The Silence of Congressman Cardenas .........., especially when the FBI comes Calling

As a Los Angeles Federal Grand Jury/FBI Investigation continues regarding the "work place activities" of Northeast San Fernando Valley Congressman Tony Cardenas's District Director Gabriela Marquez, her boss remains "silent".
Will Congressman Cardenas speak on the record regarding his District Director's "paid workplace activities"?

As the LA Times follows the lead of Mayor Sam in reporting on Congressman Tony Cardenas's District Director Gabriela Marquez's multiple days, 39th Assembly District Ballot Count Observations, her boss is adopting the tire tactic of stonewalling.
From the Times ..........., (Congressman Tony Cardenas)                                        declined to answer questions from The Times this week after a top aide in his district, Gabriela Marquez, received a subpoena to testify before a federal grand jury in Los Angeles. 
Its not surprising that Congressman Cardenas would remain mum, considering his last direct experience with a Capital Hill Reporter.

Mayor Sam Exclusive: Documenting Congressman Cardenas District Director's Involvement in 2014 39th AD Ballot Count

As a Federal Grand Jury subpoenas Northeast San Fernando Valley Congressman Tony Cardenas District Director Gabriela Marquez regarding her "congressional duties", Mayor Sam discloses documentation on her "role" as an observer during the November, 2014 "Count of the Ballots" in the 39th Assembly District Campaign.

** Blogger's Note: In a Mayor Sam Exclusive, we have obtain documentation that discloses Congressmen Tony Cardenas District Director Gabriela Marquez's multi-day role as an observer for the former Assemblyman Raul Bocanegra Campaign, during the November, 2014 Final Count of Outstanding Ballots in the 39th Assembly District Election won by now Assemblywoman Patty Lopez. Copies of Los Angeles County Registrar-Recorder "Observer Sign In Sheets" (posted below for review) disclose that Marquez visited the Norwalk Ballot Counting Facility for five day straight between November 6-10, 2014 and returned again on November 15. On average, Marquez was on hand, observing the counting of ballots, for an average of two to six hours per day documented. As this blog noted during the recent CD 6 Campaign, Marquez was join by staff from both CD 6 City Councilwoman Nury Martinez and CD 7 City Councilman Felipe Fuentes as the members of the Northeast San Fernando Valley Political Machine attempted unsuccessfully to intimidate the counting process---Scott Johnson. 
From The Politico ......., A source familiar with the investigation told POLITICO that the focus of the probe is not Cárdenas but rather work Marquez did for other campaigns while still being paid from the lawmaker’s congressional account.

Mid-day Briefs on the Los Angeles Political Machine for Hump Day

Its time to fluff up the Mitch Englander Portfolio as the lone "Spring Street RINO" announces his intentions to seek the LA County Board of Supervisor Fifth District Seat being vacated by Michael Antonovich.

Is the "Spring Street RINO" seeking a higher calling (and opportunities for connected family members)?
Just over a month remove from winning another (elongated) term as the lone, supposed Republican City Councilman from CD 12, Mitch Englander is using the safety net of re-election to seek the District Five Seat on the LA County Board of Supervisors being vacated by termed out Michael Antonovich.
The noted prolific, cross party lines fundraiser, should instantly become a frontrunner in the seemly lone Republican safe seat on the Board of Supervisors.
But its those crossover tendencies that a more strident Republican candidate may exploit in attempting to counter the Englander Political Machine.
** Talking a puff from the pipe of wishful, future fiscal expectations, the LAUSD Board of Education voted to approve a 10.36% Pay Raise for its teachers, pending UTLA approval. District Officials are predicating the allocation toward the future salary increases on a spike in state revenue. If for some reasons the wishful revenue does not materialize, expect some very lean times ahead at LAUSD.
** In a major setback for the CIM Group, all five members of the Department of Building and Safety Oversight Commission voted to order the owners of the "Sunset and Gordon Highrise" to remove dozens of its tenants from the controversial property. This whole FUBAR has its origin in a lawsuit by a community group who sued the CIM Group for destroying an historic building to make way for the current development.

The "Father Figure" of the Northeast San Fernando Valley Political Machine Congressman Tony Cardenas, is facing FBI scrutiny for his District Director Gabriela Marquez's "assigned work duties" on the Congressional Payroll.

** Blogger's Note: Its official and part of the Congressional Record ........., Congressman Tony Cardenas (and the Northeast San Fernando Valley Political Machine) is being investigated by the FBI. With the formal confirmation that Congressman Cardenas District Director Gabriela Marquez was subpoenaed by a Federal Grand Jury operating out of the United States District Court on Spring Street in Downtown LA, further scrutiny will surely center on the campaign-related activities of the paid underlings of Congressman Cardenas and his allies. As Mayor Sam reported during the recent CD 6 Campaign, paid staffers from the offices of Councilwoman Nury Martinez, Councilman Felipe Fuentes and as we note below, Congressman Cardenas Staffer Gabriela Marquez, spent multiple days observing the vote count, that saw the upset of fellow machine member Raul Bocanegra by now Assemblywoman Patty Lopez. Roll Call Online reports that the FBI spent a few hours interviewing Marquez in her home roughly three weeks ago. According to a source, the FBI asked questions about whether staffers in Cárdenas’ office worked on campaign-related activities while being paid for official office time. What is not clear is whether the FBI was questioning Marquez about campaign work related to her boss ......., or campaign work related to other associates of the Northeast San Fernando Valley Political Machine---Scott Johnson.

Morning Briefs on the Los Angeles Political Machine for Tuesday

Its never to early to start speculating on those who would like to succeed CD 14 City Councilman Jose Huizar in 2020 (or earlier).
Former East Los Angeles Community Corp (ELACC) President, now LA County Board of Supervisor Hilda Solis Chief of Staff Maria Cabildo ......, with an Indicted Politico. 
The Power of Political Ambition.
Only in Council District 14, can we start speculating on who will replace the "Dear Charro, Princeton Graduate", even before he is sworn in for his last "Downtown Bought", extended last term.
One person who is already garnering attention is former ELACC President and noted anti-gentrification figure Maria Cabildo, who recently was named Chief of Staff to new LA County Board of Supervisor Hilda Solis.
Cabildo, who resides in Eagle Rock, was an ardent Councilman Huizar supporter during the last election proceedings and with the self-noting Princeton Graduate, now secure in a final term, the career change for Cabildo, is being seen as a political resume enhancer for a possible 2020 CD 14 Campaign.
** Its been awhile since Southwest Voter Education Voter Registration Project's Antonio Gonzalez merited bloggin interest. In the early days of this blog, the voting registration exploits of the husband of ex LA County Board of Supervisor Gloria Molina's Chief of Staff Alma Martinez, were all the rage among the supporters of then Mayor James "Poopy" Hahn. Now in 2015, Gonzalez is reaching back into his voter outreach bag of tricks, by offering a $25,000 Prize to a lucky LAUSD District Five voter, in an attempt to foster higher Election Day turnout ........, for Charter Schools-supported candidate Ref Rodriguez.
** When was the last time we checked in on the cyber astro-turf outpost of the political fanatics known as "Gatto Truthers"? With the "Infant Assemblyman", turned "Slobo Mikey", busy mulling over his pending 2016 State Senate Campaign defeat, by planning a possible 2018 Lt. Governor quest, his devoted cyber trolls found time to opine on the recent CD 4 Elections, which we are so glad to share .........., The big surprise in CD 4 was the showing of Steve Veres who many local Dems including these humble bloggers were pulling for since he got the Democratic Party endorsement with an impressive showing and lots of grassroots support.  Veres underperformed and we are not sure why since he had strong support from Senate Speaker Kevin Deleon; maybe he did not have the right validators in other parts of the district but of course that is just conjecture

A Sunday Witnessing to the Character of Michael Higby

On this "Seventh Day", we give Witness to the Man of Character that was Michael Higby.
 The Sunday Sun rises to give light to a "Seventh Day Witnessing" on the Character of Michael.
** Blogger's Note: Please forgive me for the lateness of this post as I have spent the last 24 hours dealing with a bout of food poisoning/intestinal issues. My temporary weaken state of body, has been partially alleviated by the large numbers of testimonials on the Bigger-than-Life Persona of Michael Higby. In fact, so many of you have given of your time to share testimonials on Michael, that my plan to highlight your comments today, deserve the justice of a better focus mind (free from the ravages of intestinal issues). Yet on this Seventh Day, I want to share with all, the witnessing of Edna Liza Cerritos below, on the mentoring impact Michael had on her young life. Many who have follow this blog since its inception, will remember that Michael was never beyond giving a young person an opportunity to contribute to the content, as exampled by Belmont High School Graduate Jennifer Solis. Those who knew Michael will also remember his work with the United States Junior Chamber Organization (Jaycees) and its endeavors of community service. For those who only knew Michael for his contribution to the local political bloggin discourse, there was so much more that made up his complete "Body of Character" than what may of been keyboard on a "Mayor Sam Hotsheet" on any given day. Thus, as we continue to share our thoughts on the life and impact of Michael Higby, lets honor the legacy of our friend, by witnessing his mentoring impact, as given by a "Future Mayor Sam Contributor" (** The LA Daily News will have a story on the Passing of Michael Higby in Monday's Edition)---Scott Johnson.
 
Hello everyone, A few minutes ago I wrote on Mayors page. Thank you for sharing all the awesome stories of "Mayor" Michael Higby . I am deeply saddened. I called him "Mayor and he called me "Mini or Mini Mayor" I would like to share here with you what I wrote to him on his page. I am not the best writer but I try my best.

Hi "Mayor" Michael Higby I am deeply saddened. Words can not express how I feel .The last... message was at 4:30 on Wednesday April 15th.I wondered why you were not tweeting or sending messages. I remember you saying you were going to the dentist. So, I did not want to bother you. On April 16th I was no feeling well was feeling down. I was worried I did not get the daily "Wake Up Mini Go to school " message!...I was thinking all day you might have gotten your tooth pulled and maybe resting. By 6:30 yesterday I checked a message from Elizabeth. I had no idea of what had happend. I showed it to my mom and she said to check twitter. I went into shock and can not believe as of yet. Every time my phone bloopz(rings) I think it's you sending me something to read or saying something funny. Tears roll down my eyes each time this happens. But I know you wouldn't like for me to be sad. I want to Thank you for being a cool friend to me, mom and grandma. For encouraging me to be strong and speaking up when something is not right. Thank you for the hundreds of messages about Politics and how you made me open my eyes and made me aware of many issues. Thank you for being my friend and mentor. I know we were suppose to blog and maybe write a book one day. I was to be the mini photographer for Mayorsam. Thank you for encouraging me that women can learn and do anything when they put their mind to it. I think I might learn to code like you said and maybe blog. Thank you for encouraging me to do good in school and the importance of an education. I also wanted to share I just received another College acceptance and I just got this cool Internship a few minutes ago. You would have been so happy for Mini.

A Sunday Joselitos Gathering in Remembrance of Michael Higby

** Blogger's Note: When Michael Higby moved to Sunland-Tujunga some years back, there was no doubt what dining establishment would top the list of favorites, Joselitos on Foothill Blvd. The picture above shows Michael basking in the positive aura of his 50th (and sadly last) Birthday, with family and friends (of course, the potent, yet refreshing margarita of choice was surely kicking in). Now sadly, with Michael no longer with us in the flesh (but in spirit), his neighbors and friends are coming together in remembrance, tomorrow (Sunday), from 6-9 PM. Remembering Michael "Mayor Sam" Higby ..............

There are so many of you to thank as we remember the Life, Spirit and Heart of Michael "Mayor Sam" Higby.
The American Political Power Couple that could of been.
** Blogger's Note: Its been a little over 24 hours since (and its still hurts to keyboard my thoughts through the upward and deep downward swells of grieving) we who were so fortunate to know Michael "Mayor Sam" Higby, were shocked to learn of his sudden death Tuesday evening. The pain of losing a "Larger than Life Man of Character" of Michael's stature, has been offset by the like size show of support from legions of his friends and colleagues. Many have taken the time to honor Michael by giving witness to the man, friend, co-worker, mentor and caring human being that Michael was in his Oh-so-brief time with us. I personally want to thank each one of you who have taken the time to honor my late (those last four letters were heartbreaking and tear-flowing to key) blogging colleague, who took a chance on a "spoll-challenged commentator" ......., and for that, I will be infinitely grateful. In the days ahead, I plan on revisiting and honoring, not only "The Bloggin Mayor Sam Persona of Michael", but the complete person that was Michael Higby. That said, this endeavor to honor our dear friend needs YOU. Please help by contributing whatever testimonials, pictures, mementos you can (you can email me at redspotincd14@yahoo.com) so that this cyber-creation of Michael, can also act as an infinite cyber-memorial to our beloved friend---Scott Johnson.

The Passing of Michael "Mayor Sam" Higby at 50

Its with profound hurt and sadness to announce the passing of Michael "Mayor Sam" Higby. 
 ** Blogger's Note: This hurts ............., Michael "Mayor Sam" Higby passed away yesterday after a sudden illness at the age of 50. Michael was found unresponsive in his vehicle after a visit to his dentist yesterday evening. Most regular readers will know that Michael had just lost his beloved Mother Judith recently .........., and now, he is with her again in a better place. In keyboarding my thoughts in this moment of shock and numbness that does not dull the pain of profound loss, ......., I shed tears in not being able now to tell Michael how much gratitude I had for the opportunity to empower myself (with the help of "Spollcheck") via my work on the blog. For now, our prayers go out to Michael's Father and family in the time of great loss (For those who would like to comment, please post your thoughts on our Facebook Page and I will cut & paste them here)---Scott Johnson.

Michael Higby is my friend. We met when I ran for City Council and he wrote about me on Mayor Sam. We would later become co-hosts on a radio show along with David Hernandez. We chatted all the time and found a shared sense of humor. He had depicted he and I as these cartoon figures and would put us in funny situations. I was flattered he took the time to design me even down to my hats. He was set to host my radio show this Sunday while I am away. We had just talked about it on Tuesday. I am shocked and deeply saddened to hear that he passed away suddenly last night. My heart goes out to his family. He's with his Mom now. Rest in Peace my friend. Morning Brief on the State of City Political Machine for Hump Day

Will anyone remember the "2015 Safe State of the City Address" come 2017?
Back to the Basic Telepromptive Messaging?
Safe ............
Come 2017 when a certain "Tepid Latinanglo Mayor" faces the dwindling voting masses in his bid for a Second Term, "safe" is how Mayor Eric Garcetti wants to be seen as the basic choice to continue as the elected leader of the nation's second largest city.
Just how Mayor Garcetti stakes his claim to being the "Safe Choice" for another term in 2017, is raising eyebrows on the morning after his mid-First Term "State of the City Address" at Cal State Northridge, considering the following pronouncements/policy initiatives relayed via the assembled teleprompters.
Garnering the most attention this AM, is Mayor's goal to grow the "Metropolitan Division" of the LAPD to a level of 200 officers in response to a spike in violent crimes city wide.
Seeking to "own the spike", Mayor Garcetti's proposal to double the size of Metro's force is creating its own spike of basic questioning on the possible ramifications to the thinly-stretched patrol staffs in areas such as the Northeast and Hollenbeck Divisions, where Metro Division reassignments are leaving unfilled vacancies ......., and empty squad cars.
In addition to pledging the doubling of Metro, the Rhodes Scholar turned Mayor, announced the creation of a new LAPD Unit to focus on "Relationship Policing".
Please pardon the momentary pause .........., but just what is "Relationship Policing Mayor Garcetti?"
In my life experience in CD 14, the examples I can recollect that could suffice include neighborhood foot patrols where residents can build a rapport with the assigned officers ........., or the CD 14 City Councilman Jose Huizar conceived "Political Relationship Policing", where assigned officers are given numerical grading for "Loyalty Building" and "Enforcing the Influence" of the local Officeholder on the populace (allegedly).
The Mayor's (Re-election) Relationship Building also blessed the Gang Reduction, Youth Development (GRYD) Program with a proposed $5.5 Million dollars increase in funding, which surely brought smiles to the likes of Legacy LA's Lou Calanche, El Centro del Pueblo's Sandra Figueroa-Villa, Soledad Enrichment Action's (SEA) Sister Elisa Martinez and Barrio Action's Tammy Membreno.
With new GRYD RFPs for new contracts currently be made public, the competition among the noted "Connected Non-Profits", may get politically-heated and require its own specialize policing detail, but we digress.
But on a more seriously note, discerning Angelinos should take umbrage at the absence of comment from the current Mayor regarding the growing surge of communal endangerment from the "Correctional Tsunami" created via AB-109 Prison Realignment and Prop 47 (which lower penalties on many crimes).
From upswings in new property crimes in areas such as El Sereno, to an all-out Gang War in Highland Park, Mayor Garcetti, City Attorney Mike Feuer and City Councilpersons such as Gil Cedillo, may find the bumps on the road to re-election in 2017, becoming more pronounce as the repercussions from a failed attempt at Correctional Reform and Dummy Down Criminal Penalties, will cause many to ask a basic question come 2017 ........., are we safe(er) now than compare to 2013?

Morning Briefs on the Los Angeles Political Machine for Monday

As SEIU 721-represented city employees vote to affirm a strike, Mayor Eric Garcetti nears his mid-term State of the City Address on Tuesday which may garner a larger than expected gathering of discerning observers. 
Will announced, Second Term-seeking Mayor Eric Garcetti elaborate further on his "sustainable vision" that comprises his futuristic "pLAn" for Los Angeles? 
Kevin, remember something called Pension Reform?
Its rise and shine time on a tepid, overcast Monday in Ciudad de Los Angeles.
Please pardon the cyber-melancholy mindset, but since the March Elections, the political environment has become sooooo vanilla at 200 Spring Street and the lack of bloggin content  has brought on a case of keyboard doldrums. 
Normally a Mayoral State of the City Address (especially during the Failure Mayor Antonio Villar reign), would be enough to arouse keyboard stimulation, which would translate into bloggin content on various story lines of speculation about the latest self-serving pronouncements (or choice of Telebimbo, but I digress).

Thus, pardon my current bloggin mindset, that when presented with the choice of indulging in a mid-term speech via a "Tepid Latinanglo Mayor" .........., or anything else, guess which choice wins?
** With no apologies to AB 109 Co-author and now City Attorney Mike Feuer, plus those who voted for Prop 47, the byproduct of these twin "Correctional Tsunamis", prompted dozens of Northeast Los Angeles Stakeholders to attend a Special Meeting of the Historic Highland Park Neighborhood Council, to seek resolution to a gang war that has resulted in thirteen shootings and nine people being shot in the last two months. Sadly, neither CD 14 City Councilman Jose Huizar or his CD 1 colleague Gil Cedillo were in attendance.
** "The Office Downtown Establishment Fishwrap of Record" (aka The Downtown News), states that (another) former CD-14 Staffer Miguel Vargas, has found gainful employment as the new Executive Director of the Arts District Business Improvement District. The ADLA BID surely wanted to avoid antagonizing the recently re-elected CD-14 City Councilman, unlike the Historic Downtown BID a few years back, when it attempted to hire a supporter of 2011 City Council Candidate Rudy Martinez.

In the caption, the self-noting Princeton Graduates states .........., "#‎TBT‬ Here's a photo taken during the Night on Broadway NoH8 photo shoot. We must remind ourselves to always stand together against discrimination and bullying of all kinds".
We sincerely hope that the recent recipient of 14,000 votes (out of a district population 250,000), will back his talk, with the walk in his next extended term, by insuring equality in constituent services and condemning those who would attempt to denigrate, discriminate and (cyber) bully those in the majority (of the register voters), who chose not to support his re-election.

Great post Spring Break to all as we return to the bloggin keyboard after a work-related break.
Just in time for Good Friday last week, two past political antagonists came together briefly (apparently without cutting the bread) to tour places of interest within the fiefdom of re-elected CD 14 City Councilman Jose Huizar.
The self-noting Princeton Graduate, hosted Mayor Eric Garcetti in his fourteenth stop on a city-wide tour which included taking in the view from the top of the Ascot Hills Passive Park.
We note with a chuckle (or two, three and four plus) the subtle difference between the "authentic" photo via the Mayor Garcetti Facebook Page and the "altered" version via the Councilman Huizar's Facebook Page, which obviously "Photo shopped" a balding feature on the now, termed-out Councilman.

Councilman Huizar made time to reward his mostly loyal underlings that now comprise the LA-32 Neighborhood Council. With the enabling of "Disempowerment LA" General Manager Grayce Liu (and staff), the once independent body has now become a rubber stamp appendix for the re-elected Councilman's political needs.

Both CD 1 City Councilman Gil Cedillo and CD 14 City Councilman Jose Huizar send staff members to a Special Meeting of the Historic Highland Park Neighborhood Council which focused on the spike of gang-related violent crime within the community. Trust us ........., this is no April Fool Joke

The recently re-elected "Dear Charro, Princeton Graduate" will be in attendance this evening to honor the loyalty of his faithful LA-32 NC Servants.
Meanwhile, the Historic Highland Park Neighborhood Council has invited the CD 14 City Councilman to an emergency meeting tomorrow evening (April 2), starting at 7 PM at the Highland Park Senior Center (York and Figueroa), regarding a major spike in gang-related violence in Northeast Los Angeles
 
With the recent Gang Shootings and Violent Crimes in our community the Historic Highland Park Neighborhood Council will focus its next Board Meeting to discussing the issue and finding solutions.
Come hear from LAPD, CD1 & CD14 about what is being done to proactively deter the violence?
What are the steps they are taking addressing the issue? What preventative measures are being taken?
What can stakeholders/community members do to support a safe community.
