peaceful protesters and street artists (that comment reeks like Occupy LA). He bullies and threatens cancer patients seeking relief( how about some relief from your alleged high prices john?) from medical marijuana--rather than using that energy to go after violent gang members as he promised me (so pretentious John!) and the citizens of Los Angeles. The fact is, Trutanich believes normal societal rules do not apply to him (nor do normal campaign fees apply to Shallman's work, allegedly). ** (He's dangerous, delusional and must be stopped. I helped create this mess and now it's my responsibility to clean it up. The memo was my first attempt at doing so, but obviously it won't be my last) = thoughts about yourself John?.

...... I think Webster's is redefining the meaning of "delusional", by incorporating this photo definition

But the reality is that there are some within the "Private Citizen/Political Consultant" John Shallman's fraternity of fellow consultants, who have reservations about Shallman's business ethics as this comment points out .........

“I don’t want to pass judgment on a fellow consultant, but I simply cannot imagine myself sending a memo like that to a client. “It is shocking how little responsibility Shallman is willing to take for what went wrong, opting to attack his candidate’s alleged shortcomings instead. “It also shows a lot of arrogance on his part to plan out his client’s big life and career decisions for him in such an impersonal and presumptuous way.  As political consultants, we are supposed to provide a path to victory for our clients, not pretend to be king-makers.”. 

....... or exercise "delusions of consulting grandeur", for an over-inflated fee, allegedly.

** Mayor Sam Exclusive: The Authenic John Shallman "Exit Memo" to losing District Attorney Candidate Carmen Trutanich

The Purported John Shallman "Exit Memo" to failed District Attorney Candidate and current City Attorney Carmen Trutanich. ** Afternoon Update: The "Exit Memo" has been authenticated by a source close to the Trutanich Campaign.

 The campaign retrospective of former Trutanich Campaign Consultant, turned Lawsuit Defendant John Shallman.

** Blogger's notes: In a Mayor Sam Exclusive, we have obtain the purported "exit memo" from Political Consultant John Shallman to former client and failed District Attorney Candidate Carmen Trutanich. Some off the highlights of the memo include Shallman taking the blame for the "infamous pledge campaign gimmick", noting the waste of the "Youtube Video Hits Buy", taking Trutanich to task for "not raising more money" and advising his former client "not to seek reelection as City Attorney" (making way for another Shallman client Assemblyman Mike Feuer).

We shared this document with two persons familiar with consulting campaigns. The first person was troubled with the ethical implications/consulting malpractice issues, pertaining to a consultant advising a client not to run for reelection, thus making way for the consultant's "other client" to benefit. The second person equated the supposed substance/conclusions of this memo, to a "Santa Monica College Poli Sci 101 Report that merit only a "C-" grade for content".

This blogger also made contact with a "close associate" of a former Shallman-consulted candidate who stated this upon reviewing the purported "exit memo".

It is typical Shallman to never accept blame for anything. And, this exit letter reeks of that.
In every race Shallman loses he mentions that he didn't have enough money without mentioning that he squanders a good chunk of the money he does have by charging ridiculous rates, overcharging for mailers, receiving kickbacks from his friends in the business and making up and creating charges without the approval of the candidate.
What it all boils down to is that Shallman lost a HUGE lead yet again.
It is extremely hypocritical for him to characterize Nuch's campaign strategies(i.e. "can't do job as city attorney" and "the pledge") as weaknesses when it was probably Shallman who came up with them.
If the polling is useless, as Shallman states, it would be interesting to find out if he used John Fairbanks as a pollster(as he usually does). And, it would be equally interesting to find out how many polls Fairbanks conducted and how much money he raked up before Shallman considered the polls "useless".
Lastly,... and this is a BIG one. How big of a conflict of interest is it to talk one client out of seeking re-election in hopes of avoiding facing another client(Feuer)?

In the course of seeking to verify the authenticity of the "exit memo", we contacted Attorney Steven Lowe, who is Trutanich's lawyer in his lawsuit against Shallman, he stated that he could not verify to the veracity of the document. In addition, we contacted and spoke to Trutanich's Media Director John Schwada, who stated that he would get back to us, but has not as of post time We also invite John Shallman to comment on his "purported exit memo"----Scott Johnson

I will not comment on the authenticity of the attached document.

Will the disclosure of this "purported exit memo", help Trutanich in his lawsuit against John Shallman? 

 Will the purported facts in this "exit memo" reinforce the perception by some that Shallman committed "consulting malpractice", during the course of his employment as the lead consultant for the failed Trutanich Campaign to replace DA Steve Cooley?

In a Mayor Sam Exclusive, we are disclosing information that links "Private Citizen/Campaign Consultant John Shallman" wife Lani"s "West Coast Public Affairs" to political clients with connections to the WalMart's Walton Family and the Tea Party. In hindsight and lieu of the disclosure via the Trutanich Lawsuit of Lani Shallman's "self-proprietorship" of West Coast Public Affairs, maybe we were directing our questions about possible campaign work, connected to Tea Party and Walmart Family affiliated political entities, to the wrong Shallman, or not?

For the record, Lani Shallman's "West Coast Public Affairs" reaped mega money via its work for this IE Committee that supported (and wasted big money) on Charter School Executive Brian Johnson's fail bid for office in the 46th Assembly District, as noted in just the top four expenditures reported.

In disclosing the business connections between Lani Shallman's "West Coast Public Affairs" and the obvious connected WalMart Family IE Committee, we can also note that Mrs Shallman does not share the same reservations of her democratic husband, when it comes to dealing with IE committees who also work with Tea Party connected organizations.

In aggregating the information above, can we surmise that it was wrong for John Shallman to imply slander by this blog, when his own "stay at home wife's" West Coast Public Affairs, is conducting business with campaign groups that normally support Republican causes? Where does a homeward bound wife , by choice, with four children, find time to do almost a million dollars in campaign business? How does a supposed democratic consultant allow his wife to operate a sole proprietorship that runs counter to his own democratic leanings? Or is West Coast Public Affairs a tax-dodging facade (operated by John), to protect John Shallmans Communications from pending tax issues?

Every move or lack thereof will be examined, from Trutanich officially entering the race just four months ago (though he had formed an exploratory committee, allowing him to raise money, in April 2011) to his refusal to engage his competitors — though many of the five other candidates showed up at numerous public forums, Trutanich only once graced them with his presence.

Los Angeles’ political elite also misjudged the race. Local office holders and groups frequently throw their weight behind the presumed frontrunner to ensure smooth relations after the election. In recent months Trutanich’s campaign had sent out press releases trumpeting the endorsement of everyone from former Mayor Richard Riordan to City Council members José Huizar and Dennis Zine to various unions, among them the uber-powerful Los Angeles County Federation of Labor, AFL-CIO.

As Daily News Rick Orlov notes in this Monday's edition of his Tipoff Column, Butcher and her brother and sisters of the the Coalition of L.A. City Unions, which has been working with the mayor for the past three years, is scheduled to hold a news conference this week calling on President Obama and the Democratic National Committee to remove Villaraigosa as chair of the Democratic Party's summer convention in Charlotte, N.C.

The main message behind the movement is that Villaraigosa has lost touch with his Democratic roots.

OH THE (POLITICAL) DRAMA! Naught, more like waste of judicial resources.

The eyes of the local media and political bloggersphere were fixated on the Superior Courtroom of Judge Joseph Kalin as the attorneys for District Attorney Candidates Carmen Trutanich and Alan Jackson played out their "ballot designation scrabble contest".

The Jackson Campaign had undertaken this legal procedure to prevent "Team Nuch" from using the ballot designation of "Los Angeles Chief Prosecutor" and  after yesterday court proceeding, the judge bestowed this ballot designation upon the City Attorney for his quest to succeed District Attorney Steve Cooley, "LA CITY PROSECUTOR". Drama over.

** In a straight shooting missive on the fiscal future of the City of Los Angeles, CEO Miguel Santana warned the Office of Failing Two-Face Mayor Villar and the City Clowncil Central Committee, that the era of dancing the "one time budget fix cha cha" is over, unless the city's leaders aspires to become the "Stockton on the Coast".

McIntyre in his today's Daily News column, recaps his segment Monday with DNC Leader Congresswoman Debbie Blabbermouth-Schultz  Its interesting to note how democrats love to engage in double-speak when bashing republicans.But as Congresswoman Blabbermouth-Schultz found out on Monday, the next time she wants to engage in ignorant dialog on the local airway, she should check for "public ownership" to ensure a friendly broadcast venue.

** As Los Angeles County voters await a court ruling whether District Attorney Candidate and current City Attorney Carmen Trutanich can label himself "Los Angeles Chief Prosecutor", Civic Activist Jack Humphreville had this comment about the Trutanich Campaign choice of attorney.

What is Nuch doing with Atty Kaufamn.  This lawyer represents the dark side. Kaufman represented campaign funding Union Bo$$ d'Arcy, the public be damned business manager of the IBEW, when he sued the IBEW Eight in connection with Measure B, the Mayor's Solar Plan that was a payback for campaign contributions. 

...... and add in the fact that he is endorsed by the Los Angeles County Labor Federation who's late leader Miguel Contreras would of been indicted in the V.I.P. Scandal, makes you ponder Nuch's political thought process.

Surprise!! Redistricting 2012 is heading to litigation.

City Councilpersons Bernard Parks and Jan Perry are loading up in outside legal counsel to challenge the mostly backroom deals of the 2011/12 City Redistricting Committee. From the Daily News.

Attorneys for Council members Bernard Parks and Jan Perry sent a letter to City Attorney Carmen Trutanich questioning the legality of the new map and whether it was drawn based on racial issues."The evidence amply demonstrates that a driving motivation behind the commission's plan was to segregate voters into districts based upon race," wrote attorney Nathan Lowenstein with Goldberg, Lowenstein and Weatherwax of Century City.In addition, Lowenstein said the citizens commission failed to follow city requirements that districts be based on equal population, that neighborhoods and communities not be split and that districts be compact. 

This is not counting what most likely will be a legal challenge from an unified Koreatown supporters.
