Los Angeles Politics Hotsheet for Monday

Dream with me!

Bloomberg profiles Villaraigosa hatchet man Austin Beutner who says that LA needs to "grow up and focus on things that matter." In the piece former Mayor Dick Riordan says Beutner could be a possible candidate for Mayor in 2013.  That probably won't sit well with Riordan's buddies at the Clean Sweep campaign. Oh, Eli Broad agrees too.

Jane the Joker on Clownman's jihad against pot shops: "We're trying to be proactive."

A bunch of NIMBYS and Dangerous Enemies of Freedom (and prosperity) in Stupido City have been fighting to block NBC from moving thousands of high paying entertainment jobs from Burbank to the City of Los Angeles at the Universal City Metro Station.  Their economic terrorism has resulted in a delay to the NBC project however the Conan O'Brien debacle is at least providing an opportunity for NBC to make a partial move. The studio created for the red headed comedian's version of the NBC at Universal Studios institution is being retrofitted for the KNBC local news operation to move over along with some of their tabloid entertainment news shows.  NBC has sold their historic Burbank facilities to developers and will eventually have to move out.

Betty Pleasant is finding picking friends based on their enmity to Bernard Parks isn't working out for her.

Emergency Preparedness Month kicked off last week.  The LA Fire Department Blog has good tips on being prepared for good sanitation and being safely and comfortably dressed in a disaster.

Los Angeles Politics Hotsheet for Monday

Over 125 medical marijuana dispensaries filed for permits under the City's new get tough law.  However only 41 of those shops met the criteria in the City's view to qualify. Joseph Mailander's favorite assistant City Attorney told the Daily News "We were surprised more did not meet the standards."  The City may have set itself up for a war with the pot shops' operators however as San Fernando Valley activist/businessman Frank Sheftel, operator of the Toluca Lake Collective, said "The City Clerk gave no reasons for why they deemed someone eligible or ineligible. They are opening themselves to a floodgate of lawsuits."

Curbed LA reports that Los Angeles Community Redevelopment Agency Chief of Operations Glenn Wasserman has resigned.  This follows the replacement of former chief Cecilia Estolano by former CD 2 Candidate Christine Essel.

Los Angeles Politics Hotsheet for Tuesday

Party time at Getty House!
Ron Kaye notes that the Mayor may have figured out a way to lay low while Ticketgate blows over.  Instead of making the rounds of glittering events and parties, he's brought the party to his crib, Getty House which is actually your house to the tune of at least $125k per year.  Monday evening the Mayor hosted a party for the cast of the musical The Heights.  Among the gliterrati in attendance were That 70s Show star Wilmer Valderama, legendary actor Edward James Olmos and pop star LaLa (Tweeting away about the event) who caught the eye of former Mayor Sam Blogger Michael Trujillo who wrote on Facebook that the musical diva was "his date."

Dueling posts at Griffith Park Wayist about the possibility of a potential run by City Attorney staffer Jane Usher for the 4th Council District seat held by Tom LaBonge.  First off veteran blogger Mulholland Terrace quotes a Rick Orlov piece quoting Usher that she has no plans to run.  MT, who has been a persistent Usher critic, is pleased not such much to the chagrin of many CD4 denizens who feel Usher is simpatico with their anti-development leanings and that replacing LaBonge is critical.  MT however has been critical of Usher for her association with "Republican" policies of her boss City Attorney Carmen Trutanich as well as efforts by Usher that many viewed as an attempt to intimidate MT away from criticizing her boss.  On the other hand MT's blogging partner Petra Fried in the City is coming down hard in favor of an Usher run.  Citing Usher's opposition to the controversial state planning law SB1818 and her experience on development issues, Petra makes the point that Usher has endeared herself to many community activist types.  Stay tuned.

Speaking of next year's races the LA Times reports on efforts to gear up for the spring's City Clowncil elections.  Two candidates are set to oppose Jose Huizar; non-profit worker Arnulfo Yanez and, as reported last week by Red Spot, businessman and reality TV star Rudy Martinez.  While various community organizations seek to recruit others to run against incumbents and/or anointed ones, another candidate gearing up is West Valley activist Armineh Chelebian who will seek the 12th Council District seat being vacated by Greig Smith.

One of the few but consistent media outlets covering local Los Angeles politics has been radio talk show host Kevin James of KRLA.  Due to some recent schedule shuffling, James' 9:00 p.m. show is being pushed back to an 11:00 p.m. start time.  However, as Paul Hatfield reports and as James told me over the weekend, the broadcaster intends to use his evenings visiting Neighborhood Council and other community meetings across Los Angeles and to report on his findings on his show the same evening.  Sounds like an excellent way to get good on the ground reporting of what is happening in LA's neighborhoods.

Hope you caught our story on the LA Business Journal's interview with Chris Essel.  We learn that the former CD2 candidate was once a hippie traveling Europe with a guitar.  Who knew?

And finally speaking of Chris Essel, her number one fan Phil Jennerjahn plans a few days of blog down as he drives a rented Mustang to Las Vegas to seek entry into the World Series of Poker.

Los Angeles Politics Hotsheet for Monday

Over at Village to Village Paul Hatfield recounts the tale of how Planning Department head Gail "Can I get one of the new Google phones with the free GPS?" Goldberg is playing games with the stakeholders.  The State Legislature has passed legislation around so-called "Granny Flats" but unlike cities such as Pasadena and others Los Angeles has failed to introduce an implementation ordinance to keep the matter in check.  Goldberg, who is alleged to like a good brew, has a good excuse: too many staffers have retired to even write a bill.  Rich.

Some employees of the Los Angeles Department of World Airports may be in big trouble. A Los Angeles Times investigation alleges that several staffers may have accepted lavish free trips abroad paid for by LAX Terminal Equity Corp., a company that represents various foreign carriers at LAX.  According to an anonymous source the trips were reported by a staffer disgruntled that they were not selected to go on the trips.

Paul Krekorian was elected to the 2nd District Council Seat in a huge landslide nearly three weeks ago but he's going to have to wait until after the Rose Bowl game is played to be sworn in.  The Los Angeles City Council couldn't get around to certifying Krekorian's election before they left town for their annual Christmas break.  Krekorian, trying to get a jump on things and open up for business, found that he couldn't even get his name on the office door until the Clowncil gets back.  Welcome to the dysfunctional world of City Hall, Paul!

Is this a sign of things to come from the administration of City Attorney Carmen Trutanich? Blogger Mulholland Terrace at one of LA's hottest new blogs, Griffith Park Wayist, was threatened by Trutanich pitbull Jane Usher because Mulholland refered to an LA Times commenter who speculated that the City Attorney's recent serious medical troubles were the result of binge drinking.  If Usher and Trutanich are seeking to threaten bloggers they don't like they better guess again.  That will not go down without a fight.  They know better; particularly in light of the fact that the John Shallman run Trutanich campaign was none too happy to use local blogs in their efforts to attack Jack Weiss when he ran against Trutanich.

Some light may be shed on child molestation allegations made against deceased pop star Michael Jackson when over 300 previously classified files on Jackson's cases from 1993 to 2004 will be released Monday.  It is not known if the files contain any evidence previously unknown however some of the material will relate to the case of Jordy Chandler, who Jackson was accused of sleeping with on at least 60 occasions and whom refused to testify in the case against Jackson following a $25 million settlement with the Chandler family.  Then District Attorney Gil Garcetti, not having the participation of the alleged victim, chose not to prosecute but was willing to re-consider had further evidence come forward.

Some stories you may have missed over the weekend while you were guzzling egg nog or shopping for gifts.  LA's new bike czar may be in trouble for half-assed work but more so for making what some folks perceive to be racially tinged comments.  Council President Eric Garcetti is looking for The Grinch.  And Mayor Sam's own Red Spot is looking to name the Ass Clown of the Year for 2009.

And finally for your consideration please vote for Mayor Sam as the best political blog at the LA Weekly's 2009 Web Awards.  There are other categories you may wish to vote in such as best Twitterer (I voted for LAist's Zach Behrens) or LA's most shameless self promoter (so many choices there!).

"Weekly of Record" takes aim at City Hall

If one could read the thoughts behind the eye lids of one Antonio Ramon Villar, one may find a few choice words directed towards LA Weekly News Editor Jill Stewart, broken into verbal fragments that begin with AHHH.

Once again Stewart and her current group of scribes dare to go where the sadly- missed Herald Examiner would once venture and the "OLD GRAY HAG ON SPRING STREET" only viewed from across the intersection with cocktails.

Whether it is the DWP, Chief Bill Bratton, the density fantasies of Councilman Ed Reyes, Planning Director Gail "Suds" Goldberg or "Friends of Numero Uno Markets Founder George Torres", they all are fair game for the scribes at the "Weekly of Record".

Scribe Daniel Heimpel gets double byline honors with his stories on the DWP's lawsuit and smack down by a judge regarding transfer of money to the City of Los Angeles's General Fund, and another judge hitting the city with an adverse ruling regarding its "Density Bonus Program".

Scribe Patrick Range McDonald deconstructs LAPD Chief Bill Bratton's premise that the City of Angels crime stats are on par with the mid-1950ies.

Scribe Steven Leigh Morris guides us through former City of Los Angeles Planning Commissioner Jane Usher's missive on the follies on one Gail "Suds" Goldberg.

Lastly, Jeffery Anderson, who has made many "ports of call in the world of free press", gives us his retrospective on the guilty verdict of Numero Uno Market Founder George Torres and his possible ties to the cities political community.http://www.laweekly.com/2009-04-30/columns/george-torres-numero-uno-no-more-but-even-after-his-racketeering-conviction-questions-remain-about-which-l-a-political-and-business-figures-were-influenced-by-his-money/

This passage should provoke some thought.....

Yet the jury heard enough to reach a speedy decision: Torres was convicted on almost every count, including his attempt to bribe former L.A. City planning commissioners Steven Carmona and George Luk to secure a zoning permit.

Still, the question remains, how many other public officials were influenced by Torres’ money? How many other L.A.P.D. officers got close enough to Torres to arouse suspicion? The indictment states that an L.A. City Councilman appeared to be waiting in the wings to receive bag money from Torres, via Carmona and Luk.

Who could that have been? Is that person still in office?

Hint, was this possibly current city office holder councilman in 2004??

Mayor Sam's Hotsheet for Tuesday

Civic activist Jane Usher is a thoughtful and articulate person who makes some good points about billboards.  That being said a "one size fits all" policy regarding billboards is not appropriate for the city.  We don't need NIMBYs from one part of town telling folks in another part of town what to do.  Further billboards are not a crisis issue in Los Angeles.  Crime is and the fact that young people can not get a job looms far larger but apparently doesn't catch the attention of the Trade Joe shopping, latte sipping cranks that fill many Neighborhood Councils.

The City Council wants to try to make up the budget shortfall by going after the funds of Neighborhood Councils. Council Member Richard Alarcon is however stepping up on behalf of the Councils. Rick Orlov quotes Alarcon as saying "I'm getting frustrated that the CAO is not identifying major savings while we're intimidating the neighborhood councils."

Here's something that Flap is right about - Senator Dianne Feinstein will probably not run for Governor.  Thought she would be a formidable candidate in many ways there's not an upside.  But I believe that DiFi realizes she's better off remaining in the Senate than taking on a race she might lose but even if she wins inherits a whole pack of troubles a Senator doesn't have to deal with.  Flap is wrong however that candidates such as Gavin Newsom and Antonio Villaraigosa will best Jerry Brown.  Both Newsom and Villaraigosa have extraordinarily high negatives and Brown is the candidate who appeals most to faithful and likely Democratic voters across the board.

Zuma Dogg is right when he says there isn't a future for the Los Angeles Unified School District.  Saltsburg says "Even if the right answers were out there, you would never get all the powers that be to agree to move in one, focused direction."  Yes that's correct and its time once and for all to break up this train wreck of a District.

And finally pop diva Britney Spears has been ordered to read the Bible an hour every day.  Her father and co-conservator Jamie Spears issued the edict as a series of requirments Britney must follow including banning her from using the Internet.

Mayor Sam's Hotsheet for Thursday

Excellent piece by Jill Stewart in the LA Weekly takes a look at the race for City Controller between Wendy Greuel and Nick Patsaouras . Greuel is viewed as a friendly and popular politician however a funny thing happened on the way to her coronation to succeed Laura Chick - a hardscrabble, battle worn old Greek who knows where the bodies are buried jumped in the race. A series of embarrassing moments for Greuel, pissed off voters, growing skepticism of incumbents tied to the failing economy and a perceived too cozy relationship with Mayor Villaraigosa has privately caused some in Camp Wendy to be "concerned." Stewart notes this in her piece; saying that the Greuel campaign is sensitive to the Villaraigosa issue and has backed off on joint appearances with the Mayor.

Steve Lopez chats with former Villaraigosa Planning Commission Jane Usher  who eventually left the family when she get tired of the shadiness that is LA City government.  Usher is hopeful for eventual change in LA but like many of us is terrified of the "terror troika" being elected to lead LA.  So she's backing Carmen Trutanich for City Attorney, most likely sensing that Jack Weiss is the most vulnerable and scariest of the troika.

The DWP finally managed to shut off a fire hydrant in the Valley that's been gushing 50 gallons of water a minute for the last ten days.  According to the Daily News, after several days the utility ultimately figured out how to save some of the water  while they tried to figure out how to turn off the flow.  The DWP seems to have a lot of trouble with hydrants lately .  And now they want to take over the solar industry in LA? Vote No on B!

Antonio Villaraigosa has one  and now Britney Spears is getting version 2.0 of her wax figure  at Madame Tussaud's Wax Museum. In the meantime, Joseph Mailander at Street Hassle has an audio-animatronic version of the Mayor for your amusement .

Mayor Sam's Hotsheet for Friday

Jane Usher has resigned her post as President of the City's Planning Commission. The outspoken advocate who dared to take on City leaders as well as downtown interests on development issues was a growing thorn in the side to Mayor Villaraigosa who appoined Usher to the post.  Though Usher has said she needs to give up the volunteer post to get a job, insiders say she was pushed.  Local neighborhood activists who found an ally in Usher expressed regret at her departure;  Mike Eveloff, president of the Tract 7260 Homeowners Association told the LA Times,."She was someone who seemed to have an understanding that development was getting a little out of control."

LA Weekly's blog profiles City Controller candidate Nick Patsouras, whose surprise challenge to Council President Wendy Greuel has shaken up local politics a bit.  Various factions are lining up behind each while both are virtual unknowns to most of the City. Should be an interesting race.

The City Council has decided against a plan to provide additional security measures for security at LAX for celebrities.  Stars who wish extra protection from the paps will have to provide their own.  Council Member Janice Hahn told the Daily News "Our airport police are there to protect everyone, and I feel that everyone who comes to LAX should be treated as a celebrity."

A gossip blog reports that Mayor Villaraigosa was the "hit" of the opening of the new Conga Room at LA Live Wednesday night.  Showing how well he spends 89% of his time on activities unrelated to governing the City, the Mayor took a Desi Arnaz turn at the conga drums while hob-nobbing with celebrities Paul Rodriguez, Jessica Alba and Eva Longoria.  Sadly, photos are available.

We really have issues with Council President Eric Garcetti referring to his live in girlfriend, Amy Wakeland, as "his partner."  One wonders if Eric ever makes it to 1600 Pennsylvania Avenue if Ms. Wakeland would be referred to as the First Partner.  Well, before that happens, the Garcetti-Wakeland Partnership, LLC is looking for a scarecrow for their organic garden at their Elysian Park home.  Isn't the yuppie life challenging? Hey Eric - how about getting me a scarecrow for a Councilman over here - that would be a huge improvement over our Griffith Park destroying, high school loving Clowncilman.
We got an email Thursday that the Mayor's office is looking to hire a finance manager for it's Minority Business Opportunity Center, however the deadline for applications for the post was four days ago.  However, assuming the Mayor is still looking, the position pays as much as $77,000 a year.

Sunday Hotsheet First Edition

Mayor Villaraigosa has to be having buyer's remorse about appointing Jane Ellison Usher to the Planning Commission. Her pro-NIMBY memo screed will be exhibit A in Sandy Hubbard's lawsuit against SB 1818 - which is bad policy for another reason that I've discussed before. (By the way on a slightly unrelated note, here is an interesting article from almost 20 years ago about Usher's husband, Harry, a longtime LA power player. The story goes back to the days before Mayor Villaraigosa, even Mayor Riordan, Mayor Sam and the internet. Thought provoking to see what Usher thought LA's issues were in 1990.)

We posted it Saturday, even LA Observed covered it but crickets from the fishwraps of record, digital or otherwise, on the alleged anti-Semitic comments of Reverend Eric Lee, President of the Southern Christian Leadership Conference of Greater Los Angeles. Lee reportedly made the remarks during an event marking the 40th anniversary of the assassination of Dr. Martin Luther King at which Israeli-American philanthropist Daphna Ziman was honored for her years of activism on behalf of the poor. Blogger Ed Morrisey wondered "where the press was for this event. With the Mayor attending an event honoring King, one has to believe that the LA Times would have had at least a beat reporter there."

When a Westchester based blogger and Neighborhood Council member challenged DWP General Manager H. David Nahai as to why the utility transfered millions of dollars of revenues to the City of Los Angeles general fund instead of investing it in the Department's infrastructure, Nahai referred to the blogger as an "angry person." Glad to see Nahai gets it!

Captain Greg Nelson makes a good point
about how developers can work with the community on their projects in order to blunt some NIMBY/BANANA/CAVE hysteria around their projects. I've mentioned this before, using the example of developer J.H. Snyder and his consultant Ira Handelman who did a beautiful job of engaging the North Hollywood community on several large projects that achieved significant and widespread community support.

The San Fernando Valley Democrats have another picnic-softball game next week. Tip to City Council Staffers: Don't drive your City owned vehicle to the picnic. Snoops will be watching.

Following Luke Ford's post that the Westside White Guy claimed credit for Pulitzer Prizes Ford believes he has no right to, David Markland had a brief interview with the blogger that Sherry (Shirley?) Bebitch Jeffee says is the only one she knows from Adam. Though he was discussing Ford's allegation, I guess the WWG decided it was an opportune time to lie about our blog and say "I don’t trust the accuracy or the ethics of anything at Mayor Sam, and I don’t know anyone in L.A. politics who does." Yea - sure Kev. That's why they all read it and that's why lots of send us tips, news and other items. What a waste of time to try to get stuff on a blog that no one reads or trusts.

Mayor Sam's Hotsheet for Wednesday

Planning Commission President Jane Usher may find her services may no longer be needed. The attorney and Villaraigosa appointee is drawing fire for sending an email to neighborhood activists that recent rules enacted by the City Council allowing developers to build bigger projects if they include some level of "affordable housing" (see why this is a crock here) are probably in violation of state law. Some Council Members feel that Usher's remarks could be an encouragement to NIMBYs to sue with the perceived imprintaur of the leading civilian planning official.

Speaking of NIMBYs, I wonder if some day in the future, when Los Angeles is struggling greatly for jobs and housing, our general emotional overreaction against and disdain for development will be viewed much in the same way many of us view the shortsightedness of previous generations of Anglenos who rejected mass transit plans for the region decades ago.

The Daily News slams the Clowncil and the Mayor for not selling surplus City property when they could have; now that the city is in a budget crunch.

Here's an interesting bit of City history from Bob Timmerman: Proposition B, on the June 3, 1958 ballot which sealed the deal to give Chavez Ravine to the Dodgers in their move from Brooklyn. Interesting that some of the argument was about real estate development back then. Also interesting in the image of Prop B on the ballot is Prop C, a $12 million bond for police construction. I guess the City went on borrowing binges even back in the day.
