LA 32 Neighborhood Council's "Comandante Hugo" slapped down by DONE

East by northeast area Neighborhood Councils have over recent times seen their share of despots who mask themselves as wannabee community leaders.

Whether they are the likes of Bradley or Mayor Sam Award Winners David Galaviz and Eliot Sekular, one trait they share is a narcissus sense of importance in using the Neighborhood Council structure to advance the respective agendas of their political backers.

In the "Pueblo de El Sereno", the LA 32 Neighborhood Council has been turn into a "Collectivist Junta" under the leadership of "Comandante Hugo" Garcia.

No set of by-laws or protests by the larger community keeps "Comandante Hugo" from making a mockery of the Neighborhood Council system, in his pursuit of turning El Sereno into a "Zapatista Collectivist Community", where future collectivist leaders are educated and indoctrinated at Academia Semillas del Pueblo.
This last week, "Comandante Hugo" called a special meeting to address the pressing issue of Prop. 8. The "Comandante" wish his fellow board members to pass a resolution that advocated a "No" vote on the proposition that would outlaw gay marriage.
One problem is that the "Comandante Hugo" should of read his DONE handbook as this e-mail notes.

Below, please find information regarding item 7a of LA 32 NC Special meeting Agenda tonight October 6, 2008. I will be unable to attend the meeting tonight as I have another NC Meeting to attend and hope that this information helps.

Please visit the link below on an opinion released by the City Attorney's Office as it relates to NC taking positions on state or federal legislation? For more information, please refer to Page 9 of the Neighborhood Council Training Manual: Legal Issues for NCs:
The exact language is:"May Neighborhood Councils take positions on state or federal legislation? No.
While individuals may lobby or advocate their desired position to state and federal officials, Neighborhood Councils, as City entities, lack authority and are precluded from taking official positions on state and federal legislation.
The Mayor and City Council have exclusive power over the City's intergovernmental relations, which includes advocating the City's position on laws that are pending with state or federal governmental agencies."Should you have any additional questions, please contact the City Attorney's Office.

This coming right after "Comandante Hugo's" attempt to use a illegal meeting to support the "COUNCILMAN LAST SEEN AS JOSE HUIZAR's" ICO on hillside development, puts the spotlight on a neighborhood council in need of reform and investigating.

Mr. Red Spot, perhaps those NC's who violate City regulations should be punished by revocation of their charters?

Unfortunately, revocation will never be an option. There's too much corruption inside Council and Mayoral offices for anything such as that to occur.

All LA32 needs to do is pass a resolution "Urging the City Council to take a position opposing Prop 8" - or, they could do what the City Council does and tell the City Attorney to bugger-off.

NC's should be able to weigh in on ANY issue to ANY agency and just because the City Attorney says his "opinion" does NOT mean it is the law.

Big difference.

They don't want White's to move into nice home built on elephant hill, much less any gay's since they are homophopic.
That's why they are pushing to save elephant hill. Thats why they push the ICO and No on Prop. A . After all they would have educated indvidual's that really have a degree, ( not from Semilla Unversity) who could really run a Neighborhood Council, and could really improve the community.

If you leave up to Hugo and his Junta, they will rename Huntington Drive Benito Juarez, and the El Sereno Libary Emiliana Zapata, and plant Nopales.
And of course the Compadre Hueizar CD 14 will approve with the blessing of mayor Villar.

For all those tools who want to turn to the NC handbook, who cares if they follow that handbook? NC's have no real power in the first place.
