Now in 2014 as the Princeton Graduate gets closer to his day in court regarding the allegations of Sexual Harassment by former Deputy Chief of Staff Francine Godoy, its telling to read again the comments of those who witnessed his unforgettable, abusive tirade directed at ex Staffer Celina Mancia and not come away with the thought that the current CD 14 Officeholder is a embattled politico with "inner-issues". I really felt scared for her. The sad thing about it was that no one did a thing to stop him. He was surrounded by male staff and they just watched in fear. Beautiful first day of Fall to all on this Sunday as we bring you this special "Outtakes from CD 14 Special Report" regarding a former Councilman Huizar staffer, who returns to Boyle Heights, in a better political ( and personal) place.

Last time we bloggin broached on former CD 14 Deputy Chief of Staff Henry Casas, he was an political aspirant, cut loose by his boss after his charges on domestic violence, who was the subject of a verbally-violent Councilman Huizar tirade, directed at another former staffer, Celine Mancia, during a National Night Out Event at the Hollenbeck Police Station.

Casas allegedly caused this incident by merely showing up to observed the festivities, soon after his termination as noted by an unidentified LAPD observer. 

Hey I'm an officer with LAPD and I was there. We did see the incident but we had community folks come up to us later and tell us what happen. They were very upset, unfortunately no one on staff said anything when asked about it. To tell you the truth it makes me sick that he could get away with that. It might have to do with his sister-in-law working at the station. What we did see and what is all the talk at the station was what Huizar's office did to there former Chief Henry Casas. As soon as he got to the event they sent a staff person to follow him around. It was funny to watch. I mean they were on him like white on rice. Every one of us noticed it and even made joke to Henry about Huizar having lo-jack on him. Henry if you read this stuff you are welcome in Hollenbeck any time. Jose, I never liked you after your anti cop statements at the Ramon Gardens and after Henry left your office your stock went down even lower with us but to scare the crap out of one your young female staff is just the last straw. Hope to god that you never mess up and break the law in front of me because I don't care what management tells me to do, I would take you down hard.

Great Excessive Heat Warning Tuesday to all as we remind our cyber audience, that proper hydration is important on this day. But before we move onto the present political news of the day, pause with us as we observed a bloggin anniversary.

As members of the surrounding community gather at the Hollenbeck Police Station for tonight's National Night Out festivities, who among the many local activists will remember what happen three years ago when CD 14 Councilman Jose Huizar saw a certain ex. staffer (there are many) among the masses. We cut and paste these comments on what happens next

Happy Anniversary from the “Cut and Paste Republic of CD 14”, where no cost is spared by Councilman Jose Huizar, when it comes to transporting one’s self and familia, via KRLA's Kevin James.

Let’s start our latest “Outtakes from CD 14” with a flashback to a year ago today. An intrepid political observer called yours truly, with the news of an “intense encounter” between Councilman Huizar and one of his now ex. staffers Celina Mancia, during the National Night Out festivities at the Hollenbeck Police Station.

It seems that Huizar was none too happy that his former Deputy Chief of Staff Henry Casas, was in the audience. According to numerous sources, Huizar became extremely agitated with Mancia, over Casas presence at the evening event. This may of had something to do with their former workplace relationship. But regardless of the speculation, comments such as this one, showcased Huizar as someone with an explosive, abusive temper.

One year later, Mancia is no longer with CD 14, having moved on to a new gig with the Central City East Association. But will a certain CD 14 Candidate be the recipient of the “Lo Jack treatment” this evening at the Hollenbeck Police Station event? Stay tune!!

** SPECIAL NOTE:

Not too long back, we noted that the newest CD 14 “Connected Non-Profit” Legacy LA, was hosting a Casino Night Fundraiser at the Hazard Park Armory.

Well according to sources who attended the festivities, not only were the casino chips changing hands, but the adult beverages were in plentiful supply.

Now most would have no problems with alcohol being served at an event for adults on private property. But the Hazard Park Armory is owned by the City of Los Angeles Recreation and Parks. Thus, alcohol is usually a no-no when it comes to events at Recreation and Parks facilities.

Councilman Huizar, who help create Legacy LA, in concert with Mayor Antonio Parkervillar, and has in the past, instructed his staff to investigate community members at Hazard Park, may find this incident, worthy of an objective investigation whether Legacy LA violated Recreation and Parks policy, regarding consumption of alcohol on property.

Outtakes from CD 14: Councilman Huizar's Latest Staffer Deletion via his Website

If you said Celina Mancia, then you get the current e-mail blast from Huizar detailing his latest doings.

But for Celina Mancia, and the growing society of ex. staffers of Jose Huizar, maybe its time to start booking some large venue like the Staples Center, Nokia Theater, 740 Club or Steven's Steakhouse, for a Christmas get together/reunion.

To most "in the know" within the "political cut and paste barrio" that is CD 14. The departure of Mancia comes as no surprise. After being subjected to the alleged verbal assault by Huizar at the National Night Out event at the new Hollenbeck Police Station, Mancia was rarely seen again in her capacity within the Boyle Heights Field Office. Plus, speculation is that she is comtemplating some sort of legal action against Huizar.

Further, the speculation surrounding her relationship with former Huizar's Deputy Chief of Staff Henry Casas, who vacated his position with Huizar some seven months after be charged with domestic violence, may have been the spark that set off the alleged verbal assualt by Huizar.

Casas, we have learned, has been hire by Soledad Enrichment Action (SEA), where he joins another Huizar ex. staffer Armando Gonzalez. Here is hoping that Casas and Mancia find peace away from their former duties in the "staffer grinder" that is CD 14 under Huizar. ** Celina Mancia is now working for Central City East in Downtown LA.

OTHER CD 14 RELATED NEWS:

** Former SEIU Local 660 President and former boyfriend of disgrace SEIU 721 head Arnelle Grajeda, Alejandro Stephens, pleaded guilty to to two counts of mail fraud and one count of filing a false tax return for his role in the Voter Improvement Program scheme of the late County Labor Federation leader Miguel Contreras. Of interest to CD 14 is the role of Councilman Huizar in this scheme. While clear by the FBI of any wrong doings in his role as consultant for the V.I.P. non-profit, the Los Angeles Garment and Citizen Newspaper has not receive any comments from Councilman Huizar's office regarding this story.

ARE FEDS STILL ON HUIZAR?: The U.S. Attorney might have dropped an investigation into 14th District City Councilmember Jose Huizar, but reliable sources say that agents of the U.S. Internal Revenue Service (IRS) are asking some questions of their own. The U.S. Attorney recently cleared Huizar after considering the propriety of payments he received from a labor-backed outfit for consulting services during his tenure on the Los Angeles Unified School District board. The IRS now appears to be backtracking Huizar’s spending habits, which could be an investigative method to check his claims on deductions or to determine whether he properly reported all of his income. Spend more than you could possibly afford on whatever income you claim and it’s liable to become a red flag for the feds. Huizar’s office had not returned calls seeking comment as of presstime…

** Jenny Krusoe, a founding member of the Southwest Museum's exclusive "Southwest Society" and the founder of CD 14 latest "connected non-profit" Legacy LA, has left the organization. Also absent from the from the Legacy LA website is "advisor on redevelopment", CRA official Dalita Sotelo and former Lincoln Heights Neighborhood Council President David Galaviz.

Krusoe, for all of her abrasive traits, leaves Legacy LA in the hands of Executive Director, Maria Lou Calanche, who is an well-known political operative and former three-time candidate for public office. Krusoe's former antagonists at the Hazard Park Advisory Board have also met with termination as PAB members, after Los Angeles Recreation and Parks send letters to members who three year terms had expire. But according to sources, Rec and Parks may be acting selectivly in enforcing this policy. For example, Lincoln Heights Neighborhood Council member Lupe Guillen, has served on the Lincoln Park PAB for seven years and then there is this from the Arroyo Seco Neighborhood Council, from one of the candidates for the vacant "Recreation, Culture and the Arts position.

It seems that politics is at play again at Hazard Park and we can link to the "past investigation" of Hazard Park PAB members on instructions from Legacy LA's Jenny Krusoe and CD 14 Councilman Jose Huizar.

** Councilman Huizar recently gave this comment regarding the 710 Tunnel to The Eagle Rock Association (TERA) "State of the Town" meeting, as noted by Tom Topping in the Boulevard Sentinal.

Just Say No? 710-Gap!
The Councilman had something to say regarding the 710 freeway gap through his district's communities of El Sereno, Highland Park, Glassell Park, Mt. Washington or Eagle Rock. He said, "I will not allow in the areas of my direct jurisdiction, any above ground or tunnel to come through Northeast Los Angeles to fill that gap. It just- does not- make- sense." To which he received a rousing applause. The residents of eastern El Sereno aka. "Option 3 Neighborhood", may find his comment of some interest.

WONDERING ABOUT HUIZAR ALUMNI: Word on the street says that an ex-staffer who decided to sing to the feds started the investigation into a $30,000 consulting fee that current City Councilember Jose Huizar collected from a non-profit organization while still a member of the Los Angeles Unified School District (LAUSD) board. Bad news for Huizar, who has quite a few ex-staffers floating around after just four years in office. One of them is LAUSD board president Monica Garcia, who worked for Huizar before his election to the City Council and later succeeded him on the school board. Garcia has been summoned by a federal grand jury in the matter. Huizar says he followed the rules while on the school board, by the way, adding that he’ll co-operate with investigators (see related photo, home page)…

Question of the day for the CD-14 "Cut and Pasters" is this. What former staffer went singing to the Feds about Huizar's "work" with Miguel Contreras's "V.I.P". non-profit ?? There are 26 letters in the alphabet, plus we can use letters from the Greek alphabet to list all the ex. staffers, who would be candidates to rat out Huizar.

** Hey Homie, can you spare some change ?? Or in the case of Homeboy Industries, spare change, donations, grants and government contracts can go only so far. Father Boyle's non-profit is $5,000,000 in the hole and services are in danger of being cut. But City Hall is steering what they can spare as stated below.

City Hall has been trying to help, said Jeff Carr, director of the mayor's anti-gang office. Carr is turning over the $500,000 remainder of a federal gang-prevention grant to Homeboy and this summer gave the organization's silk screening shop a $250,000 order for T-shirts and jerseys. He even took 25 staffers to a going-away lunch at Homegirl Cafe.

Just wondering what campaign will get donations for this kind gesture ??

** For decades political leaders in CD-14 and in cities such as South Pasadena, Alhambra, Pasadena, have debated, litigated and study solutions to the 710 Freeway issue. The current flavor of the moment in regards to the 710 Freeway, is to "tunnel" the gap between the northern terminus in Alhambra and the 210 Freeway in Pasadena. And as in past stories, it does not surprise us to find quotes/spin from the "Southwest Society's Minister of Spin", Eliot Sekuler. ** 8:27 I was there and saw the whole thing. Jose really lost it, he was yelling at a couple of his staff. One young girl got the brunt of it. I thought he was going to strike her. I really felt scared for her. The sad thing about it was that no one did a thing to stop him. He was surrounded by male staff and they just watched in fear. I cant say why he was mad, just that it did happen.

** Everyone saw Jose lose it. He was up on stage when he heard Henry Casas was in the audience and starting questioning everyone about why Henry was there. He stormed up to that young girl, put is hands in her face-so close I was just waiting for him to strike her and just starting screaming at her. Everyone just stood there scared. It was ugly, he stormed off, she looked so terrified I thought she was going to cry.

** Hey I'm an officer with LAPD and I was there. We did see the incident but we had community folks come up to us later and tell us what happen. They were very upset, unfortunately no one on staff said anything when asked about it. To tell you the truth it makes me sick that he could get away with that. It might have to do with his sister-in-law working at the station. What we did see and what is all the talk at the station was what Huizar's office did to there former Chief Henry Casas. As soon as he got to the event they sent a staff person to follow him around. It was funny to watch. I mean they were on him like white on rice. Everyone of us noticed it and even made joke to Henry about Huizar having lo-jack on him. Henry if you read this stuff you are welcome in Hollenbeck any time. Jose, I never liked you after your anti cop statements at the Ramon Gardens and after Henry left your office your stock went down even lower with us but to scare the crap out of one your young female staff is just the last straw. Hope to god that you never mess up and break the law infront of me because I don't care what management tells me to do, I would take you down hard.

If I was there I would have slapped him. This woman can now file a restraining order against Huizar and claim she is in fear of her life if she believes he will physcially harm her. She has a lot of witnesses from the stories. Men who behave this way are COWARDS

Councilman Jose Huizar under Federal Investigation: "Who knows what ??"

"What does Henry Casas know about Monica Garcia and Jose Huizar and vice-versa ??"

After former CD-14 Councilman Antonio Villaraigosa became Mayor Antonio Villaraigosa in 2005, he annoited a young, political newcomer in the person of then, LAUSD School Board President Jose Huizar, to succeed him in CD-14.

And with the assemble resources against him and some follies from his campaign staff, former Councilman Nick Pacheco was trounced in his attempt to return to his former office, by the person who had been a former supporter, Jose Huizar.

Now in 2009, Councilman Jose Huizar has many in CD-14, who bothered to vote, contemplating their past support of Huizar in light of today's disclosure of the Councilman's latest ethical concerns, as noted this afternoon on the LA Times "LA Now Blog Site". and updated version this evening.

Federal investigators are examining whether a labor-affiliated nonprofit group improperly funneled consulting fees to Los Angeles City Councilman Jose Huizar and former Board of Education member David Tokofsky, sources close to the investigation say.

The inquiry is looking into payments of about $30,000 each to Huizar and Tokofsky by Voter Improvement Program Inc., a nonprofit group headed by local labor leader Miguel Contreras, who died in 2005. Investigators want to determine if Contreras was, in effect, using the nonprofit as a “slush fund” to reward allies, according to the sources, who declined to be identified because the investigation is ongoing and confidential. The inquiry reportedly extends beyond the two officials whose names have come to light.

Tax filings from 2004 state that Voter Improvement spent $93,054 on "nonpartisan voter registration, get out the vote, voter education and ballot measure advocacy." But this amount was dwarfed by $233,038 spent on consulting fees. These included $35,000 a year once paid to former state Assembly Speaker Fabian Nunez.

The fees to Huizar and Tokofsky were paid in 2003 and 2004—when both were on the city’s elected Board of Education.

As part of the inquiry, a federal grand jury summoned current school board President Monica Garcia to testify, but she has not agreed to appear. Garcia, considered a witness rather than a suspect, could agree instead to an interview with prosecutors under a promise of limited immunity, a source familiar with the probe said.
Garcia served as chief of staff to Huizar during his five years on the school board, from 2001 through 2005. She also worked as his campaign manager during his initial and successful City Council bid in 2005.

Now its time for questions and possible linkage to current figures and events.

First, what connection does this investigation have to Councilman Huizar's last ethical missteps involving research on former School Board Member David Tokofsky, who was also named in today's Federal probe ?? Could it be that this secret research on Tokofsky was to detemine how much David knew about this scheme by Contreras and how to us it against Tokofsky in future elections ??

Second, how much did ex. Councilman Jose Huizar Deputy Chief of Staff Henry Casas, who was charged with Domestic Violence, know about these past ethical questions and did his knowledge influence Huizar's retention of Casas until recently ??

Third, are current Huizar's staffers engage in a campaign to discredit Casas in light of his supposed knowledge on Huizar's past alleged, ethical lapses ??

Fourth, in this week's National Night Out Event in CD-14 at the newly rebuilt Hollenbech Police Station, why are community stake holders commenting about Councilman Huizar's rapid departure after learning of the on-site presence of Henry Casas ??

Further, it was rumored that Huizar bacame agitated when a female staffer notify the Councilman that "Henry Casas was in the house". Why would Casas presence cause disconfort for the Councilman and why ??

Fifth, why is Monica Garcia in Mexico and retaining legal counsel ??

........and for the record, when ask to comment on this by Times reporters, Huizar refused.

Something feels that there will be more names associated with this before final, legal resolution.

*Acting Mayor/ Councilwoman Jan Perry got her face time this morning on CBS's "Early Show" as noted at the Time's "L.A. Now Blog" .

Los Angeles City Councilwoman Jan Perry said she was concerned about the cost involved in Tuesday's huge Michael Jackson memorial and would "love it" if the Jackson family helped pay some of those bills.

But Perry, speaking on the CBS "Early Show," said city officials have not heard from the Jacksons. Perry, who represents the downtown area, said she did not have a cost estimate for police and other city services that will be needed Tuesday.

*Ron Kaye's OurLA.org writer and CD-14 activist Monica Harmon has some choice comments about allocating city resources, ie. cash, to cover the cost of "maintaining public order" for tomorrow's Jackson Memorial.

*Downtown News Editor and "Scribe of Wit" Jon Regardie had some salient observations and commentary from last week's swearing-in festivities at City Hall.

A note to Mayor Garcetti/Hertzberg/Caruso/Perry/Chick/LaBonge/Wesson/Nuñez/Alarcon (hah! That last one made me laugh as I wrote it) or whoever else envisions him or herself as having a chance to take the oath of office on July 1, 2013: You may want to rethink the idea of allowing other newly elected officials to approach the speaker’s podium on the day you ascend to power. It certainly seems like a magnanimous gesture, but you may get more than you bargained for. (Hey Jon, you forgot Huizar in your list of names, signed Jose Huizar.)

Villaraigosa was very good at the morning event. His 31-minute address was thoughtful and laid out a clear agenda, with notable goals and even a vague allusion to his first-term shortcomings. He was better than he has been in a long time.

But Trutanich was even better. Maybe it was partly because, as a political outsider, he’s still got that new car smell. Maybe it was because, as the son of a San Pedro cannery worker who made it into office as much on his own campaign as on the fact that people hated his opponent, few really know what to expect.

During introductions at the event, Nuch earned the biggest round of applause (master of ceremonies Derek Fisher — yes, the Laker, and no, I have no idea why he was the MC — got the second best response). Nuch got better from there. (And the next day Villar and Parker jets off to Africa to role play Jerry Brown and Linda Ronstadt.)

*That CD-14 bastion of low rents, no oversite and dubious dealings known as El Pueblo is the latest to face an audit from the City Controller's Office. That was met with this retort from El Pueblo Commission Member/ Southwest Society Member/ Woman of the Year, Carol Jacques

Although she had yet to read the report, El Pueblo Commissioner Carol Jacques was critical of the audit, noting that interim City Controller Rushmore Cervantes was a former general manager at El Pueblo.

“I felt there was a conflict of interest there,” she said. “I think you have a guy that was here last time four years ago. It’s like him auditing himself about things he should have completed.” (Wonder how Ms. Jacques would feel about an audit detailing the cost of favors, appointments, and public giveaways to members of the Southwest Society ??)

Huizar Aide Arreseted On Suspicion of Domestic Violence

The LA Times reports that Deputy Chief of Constintituent Outreach for Council Member Jose Huizar, Henry Casas, has been arrested at his home on charges of alleged felony domestic violence.

No word if the Mayor has announced yet that Casas is a "good boy."

Casas is out on bond and due to appear in court on January 23rd.
