Trash reveals former Pacheco operative Robert Urteaga's hidden past

Once upon a time in CD 14 Political Folklore there was a young political upstart who was entrusted with returning a former politico to his rightful place as Councilman of CD 14.

But with the daunting coalition of unions, non-profits, Mt. Washington elitists, "bloggin cut and pasters", and of course, 80 FAKE NEIGHBORHOOD WATCHES, being coordinated by one Parke "Parque Esqueleto" Skelton. The 30+% lead turn into the "Waterloo" of Nick Pacheco's CD14 political journey.

But for that former campaign manager of Nick Pacheco, Robet Urteaga, his own political aspirations saw him returning to the city of his youth, Montebello, where he was elected to City Council in a recall election.

It is one thing to get elected, but when you have to govern and vote on issues (and piss off special interests), then one should expect something like this to happen when one's "bones rattle in the closet".


In 1998, Councilman Robert Urteaga pleaded no contest to grand theft of personal property totaling $30,000, according to court documents.

"When I ran for office, I knew eventually someone would dig into my background and dig this up," Urteaga said. "I just don't think that this incident happening 10 years ago is a true reflection of who Robert Urteaga is."

Geez!!, in the past few months, Urteaga has been "pounding the concrete" in Boyle Heights in search of support for the proposed Vernon Power Plant.

Makes you wonder if Urteaga was "double-dipping" in his romps on the sidewalks.

The criminal complaint filed by the District Attorney's Office in February 1999 accused Urteaga of five counts of check forgery and one count grand theft.
In a July 1999 plea agreement between Urteaga and prosecutors, the forgery counts were dropped by the district attorney, according to court documents.
Urteaga said he accepted responsibility for his conviction, is remorseful and wants to move forward.

"Mine is a story of success, and I didn't let this one incident destroy my life," Urteaga said. "I am a big believer in second chances."

One could say that Urteaga ineptness was rooted in his efforts on the behalf of Pacheco which were maybe "top heavy" on blogging, and lite on community organizing.

This gets better.........

The conviction dates back to Urteaga's years as a UCLA student when he was 21, he said. Putting himself through school, he took up sports gambling as a means to make extra money, he added.

The councilman said he got in over his head and started losing, so he made bigger bets.

"I got into trouble with people you don't want to get in trouble with. I took money that didn't belong to me," Urteaga said. "My mistake was I didn't ask for help. I was too embarrassed."

The money was taken from a friend he worked for at the time, Urteaga said. He performed 60 days of community service with Caltrans and paid off his debt. He was on probation through November 2002.

Thought to ponder, you mean to tell me that the likes of Parke, Ully and the other Huizarnistas could no dig this stuff up?? So much for Huizar's investigative reputation.

Still the conviction has some residents and the mayor asking whether can Urteaga can hold political office?

"It's very disheartening," Montebello Mayor Bill Molinari said. "There is no question that politically it's very damaging to be involved with grand theft and forgery."

..........and famous last words,

"If people want to dig into my personal record, I will accept what comes forward," Urteaga said. "They are trying to pressure me to resign, and I am not going to let them. I am going to fight this."

It is interesting that Urteaga claims he is now clean. As recently as 2005, he always had a questionable checkbook with him. Is there anything you're not telling us Robert?

Robert's campaign manager in his recent run for Council was none other than John Edwards, the old Pacheco operative who more than one person on this board accused of some very disturbing things.

Judge a man by the content of his character and the company he keeps. Urteaga is a check cheat who hangs out with questionable folks. Judge away.

What I want to know is why is Richard Alatorre who no longer is a councilman but a lobbyist for city hall putting an application for the Boyle Heights Neighborhood council's Annual Parade? People have said this new board is made up of Huizar lapdogs who kiss his butt and do anything he wants. A lot of money from their budget is going to Huizar events. Now, that is our tax dollars being given to a councilman who should be doing his job. The Boyle Heights Council now has 5 grievances against it for this type of shit going on without community input or discussion. Its all being done behind closed doors.

Poor Robert is getting his Karma due. People trusted him and he should have been honest upfront. You just can't hide anything like the old days with internet and all. Someone should tell Robert to shut the hell up and not comment to media. His comments are digging his hole deeper. Huizar is associated with Robert in a lot of ways. There should be a big investigation into Richard Alatorre, Huizar, Pacheo and the rest of them on the Eastside. A lot of bullshit going on and I hope Red Spot goes after it.

All of this background coming to the foreground is why lots of people who may HAVE changed for the better over years (many years, not just 10) don't even consider running for office- and it doesn't have to amount to a criminal activity to call it a day for any political runs. Walter Moore is searching for people to run against unopposed incumbents and others for city offices but this de facto screening device, coupled with funding needs, may be why such a task is so difficult.

Nowadays, what you have are guys (and women- like Rep. LAURA RICHARDSON, a former Long Beach city council member with some questionable financial practices) who DEVELOP their shady side dabbling into self-enrichment while in office. Such activities
sometimes cross the line between criminal conduct and unethical behavior. Do you want either of these items in a candidate for public office?

There are those, like former Assembly speaker, FABIAN NUNEZ, who SHOULD be called up on his garish style of spending while claiming it's somehow all fine and dandy to do so, and in no way conflicts with his duty of service to the people as an elected official. He’s a plebian with patrician aspirations that are enabled and mobilized clearly by his stature as a high-visibility office holder. AND HE STILL maintains that position AND he may wind up coming to L.A. to run for another office.

The irony (and there is so much irony when it comes to politics) here is that some of the behavior in one's past may cut short any realistic chance to be elected to a public office, BUT, AFTER being elected, engaging in dubious behavior of the same level is no longer an impediment to a rising career. It may even be what propels advancement.

Even more serious ventures that have not quite earned an indictment or conviction, yet, will still allow you stay in office and even get re-elected. Does the following excerpt from an L.A. Times 8-28-97 story ring a bell?:

"On eight occasions over a 14-day period, police officers tailed City Councilman Mike Hernandez and watched, at least once with a video camera rolling, as he allegedly bought cocaine, then traveled either to City Hall or to the Arcadia apartment of a member of his staff, where he was suspected of consuming the drug, according to police property reports and a search warrant affidavit filed Wednesday."

In Mike’s case, he stayed in office and was “forgiven” by colleagues (who maybe wanted to trade for a future favor) and finished his term with essentially a diversion path serving as the wrist-slap here. So you can see the bar is set pretty low when politics are involved.

And then you have the regular pigs feeding at the public trough with the open city checkbook always handy that have no idea what fiduciary duty means, nor the concept of "avoiding even the appearance of impropriety."

The sad fact is that we continue to return our well-heeled, finely coiffed dealers of slimy behavior back to office over and over. We do this sometimes reluctantly and at other times, simply ignorant or blind to the truth.

Urteaga may be rehabilitated now, but he still needs to stay out of public office for his own good, not to mention ours, or the challenges to him may surpass even that of an alcoholic working as a bartender- can he resist temptation?

If he's smart he will resign and rebuild his image, if he stays in office the people will take him out of office.

Ask yourself if you knew someone was a convicted felon would you vote for him? We all know the answer is NOOO!!
