Morning Briefs on the Los Angeles Political Machine for Tuesday

City of Los Angeles Chief Administrative Officer Miguel Santana calls for holding the line on restoring past spending and implementing new "investments", as replenishing a fiscal reserve becomes paramount.

City of Los Angeles CAO Miguel Santana is bullish on rebuilding fiscal reserves.

Its Tuesday morning at 200 Spring Street and the buzz this A.M. will be all about what Miguel said.

As Mayor Eric Garcetti readies his next "Budget 101 Townhall" tomorrow in Boyle Heights and the City Clowncil Central Committee nears its 10 A.M. Roll Call this morning, all budgetary conversations will surely be predicated by the comments of CAO Miguel Santana in today's Print Edition of the "Old Gray Collectivist Hag on Spring Street" (aka LA Times).

Judging from Santana's comments, the "Collectivist Dependentcrats" on the "City Clowncil Central Committee" and their Brothers and Sisters allies in the City Labor Unions are not going to wear a free-spending, fiscal smile anytime in the next three years, if the CAO's recommendation to hold salaries for that time period is adopted. Further, the free-spending "Collectivist Dependentcrats" on the City Clowncil Central Committee will not grin at the suggestion that restoring past budget levels and new "investments" ("Collectivist Dependentcrat's speak" for spending more taxpayers money) in new programs, be put on hold in the interest of restoring fiscal reserves ............., and he is right.

The blunt budgetary reality at City Hall is that backwards policies in regards to employee costs (ie. pension obligations), poor decision-making regarding the Port of LA, an unfriendly business bureaucracy and a unhealthy, ethical political environment, among others, is growing the City of Los Angeles long term drought of its "Fiscal Watershed of Revenue", as obligations against the General Fund grows.  

If Los Angeles is to steer away from becoming "Detroit on the Pacific", a three prong approach in growing revenues (by stimulating business growth and not increasing taxes), reducing future obligations against the General Fund and streamlining efficiency within city departments is a must.

** What comes after CD 1 as Mayor Garcetti tours the fifteen mini-fiefdoms that comprise the City Clowncil Central Committee? CD 2 of course as the Mayor's Facebook Page offers up a photo essay of his day with CD 2 City Clowncil Central Committee Member Paul Krekorian  Were awaiting comment from a certain "Tracy the Studio City Sock Puppet".

** Yesterday was not a gold star day for the Housing Authority of the City of Los Angeles (HACLA for short) as their eagerly anticipated federal seed money to reinvent the Jordan Downs Housing Project came to naught. Also, a certain new "HACLA Commissioner" is already exhibiting the same nefarious ethical behavior that garnered bloggin coverage here on Mayor Sam, as the poster gal for politico-created "Connected Non-Profits". 

** Leave it to the "Old Gray Collectivist Hag on Spring Street" to highlight its prompt actions in regards to its "former" lead reporter on the alleged cover up of numerous sexual assaults by the Occidental College Administration, for "inappropriate behavior". Uber Old Gray Hag Observer Kevin "Westside White Guy" Roderick has the leaked details of course. 

** Lastly, we are glad to report that the four LAPD Officers injured yesterday in a Glassell Park traffic collision have been released from the hospital. Godspeed to all injured in Monday's accident.

Andrea AlarCON offered Plea Deal in San Bernardino County DUI and Child Endangerment Case

City of Los Angeles Board of Public Works President Andrea AlarCON.

Hola and happy 12-12-12 to all, whether in front of the computer, or cleaning out the bunker for the looming end of the world.

On the subject of numbers (with decimal point) and the looming end (politically), Mayor Antonio Villar’s “alleged past Getty House guest”/ Board of Public Works President Andrea AlarCON, has been offered a Plea Deal by the San Bernardino County District Attorney.

The daughter of indicted CD 7/2 City Councilman Richard “Zorro Marxist” AlarCON, can avoid jail time in exchange for pleading guilty to one count each of DUI and Child Endangerment. If she chooses to go to trial, chances are good that jail time would result from multiple guilty verdicts. The fact that she was driving down treacherous Hwy.18 while impaired, with a child in the car, will not go ever well with a local jury (plus being a Los Angeles public official won’t help either).

Then considering that the hard-partying Georgetown Grad’s blood alcohol content came in at .18, this would be the right time for AlarCON to act contrite, take full accountability for her actions (in both the San Bernardino and City Hall episodes) and resign.

** City of Los Angeles CAO Miguel Santana may want to update his resume. Judging from the comments of various union heads, Santana may be the first casualty of a union-back candidate win the 2013 Mayoral Contest.

** One must wonder if Mayor Antonio Villar is still a proud progressive considering that thousands of his former fellow-traveling brothers and sisters, have signed a petition requesting the City Terrace native resign from the “Fix this Debt Organization”

** Surprise, surprise City Councilman Jose Huizar is fined again by the Ethics Commission ($10,000) for campaign violations from his 2011 Re-election Campaign. As Attorney Stephen Kaufman prepares the invoice for setting up another legal defense fund to pay off this latest ethical breach. We suggest that the Princeton Graduate set up an old city parking meter in front of his each district office for donations ( to later spend on fine dining).

** As the mayoral candidates prep for a Thursday night candidate forum where gangs issues will be discussed, Mayor Sam will post an exclusive on an alleged cover-up from this summer’s Summer Night Lights Program with embarrassing implications for Mayor Villar’s GRYD Program

Future CD 15 and CD 13 City Council Colleagues Joe Buscaino and Matt Szabo?

Its time for Mayor Antonio Villar's loyal Deputy Mattie Szabo to cut his piece of the political pie.

Rewinding to the night of the Joe "The Average Joe" Buscaino Victory Party in San Pedro, many City Hall power brokers made the journey down the 110 Freeway to bask in the moment of political freshness that was the Buscaino victory over Mayor Antonio Villar's chosen candidate Assemblyman Warren Furutani. Narcissists most insiders/power brokers are, many felt the need (or had a higher purpose) to "intergrate me" into this historic political moment.

One of those was Deputy Mayor now CD 13 City Council Candidate Mattie Szabo who spent the evening working the room late into the festivities. It would seem that Szabo was looking ahead beyond to July 1, 2013 when he hopes that his next gig in Los Angeles Politics will come with a seat within the Horseshoe.

As most astute observers will note, Szabo's positive relationship with the Coalition of Unions, plus his ability create "Pay Pal Accounts", should make him a top tier candidate to replace Councilman Eric Garcetti.

In this weeks incarnation of the Soulvine, Betty interjects herself into the national controversy over the health issues of Congressman Jesse Jackson Jr.

AND FINALLY — Come on now; let’s have it — what’s wrong with Jesse Jackson Jr.? The man is a member of Congress and holds a precious Democratic seat and he cannot be allowed to be off in a medical facility somewhere being treated for some condition that nobody wants to talk about. This is ridiculous. The man was elected by the people; he is public property and nothing about him is private. His Chicago constituents and The Soulvine need to know what is wrong with Jesse Jackson Jr. Is he in rehab? Is he in an insane asylum? Does he have AIDS? Is he well enough to be re-elected in November? Heck, we need to know, because all this mystery around him can cause us to lose a valuable Democratic seat in the House of Representatives. It’s too bad he didn’t pull this stunt during the primary election when the voters could have chosen another Democrat to face the Republican. But no-o-o he’s doing it now.

Don't expect Betty to get offer any of the Jackson's Budweiser business anytime soon.

** City of Los Angeles Chief Budget Guy Miguel Santana reassures angelinos that LA will not become the "Stockton/Mammoth Lakes/San Bernardino" of Los Angeles County. Would Richard Riordan care to comment?

** KCBS/KCAL Investigated Reporter David Goldstein once again has dire news about another top City of Los Angeles official. Wonder what the response from Mayor Villar will be this time?

"The High-Five Loving LA City Prosecutor".

OH THE (POLITICAL) DRAMA! Naught, more like waste of judicial resources.

The eyes of the local media and political bloggersphere were fixated on the Superior Courtroom of Judge Joseph Kalin as the attorneys for District Attorney Candidates Carmen Trutanich and Alan Jackson played out their "ballot designation scrabble contest".

The Jackson Campaign had undertaken this legal procedure to prevent "Team Nuch" from using the ballot designation of "Los Angeles Chief Prosecutor" and  after yesterday court proceeding, the judge bestowed this ballot designation upon the City Attorney for his quest to succeed District Attorney Steve Cooley, "LA CITY PROSECUTOR". Drama over.

** In a straight shooting missive on the fiscal future of the City of Los Angeles, CEO Miguel Santana warned the Office of Failing Two-Face Mayor Villar and the City Clowncil Central Committee, that the era of dancing the "one time budget fix cha cha" is over, unless the city's leaders aspires to become the "Stockton on the Coast".

** Imagine the thought this blogger had when he drove back into Blackberry range and found that "Charro Huizzy Corleone" is back from his fling with the fishes.

** Pause with me for a moment as my latest episode of 2013 Mayoral Campaign News shakes abates after LA Weekly's Jill Stewart most recent missive regarding a Loyola Marymount University Poll on the 2013 campaign. For LA County Supervisor Zev "Hamlet" Yaroslavsky, this poll could break his "inner standoff" on his deliberations whether to run or not.
