Villaraigosa & Los Angeles City Council to (Try to) Prohibit Federal Interference That Could Overturn Special Order 40

Something must be brewing in Washington, now that the immigration talks fell through. So now, perhaps Hillary Clinton Campaign Co-Chair, Los Angeles Mayor Antonio Villariagosa has heard those meanies on the wrong side of the issue, may try and enact legislation that could overturn "Special Order 40".

FROM TUESDAY JUNE 12, 2007 AGENDA: [ZD Legislative Review] Of course you would expect Garcetti and Reyes to motion for this. And with Former LAPD (and current supporter) CM ZINE signing on, it adds further support to Bratton's (arm-twisted) defense of Special Order 40. So like everything else, City Council will try and get away with a local ordinace, over Federal law, and see if it sticks. (It hasn't yet, but you never know.) See for yourself: [Hope I got it right. RESOLUTION (GARCETTI - REYES - ZINE) relative to legislation that would prohibit local regulations, such as the Los Angeles Police Department’s (LAPD) Special Order 40, (which are law enforcement tools that encourage the involvement of the undocumented immigrant community in police activities).

Recommendation for Council action, SUBJECT TO THE CONCURRENCE OF THE MAYOR:
RESOLVE to include in the City’s 2007-08 Federal Legislative Program OPPOSITION to any legislative provision or amendment which would prohibit or pre-empt local “separation” ordinances and similar local regulations such as the LAPD’s Special Order 40 (which are effective law enforcement tools which prevent victimization of undocumented immigrants as well as foster participation and involvement of the undocumented immigrant community in police activities and increase the LAPD’s ability to protect and to serve the entire community.)

Hey CM Alarcon: You were in such a hurry to jump back into that cushy council seat again. How about doing something besides putting off LAUSD:

[Bro, schools don't get fixed by continuing to cancel these meetings, and by dropping the LAUSD items off the agenda when you have them. Now if you don't feel like doing it, give the ball to Zuma Dogg or Janice Hahn and we'll move something forward. Right, Janice!!! Common, it's bad enough the mayor blew the past two years. Don't tell me, now CM Alarcon is gonna drop the school reform toy in the (quick)sand box.

Proposed Project:
City-initiated general plan amendment and zone change to the Northeast
Los Angeles community plan area for various subareas located
immediately adjacent to the Metro Gold Line Heritage Square/Arroyo
Station in order to promote mixed-use development in close proximity
to a transit station. No project is proposed; however, the proposed
zone changes within the subareas would permit a combined maximum
allowable density of 775 residential units and a maximum allowable
total of 885,000 square feet of commercial and/or manufacturing space.

ZONING VARIANCES (The new shady routine): Well perhaps the pueblos
have made enough noise over all these zoning variance these in cahoots shady developers are getting blown through Planning and Council. Looks like one of their developer buddies is all in a tizzie because the city actually told him he, did indeed, have to stick to the "affordable housing" requirements, AS REQUIRED! [Hear the drummer get wi-cked!!!] And now, on the agenda, some shady ordinance where now, Council will approve the zoning changes for these mixed-use monstrosities, FIRST -- before the developer has to "pay up", only to be challenge by local residents on appeal later. (Perhaps Council knows the days of the "approve the variance...hear the appeal...deny the appeal" are going to be at least fewer, if not far enough between.

On the agenda, some land up for zoning variance approval for a mixed use project. They claim there isn't any project planned for the area, but are just paving the way for any future plans. (Doesn't sound TOO shady!?!?) So watch for some huge mixed-use density project to pop up somewhere it shouldn't (with one of council's "in-cahoots" developers) as soon as they approve the variances FIRST! (See, who says City Council isn't business friendly?)

Looks like this downtown 5-star, entertainment-based, convention and broadcast center -- complete with House of Blues-style theater, Hollywood Movie Premier & Screening Theaters, state-of-the-art Broadcast Facility, Ritz-Carlton Condos, JW Marriott, Hilton, Mandarin Hotel, HUGE OPEN PARK SPACES, Restaurants, Shops...everything needed to steal the show and suck the life out of Hollywood Screenings, Award Shows, shopping, local area entertainment...and all the people boycotting LAX hotels can head downtown to one of these new hotels. An immigration reform bill won't work unless national and local laws are implemented that discourage illegal immigrants from remaining. Those should include:

(1) Take away federal funds from cities that have Special Order 40 type of police policies.

(2) Take away federal funds from cities that have sanctuary city policies.

(3) New banking rules that would prohibit banks from accepting matricula cards as a form of identity.

(4) New banking rules that would prohibit banks from offering checking accounts and loans to illegals.

I gotta admit, the feds just DID deny all that infrastructure money cause antonio didn't want to do toll roads, not cause it is "right or wrong", but because of political impacts. So if the FEDS decide they want to overturn Special Order 40, you are right, they'll tie some money allowcations into it, and they deny the money like they just did for the infrastructure.

ALSO, Federal makes SCAG throw numbers down that the city has to hit, or else they lose Federal Housing and Transportation Money.

We already know LAUSD lost STATE money over AB 1381 conflict. (Due to Antonio's court challenge, LAUSD couldn't apply.)

So yeah, look for that...

The regular people do not know the difference from a Q1 from an R3 when just looking at empty space. The detail for the each type of property and its requirements are not easy to find if you do not work or are a consultant from Planning like Bradley or Mr Tharp; or are a Land Use specialist (like Mark, Mr Huizar, or a real estate broker who has access to such info easily.

Changing zones in advance will set up the development without giving the public or the NC the opportunity to complain.

No matter how hard we try to keep them legal; they figure out a new way for them to outsmart the public.

Check into the low income housing project being built on an EPA Hazard Waste Site known as "Nu-Way Plating". There is no record of any environmental impact study ever have being done.

And, if you go to the site, you can see that there is no protection from possible wind blown contaminants. The fence that you see there now was placed after much political pressure to the Department of Building and Safety because demolition was being conducted in a completely open environment. (It was very dangerous for children to be playing in.)

Give me a break, this order only protects the illegals who are committing the crime in our neighborhoods. LA County jail is filled with illegal criminals. The midget mayor said he wouldn't do anything about it but he and his butt boy Bratton better do something ASAP! The nativists are restless and we don't intend to put up with the illegals any longer.

The city will be insolvent in one year, the illegals will be broke, and the city won't be able to afford to support them anymore! BooHoo!!!

Construction will be dead in one year and foreclosures are at an all time high!!!
