Proposition S: The Twenty Five Cent Email Tax

A little known and discussed provision of Proposition S on the Los Angeles City ballot on Tuesday, February 5th would allow for the taxing of internet service by the City of Los Angeles. Talk is that could wind up costing you twenty five cents per email sent and received if that portion of the plan is activated.

Day one from passage of Proposition S taxes will be assessed every time you send a text message or use minutes in your plan.

What you don't know about Prop S is that it creates a corporate loophole that essentially leads you to subsidize the phone and internet service of large media conglomerates and the portion of taxes paid by telemarketers. That is, they pay less than you.

The tax is listed on the ballot as a reduction. This is not true, the tax is going from 0% to 9%. It also has been promoted as a measure to raise funds for police and fire protection. This is also not true; nothing in the measure guarantees such funding.

Once again the politicians have clowned you.

Your post is a total lie, here is verbatim from the bill:

"Proposition S does NOT allow a tax on Internet access, email and downloads."

Anybody seen Villar????

He's probably out there getting all the ballots ready to stuff in the boxes tomorrow!

We need to put a GPS on him for the next 72 hours...either that or lock him up in the psycho unit at UCLA for 72 hours!

What a team...Bratton's doing all the talking, while Villar's doing all the ballot box stuffing!

Yeah, we heard all the council staffers who are supporting Billary have their people out on our city dime campaigning for Hillary. Huizar's staff and the rest in latinos communities have been threatened they better be putting the word out for her. Don't expect any work to get done although we all know work coming out of a council member's office is a joke. It doesn't happen.

There is NOT a provision that would trigger a 25 cent tax on each - or any - email.

Prop S is bad enough and doesn't need you to make stuff up about it.

There is NOT a specific proposal for a per e-mail tax in Proposition S.

Proposition S DOES make it possible for the City of Los Angeles to take ALL communications services provided in the City using a flat rate percentage -- whether that service is a landline, DSL service, VOIP or a cellphone.

So if you pay $20 per month for DSL service, expect another $1.80 charge for Proposition S on your bill.

Many people pay $150-$300 a month for cell phone, landlines, cable and internet combined.

So figure at least $15 - $20 a month or more you're going to pay.

I agree, MS. It also provides for taxing text messages, faxes, cell phones, blackberries, simple LAN lines, and the Internet. As cable TV also needs a phone line for the receiver, expect that your cable provider will start charging you the 9% tax.

I'll bet the telephone Lifeline program will also be taxed.

It can actually be argued that Prop S is discriminatory, for it taxes the very people who can least afford to pay this tax. I think of the homeowner living within the city limits who is trying to make ends meet and pay his mortgage... and then he has to contend with another tax.

And the pro-illegal Villar better watch his step, it taxes the hell out of the illegals he loves to champion.

A final word - Attention Dave Bullock: You are quoting from an argument supporting Prop S, not the actual text. Keep your facts straight!

P.S.: I'm a City employee, and this tax sucks. I wish I lived in L.A., I would vote no.

You can read the actual text of Prop S regarding DSL, text-messaging, etc. AND the federal statute at my website. You will then see that the ban on taxing "internet access" defines that term in a very particular way. The ban does NOT refer to the services listed in Prop S. Result? You may not get taxed on "internet access," but you WILL get taxed on DSL, text-messaging, instant-messaging, wireless, etc.

Also, ask yourself this question: if federal law prohibits them from enforcing certain provisions of Prop S, THEN WHY DID THEY PUT THOSE PROVISIONS IN PROP S IN THE FIRST PLACE?

Furthermore, if you think a federal statute will somehow prevent City Hall from taxing you, then why didn't the California Constitution (Prop 218) protect you?

Don't get conned by these people. They lied to you about it being a tax cut. What makes you think they're telling the truth about ANYTHING?

so Walter, if you think that the passage of Prop S will be such a deceptive impost on the residents of LA, then you should actually wish now for it to pass, secretly.

That way, when the tax starts showing up in people's letterboxes, that ought to be around the time you're running for Mayor.
perfect.

and the hidden hidden benefit...you could be the Mayor, and you'll be able to spend the money.

double perfect. and I'm ok with that. I'd like you to have some kind of say in that allocation of funds. we could do way worse than you.

Voters in Pasadena are probably thinking about the contentious presidential race when they go to the polls tomorrow. It would be very easy to overlook a new tax hike scheme buried down the ballot. But just because big things are going on across the country, we can’t forget the threats to our freedoms in our own backyards.

The proposal called Measure D is nothing more than a new tax that is bad for taxpayers and consumers in Pasadena. Tomorrow, vote No on Measure D.

If Measure D passes, it would mean a new tax on the communications products you have come to depend on like text messaging and the internet. And you can be certain, if Pasadena wins the chance to tax their residents more, other California municipalities will be sure to follow.

Piling on more taxes isn’t “modernization.” It’s a serious step backwards for Pasadena. Unions and politicians will be out in full force tomorrow supporting the new tax; it is essential that freedom advocates come out stronger to defeat this tax.

To join the on-the-ground campaign against Measure D, visit our website to sign up and don’t forget to VOTE NO TOMORROW.

You must be a groupie of the Mayor or any of those clowncils in City Hall to talk like that. The only reason why they have won is because they resort to unethical maneuvers. I know the Mayor and Huizard, they are a pair of cowards and liars. The problem with most people is that they cannot distinguish truth from lies so they fall for their lies. Another problem is people hunger for attention so they become groupies of these insects.

If they are so intelligent as you claim the City would not be in the mess it is in. INTELLIGENT AND ETHICAL LEADERS, know how to do their job well, but these morons have failed at their jobs. Now they want to tax us more to cover up their failures. They do not only lack intelligence and ethics, they lack respect for other human beings
