WALTER MOORE, ARE YOU THERE? Your Challenger Is Going to Borrow From The General Fund Everytime The City Overspends

Man, does this guy have cajones! Looks like part-time Hillary Clinton Campaign Co-Chair, part-time Los Angeles (and LAUSD school reform "debate opener", but not reformer) Mayor Antonio Villaraigosa is going to dip into the "reserve fund" to cover the shopping sprees, when they run over budget, but at least "work" with departments to ween themselves off this addiction. (Isn't the reserve fund, an emergency reserve? I mean it's called a "reserve" fund. Not an "advance" fund?)

Then, he gonna weasle out of deals by cancelling any expenditures and encumbrances that exceed what was originally appropriated or available receipts.

So for example, if expenditures were increased because costs increased, well now the mayor can pull the plug on the deal. [So watch for the rug to be pulled out from under you, and of course for the services to be cancelled.]

Plus, any other year-end cancellations needed to balance the budget. [ZD calls it, "Slash and Dash". [Insert OJ joke here.] I'm not really smart enough to read behind these lines...comments please?

WALTER MOORE SAID...Zuma, Sounds like the "budget" isn't a budget at all. If you spend more than allotted, no problem, just dip into the emergency reserve.
City Hall is such a joke. Unfortunately, it's a practical joke, on Joe Taxpayer.

BUDGET AND FINANCE COMMITTEE REPORT relative to authorization for year-end borrowing.
Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

1. AUTHORIZE the Controller to borrow from the Reserve Fund to balance departmental
expenditures when expenditures exceed budget authority.

2. AUTHORIZE the Controller and City Administrative Officer (CAO) to work with departments to cancel encumbrances where expenditures and encumbrances exceed either appropriation authority or available receipts.

3. AUTHORIZE the Controller to report to the Mayor and Council on any year-end borrowing or encumbrance cancellations needed to balance the budget in the Preliminary Financial Report.

Fiscal Impact Statement: None submitted by the Controller. Neither the CAO nor the Chief Legislative Analyst has completed a financial analysis of this report. [EXCUSE ME!!! YOU ARE "BORROWING" FROM THE CHERISHED RESERVE FUND , ARE CANCELLING ENCUMBERANCES WITH NO FISCAL IMPACTS SUBMITTED OR ANALYIZED!?!? If this were an LAUSDeming high school accounting project, I'm afraid you would have to finish the Fiscal Impact Statements in "summer school", my man.

I think you are a ZD ally, so thanks, but with all the threads about that angle...and I'm the one thread that stays off that topic, just for that reason, if you want the world to see it, post it on one of those. common bro, don't make me have to scroll through all that scary stuff, to read comments about budget issues.

Meanwhile, I sent your thread to my batcomputer. That's it's kind of thing.
