Thursday Open Thread: "Chinatown" Meets "Dune"

Mayor Villaraigosa's photo-op du jour yesterday was a plea for you to cut down on your water consumption by 10%. Hey, you want a really easy way to conserve much more water? Repeal Special Order 40 and start deporting illegal aliens. We could probably cut consumption by about 40% faster than you can take a long bath.


Speaking of which, in a city that has trouble providing water for the current residents, can we please stop increasing the populating density by granting zoning variances for new bee-hive type apartment complexes? Calling them "urban villages" or hiding them under the rubric of "restoring the L.A. river" does not change the fact that City Hall, to cater to the developers bankrolling their campaigns, is ruining our city by making it denser every day -- and I mean "denser" in every sense of the word.

One more for you: people are acting surprised that Paris Hilton has been released after serving 10% or so of her sentence. But as regular readers know, that's par for the course here in L.A. The Sheriff has a "90% off" sale for convicted criminals every day. If you want to cut crime, that has to stop.

improperly circumvented in this case. Ms. Hilton was incarcerated as a condition of her probation. As a result, the judge retained
jurisdiction over her case and only the judge has the power to modify these conditions of probation. If Ms. Hilton*s medical condition truly warranted a change in her circumstances, what should have happened
is the following: Ms. Hilton*s legal counsel should have filed an
emergency application with the court and provided my office with the opportunity to respond, and then the court could have held a hearing on the matter to consider whether there was sufficient justification to change the terms of his original order.

*I have directed my criminal branch to immediately explore all
possible legal options to ensure that the law is being applied equally and justly in this case.

*If law enforcement officials are to enjoy the respect of those we
are charged with protecting, we cannot tolerate a two-tiered jail system where the rich and powerful receive special treatment. We must ensure that in our city, in our nation, and under our istitution, justice remains blind.*

On Friday, May 4, 2007, Superior Court Judge Michael Sauer found Ms.
Hilton to be in violation of the conditions of her probation. The court ordered Ms. Hilton to serve 45 days in jail, and further ordered: *No Electronic Monitoring* (quoting Court Order in People v. Paris Hilton,
Case No. 6MP09160, dated 5-4-07).

On May 16, 2007, the Los Angeles County Sheriff*s Department publicly announced that Ms. Hilton would be required to serve at least 23 days in custody.

Blaming the water shortage on illegal aliens is downright silly. The earlier post was right, agriculture consumes 80% of our water in the state, with or without aliens.

It's time to reexamine the model that we use to determine our sustainibility.

The water allocations to Western States looks like it was based upon a 50 year water cycle that was one of the wettest in the last 5,000 years.

WE LIVE IN A DESERT PEOPLE!

Time to begin massivly in de-salination research and development as it is our only stable source of water.

If you follow the link below, you will be directed to the water flow of the Colorado River. You will notice that Lake Powell is at 52% of capacity at the peak of the season. Lake Mead is at 50%. By the end of the year, Powell will be in the 30's and Mead in the low 40's.

As recently as 1983 Glen Canyon Dam, (Lake Powell) was near collapse from water flowing over the top. We have not reached full capacity since.

If DWP want's a rate hike from me, then let them earmark the money for de-salination, a permanant solution to the problem, not a temporary patch.

We cannot keep our level of growth without a permanant solution to this problem. I'm sure somewhere William Mullholland would agree.

PARIS - France set tough new quotas for the number of illegal immigrants authorities should arrest and expel each month, the new immigration minister said Monday.

Brice Hortefeux, who heads the newly created Ministry of Immigration, Integration, National Identity and Co-Development, said a monthly quota also would be set for ferreting out those employed in France illegally.


In a meeting with security officials, Hortefeux reiterated President Nicolas Sarkozy’s goal of 25,000 expulsions by the end of 2007 - compared with 24,000 in 2006 - and set a year-end goal of 125,000 arrests for alleged illegal entry or illegal residence, a ministry statement said. The number of those already arrested was not immediately clear.


Sarkozy, who was elected May 6, pledged during his campaign to create a ministry of immigration and national identity to rein in the flow of migrants and ensure they are integrated into French society. Riots in French housing projects in 2005 were largely driven by anger among children of immigrants at persistent discrimination and a feeling of alienation from mainstream society.


Hortefeux said the new measures were aimed at "dismantling networks that exploit the misery of illegal immigrants," the statement said.


His orders came after he and Prime Minister Francois Fillon visited a holding center for illegal immigrants Monday _ and three days after the bodies of 18 illegal immigrants were fished from the Mediterranean by the crew of a French frigate.


The dead _ 12 men, two adolescent boys and four women _ were believed to be seeking new lives in Europe, though it was not clear what country they were coming from. They will be buried in France.


"The French Republic will be extremely firm. It will ensure laws are applied," Fillon said, adding: "Naturally, these laws must be applied with the greatest humanity."


Many saw Sarkozy’s proposal as a nod to the electorate on the extreme right, which long has made fighting immigration one of its main causes.


"Generosity is not opening wide the borders without thought for how people will integrate, how they will live, how they will subsist," Fillon said. [emphasis added]


Hortefeux, in his meeting with security officials, also insisted on the need to develop a system of paying illegal immigrants to voluntarily return home, setting the number of paid departures at 2,500 for this year _ a 25 percent increase from 2006.


Those volunteering to leave, as part of a program started in late 2005, are given a fixed sum of money, normally $4,700 per couple, with $1,350 each for the first three children.
