Will City Attorney Mike Feuer's $20 Million Lawsuit against Da Vinci Complex Owner include Investigation of City Oversight of Torched Project?

As Los Angeles City Attorney Mike Feuer announces his $20 Million Dollars Lawsuit against torched, Da Vinci Complex Owner GH Palmer Associates, discerning observers should ponder if the Second Term-seeking Officeholder, will also conduct an Investigation of City Departments Oversight of the controversial Development.

Is City Attorney Mike Feuer in denial of City Oversight Issues, regarding the torched Da Vinci Complex Inferno?
** Blogger's Note: In an extraordinary announcement, but not surprising to the intuitive observer, City Attorney Mike Feuer has filed a $20 Million Dollars Lawsuit against GH Palmer Associates, citing its alleged, negligence in not taking, pro-active (and required) actions to prevent the torching of its controversial Da Vinci Development, along the 110 Freeway in December of 2014. 
The massive inferno, which sent flames shooting hundreds of feet into the evening sky, not only turned a controversial development into ashes, but also did damages to neighboring buildings, housing City and LA County Departments, which the Lawsuit seeks to recover the costs in damages to city infrastructure.
Yet, while City Attorney Feuer  garners media attention for his legal action directed at the controversial Geoff Palmer-owned Development Company, a unwanted byproduct of today's announcement, is also the potential, inconvenient disclosures of questionable oversight issues among multiple city agencies ........, and the favorable considerations granted the gutted project by the likes of PLUM City Council Committee Chairperson, CD 14 Officeholder Jose Huizar (with the support from the likes of the Central City Association).

Councilman Huizar, who succeeded former CD 1 City Councilman Ed Reyes as the PLUM Committee Chairperson in 2013, also was the major beneficiary of the controversial 2014 Redistricting, with Council District 14 being reconfigure to include most of Downtown LA within its new boundaries, at the detriment to former City Councilwoman Jan Perry's CD 9.
Thus, it was not surprising that when the torched Da Vinci Development was still smoldering the morning after its alleged, deliberate torching, the then re-election seeking Officeholder, was garnering himself free media in demanding a prompt investigation into catching those responsible (meanwhile, a targeted Firebombing of African-American Families was ignored for weeks by the Councilman). .

Now over a year after, with a $170,000 Reward still pending, the legal remedy taken by City Attorney Feuer, are bound to ignite questions regarding the haste of the Downtown LA-representing Officeholder's actions ......., and the possible motivations, considering the specifics outlined in the City Attorney's Office Press Release.

The lawsuit alleges GH Palmer Associates used improper and defective construction methods including: failing to have an appropriate fire protection plan; failing to compartmentalize construction; failing to property install fire walls or doors; having an appropriate water supply for fire suppression; and failing to have appropriate security measures that would prevent incursion by unwanted individuals.

Those supposed facts ARE SURE to further fan the flames of speculation, that Huizar's support of Palmer's controversial Project (with reciprocal campaign support), came with "accommodations from city agencies", that conjures memories of an alleged "City-wide Sam", who could pull and approve any permit, for the right price (with approval from certain Officeholders), again allegedly.

The AB-109/Prop 47 Mike Feuer Crime Blotter HOT Briefs for Monday

As the debacle of former Assemblyman (now City Attorney) Mike Feuer co-authored AB-109 Prison Realignment, mixed with Prop 47, manifests itself in Rising Crime Rates throughout Los Angeles (and Statewide), various community groups are demanding a larger share of a finite amount of available Law Enforcement Officers.

The brazen, near mid-day shooting and resulting crash within Churro-length of Mariachi Plaza, is the latest homicide within the Hollenbeck Division Jurisdiction that has contributed to its second-ranked, highest increase in Violent Crimes city-wide.

Please pardon this momentary exposure of our bloggin soft side.
Its not often that we bless a new bloggin feature in honor of a upstanding member of the local Political Machine, but as neighborhoods from Sunland-Tujunga, through Skid Row, to San Pedro become "points of re-entry/dumping" for thousands of  "Low Level, Non-Revocable Parolees" (resulting in documented increases in all levels of criminal activities), the resulting impacts has motivated us to create the ..........., "AB-109/Prop 47 Mike Feuer Crime Blotter Briefs". 
The "AB-109/Prop 47 Mike Feuer Crime Blotter Briefs" will be a bloggin weekly feature that chronicles former the former Assemblyman, turned City Attorney's contribution to the current "Homeless State of Emergency" his co-authoring of legislation that made possible the dumping of "Low Level, Non-Revocable Parolees" in places such as Skid Row and elsewhere within the City of LA.
With no apologies to the "Old Gray Collectivist Hag on Spring Street (aka LA Times)", the "Downtown News of Record", was disclosing the adverse ramifications of AB-109 in a Three-Part Missive in 2011 that documented the genesis of increases in criminal activity, which has spread to other neighborhoods, city-wide.

Now former Boulevard Sentinel Editor and Publisher Tom Topping and CD 14 City Councilman Jose Huizar, are smiles in celebrating the Tenth Anniversary of the Northeast LA Monthly of Record.
** As the likes of Los Angeles Civic Watchdog Jack Humphreville, former Glassell Park Neighborhood Council Member (and friend) Tony Butka, the (West) LA Observed Blog's Kevin "Westside White Guy" Roderick and the who's who of the Los Angeles Political Machine, seek to bring the "Old Gray Collectivist Hag on Spring Street (aka LA Times)" under local control/ownership, a "Northeast LA Monthly of Record" has change owners ........., and retained its endemic character.
Longtime Eagle Rock resident and the Founding Editor/ Publisher of the Boulevard Sentinel Monthly Newspaper Tom Topping has sold his Journalistic Creation to local business owner Tim Tritch (of the family-owned Tritch True Value Hardware Store), as he relocates to Eastern Washington. 
Topping in a Farewell Column within the September Issue of the Sentinel, cited the recent Passing of his Mother and the high cost of maintaining home ownership in the Los Angeles area, as some of the reasons for pulling up his longtime Eagle Rock stakes. 
Regular readers of the Sentinel will note that Topping was not afraid to take on the local political bosses since its incarnation back around 1999 when it gave coverage to the then upstart CD 14 City Council Campaign of Nick Pacheco, which defeated South Pasadena's Victor Griego by a couple of hundreds of votes.
In recent years, Topping's missives and commentary on Northeast LA issues, garnered him a "-1 score for loyalty" via the staff of just re-elected CD 14 City Councilman Jose Huizar, which might have hit bottom considering his recent writings on the Princeton Graduate's Colorado Blvd. Bike Lanes and his last edition story on the cancelled 2015 Eagle Rock Music Festival (more on this developing controversy later).

** You would think that last week's 8.3 Chile Earthquake and a possible, looming El Nino Winter would have the likes of LA Mayor Eric Garcetti and public safety officials, ensuring that all disaster First Responders (paid and volunteer) have the necessary resources in place to handle any contingency. But under the reign of former Assemblyman (and AB-109 Prison Realignment Debacle Co-Author), turned current City Attorney Mike Feuer, the purchase and maintaining of Community Emergency Response Team (CERT) Containers by the likes of the Lake Balboa Neighborhood Council, has been branded a LIABILITY by his staff. The LBNC response to the absurdity of the City Attorney Feuer's directive was to craft the following letter below to the Mayor, seeking follow through on a promise to place the City Attorney Office in touch with the LBNC, regarding this issue.

Hopefully, the Second Term-seeking Mayor will not exhibit his 'Inner-Gar-Soft-ee" on this urgent issue of disaster preparedness, after all, every life matters in defending against a natural disaster.

Mid-day Brief on a LA Times Editorial Scheme for Monday

In supporting an accidental act of interactive, editorial musing via "The Old Gray Hag on Spring Street (aka LA Times)", we offer up our own "bloggin letter branding" of the various LA City Hall politicos.

** Blogger's Note: Surprise, surprise for this start of the bloggin work week as the Editorial Board of the "Former Fishwrap of Record", now a mere talking points regurgitator of democratic policies, strayed away from their appointed duties of agenda journalism and stumbled into a Act of Interactive Dialog regarding the job performances of our various elected leaders. We here at Mayor Sam, have always espouse being interactive with our cyber audience. Thus, we whole-heartedly join along with "The Old Gray Hag on Spring Street's" attempt to reconnect with its remaining readers and offer up our own "Letter Brands" of those elected by the Special Interest's largess---Scott Johnson. 
1. "ee" for Mayor Eric Garcetti:
This refers to the "ee" in our most recent "Gar-Soft-ee" branding of the Rhodes Scholar's proclivities for middle-ground softness when it comes to taking a hard stance on a specific policy issue, as highlighted this past weekend in a Times story on "Gar-Soft-ee's" absence of stance on President Obama's Pacific Trade Pact.
2. "B" for CD 14 City Councilman Jose Huizar:
With no apologies to the UC Berkeley Graduate (who happen to attend Princeton University), before getting his Law Degree from UCLA, "B" does not stand for his GPA or his Boyle Heights (soon to be Hill Drive in Eagle Rock) home. In political and personal reality, "B" stands for B-E-T-R-A-Y-A-L as denoted by his latest acts of communal betrayal regarding Hazard Park and his stance on billboards.
3. "dD" for City Clowncil Central Committee Strongman Herman "Mini Amin" Wesson:
Regular observers of the normal trice-weekly shows of the Los Angeles City Clowncil Central Committee under the John Ferrraro Clowncil Chambers Big Top, will readily agree with our letter branding of the reigning "diminutive Dictator" ......., who's not running for mayor.   
4. "AB" for City Attorney Mike Feuer:
If you thought we were going "Gar-Soft-ee" on our "AB" letter branding of the former discount client of "Private Citizen, Political Consultant  John Shallman", rest assure that our "AB-109" branding of the co-author of the state legislation which is one of the root reasons for LA's recent crime rate increase, is not one you want bestowed upon your political self.
5. "U" for City Controller Ron Galperin:
Some of us in our less-mature, educational youth were given this "U"-branding for being uncooperative in executing our stated assignments. In that spirit, we must brand first term City Controller Ron Galperin with a "U" for his uncooperative follow through, in conducting a promised audit on the CD-14 CLARTS Amenities Fund. In lieu of recent indictments involving the Chicana Services Action Non-Profit (who used public money for a certain City Councilman 2011 Campaign Fundraiser), Mr. Galperin would find it prudent to audit allocations from CLARTS to various "Connected Non-Profits" to insure that funds were properly dispensed.

A TGIF Morning Briefs on the Los Angeles Political Machine

CD 14 City Council Candidate Gloria Molina takes a "NO stance" on the Charter Amendment 1 & 2 Election Change Scheme, disregarding the benefits to her if she defeats Incumbent Clowncilman Jose Huizar.

Great Friday to all as we endeavor to note the copious amount of local political and campaign news breaking within "Ciudad de Los Angeles" (whoops!! In the xenophobic mindset of Northeast San Fernando Valley Democratic Machine Operative Rosemary Jenkins, failure to use proper English in describing our city, is disqualifying of respect, Que No?).
** From "Save our City Elections" ........, Gloria Molina urges L.A. voters to reject 2 deceptive charter amendments Gloria Molina, the longtime public servant and first Latina to win election to the California legislature, the L.A. City Council, and the L.A. Board of Supervisors, has announced her strong opposition to Charter Amendments 1 and 2. The measures are set to face Los Angeles voters in our March 3 city election.
"The charter amendments don't raise engagement in local elections. They reduce attention. They give insiders more time in office and special interests more power to pick winners and losers, not voters. 
"The charter amendments make public servants less accountable, not more so. Angelenos should not be fooled. Please join me in voting NO."

Commission President Soboroff and Mayor Garcetti, focus their queries on the LAPD resources utilized for this supposed private event. 
** "The Weekly Weedleaf of Record" takes a break from its Pot Coverage, as its great young writer Hillel Aron, channels back to his LA School Report days, in musing on the reasons for LAUSD School Board District Five Incumbent Bennett Kayser bailing out on two debates with Challengers Ref Rodriguez and Andrew Thomas. Its proper to note here that in the past, candidates have chosen not to partake in debates that our organized by a subjective entity.

An Update on the still litigous Mike Feuer/John Shallman "Matching Fundgate" Lawsuit

** Opps!! We almost forgot about this byproduct of the nasty City Attorney Race from two years ago---Scott Johnson. 
LOS ANGELES CITY ATTORNEY MIKE FEUER TRYING TO SWEEP HIS SERIOUS CAMPAIGN FINANCE VIOLATIONS UNDER THE RUG
The California Court of Appeals has scheduled oral argument in the matter Laura Lake v. Mike Feuer and John Shallman (appeals court case # B251369) for January 29, 2015.
Lake, a community activist from Westwood, sued Feuer and his campaign consultant John Shallman in March 2013, under the private Attorney General Act, for numerous State and Local campaign finance violations including among other charges, defrauding the taxpayers of Los Angeles out of $350,000 which Feuer received as matching funds.    
This case follows a long line of public corruption cases that have come to light in the last few years for various State and Local officials including John Noguez, Ron Calderon, Richard Alarcon, Leeland Yee, Rodrick Wright, and elected officials with the City of Bell.
BACKGROUND FACTS
In May 2013, the trial court GRANTED Feuer and Shallman’s ANTI-SLAPP motion on the basis that “Campaign finance violations are protected by the First Amendment.“ This ruling essentially dismissed the case.
Lake believes the trial court ruled incorrectly.  In September 2013 she filed an appeal.  Her appeal is based on the holdings of many prior appellate court opinions including, City of Long Beach v. California Citizens for Neighborhood Empowerment (2003) 111 Cal. App 4th 302, 309, which holds, "[I]t is clear this result is not what the Legislature intended to achieve in passing the anti-SLAPP statute, and respondents cannot use section 425.16 as a shield behind which to hide from otherwise valid local election regulations."
 
In the Long Beach case, the trial court granted an ANTI–SLAPP motion, and the appellate court reversed.
 
FEUER’S QUID PRO QUO
More troubling is that the Feuer Legal Defense Fund received $1,000 from attorney Gregory W. Smith and another $1,000 from his wife Yuma Smith on June 28, 2013. 
On June 4, 2014, Feuer, in his role as Los Angeles City Attorney, recommended the City of Los Angeles pay attorney Gregory W. Smith $1,471,584.70 to settle the case Peter J. Bakotich, et al v. City of Los Angeles, (Los Angeles Superior Court case # BC442344).
The State number for the Feuer Legal Defense Fund is 1356553. Its filings can be found through the Los Angeles City Ethics commission web site.
SHALLMAN
 
John Shallman is a prominent political campaign consultant. In addition to Feuer, he was the chief strategist for Wendy Greuel, Kevin de Leon, Janice Hahn, Tom Torlakson, and Bob Hertzberg.
Shallman was also a longtime colleague of convicted campaign fundraiser Kindee Durkee, who is currently serving an 8 year prison sentence in a Federal Penitentiary for embezzling from her numerous campaign clients. Diane Feinstein claimed Durkee took $5 million dollars from her and sued her for those funds.  Shallman claimed Durkee took $1 million dollars from him and yet he never sued her for those funds. Shallman is currently also a defendant in a lawsuit filed by victims of Durkee.

Mayor Sam Exclusive: The True Public Cost of the "Tonto Huevon" and "Sancha Francine" Affair/ Sexual Harassment Episode

As Los Angeles City Attorney Mike Feuer proclaims that the Private Settlement between City Clowncil Central Committee Member Jose "Tonto Huevon" Huizar and former Deputy Chief of Staff Francine "Sancha" Godoy, would cost the taxpayers no money, we present the contrary facts that should prompt further investigating.   
Both the "Tonto Huevon" and "Sancha Francine" are all smiles regarding their Private Settlement for reasons of self-preservation.

A F-ing TGIF Morning Briefs on the Los Angeles Political Machine

Its a little before eight in the morning on a Friday and what does the Chief of Staff (Ana Guerrero) for the Mayor of the nation's Second Largest City post on Facebook? ........

Hmmm, maybe that the Mayor Garcetti Administration wasted a whole week news cycle in reacting to a failure in F-ing choreographing an "Explicit Political Persona Makeover"? 
Its Friday and someone is in seriously need of a power puff.
While the Brain Trust of the Mayor Garcetti Administration can take credit for stimulating a lively debate on the usage of vulgarity in redefining a Square Peg Political Persona (with the likes of Daily News Columnist/KABC Talk Radio Host Doug McIntyre and Downtown News Editor Jon Regardie musing contrary positions on the Rhodes Scholar's choreographed F-bomb), the fact that the "Chief of Puff" needs to go "Chingado" in an attempt to regain message control over a misguided exercise in political persona makeover, is a sure sign that someone needs to puff away this wasted political week.

The Thugs who nearly killed SF Giants Fan Bryan Stow get off easy thanks to Mike Feuer's Co-Authoring of AB-109

For the family of beating victim, San Francisco Giants Fan Bryan Stow, the "Roulette Ball of Justice" landed on "Miscarriage of", as the Thugs who nearly kill him, get off with light terms, influence by now City Attorney Mike Feuer's co-authoring of AB-109.  
This supposed Attack Mailer from former City Attorney Carmen Trutanich, has today become a prophetic Campaign Flyer of Truth.
*Blogger's Note: For Angelinos, the senseless beating of a father, paramedic and San Francisco Giants Fan Bryan Stow, was a blunt reminder how the current state of sports rivalries, are becoming a reflection on our society. What was once an innocuous, verbal back and forth exercise in rhetoric, using clean language, has now became a serious introspection on degrading social mores, when partaking in the fan experience. Sadly, as social mores are dumbed down and incidents like the heinous beating of Stow, become too common place at sporting events, a check and balance to counter deviant social behavior, called Justice, has been degraded due to the actions of now City Attorney Mike Feuer. Thanks, in part to AB-109, the vile duo pictured above, face the following, after pleading guilty in accepting a Plea Bargain; Louis Sanchez, eight year in prison (** with credit for 1086 days served and may serve as little as two years in State Prison, thanks in part to AB-109), this considering the Prosecution specified that he cut and disabled Stow's tongue, put out an eye and slit his nose, ear and lip in addition to other injuries that left him brain damaged. No wonder this piece of crap was smirking as Superior Court Judge George Lomeli read the sentences. For Marvin Norwood, four years in prison (** with his credit for time already in custody appeared to account for at least the majority of that term. Deputy District Attorney Michele Hanisee said Norwood could be released immediately, without LA County Probation Supervision. thanks in full to AB-109).  Thankfully, we still have the Federal Case involving firearms procession which may add 10 years to what AB-109 has taken away in reducing prison time. Will now City Attorney Mike Feuer comment on today;s Miscarriage of Justice?
.......... This is a perfect example of the severe flaws with AB 109. Do to the overwhelming court cost, along with prison overcrowding, more than 75 % of current criminal offenders awaiting trial for serious or violent criminal offenses, are now being allowed to enter into plea agreements to lesser non violent criminal offenses. No longer are these convicted criminal offenders being held accountable for their violent criminal offenses. Thus, will the LA Times state the above again, come re-election time for City Attorney Mike Feuer in 2017? The growing AB-109 Body Count may influence that.

"Campaign Money and Prisoner Dumping Expert", City Attorney Mike Feuer, targets "Patient Dumping" on Skid Row

Noted "Dumping Expert" City Attorney Mike Feuer goes after illegal Patient Dumping on Skid Row. But what other "dumping issue" of his co-authoring is he ignoring in the same area?

In reviewing yesterday's print edition of the "Old Gray Collectivist Hag on Spring Street" (aka LA Times), any local political bloggin muser of record, could not help but to take notice of the story regarding new City Attorney's Mike Feuer's initiative to stop the practice of Patient Dumping on Skid Row.
While the fact that a sitting City Attorney would continue to stop the practice of Patient Dumping on Skid Row should come as no surprise (considering how finite Social Services resources are strained by the action), but this, coming from new City of Los Angeles top legal official, is a bloggin cause to note former City Attorney Carmen Trutanich's replacement past "dumping proclivities".
Lets remember that this blog was front and center in chronicling now City Attorney Mike Feuer's past controversial "dumping issues" and we dare note today, that this new Patient Dumping crusade may be an attempt to mask "a continuing, and medically dangerous dumping concern of his own co-authoring" in the same area.
During his successful campaign to replace former City Attorney Carmen Tratanich, candidate Mike Feuer was the recipient $30,000 plus of campaign money dumping from employees and associates of the Fairfax area Legal Non-Profit Bet Tzedek, which had one time employed Feuer as its Executive Director.
But the most egregious Feuer "dumping proclivity" (and not exploited to its maximum potential by the Trutanich Campaign), was his co-authoring of the AB-109 Prison Realignment Debacle which is supposedly responsible for an increase in the crime rate in the Skid Row and Downtown area.
Supposed "Low Level, Non Violent, Non-Revocable Parolees" (some with serious, contagious medical issues) are being relocated to Skid Row from the state prisons and county jails as the County of Los Angeles deals with former Assemblyman Feuer's Sacramento "co-creation".
Thus, why should we be surprise that a career politician with a new office title, would practice the art of "policy dumping" to cover up the "co-authored dumping policy debacle" from his previous political gig?

Steve "Mini Riordan I" Soboroff's Mouthful First Day as LAPD Commission Chairperson

From former Los Angeles Dodgers Owner Frank McCourt "Foot in Mouthpiece" to new LAPD Police Commission Chairperson, Steve "Mini-Riordan I" Soboroff has never been at a lost for words.

Playa Vista Developer/ Political Insider/ Former Mayoral Candidate Steve Soboroff will never be the politico poster child of understating a given cause or policy position.
Beginning his Recreation and Parks Commission days in the 1990's, mixed with a fail mayoral campaign, a successful effort to develop the massive Playa Vista Project and a disjointed stint as the "Foot in Mouthpiece" for reviled, former LA Dodgers Owner Frank McCourt, "Mini-Riordan I" Soboroff has never been accuse of an understatement (maybe with bombast for added affect).
Witness the very first moments yesterday after his selection by Police Commission peers as its new Chairperson. "Mini-Riordan I" emulated his fellow RINO Republican mentor ( by taking a hasty policy position) in pontificating on his desire that all LAPD field officers be equip with uniform-fitting video cameras.
On the surface, the idea has merit and should undergo further vetting, but just espousing a new policy position for the sake of garnering column inches in the "Old Gray Collectivist Hag on Spring Street" ( BTW, just think of the coverage "Min-Riordan I" would be receiving today in a Dick Riordan owned fishwrap, but I digress), does not gloss over "big picture" policy issues that are of more paramount concern.
For example, now LAPD Commission President "Mini-Riordan I" Soboroff needs to reform the politically-corrupt "Com-Stat Crime Reporting System" that has seen LAPD Senior Lead Officers become political shills for Police Chief Charlie Beck's cover-up on the true levels of violent crimes in LA.
But even of more paramount concern, is the impact of AB-109 Prison Realignment on an already, overextended LAPD. "Mini-Riordan I" Soboroff should ponder what good video-equipping LAPD patrol officers will do when close to 300 Blue Liners are being redeploy from street duties, to deal with the ramifications of now City Attorney Mike Feuer's Legislative Co-authored "Non Revocable Parolee/ Non-Violent Offender" debacle.
We wish "Mini-Riordan I" the best in his new public calling, but as in the case of his former Mayor/ Mentor, putting thought before espousing, is better than swallowing foot.
