Naddering Glassell Park Neighborhood Council Naybobs Ignore Brown Act

This video almost makes me ashamed to be a Neighborhood Council member, even though I belong to a different Council. At least in our Council stakeholders are respected and given the right to speak even if they show up in a construction helmet complaining about blowing tree limbs (true story). Anyway, I digress.

Here a member of the community has freaked out an assortment of seemingly brain dead Council members when she videotapes the meeting. The ensuing debate would be funny if it were not so scary. This stakeholder has every right to video tape the meeting and the members as per the Brown Act.

I know we have fans over at the City Attorney's office who read this blog. Watch this video and let me know, what say you?

It might be time for a Glassell Park visit by the Dogg/Dowd production team who have experience instructing idiots that this is still America.

Y'all know about the CM deputy who sits on the NC board -- and the NC review commission.

Well I went to the Boyle Hts NC meeting today, cause I was in the area shooting a new public access TV show on Time Warner that will air in East LA and on YouTube.

A bunch of people showed up to be sworn in, which is good cause we need new participants in the NC system, and it isn't easy to get new recruits to show up.

Oh yeah, no quorum...meeting cancelled...thanks people...no agenda items...no swearing in of new members...come back in 30 days...maybe we'll have a quorum then.

They allowed public comment anyway:
When I told the story about the CM planning deputy, who sits on the board, who sits on the review commission, I got BIG laughs and lots of moans. (Ask Huizar's field deputy who was there.)

What on earth are the NC board members afraid of? That they are all hispanic and / or black? Are they racist perhaps? I sensed racism here...guess it happens just about anywhere.

What's wrong with being taped in the first place? Permission to tape or record is granted by the fact that these board members are part of a public, open and transparent certified neighborhood council and not their little club that they are to boss around while in office. If a board member is so afraid to be taped, maybe they should not be on the board or just go home. That's a nice message for the community.

Sorry Glassell Park board members. Why not be giving and let them record, tape or whatever? Engage your neighbors. That's what its all about.

What a turn off for the community. I'm sure you have more important things to do as a neighborhood council and for the community than to argue over taping. Gee Whiz~!

The old board was basically in power for 4 years, spent $100K and could have spend another $50K just to get people on board with their goals for the community.

Instead, voter turnout dropped off 45 percent since the last election.

They were "taken over" in an election where barely more than 100 votes cast. That's not being taken over, that's committing NC-SUICIDE, by neglecting to let the 24,000+ OTHER people in the community know WHAT you're doing and WHY it's important to THEM!

WHO KNOWS, maybe they all WANT huge signs on the main drag and McMansions hanging off the hillsides propped up by 2 x 4s. YOU CAN'T PROVE OTHERWISE, based on the interest generated.

When the monster sign goes up saying "EAGLE ROCK" in the middle of Glassell, it needs to have a large neon line of dedication at the bottom that says:

"Brought to you through the neglect and elitism of the GPNC board, 2003-2006. We didn't give a shit what you wanted - so we didn't bother to ask?"

(By the way, my GOP friends say the Dems "took over" congress last year, but the Dems just call is this funny word called "democracy." Maybe you've heard of it? The old Glassell board apparently didn't.)

3:07 - NCs voting can be easily manipulated. And, GPNC is a good example - get a few special interests together as PROH-LA and Victory Outreach did, organize a paltry 450 votes (vs. a population of 28,000 within the NC) and you can gain control over $50k a year per NC.

GPNC is a perfect example of how flawed the system is where practically anyone can be considered a "stakeholder" and thus allowed to vote. Problem is no one votes because they are disenfranchised; this woman on the tape is a perfect example of what happens when you have folks like Bradley in charge. They badger and become ugly and most normal people don't want to be a part of something this ugly. So, the Bradleys of the world take control.

As to the old regime, I suggest you ask those who were on the old board who decided not to run why they decided to cut and run when they heard of the PROH-LA/Victory Outreach alliance that they dubbed the "Diversity Coalition."

If someone can BEAT your ass with what, 53 votes?? in a community of 25 thousand, then there was NO "take over". Just a little bit of atypical outreach (look it up, old board members). If each past board seat holder had convinced JUST the neighbors on either side of their house/apt. to vote, they would have retained control.

Hell, half of LAST years's board members citywide didn't even bother to take the required ethics exams last year - INCLUDING some of the Mayor Sam blowhard regulars who tout themselves as NC bigwigs.

The city barely holds Brown Act training anymore, to boot.

This has implications for the Congress of Neighborhood Councils, No 2 Home Depot, Jim Alger, and Joe Barett. Something is really wrong with this picture and the City should launch an investigation.

This is wack. Apparently, Bradley was elected as a "resident" board member of one area of Glassell Park, but actually lives in a completely different area. And, DONE ruled in Bradley's favor because he was "self-affirming" his residency - even though he doesn't live in that area.

So, I guess if I go to DONE and "self-affirm" that I live in Bel Air but live in Boyle Heights, I can be on their NC Board. Maybe they can give me a pueblo in Bel Air, too.

At the same time, the videotaper states she neither wants to distribute nor release the tape. So, what the heck is she doing it for? She seems to be looking to agitate things just for the sake of it.
