Mayor Antonio Villaraigosa last month quietly released a proposal that would require nearly every new housing project in Los Angeles, including privately financed developments, to contain some affordable units. As the effort progresses, few outside city government are satisfied.
The so-called Mixed-Income Housing Policy is still a work in progress, but has already caused sharp division among the handful of business, development and housing advocates who have seen it. Some say it could further hamper an industry already suffering from the nationwide credit crunch, while others say the affordable housing moves do not go far enough.

Sources say that Mayor Antonio Villaraigosa made a big splash about the proposed project at a press conference during his trip to Asia a couple of years back, taking the locals by surprise with grand ideas and assurances of the city’s involvement. The mayor and other supporters of Measure R will meet this week to hammer out the plans for the campaign on behalf of the Nov. 4 ballot measure that would increase the sales tax by a half-percent to pay for transit programs.
It is expected to be a multimillion-dollar campaign, but fundraising is hampered by the fact that Villaraigosa and any other member of the MTA board cannot be directly involved in raising money.
Under state law, any contribution of more than $25 prohibits officials from voting on contracts involving donors.
One thing that has been decided is the mayor's political team, which will be headed by Ace Smith

LA City Replaces Low-Wage Worker WITH GOATS!!! (This is not a story from The Onion.)
I know a lot of local citizens cannot get work because they have been replaced by low-income workers from outside the U.S.
Well now, it appears as though THOSE workers have been replaced by GOATS!
LOS ANGELES (KABC) -- The city of Los Angeles is taking a similar approach to clearing weeds just like communities do in fire-prone areas.
A hundred goats will be released in a lot on 4th and Hill in downtown L.A. to eat overgrown brush. The goats will stay for two weeks and eat the weeds plants in the area.
Officials said the animals cost a fraction of what they've been paying vendors to clear the weeds.
ZD says: Alright, I know the City has to belt-tighten, but I wonder if Los Angeles (once the international jewel) will ever live this down. And although it may be a good cost-cutting move...how do you think this plays into the perception that Los Angeles is on it's way to becoming a third-world city, with a move like this? I guess it is cheaper to just send someone in to clean up after the goats than to cut the weeds.
We can have a monkey do a better job than our current mayor, but I don't think it would be a good PR move to replace Villar with a monkey (even though the monkey is more intelligent and can communicate better.)
Maybe we can fill the City Council seats with Dogs and Ponies to save money on special interest contributions and council salaries, since it's only a dog and pony show, anyway.

LA Slimes has a story of the gang banger cholo Mayor taking credit for the crime dip during the summer. Problem is there was still a lot of violence but Villaragross is saying it was his Summer Nights program responsible. Everyone who knows those 8 parks will say that it wasn't the gang kids even going to the parks it was the decent good kids to stay out of the shooting galleries on their blocks. Don't be fooled. Miguel Angel Guzman, a 16-year-old Latino youth, was killed in a gang shooting at 5th and Bonnie Brae streets in the Westlake area of Los Angeles about 4:15 p.m. Wednesday, Sept. 3. Above, a childhood picture of Guzman was placed at his memorial shrine.
Los Angeles Police Department officials said in a statement that Guzman was walking on the sidewalk when three occupants inside a tan Saturn pulled up next to him. The front passenger of the car asked Guzman what gang he belonged to, the statement said. After Guzman responded with his gang name, the passenger exited the car and shot Guzman in the chest, the statement said.
Guzman was taken to L.A. County USC-Medical Center, where he was pronounced dead.
Officers from LAPD's Rampart Division searched the area within minutes after the shooting and located the tan Saturn in the 400 block of Witmer Street, a block away from LAPD's new Rampart Station. Police arrested Norma Cortez, 43, and a Latino juvenile on suspicion of murder. A third person, a Latino man, escaped and remained at large, the statement said.
On Thursday, just a day after the shooting, a coroner official was unable to confirm the homicide at the intersection. The coroner official said to check back, because the body may still be at the hospital.
"We handle about 40 to 50 cases a day," said Lt. Cheryl MacWillie of the Los Angeles coroner's office. Not all of the cases are homicides, but MacWillie explains bluntly. "If there's a body on the street and a body at the hospital, which one do you think will get picked up first?"
On Saturday, flowers, a trucker hat and vigil candles were placed outside of an apartment building where Guzman was shot. Some people would pause to look, while others kept walking.
