Morning Briefs on the Los Angeles Political Machine for Wednesday

As residents below the Hollywood Sign continue to express discontent with the tourist influx into their neighborhoods, we have a blogging flashback to remember which CD 4 City Clowncil Central Committee Member Staff, help contribute to the controversy.
From a past blog post: CD 4 City Councilman Tom LaBonge's "Chief of Field Operations" Dave Ahern moonlighting as landscaping worker at supposed Hollywood Sign tourist spot.  Wonder if the project was exempt from CEQA requirements?

Two years later, what is the out-going CD 4 City Clowncil Central Committee Member Tom LaBonge comments about the problem he contributed to?
Los Angeles Councilman Tom LaBonge, who represents the area, believes the problems would be lessened if the tour companies would park at the Griffith Observatory to view the sign.
"I absolutely do support people visiting here from around the world," LaBonge said. "But the impact on the neighborhood has been great."

** Mayor Eric Garcetti has already one-up former Mayor Antonio Villar in the area of information technology, as he unveil a new link on his website that supposedly allows you to check in on your favorite city department. In the same spirit of openness and transparency, we call upon City Controller Ron Galperin to create a link on his official webpage that chronicles how all fifteen members of the LA City Clowncil Central Committee, dispense and allocate discretionary funds.
** Sacramento Politicos State Senator Kevin De Leon, Assemblyman Ricardo Lara and Assembly Speaker John (First Cousin of Tony Villar) Perez, got caught up in the emotion of the moment, as the mass crowd at Boyle Heights Resurrection Church, chanted "SHUT IT DOWN!", referring to the City of Vernon Exide Battery Plant. From the LA Times.
At one point in the raucous meeting, the crowd started screaming, "Shut it down! Shut it down!" Pérez and state Sens. Kevin de León (D-Los Angeles) and Ricardo Lara (D-Bell Gardens) clapped in time to the chant.
..... we wonder if Senator De Leon would clap along for a "SHUT DOWN THE CITY OF VERNON" Chant? $50 Million Dollars of Dirty Vernon Money, naught.

Crony Capitalism (or Welfare) at the Connected Non-Profit Legacy LA?

The former Mayor Antonio Villar created "Connected Non-Profit" Legacy LA wants your tax credits/ dollars, while turning its back on a neglected, historic Hazard Park, by collaborating with the "University of Scandalous Conduct". 
Mayor Eric Garcetti may want to steer clear of this dubious "501-C3 (supposedly non-political) Connected Non-Profit" Legacy LA.
** Blogger's note: The follow email was forward to us regarding the continuing dubious behavior of the former Mayor Antonio Villar created "Connected Non-Profit" Legacy LA. Its seems that Legacy LA's Executive Director Lou Calanche is collaborating (and always have) with the "University of Scandalous Conduct" (USC) while they sought to desecrate historic green space with a proposed street extension through Hazard Park (** since rescinded due to united community opposition, minus Calanche). Many community members and Hazard Park supporters wonder why Calanche was silent on the Hazard Park Controversy, sadly it should come as no surprise that the politically-connected Calanche put her self (and Legacy)-interest before the historic and environmental heritage of the park space it shares. Then there is the question of the questionable funding request for capital improvements to its Hazard Park Armory location. Again, Calanche (and her political supporters) places their self-interest before the needs of a neglected park, more thoughts below---Scott Johnson.

By supporting State Senator Kevin De Leon efforts to save the City of Vernon (and violate tax laws governing 501-C3 non profits), Legacy LA was the recipient of dirty Vernon money. Now its cites questionable figures in its latest scheme to secure new market tax credits/ dollars for "business development"? More later ............... The Great City of Vernon/ Senator Kevin De Leon $60 Million Payoff, ** and its dubious Legacy

Blogger's notes: We like to commend the great work of Los Angeles Times reporter Sam Allen for exposing to a larger audience, on what will become "The Great City of Vernon/ Senator Kevin De Leon Payoff". As we noted at Mayor Sam in an earlier post, State Senator Kevin De Leon "one up" his San Diego buddy former State Assembly Speaker Fabian Nunez by "suggesting" that the city Of Vernon set aside $60 Million dollars to be parcel out to surrounding municipalities and yes, "connected non-profits". The big winner among the connected non-profits was the politico-created Legacy LA which was "selected" for a $5 Million dollar grant. Since our earlier report, Legacy LA has lost its GRYD Prevention Contract and been targeted by multiple break-ins that has seen rampant vandalism and thief of property, not exactly a great organization to be investing millions of dirty Vernon dollars---Scott Johnson.
 The ex. City of Vernon Power Plant Lobbyist/Assemblyman/CD 14 City Councilman Richard Alatorre with former staffer now Legacy LA Executive Director Maria Lou Calanche. How much influence did Alatorre have in Legacy LA's selection as part of the "Great Payoff"? 
Note the collaboration of Richard Alatorre and Senator Kevin De Leon in the recent Legacy LA fundraiser that was partially supported by 7-Eleven which wants to increase beer and wine sale in sensitive communities.
BTW, this person wins the political perception award.

Ken Murray at 8:29 AM December 13, 2011 from the Times comments.The piece of the puzzle that is not mentioned is how the $60 million will be spent.  Sure, on various parks. sure.But in reality, it will be on various contractors, or relatives, or friends, that when examined, will be seen to be giving lavishly to the same pols that accomplished this shakedown.  And shakedown it was. (Something Richard, Lou and Kevin know all to well.)

Legacy LA's Lou Calanche's "$5 Million Dollar Public Comment" to the Vernon City Council

Did former CD 14 City Councilman and Legacy LA Executive Director Lou Calanche boss Richard Alatorre's lobbying on the behalf of the City of Vernon Power Plant proposal, help with expediting the $5 Million Dollar gift to Legacy LA?
As more becomes known about State Senator Kevin De Leon's "City of Vernon Payoff, errrr, Reform Package" it becomes more apparent that Vernon's late-hour approval of Senator's De Leon's shakedown, whoops, proposals may have some legal consequences for one 'connected non-profit". IRS statues state that a 501-C3 cannot advocate for a political position or cause. Thus, the comments below by Legacy LA's Lou Calanche and a youth associate may have some repercussions. Further, we have learned that Senator De Leon's Vernon proposals, garnered a negative response at Resurrection Parish in Boyle Heights, with chants of "you can't buy our dirty lungs". But apparently, Calanche and her associates operate under a different mindset, which should not be surprising, considering that Legacy LA was created by the politico community. 
Maria Lou Calanche of Legacy LA, advised that she supports the new reforms proposed by Senator de Leon. She described the reforms as good for Vernon and a benefit to surrounding communities. Marlene Arazo, a youth at Legacy La echoed Calanche's support. As a youth who has experienced the air quality issues, she supports Senator de Leon's proposals.

It would not be a surprise if the likes of Assembly Speaker and AB 46 Author John Perez's office, might find some interest in Calanche's comments and others may see the Legacy payoff as just a "continuation of business as usual in Vernon", with new puppet masters.

City of Vernon's $5 Million "gift" to Senator De Leon's connected-non-profit Legacy LA

Blogger notes: The Eastern Group Publications along with City of Vernon officials confirm that State Senator Kevin De Leon extracted a "steep tribute" for his support of maintaining the City of Vernon's "Incorporation status". Thus, beating back Assembly Speaker John Perez's AB 46 which would have dissolved the small business-friendly fiefdom. We had noted here earlier the speculation behind the cost for Senator De Leon support of Vernon Cityhood---Scott Johnson.   
City of Vernon's $10 Million "Reparation Payments" to State Senator Kevin De Leon's pet projects is part of the price for remaining an "Incorporated City".
Somewhere near a bottle of wine, former Assembly Speaker Fabian Nunez must be toasting his San Diego friend State Senator Kevin De Leon who pulled a "Collective SPACE" on the City of Vernon as the cost for his non-support of Assembly Speaker John Perez AB 46 efforts to vanish the tiny fiefdom.

"Collective SPACE" was the small Pico-Union connected non-profit once run by current Mayor Villar staffer Rafa Gonzalez, that was recipient of hundreds of thousands of Special Interest dollars. Money that could not be donated to Nunez's campaign accounts went to pay for events such as "Assembly Speaker Fabian Nunez's Toy Drive," "Assembly Speaker Fabian Nunez's Soccerfest 2006," "Assembly Speaker Fabian Nunez's Inaugural Legislative Youth Conference" and airplane flights for 50 children from Nunez's district for "Assembly Speaker Fabian Nunez's Sacramento Student Summit," according to state documents. 

Some years later, Senator De Leon is replicating Nunez's "Collective SPACE" dubious dealings for his favorite connected non-profit Legacy LA, as part of the price in retaining his support against Speaker Perez AB 46.


The EGP reported that The city council late last week unanimously approved the reform package that includes increasing accountability and transparency, doubling the size of the city's electorate, and reparation payments to surrounding communities that have "born the brunt" of "Vernon's shortsightedness." They agreed to give $5 million each to the Hazard Park Youth Armory in Boyle Heights and to renovate Salt Lake Park in the city of Huntington Park. Another $50 million will be spent over the next ten years on services for the surrounding community as part of a "good neighbors program." (** $60 Million Dollar Shakedown by Senator De Leon?)

We hope that this post serves as a pre-emptive strike against those who think that "Dirty Vernon Money" will open doors within any community outside of the City of Vernon, especially in CD 14. As former Montebello City Councilman Robert Urteaga remembers,, shilling for the City of Vernon did not open many doors in Boyle Heights and if the likes of Legacy LA's Lou Calanche and State Senator Kevin de Leon think that Vernon money will buy support for the Armory Project, then I predict stormy days ahead for their respective "legacies"---Scott Johnson

Time, ambition and past deeds take toll on political relationship

Great morning as the Summer of 2011 nears its end point with the start of the Labor Day exodus. We can rest assure that the two political soul mates above Assembly Speaker John Perez and State Senator Kevin De Leon will spend the holiday dedicated to the "brothers and sisters of labor" (democrats only in one part of Wisconsin), in different environs after their bruising battle over the City of Vernon. The Los Angeles Times takes Speaker Perez to task for his overly-specific ethical matrix that dissolves Vernon but is useless everywhere else. State Senator De Leon is seen as being beholden to political and union interests who want reforms but are not about to discard the political entity which have served their interests well. But in the endgame, it will be the IRS that brings about true reform in a business park that doubles for an incorporated city. More news after the jump..........

The Los Feliz Ledger is asking whether Council President Eric Garcetti plans to run for Mayor or not.  The Ledger proclaims were Garcetti to run, he would be an instant front-runner.  But hold the phone - the LA Weekly reports experts have already handed the Mayoralty to Supervisor Zev Yaroslavsky.

Where is the Mayor? In Chicago, at a design summit!

A bill to disincorporate the corrupt city of Vernon has passed the State Assembly.  If it clears the Senate and is signed by Governor Jerry Brown, Vernon comes under control of LA County.  However waiting in the wings to get a hold of the territory is Jose Huizar who would love to annex the industrial tax base rich territory to Los Angeles for all kinds of fun stuff.  Problem is, with LA's anti-business regime in charge, commerce leaves and we're stuck with Vernon's debt and no revenues to pay it off.

Los Angeles Politics Hotsheet for Friday


The LA Weeky's Patrick Range McDonald hits it AGAIN with a cool Jack-O-Lantern full of the Mayor's hype over the Subway to the Sea. The MTA board passed what Stupidvisor Don Knabe called a "historic" vote to bring the Purple (FKA Metro Red Line Wilshire Extension) Line somewhere near Santa Monica.  McDonald enumerates the Mayor's fantasies about the line unlike all the rest of the press release journos out there noting everything from the canard that the Subway will end traffic as we know it, even though studies say less than one percent of suburban Westside motorists will get out of their four wheeled monsters and board the choo choo.

Councilman Jose Huizar to attend City of Commerce Rally against proposed Vernon Power Plant

This community update on a future "COUNCILMAN LAST SEEN AS JOSE HUIZAR" event.

Join Councilmember Huizar and the Resurrection Neighborhood Watch Group as they partner with the City of Commerce, City of Huntington Park, various environmental groups, and concerned residents in the fight against the Vernon Power Plant. This Candlelight Vigil will be held to exemplify the solidarity among Eastside residents as together they say NO to more pollution in the Eastside.
Some have stated that the "COUNCILMAN LAST SEEN AS JOSE HUIZAR" is simply "piggy backing" off the hard work of the likes of Resurrection Church and civic leaders in the City of Commerce, to show some "greenish commitment" ( that is not related to his pursuit of contributions).
But for City of Commerce Mayor Tina Baca Del Rio and Councilman Robert Fierro, their stand against the proposed power plant has bought them a recall election that is on the Commerce Ballot in November.

Budgetary Circus Acts across the State

Its showtime!! in the various circus rings that double as chambers of policy making across the state.
In Sacramento, the "LAST ACTION HERO" that we here at Mayor Sam know as "GOVERNOR KENNEDY REPUBLICAN", he and his fellow legislative clowns have spend their way to a projected deficit of $20,000,000,000 dollars.
This was done by main ring acts of upping expenditures on an average of 8-10% per budgetary year. Of course the likes of Fabian Nunez will clown you into believing that they been cutting back on main ring acts of spending but then we are dealing with a clown who knows his fine wines.
In Los Angeles, the "Homie the Clown" (Link for great You Tube video) of the City Clowncil Bernard Parks question the latest budgetary performance of "Mayoral Jester" Antonio Villaraigosa. One can give the "Mayoral Jester" credit for juggling last names into a "statement of commitment", but when it comes to juggling one time budgetary gimmicks into a main ring performance of fiscal showmanship, the "BITTER CLOWN" is not impress.
Continuing with Bernard Parks, his protential future fellow "Board of Clownvisors" have been able to balance their budget without cuts and in some cases with budgetary increases.
In the smaller municipalities outside the border of the City of Los Angeles, the main rings of clownmanship are smaller but no less entertaining.
Take the fiefdom that doubles as the City of Vernon. this city is so flush with cash that half the businesses could go bust and the likes of the Malburgs would not notice. So what do you do to create more revenue?? Built a hugh Power Plant and buy off the health of surrounding cities with promises of jobs and cash.
And for the city that disagrees with your plans like the City of Commerce?? There is the recall option. Political clownmanship at its best.
