Creation of a "Connected Non-Profit" and the "Pimping" of Public Facilities" Part 4

" Villaraigosa decrees, Recreation and Parks reacts"
The safe course for any government bureaucrat who craves "upward mobility" in the public sector, is to please the local politicos.
Recreation and Parks Mark Mariscal is no exception, but did the above e-mail expose Mariscal as someone who negotiates facility usage based upon a personal agenda ??
Mariscal in the e-mail reminds Recreation and Parks staffers that the proposed Legacy LA/Hazard Park Agreement had the personal backing of the Mayor and he was opening the facility, while defending his professional conduct.
Not long after this e-mail, Recreation and Parks reorganize their upper management assignments with Mariscal being send to work out of the Pacific Region Office in San Pedro, and being replace by Debby Roland.
With Villaraigosa and Huizar's blessing, we see in the lower e-mail, Jenny Krusoe outlining her terms for a usage agreement with Recreation and Parks.
One can notice that Krusoe wants a barrier between herself and questions from the local Park Advisory Board, which are mandated entities at all city parks.
But while Krusoe wants no direct line of communication with the Hazard Park PAB, she is not above complaining about the local PAB, and demanding action from her political associates as noted here in the past.
And what was the final result of the Legacy LA/Recreation and Parks deliberations on the usage of the Hazard Park Armory ?? An Joint Partnership to Develop Recreational Programs and Renovate the Hazard Park Armory.
In retrospect, friends and contacts in high places do indeed pay off for the chosen few and the wishes of the communities ???

You write Part 1, Part 2, Part 3 and Part 4.

It would be helpful to let us know how many parts there are going to be. I'm getting tired of reviewing this subject over and over and over and over. (That's 4 overs). When is this going to BE over? At least give us a number!

This is a more sophisticated version of corruption. And it is particularly telling that Ms. Krusoe is so antagonistic toward community input that she specifically expects to be able to refer all questions of the Park Advisory Board to the Park and Recreation staff.

Heaven forbid if Queen Krusoe would have to soil herself by answering embarrassing questions about this hijacking of a City Park for the buddies of the Mayor and Huizar.

Isn't there suppose to be some sort of vote to take this course of action, then a fair bidding process, then an impartial panel to select the winning bid and then a vote to select which bidder gets the contract? I could have sworn that is somewhere in the City's code book.

Bids? We just write our own bids against ourself and yo get to chose one of them (not much choice). Thats how we did it in HACLA (CRA cover up for Huizar)and thats how we do it in CD14> Just ask Gustavo Valdivia (Huizar's bag man)
