Special order review
Controversial LAPD policy ripe for scrutiny.

Some mistakenly believe the policy blocks police from reporting illegal gangsters to federal immigration authorities. That's just not true. Special Order 40 only prohibits LAPD officers from arresting people for no crime other than immigration violations, which are a federal responsibility. It's similar to the state seat-belt law, in which officers can cite motorists for not buckling up if they stop them for something else, but police can't randomly pull people over just to check their belted status.
