Bradley's Mid Year Report Card

We haven't heard much about the antics of Bradley and the Glassell Park Neighborhood Council lately.

The Arroyo Seco Journal asks the question if "this is anyway to run a neighborhood council?" Back late last year the newspaper had a report as to concerns special interests had taken over the Council, many in the community now feel this has come to fruition.

Among the alleged trangressions of Bradley and crew as reported by the Journal:
  • Not posted any minutes of any proceedings for nearly 6 months.
  • Failed to adequately maintain GPNC website. (Website is now offline.)
  • Ignored the approved 4th quarter 2006 budget and expenditures were not honored nor followed through with.
  • Held Illegal Executive Committee votes. Illegally added an Assistant Secretary to the GPNC Executive Committee
  • Passed Action Items with less than the required minimum eight votes
  • Illegally changed the name of the standing Land Use Committee to the Economic Development Committee, in violation of the GPNC bylaws, and the political opposite of the Land Use committee.
  • Attempted to disallow videotaping of GPNC Meetings
  • Lied with regard to City attorney’s position as to whether written permission was needed from the GPNC Board
  • Violated the Brown Act numerous times including requesting the name of a videographer taping a GPNC meeting.
  • Bradley did not recuse himself from an April 17 GPNC vote of support for a Victory Outreach sign, though he had a clear and public conflict of interest.
  • On April 17 and June 5, Bradley publicly lied in denying he had any dealings with Victory Outreach pertaining to their proposed sign.
  • Bradley attempted to intimidate stakeholder Alisa Smith during her presentation to the board until a former boardmember stepped between them.
  • Bradley did not declare his community standing and conflict of interest at a recent Zoning Appeals hearing for Victory Outreach, only until the Zoning Administrator asked him.
  • The majority of the complaints and accusations all come back to one issue—conflict of interest.

True to their pledge to the residents of Los Angeles, David Hernandez and Ted Hayes are taking the legal challenge to Proposition R back to court. Undeterred by the delays and tactics, Hernandez and Hayes have remained patient and focused on the events which will take place next Monday.

Following a legal maneuver by the City Attorney, the case which had been assigned to Judge Dzintra Janavs was reassigned to Judge David P. Yaffe. This caused the case to be delayed again while it was being calendared to Judge Yaffes schedule.
The first legal challenge had been originally heard by Judge Robert O’Brien prior to the November election. It had been successful as Judge O’Brien found the proposition in violation of the California Constitution as it contained two issues in one measure.

The Judge removed the measure from the ballot and the City Attorney appealed the ruling. A date was set to hear the appeal after the date of the election. The measure was placed back on the ballot pending the appeal.

Following the election, the measure passed and the original petitioners withdrew their challenge. The Appellate court did not hear the case and no legal decision was rendered. Many who are unfamiliar with the case believe the measure was found to be valid, but in fact the only legal decision given was the one by Judge O’Brien who found it to be unconstitutional.

Once Hernandez and Hayes are successful, the extra four year term given to the members of the Los Angeles City Council will no longer apply.

Those council members who will be immediately impacted by the loss of the extra term are Jan Perry District 9, Ed Reyes District 1, Council President Eric Garcetti District 13, Janice Hahn District 15, Jack Weiss District 5, and the newly elected councilmember of the 7th District Richard Alarcon.

A press conference will be held directly following the hearing

Personally, the story had ZERO interest to me as a community activist/reporter/whatever.

I don't think the problems with LAUSD and the rest of the city has anything to do with "Jr.", so I am glad the story is down. And to the people who actually give a sh*t, one way or the other...ZERO RESPECT TO YOU LOSER...YOU OBVIOUSLY ARE IN IT FOR ALL THE WRONG REASONS YOU AGENDIZED, TAKING THINGS PERSONAL, GET A LIFE LOSER.
