I am writing you guys this e-mail to announce my decision to leave Los Angeles and pursue law school in Arizona (my original home). While this blog at times has been the most annoying thing I've ever been a part of, there have been instances of true undeniable fun. Every time I'd make one of your crazies go insane for instance -- or I'd blast some ignorant dum-dum out of the water, all fun times.

I want to also tell Mack Reed and Kevin Roderick that meeting them in person was funny since neither knew who I was when they shook my hand.

Mayor Sam - Chief Parker perhaps we crossed paths at some point I'll never know -- your identity has been a bigger mystery to Angelenos than mine ever was.

Lastly, I'd like to apologize to the following people -- people that this blog crucified for being me, but never were.

So to Ace Smith, Parke Skelton, Ulysses Sanchez, Michael Trujillo, Jaime Sanchez, Jimmy Blackman and Nathan James I apologize. Your names were always popping up as being me, but i never had the guts to actually "out" myself and clear the air for all you guys. For the record, and this will be the last time i ever write this again -- neither of the individuals named above have ever been MEAT.

Again I thank you guys for providing this wonderful site -- this is the last communication I'll ever write to you or your site.

And don't forget to "blog away dum-dums!"

On January 27, in an appearance on NBC's The Today Show she famously said, "The great story here for anybody willing to find it, write about it and explain it is this vast right-wing conspiracy that has been conspiring against my husband since the day he announced for president."

For the next several months and through the summer, pundits and the media endlessly debated whether an affair had occurred and Clinton had lied or obstructed justice, but nothing could be definitively established beyond the taped recordings because Lewinsky was unwilling to discuss the affair or testify about it. On July 28, 1998, a substantial delay after the public break of the scandal, Lewinsky received transactional immunity in exchange for grand jury testimony concerning her relationship with Clinton. She also turned over a semen-stained blue dress (which Tripp had encouraged her to save without dry cleaning) to the Starr investigators, thereby providing a smoking gun based on DNA evidence that could prove the relationship despite Clinton's official denials.

Clinton admitted in taped grand jury testimony on August 17, 1998, that he had had an "improper physical relationship" with Lewinsky. That evening he gave a nationally televised statement admitting his relationship with Lewinsky which was "not appropriate".[1]

Advice Provided to Ms. Tina Yoojung Choi

This letter is a response to your October 11, 2000, request for formal advice,1regarding the City’s post-City service lobbying restrictions. Our advice is based on the facts provided in your letter.

QUESTION How do the City’s post-City service lobbying restrictions apply to me when I am representing my new employer before City agencies?
RELEVANT FACTS
We have determined that the following facts are relevant to your inquiry:1. You are employed as a Business Development Representative with the Office of the Mayor, Los Angeles Business Team. Your duties relate to attracting, retaining and expanding business in the Hollywood, Koreatown, Harbor Gateway, and SanPedro areas.2. You have been a member of the Mayor’s staff and a “designated” City official (rather than a “high level” official) within the meaning of the Governmental Ethics Ordinance (LAMC § 49.5.1 et seq.) since 1993.3. Currently, you are seeking employment with Playa Vista Development as Vice President for Community Affairs. As such, your duties would include media and public relations, community outreach, and assistance with “development issues relative to permits involving City Departments.”1Los Angeles Admin. Code §24.1.1(f)(2)(K) provides that formal written advice provides the requestor with immunity set forth in Los Angeles City Charter §705. This formal advice does not address or apply to any past actions by the requestor(s).

During your tenure with the City, you have never worked on any matter related to Playa Vista Development.ANALYSIS AND CONCLUSIONTo prevent former City officials from exercising, or appearing to exercise, improper influence over City decision-making, City law establishes certain restrictions that limit their attempts to influence City decisions after they leave City service if they are compensated for these activities. These restrictions would apply to you because you are a designated City official subject to the Governmental Ethics Ordinance.The Governmental Ethics Ordinance contains a one year post-City service restriction that applies to individuals who were "City officials" within the meaning of the Ordinance during their City tenure. A "City official" is someone who is required to file financial disclosure forms (State Form 700), known as "Statements of Economic Interests." (LAMC § 49.5.2). Since you would be paid to represent the interests of Playa Vista Development before various City of Los Angeles agencies, this restriction will apply to you after you leave City service. As a City official, for one year following the date you leave your position, you will be prohibited from directly communicating with the Office of the Mayor on behalf of your new employer for the purpose of attempting to influence action on any matter involving your new employer that is pending before that agency. However, while you may not personally communicate with the Mayor’s office regarding these matters, you may assist and advise others to make such communications. (LAMC § 49.5.11 D). Please keep in mind that the restriction applies in both business and social settings. If you attend a social function as a representative of your new employer, any attempt to influence the Mayor’s staff in those settings are subject to the City's post-service lobbying restrictions, just as are communications in any other setting.In addition, all City officials, appointees and employees who leave City service are prohibited from attempting to influence, for compensation, any action on matters in which they "personally and substantially" participated during their City service so long as those matters are still pending with any City agency. (L.A.M.C. §. 49.5.11 A). According to the facts you provided, you have never had any involvement with a matter involving Playa Vista Development during your employment with the City of Los Angeles. Therefore, the law does not prohibit you from contacting any City department, other than the Office of the Mayor during the one year “cooling off” period discussed above, on matters related to Playa Vista Development. Finally, City law prohibits City officials from making, participating in making or using their official position to influence a decision involving the interests of a person with whom they have an agreement concerning future employment. (LAMC § 49.5.12 D).

"City Official" means any elective City officer, member, officer, employee, commissioner or consultant of any agency required to adopt a conflict of interest code subject to City Council approval, and who is required to file statements of economic interests pursuant to the conflict of interest code of his or her agency. (Amended by Ord. No. 167,949, Eff. 7/5/92.)SEC. 49.5.11. Lobbying Activities of Former Officials and Employees. (Title and Section Amended by Ord. No. 172891, Eff. 12/10/99)A. No former City official or employee of any agency (as defined in Section 49.5.2) who personally and substantially participated in a decision, proceeding, claim, contract, legislation or other specific matter during his or her City service, shall, for compensation, attempt to influence any action on that specific matter on behalf of any person other than an agency. This prohibition applies only if the specific matter is still pending before an agency or if an agency is a party to or has a direct or substantial interest in the specific matter. For purposes of this provision, "personal and substantial" participation includes, but is not limited to, making or voting on a decision or making a recommendation, rendering advice, investigation or conducting research. B. No former City official or agency employee shall, for compensation, knowingly counsel, or assist any other person other than an agency (as defined in Section 49.5.2) in connection with an appearance or communication in which the former official or employee is prohibited from engaging pursuant to Subsection A. C. The prohibitions contained in Subsections A and B shall not apply:1. To prevent a former City official or agency employee from making or providing a statement, based on the former official's or employee's own special knowledge in the particular area that is the subject of the statement, provided that no compensation is thereby received other than that regularly provided for by law or regulation for witnesses. 2. To communications made solely for the purpose of furnishing information by a former City official or agency employee if the court or agency to which the communication is directed makes written findings that: (a) The former official or employee has outstanding and otherwise unavailable qualifications; (b) The former official or employee is acting with respect to a particular matter which requires such qualifications; and

With respect to appearances or communications in a proceeding in which a court or agency has issued a final order, decree, decision or judgment but has retained jurisdiction, if the agency of former employment gives its consent by determining that: (a) At least five years has elapsed since the termination of the former official's or employee's employment or term of office; and (b) the public interest would not be harmed. D. For one year after leaving City service, no former elected City officer, member of the City Ethics Commission or other former high level official shall, for compensation, engage in direct communication with any agency for the purpose of attempting to influence any action or decision on any matter pending before an agency on behalf of any person other than an agency. E. For one year after leaving City service, no former City official shall for a compensation, engage in direct communication with any agency in which he or she served during the twelve month period preceding his or her departure from City service, for the purpose of attempting to influence any action or decision on any matter pending before that agency on behalf of any person other thanan agency. For purposes of this subsection, the agency of a City Council office employee means his or her former Council office and the Councilmember of that district. F. For purposes of this section, a decision does not include any ministerial action. A ministerial action is one that does not require a City official or employee to exercise discretion concerning any outcome or course of action. G. Upon the petition of any interested person or party, a court or the presiding or other officer, including but not limited to any hearing officer, in any judicial, quasijudicial or other proceeding, may, after notice and an opportunity for a hearing, exclude any person found to be in violation of this section from further participation, or from assisting or counseling any other participant, in the proceeding then pending before such court or presiding or other officer. H. No provision contained in this section shall prevent any former City official from representing himself or herself, or any member of his or her immediate family, in their individual capacities, in connection with any matter pending before an agency. I. This section shall not apply to the activities of any former City official or employee who is an elected or appointed officer or employee of any city, county, district, multi-jurisdictional, state or federal government agency, when that former City official or employee is solely representing that agency in his or her official capacity as an officer or employee of the agency.

No member of the City Council or member of any board, commission, committee or other such voting body of any agency who is required to file statements of economic interests pursuant to the California Political Reform Act, shall directly or indirectly, knowingly or willfully negotiate the possibility of future employment with any person (other than a government agency) who has a matter within the regulatory, proprietary, or contractual jurisdiction of his or her agency currently pending before that officer or employee or before any body of which he or she is a voting member. B. No other City official shall, directly or indirectly, knowingly or willfully negotiate the possibility of future employment with any person (other than a government agency) who has a matter within the regulatory, proprietary, or contractual jurisdiction of his or her agency currently pending before that officer or employee. C. No person who has a matter pending before a City official, or before any body of which the official is a voting member shall, directly or indirectly, knowingly or willfully negotiate the possibility of future employment of that City official. D. No City official shall make, participate in making or use his or her official position to influence a decision involving the interests of a person with whom he or she has an agreement concerning future employment.

Most college students consider themselves lucky to handle part-time jobs while struggling through term papers and final exams, but Tina Choi had more on her mind than that.

Choi, who immigrated to the United States from South Korea with her parents when she was six years old, had always been conscious of the sometimes difficult relations in Los Angeles. The 1992 riots set off incredible tension throughout the city which captivated the country, and Choi flew back from UC Berkeley in order to help put together a race relations panel for the Oprah Winfrey Show in order to strengthen communications between the African American and Korean American communities.

Once she was finished with school, Choi retuned home to Los Angeles for good, continuing to work for civic improvements in the mayor's office. As an advocate for the city, Choi worked to attract the attention of commercial and trade delegation groups visiting from across the world. She finished her time in the mayor's office as an economic development deputy, working on the Harbor Gateway project and helping to convert some former military property into commercial and industrial businesses.

After her time in the public sector, she worked for Playa Vista and recently she started her own business. Her clients are developers that have designs for Los Angeles but need help navigating through the city's approval process.

"I've been doing community mediating for a long time, so development strategy just seemed like a natural segue for me," Choi said. "I've done public service and I served in an executive capacity for Playa Vista…but I never had the opportunity to try running my own business."

Many of Choi's clients are working on build-to-suit condominium projects - she's also worked with architect and designer Philippe Starck, hotel development companies, and several South Korean businesses interested in investing in the United States. She also saves some time to continue working in the public sector, serving as a commissioner on the South Valley Planning Commission at the urging of Councilwoman Wendy Greuel and Controller Laura Chick.

"It was very important for them to have not only minority representation but gender representation, which was sorely lacking," Choi said.

Gil Cedillo is one of those childhood friends, he knows. In fact, he was one of the friends that Tony recruited to claim they threw a train on this girl when the girl's father brought a paternity suit against Tony. The father used to have a business on Olvera Street. He was so distraught over the matter that he gave up his business and moved his family out of town. You won't find any court records and if they exist they couldn't be used because Tony was a minor then. But this is a well known story from Tony's chlldhood, I'm sure tony Castro has details on this as well.

All this alcoholic stuff was drummed up to fit Parke Skelton's campaign theme. The first piece in every Antonio campaign started with the phrase: "My father was an alcoholic." Before reading the rest of the brochure, Parke could rack up 60% of the vote.
