This video almost makes me ashamed to be a Neighborhood Council member, even though I belong to a different Council. At least in our Council stakeholders are respected and given the right to speak even if they show up in a construction helmet complaining about blowing tree limbs (true story). Anyway, I digress.
Here a member of the community has freaked out an assortment of seemingly brain dead Council members when she videotapes the meeting. The ensuing debate would be funny if it were not so scary. This stakeholder has every right to video tape the meeting and the members as per the Brown Act.
I know we have fans over at the City Attorney's office who read this blog. Watch this video and let me know, what say you?

Y'all know about the CM deputy who sits on the NC board -- and the NC review commission.
Well I went to the Boyle Hts NC meeting today, cause I was in the area shooting a new public access TV show on Time Warner that will air in East LA and on YouTube.
A bunch of people showed up to be sworn in, which is good cause we need new participants in the NC system, and it isn't easy to get new recruits to show up.
Oh yeah, no quorum...meeting cancelled...thanks people...no agenda items...no swearing in of new members...come back in 30 days...maybe we'll have a quorum then.
They allowed public comment anyway:
When I told the story about the CM planning deputy, who sits on the board, who sits on the review commission, I got BIG laughs and lots of moans. (Ask Huizar's field deputy who was there.)

Unfortunately, the Glassell Park board members need to get a life and understand why they are there. They are an elected or appointed board of the neighborhood council, certified by the City of Los Angeles. If this was a meeting held with a 72-hour agenda posted in advance (and all neighborhood councils are) then they are bound by the "open meeting" law aka Brown Act. They should not have sat there and deliberated and voted about video taping. It was likely not on the agenda! Further, taping and recording is allowed by anyone in a public meeting. If that person's personal equipment and tapes is their own then no providing of copy required. However....If they choose to use it publicly to prove a point, then it can produced and become public record but not until that happens. Costs for copies likely involved just like any other meeting you request a copy of downtown!
What on earth are the NC board members afraid of? That they are all hispanic and / or black? Are they racist perhaps? I sensed racism here...guess it happens just about anywhere.
What's wrong with being taped in the first place? Permission to tape or record is granted by the fact that these board members are part of a public, open and transparent certified neighborhood council and not their little club that they are to boss around while in office. If a board member is so afraid to be taped, maybe they should not be on the board or just go home. That's a nice message for the community.
Sorry Glassell Park board members. Why not be giving and let them record, tape or whatever? Engage your neighbors. That's what its all about.

True, most are less civil and more self-serving. GPNC's current board has only been in office for a few months, however. They'll learn!
The board may be new this year, but prez "Bradley" (one name only), allegedly of Glassell Park, was one of former DONE GM Greg Nelson's "star" pupils in the early days of the NC system. They used him in a DONE documentary that played over and over on Ch. 35 about how to run an NC that's "receptive" to the community's needs, and had him as a featured speaker and panelist at several past NC congresses and conventions and other training sessions.
The prez that you speak of in LHNC is david galivez from usc and he does nothing here in this community he is worthless!! just power hungry just like that old bitch he runs around with her name is sherly fierro from lincoln hts.

Oh, it gets better: GPNC has been hijacked by the religious group Victory Outreach and developers lead by Bradley and Paula Bagasao, who are ringleaders of the development group PROH-LA.
Bradley and his ilk wants to gut the Hillside Ordinance and the Mt. Washington-Glassell Park Specific Plan so developers can put McMansions in the hillsides and waive developers' responsibilities for creating the infrastructure to support the development that they want to cash in on.
The Bradley-led developers created a coalition with Victory Outreach to take over the NC in the last election. What does Victory Outreach want out of this? A 25 ft. high, Vegas-style sign on Eagle Rock Blvd. in Glassell Park, which the old neighborhood council thought was obtrusive. Here's the best part: the sign will say "Victory Outreach of Eagle Rock" - in Glassell Park!
How's that for giving the finger to Glassell Park residents! The GPNC Board is a perfect example of what's wrong with the NC system (can be easily taken over by special interests, not representative of the community) and why it is dangerous and a monumental waste of taxpayer money. Pigs feeding at the trough, indeed!

The old board was basically in power for 4 years, spent $100K and could have spend another $50K just to get people on board with their goals for the community.

They were "taken over" in an election where barely more than 100 votes cast. That's not being taken over, that's committing NC-SUICIDE, by neglecting to let the 24,000+ OTHER people in the community know WHAT you're doing and WHY it's important to THEM!
WHO KNOWS, maybe they all WANT huge signs on the main drag and McMansions hanging off the hillsides propped up by 2 x 4s. YOU CAN'T PROVE OTHERWISE, based on the interest generated.
When the monster sign goes up saying "EAGLE ROCK" in the middle of Glassell, it needs to have a large neon line of dedication at the bottom that says:

The fact is....you look at that video and you wonder what Bradley and the other lady are trying to hide? Since the GPNC has not posted ANY minutes for the new board going on 6 month now, I think it is a good idea that someone is willing to go and make a record of the meetings. But obviously Bradley does not like that, nor does Mrs Bagasho. No minutes posted at their website www.gparknc.com from the past 5-6 month and no record of what they are up to? Thank goodness someone is taking a risk videotaping. It looks like a hostile environment to say the least and that is just not right. Regardless of what else might or might not be going on, Bradley appears to have lied to the general public repeatedly with his comments about the "City Attorney's Office" being in his camp about videotaping meetings of the GPNC. Some people can be fooled by his bogus "passive agressive" behavior, others are suspicious and generally turned off. 3:07 - NCs voting can be easily manipulated. And, GPNC is a good example - get a few special interests together as PROH-LA and Victory Outreach did, organize a paltry 450 votes (vs. a population of 28,000 within the NC) and you can gain control over $50k a year per NC.
GPNC is a perfect example of how flawed the system is where practically anyone can be considered a "stakeholder" and thus allowed to vote. Problem is no one votes because they are disenfranchised; this woman on the tape is a perfect example of what happens when you have folks like Bradley in charge. They badger and become ugly and most normal people don't want to be a part of something this ugly. So, the Bradleys of the world take control.
As to the old regime, I suggest you ask those who were on the old board who decided not to run why they decided to cut and run when they heard of the PROH-LA/Victory Outreach alliance that they dubbed the "Diversity Coalition."

Jim Alger created a plan whereby he would tell Neighborhood Councils to buy equipment from Do-It-Center if a % of the profits went to No 2 Home Depot. If any money was left over, it would go to the Congress of Neighborhood Councils.

This has implications for the Congress of Neighborhood Councils, No 2 Home Depot, Jim Alger, and Joe Barett. Something is really wrong with this picture and the City should launch an investigation.

So, I guess if I go to DONE and "self-affirm" that I live in Bel Air but live in Boyle Heights, I can be on their NC Board. Maybe they can give me a pueblo in Bel Air, too.

I don't know if this is what Al Gore had in mind when he created the information superhighway. Seems like a venue for people with way too much time on their hands. For the record, I was at the meeting in question. The council may be a notch above Andy Hardy and his friends staging a political play. They do take things much too seriously. But, truth be told the edited piece being broadcast on the net is probably the most combative part of the entire meeting. At the same time, the videotaper states she neither wants to distribute nor release the tape. So, what the heck is she doing it for? She seems to be looking to agitate things just for the sake of it. Why? This is all pretty pathetic. Maybe she should take up knitting.

Provided is the Agenda for the upcoming GPNC Executive Board Meeting scheduled for Tuesday June 5, 2007 from 7pm - 9pm at the Glassell Park Community and Senior Center (GPCSC) Main Assembly Hall located at 3750 Verdugo Road.
We want to thank many of the individuals that have elevated the Glassell Park Neighborhood Council via the electronic bulleting boards and local newspapers. Free media attention, good, bad or indifferent is still FREE
