...Even as Los Angeles leaders cut services to balance the budget, tens of millions of dollars in bills owed to the city were going uncollected, Controller Laura Chick said Monday.
Her audit of L.A.'s billing and collection systems found that some $98 million was written off as uncollectible over the last three years, primarily because the city failed to send bills or follow up on delinquent payments.
"We are potentially losing out on millions of dollars that could hire more police officers and firefighters, fill potholes, trim trees and buy library books, Chick said.
"How can the city of Los Angeles, that has so many unmet needs and demands for services, not care about collecting all the money legitimately owed it?"
Mirthala was on an episode of Punk'd on MTV playing a reporter during one of their punkings. They set up Pitbull to think he was going to a Boys/Girls Club turkey giveaway when the guy from the turkey company told the kids the turkeys they had were stale and had to give them new ones. But the replacements were chickens and not turkeys. One little kid (all the kids were in on the gag) started screaming and crying when they tried to take his turkey.

That's not very nice. Zine was in standard safety riding gear. You need to wear leather to protect yourself in case you crash. He rode from his home in West Hills. Yes, Garcetti rode on the back. Judge says DWP overcharged county, school district by $200 million

The Los Angeles Department of Water and Power overcharged the county, the school district and other government entities for electricity for more than a decade, costing those customers more than $200 million, a judge has ruled.
After a six-week trial, Superior Court Judge John P. Wade, in a tentative decision issued late Monday, held that the DWP must pay $223,832,609 in damages for its illegal conduct.
The judge also ruled that the transfer of funds from the DWP to the city treasury was a "prohibited tax," a decision that could have stark implications for the city budget.
A DWP spokesman did not immediately return calls seeking comment.
The budget shows that DWP power revenue transferred to the city's general funds was estimated to be about $174.7 million in fiscal year 2006-07. In the 2007-08 budget passed last month, $184.6 million from power revenue was projected to be transferred to the city. That's about 2.7% of city revenue -- the city's sixth-highest source of revenue. The city's No. 1 source of revenue is property taxes, which are budgeted to amount to $1.397 billion in fiscal year 2007-08.
The coming year's budget is prohibited from including money from DWP water revenue. Last year, $31.6 million was transferred from water revenue to the city. But a court ruling stopped that.
