Shady City Attorney candidate Jack Weiss received Council approval Wednesday for his pre-election give away to developers. Here is some background:
In July 2008, the State passed SB 1185. SB 1185 seems to be relatively benign. First, it only extends the life of SUBDIVISION MAPS by one additional year AND lengthens the extension time period of subdivision maps by one year thus giving an applicant a total of two additional years to record their final subdivision map, assuming they request an extension. Second, it ONLY applies to RECENTLY APPROVED subdivision maps that are set to expire between July 15, 2008 and and January 1, 2011 (which means they were approved between July 15, 2005 and January 1, 2008) roughly a 2 1/2 year window of subdivision maps that will be given a grace period of two more years. State law does NOT provide an extension to the life of "RELATED ENTITLEMENTS", aka "ASSOCIATED DISCRETIONARY APPROVALS".
On April 16, 2008, Wacko Jacko made a motion with respect to the implementing ordinance that proposed extending the life of "ASSOCIATED ENTITLEMENTS by 24 MONTHS". (Besides this addition, the motion had a subtle omission - it did not mention that the State law only applies to a narrow group of subdivision maps, those that are in the 2 1/2 year window noted above.)
On October 16, 2008, the City Planning Department Recommendation Report was presented to the City Planning Commission. It proposed the following: (1) to comply with the State law by giving two additional years to subdivision maps that would otherwise expire during the the 2 1/2 yr window of time noted above (aka "QUALIFIED subdivision map approvals") AND (2) "to lengthen the life of OTHER ENTITLEMENTS related to a qualified subdivision map approval by one year."
The ordinance that passed Wednesday:
(1) lengthens the life of tentative and vesting tentative tract and parcel maps that expire between July 15, 2008 and January 1, 2011, by one year; (2) lengthens the allowable extension time of ALL tentative and vesting tentative tract and parcel maps by an additional year in perpetuity (PLUM loosened the Planning Dept's restrictions); and (3) lengthens the life of other discretionary entitlements related to qualified subdivision map approvals by one year.
Part (1) tracks the State law. Part (2) is NOT narrowly tailored to comply with the State law...a small giveaway to developers. Part (3) is just a huge giveaway to developers.
So, why should you be upset?
The State only meant to impact close-to-by-right projects, like condo conversions, not controversial projects, nor projects whose related entitlements have already expired. SB 1185 stays within the realm of the Subdivision Map Act, clearly a State matter. The Legislature knew how to lengthen the life of other discretionary entitlements, and chose not to do so, because that would be a huge giveaway to developers. Our City seems to have no qualms doing that, however.
Shouldn't there be an analysis of how many and which projects will be impacted by this ordinance? One would think that certain projects should not be given a longer life for related entitlements, and that the projects that do get an extra year for related entitlements should have to pay a hefty fee for it. Don't we have a budget crisis? Why are we giving away significant value for NO consideration? The more egregious the entitlements (or if they've already expired or they're close to expiration), the higher the fee should be.
Once again the shady Clowncil bamboozles the people.
Sex,, Drugs and Government Contracts? Not LA City Hall This Time

A story in in today's Washington Post paints a picture of an agency run amok with employees boozing it up, toking it up, teeing it up and snorting it up with representatives from the big oil and energy companies, from which the Minerals Management Service collects billions of dollars in royalties annually.
An Interior Department inspector general report discovered a "culture of substance abuse and promiscuity" in which agency workers took free golf trips and other gratuities from executives of Shell, Chevron, Hess and Gary-Williams Energy. They drank together, smoked pot, snorted cocaine and even had sex, according to the IG report. The hardest partyers at the Minerals Management Service earned the nickname "MMS Chicks."
You may remember that Rob "Meathead" Reiner was the big proponent behind the "First 5" ballot measure which placed a big tax on tobacco in order to raise money for "early childhood education." Like most liberal plans gone wrong (aren't they all?) the First 5 program is turning out to be a big fraud.
I am sure most people who voted for the measure thought the money would go to low income children. But according to the San Francisco Chronicle, "Whether rich or poor, applicants can get up to $11,000 over three years for all kinds of activities from First 5 San Francisco, a local agency charged with distributing tobacco tax revenue to promote early childhood development."
The Chronicle reported a few of the items that were part of a $200,000 grant of the taxpayer money:
-- "Multi-Family First Time Camping Experience" included a camping lesson and overnight trip to Big Sur for six families.
-- "Couples Travel and Learn Together" included an overnight stay at the Four Points Sheraton in Pleasanton, where couples from Chinatown took marriage workshops. It also included $250 in Target gift cards.
-- "Families of La Piccola Scuola Italiana" included holiday party space rental and the purchase of a Babbo Natale (Italian version of Santa Claus) costume.
Even a liberal Berkley professor, Bruce Fuller finds issue with this, telling the paper that "Rob Reiner sold this as a way to help kids from low-income (families) - zero to 5 - have better futures," said Fuller.

Maxine Waters came out to remind you, "I just happen happen to be an African American woman, and I endorse Hillary Clinton." (I guess she mentioned she was black for all the blind people watching.)
Gloria Molina was audibly booed when they first announced her entrance into the auditorium announced her.
And of course, anyone who Nucklehead Nunez is endorsing, you obvious take your cue from that and simply vote for anyone else.
Bill Clinton must have had other plans..maybe he was cutting his deal with Obama, because he wasn't anywhere to be seen.
One of the actors from "West Wing" was in the audience. He worked on a TV set that was about the White House, so his endorsement is important. He was literally placed in the best spot, behind Hillary, like a prop, as though some idiots may think, "Oh wow! She has the endorsement of Jed Bartlett's Chief of Staff who is married to the mom from 'Malcolm in the Middle'. I loved it when Jed Bartlett was President. I'm going to vote for Schillary!"
Nunez said there has been a lot of talk about change, but he could barely talk, himself. He must have been screaming at the top of his lungs about something, cause his voice sounded like ZD's after singing "Hell's Bells" one too many times.

And Nucklehead came off a little hostile and angry about his enthusiasm for change. Like when you know you are losing and are getting desperate, so you start getting "whiny" about it.
Nucklehead Nunez said, "We know what it's like when immigrant families come to this country and sacrifice every inch of their dream for their children to have a better life."
NO DUMMY...they are not sacrificing their dream for a better life for their children; they are living the dream to have a better life for their children. The one's sacrificing every inch of their dream are the people who DID NOT come to America. (DUH?)
I'm glad Gray Davis was on hand to endorse Clinton! He did a great job as Governor. The people really liked him. Didn't he get kicked out of office? ARE YOU CRAZY!?!? WHY WOULD YOU EVEN LET GRAY DAVIS ON THE STAGE AT ALL???
The Mayor from Oakland gave a great civil rights speech (really, he was great), then introduced, "Gloria Molendez." Some of you also know her as Gloria Molina.
Now that I see Gloria speaking in a perfectly sane speaking voice; not shouting, screaming and coming off like a maniac nutcase as Villar, Nunez and Schillary do -- maybe they should hire her as their vocal coach. (Group discount)

Did you see LA City Mayor Antonio Villaraigosa introduce Hillary Clinton in California on Friday? They have been airing it on C-Span.
Antonio mentioned that he was in Iowa three times -- and spent five days in New Hampshire. No wonder he had to declare a financial emergency for Los Angeles: He's flying all over the country doing everything under the sun, except his job as mayor. (Then when he gets back into town, he has to run the school district.)
The nerve of this guy to brag that as mayor, he flew to New Hampshire for five days. (How is THAT in the best interest of the City? I say they should count against his vacation days!)
Anyway, if you want to bankrupt the country, by spending all your money on "helping" people, vote for Clinton. I though government's job was to fix the roads and provide basic services. Not run everyone's lives for them.
Clinton announced she wants a 90 day moratorium on foreclosures to give people time to figure out what to do since they were victims of predatory lending. So she wants them to simply keep paying whatever they can currently afford (the current interest rate they are locked in at, without paying the new higher rate).
She called for Congress to pass an economic stimulus package that could cost as much as $110 billion to help low-income families keep their homes, to subsidize heating costs this winter and perhaps refund some taxes.
Well, that's very nice Hillary, but what do you tell the people who were responsible and didn't over-extend themselves and didn't buy more than they could afford. Now the people who made the irresponsible and fraudulent decision to by more home than they could afford, will be paying less, for a nicer home than people who stuck to the rules.
I agree, that if I ran a bank, I might not raise people's rates, and take in something, rather than nothing in this housing market...but that should be up to the bank who made the loan to decide for themselves.
Plus, she wants to spend $70 billion to hand out to low income people who are victim of circumstance. (Because they are not as successful as Eli Broad or AKG -- and it's not their fault!)
And remember, when she says, "all people in America..." -- she means, "all", as in anyone and everyone...no questions asked. (You don't even hear the VillarClinton team say, "all Americans". NOW, it's "all people in America." (And there IS a difference!)
One thing seems clear: Clinton and Villar are two peas in a pod. He should take her out to dinner at one of the illegal hot dog carts on the street, then buy her a counterfeit purse, watch or some other gift from an illegal sidewalk vendor.

(Yes Hillary, if you replace employed citizens with non-citizens, the citizens will be unemployed and won't be able to afford health care. Especially when you keep adding new trash, bulky item and other fees and new taxes -- LIKE PROPOSITION S .
THEN, you want to spend $70 billion and $110 billion to fix the problem. WOW, I thought I was listening to a Janice Hahn speech!
Meanwhile, it was Hillary's best delivered speech that I have seen so far. It was the best I have ever seen her do. Even if I don't feel she means a word she says and is a complete phony. I get reaaaaaal nervous when I see Hillary, Nunez and Villaraigosa standing together in cahoots.

OH NO...Hillary just said, "I'm glad Mayor Viagraosa is here, because L.A. is known as one of the cleanest, greenest cities." REALLY? Is that big yellowish-gray cloud hanging over the city a special eco-cloud. (I thought it was smog.) But remember VillarClinton, keep repeating something over and over, and they'll believe it!
[Note from ZD: I know some of the stuff I'm saying may surprise some folks. I really do see both sides. Compassion vs Free Market. (And sometimes you have to "fudge" things to make the system work in reality. But I just don't trust the VillarClinton team on this one. Like putting a nursery school class in charge of the candy store...or in this case, bank vault.)
This might require some feeding into Zuma's bat-computer. Is there a major, major scandal brewing at the Los Angeles Housing Authority? A month ago an authority manager, Victor Taracena was fired after he was alleged to have awarded Authority contracts to family members and politically connected individuals in CD14. The Los Angeles Times is reporting that the attorney for the Authority's chief investigator Abel Ruiz says he was fired after Ruiz complained that "people inside the agency interfered with his efforts to get to the bottom of an $800,000 bid-rigging scheme."
