…the Los Angeles area managed Thursday to miss out on qualifying for hundreds of millions of federal dollars for traffic-busting programs.

…the application submitted by the Los Angeles County Metropolitan Transportation Authority on behalf of local agencies requested money only to help pay for a study of congestion pricing.

But one critic of the application shortfall expressed his disappointment with a co-chairman, Los Angeles Mayor Antonio Villaraigosa, who has repeatedly vowed to lobby the state and Washington for more money to fight gridlock and expand mass transit.

"The mayor really missed the boat," said Bob Poole, director of transportation studies for the Reason Foundation, a Los Angeles-based libertarian think tank.

"They submitted something that didn't respond to the criteria" that the Department of Transportation "clearly set out, and it's really a shame, because I can't imagine how Los Angeles wouldn't have been a finalist with a credible application," Poole said.

The mayor's office released a statement saying that Villaraigosa "will remain relentless" in pursuit of transportation funding. So say, “I was busy with AB 1381 lawsuit, traveling the world, and tanking everything else I go near…so now I will “start” to become relentless on this issue.]

Stakeholder asks questions of Chair Bradley regarding voting that took place on 4/17/2007 regarding the Victory Outreach proposed signage. Apparently there is paperwork on file downtown Los Angeles that shows a possible conflict of interest. The stakeholder has to stand up to get her paperwork back. (See YouTube video below)

Zuma, I'll try and make it. Love how they have these meetings start at 5pm. I work in Culver City and don't get out of work before 6pm. Hopefully, I'll be able to be there for some portion of it.

Zuma, I will contact you about last night's Lincoln Heights Meeting, where the Board was considering whether to lower the voting age to 14 or make a by-law declaration that High School Students and older can vote for all Board Seats. The elections will continue to be held at Lincoln High School. Three Lincoln High School teachers seat on the current board.

David Galaviz, form USC Community Outreach and former aide to Senator Gil Cedillo, has been behind all these moves. Current talk in the community is that Ed Reyes will not be running for re-election next time around in order to make room for Gil Cedillo to take over the area.

David Galaviz is a Boyle Heights Native, that moved in to Lincoln Heights by renting from conflict of interest Board Member Sherlie Fierro, in order to become eligible to run for Board President. David is nothing more than a Carpet Bagger, along with many of his other cronies. USC should be ashamed of itself, since they are the main consultants for the implementation and evaluation of the Neighborhood Council System.

As I understand it -- correct me if I'm wrong -- to get this particular money, the MTA would have had to COMMIT to making roads toll roads. If so, I probably would have "passed" on this money, too. Sometimes, money just comes with too many strings attached. I don't think toll roads are a great solution for the L.A. area. I know they're great some places -- e.g. the French countryside and New Jersey -- but I think don't think they'd be a great addition to our local transit mix.

So, much as it pains me to do so, I won't be faulting Villaraigosa on this one.

You'd have to start begging with a bucket instead of a cup, freeloader, if L.A. started putting in toll roads. We pay enough money for roads now, what with incredibly high gas taxes.

A few NCs had no age limit whatsoever, and the elections people had to make ad hoc rulings on election day that if the kid couldn't at least print their own name on the ballot, they couldn't vote and their parent wasn't allowed to instruct them who to vote for, once they signed in.

And DONE and BONC approved their bylaws that way, and the City Attorney passed them through as legit under the city charter.

The first set of BONC commissioners, all James Hahn appointees, even encouraged more youth participation, telling other NCs that didn't factor that in that they should have at least a youth representative on their board.

In one NC, nearly one-third of the voters were teens or younger.

(The first three letters of "news" spells "new" - none of this is. It's been going on since the very first NCs were certified 5 years ago.

In the first Lincoln Heights election, 2001, 1 in 5 voters were from the high school. One social studies teacher gave his students extra credit it they would go and vote, and so the whole class showed up. Most of them only voted for the youth representatives, however, since that was the only candidate any of them knew, and so their votes had little affect on the actual makeup of that board.

Walter don't you find it interesting that if Antonio and the MTA board didnt' want this money they would have publicly stated so before this negative story came out. Hymon is one of the few who does his homework. He's blaming Mayor and others so I would do more research. Also, how about those losers on transportation committee? They didn't even know about it either? Something is not smelling right.

And the reason that the Times gave, was that it might hurt them politically come election time.

NOT that tolls are not a good idea/efficient, or even that the city thinks they are a bad idea. Just that they think it would hurt them politically. And ZD can't worry about politics, he can only worry about FIXING stuff...

AND, before anyone says sh*t about the effect of the tolls -- make sure you read the complete proposals and impacts, and sit through the entire presentation about toll roads that I sat through at the SCAG meeting. (And not the one for the LA Weekly article. I continue to attend them, cause that's where you have to go to find out about this stuff.

BOTTOM LINE: If FEDS say you don't get money unless you do the toll roads, that means the toll roads are coming anyway, because the FEDS obviously feel it will improve efficiency. AND -- their number one goal IS managing traffic congestion.

NOT because they care about you..but because they gotta move those goods from the port down through town, as quickly as possible.

So don't play politics with efficiency. Or at least say you are against toll roads because (blank).

AS A MATTER OF FACT...THANKS FOR REMINDING ME...1:44pm...IF THE MAYOR PASSED ON THE MONEY BECAUSE HE DIDN'T FEEL IT WAS WORTH THE TRADE OFF...

ZUMA DOGG WILL BE CALLING OUT THE MAYOR ON RADIO AND TV 35 NEXT WEEK DEMANDING TO KNOW WHY HE MADE THAT CONCLUSION AND DEMAND TO SEE THE STATISTICS HE LOOKED AT THAT PROVES WHY TOLL ROADS ARE DON'T WORK.

I'm not saying they do, or don't...but if you are going to pass on money for the #1 concern of citizens (according to recent poll printed in newspapers ...go find it yourself) -- HE SHOULD TELL US WHY...HE'S ELECTED TO REPRESENT THE VOICE OF THE PEOPLE...NOT HIS POLITICAL STRATEGISTS. We all know what a bunch of hacks they are.

The new idiot manager of the LA Business Journal bought into this crap without even asking the obvious question: Exactly WHERE will you put those new roads??? Uh, have these guys been to West LA or Beverly Hills? Where is there room for another road? or 2 or 3? They are beyond stupid. Oh, and their board members include some of the long-standing members of the John Birch Society.

The Reason Foundation is the Paris Hilton of transportation information: completely useless and stupid.
