Bratton and Villaraigosa Should Resign

Deputy Chief Cayler ``Lee'' Carter a 33-year veteran of the LAPD and commanding officer of operations at the LAPD's Central Bureau was demoted to the rank of commander and assigned to his home. Commander Louis Gray, a 39 year veteran and Carter's second-in-command was moved to a post in the Office of Operations. Bratton will announce his recommended replacement for Carter during the Police Commission meeting Tuesday.
"I have to be comfortable with the leadership around me," Bratton said, but he noted that he could not state the specific reasons for the moves because they were personnel matters.
Mayor Villaraigosa - who was out of the country during the protest and surrounding incidents - told reporters ``We're not going to shift responsibility down the chain of command. Accountability begins at the top. What happened on May 1st was wrong and we're taking immediate action to address it. Let me be clear about this: When I say accountability starts at the top, it starts with me."
We have to remember that both Villaraigosa and Bratton planned to be out of the country weeks before the protests. Surely the LAPD had intelligence that troublemakers were likely to take advantage of the event and egg police on. Given that, it was completely irresponsible of Bratton and Villaraigosa - as top leaders of the city - to attempt to skip out of town when this volatile event was on the calendar.

However there were protestors and other troublemakers who were the source of the trouble; these moves to blame officers by Bratton and Villaraigosa only seek to wash over their behaivor and allows the perpetrators to get away with it.

And it also discounts the fact that a number of the protestors - no matter how much they are good people, hard working and are very good at cleaning toilets (according to the Mayor) are here ILLEGALLY and are violating the law as well. However the Mayor, the Chief, the City Clowncil and a good chunk of LA are in denial of that fact.
Indeed, as much as Carter and Lee are responsible for the actions of the officers below them, so too are Villaraigosa and Bratton. The Mayor said "accountability starts at the top."
Therefore considering all that happened - and that the Chief and the Mayor irresponsibly planned to leave town (Bratton was scheduled to leave a little later than Villaraigosa and therefore when things got of hand there was time for the Mayor to cut the Chief loose and order him to stay in the country) - its only fitting and right that the Mayor and the Chief resign.
Of course, they are going to deny all responsibility, pin the blame on underlings and move on. But no doubt the members of the Command Officers Association and the Police Protective League will have a few words to say. We'll be glad to hear them.

Truman had a sign on his desk: "The buck stops here." He refused to "pass the buck," i.e., blame others. He was the guy at the top, and he took responsibility for the government he ran.
The sign of Villaraigosa's desk, by contrast, says "The buck STARTS here."
Bratton, moreover, has done some terrific things, but I believe he's out of town almost as much -- maybe more -- than Villaraigosa. Nor was I wild about his "if you don't like it, leave" response to those who oppose Special Order 40. Perhaps he should be an at-will employee, like most people.

When you have leaders crucifying ALL cops instead of being intelligent and saying, "it was a minority group of cops, but we must not rush to judgment and investigate. Investigations, tasks forces, demerits, public monitoring...
All an attempt to produce quality through inspection. As a way of life, it doesn't work.
You can create a task force to monitor the investigation, but there is no task force monitoring the entire City 24 hours a day, seven days a week.
Substitute leadership. It starts at the top. You can judge the satisfaction of the customer (constituents) by the way the boss treats the employees. (the way the mayor sets the tone for the rest of City Hall.)
Of course everyone demands an investigation! Let's get to the bottom of this! Let's access blame! We need to know where to point the finger.
I know some law enforcement agents had some trouble with three nice young men from Venice Beach, around this time last year.
What was the problem? First of all, the police officers didn't even know the law, themselves.
And when you have officers violating people's rights, because they haven't been properly trained and educated, that causes an inflammatory situation, that should have otherwise been avoided.
And sometimes the public is unaware of where the lines are, as well.
It is the job of the City to continue to hold training and re-education seminars on a regular basis, because not only do the laws change sometimes, but new cops may be dumped into the job, hitting the ground running, and they forgot to tell the officer at the door at City Hall, you don't need to show ID under the Brown Act.
And to the leaders of theses rallies, you must educate YOUR protesters as to what IS and ISN'T allowed, by law.
There will still be instances where a cop knows the rules, but bashes a head anyway, or a protester knows the rules, and knowingly violates it.
You can never inspect your way out of defect. There is a margin of error/inefficency built into any system. You can only manage/reduce the inefficiency through methods of management for quality and productivity.
And in this case, we are discussing the point on "training and education"/investing in the City's biggest assett...it's people.

The city has special order 40. I do not agree with it. But it is the law. It prohibits LAPD from asking about ones status as a citizen of the United States.
Our state has no comprehensive strategy of dealing with illegal immigrants other than to tolerate them.
Our federal government has not aggressively targeted illegal immigrants. It does not have an active policy to search out and deport illegals in any kind of numbers of scale.
In light of the above situations, please explain to me how the citizenship status of the demonstrators at MacArthur Park in any way mitigates the use of force employed by LAPD. Please logically and factually explain it to me. I want to know. What am I missing?
Every argument I've read that supports the LAPD in this matter states that "after all, these people are here illegally"? Well, what is the nexus linking their legal status here to the actions of LAPD, in light of the afforementioned government policies? Please explain. Thanks.
Someone needs to remind the ethnocentric Villaraigosa that he is supposed to represent the citizens of Los Angeles, NOT illegal aliens from Mexico who have broken the law, are continuing to break the law, and have squatted here!
