Mayor Sam's Hotsheet for Wednesday

Our favorite "hanging judge" Dzintra Janavs has handed a strategic victory to City Council candidate Richard Alarcon. Judge Janavs ruled that his primary election opponent, Monica Rodriguez can not use the title "educator" on the upcoming ballot. Rodriguez's campaign manager John Shallman says they may appeal the ruling because her current position with the California Association of Realtors deals with educating individuals on housing issues. It may all be for naught if Judge J. rules in favor of David Hernandez and Ted Hayes' challenge to Measure R, the term limits extension scheme, prohibiting Alarcon from running for the seat.

Sometimes there is justice when it comes to the City Clowncil's ridiculous decisions. The local business community has rallied to gather the signatures necessary to force a referendum on the anti-business LAX hotel "living wage" law that was passed. Now the Clowncil must either overturn the law or place it on the May general election ballot. However, according to the Daily News, the Clowncil was told that should the petition signatures be verified as valid, their best of course of action would be to repeal the law to avoid a costly election. Good advice.

Jorge Garcia - a reported illegal alien drug dealer who allegedly killed Sheriff's Deputy David March - has finally been extradited by Mexico to the US to stand trial. The family of Deputy March joined with a number of community leaders and elected officials to challenge the Mexican government's extradition policy and bring Garcia to justice.

We mentioned yesterday that some of the NIMBYs in Sunland Tujunga want to tell homeowners what kind of house they can build and live in. It's all detailed here. But they're not alone. Folks in Beverly Hills are subject to significant design restrictions that are designed to fight "mansionization" (sounds like a disease). In fact, the city has published a "design catalog" to tell you how your house can and can not look. That's good - architecture by government committee. However, Greg Goldin writes in the LA Times that the McMansions or "Persian Palaces" are not a bad thing. We agree.

The Transportation Security Administration is planning to begin a pilot project at Los Angeles International Airport selling advertising space on the trays used by travelers at security screenings to hold small personal items such as cell phones, keys, coins, etc.

A couple of bloggers need your assistance. The folks at Franklin Avenue want to know if it's Silverlake or Silver Lake. Boi From Troy is trying to make his printer work with a wireless USB hub and print from both his Macintosh and PC. The Mac was plug and play. The PC remains a challenge.

Be sure to catch Zuma Dogg's story that a potential anti-emminent domain ballot measure contains a provision that could bring an end to rent control in California.

And finally after years without grocery stores, BlogDownton says that Downtown Los Angeles is going to get a Ralphs "Fresh Fare" Market. A ceremony to mark the store - which is slated to open in June - will be held Thursday with - of course - Mayor Villaraigosa in attendance.

If you take away the (33)votes for no-endorsement (which also beatout parra-nada with his 14 votes), Councilman Jose Huizar had over 90% of the vote (144). Damn.... if parra-nada got whooped this bad in his home turf i wonder how bad he is going to get whooped on in the field with no $$$, no staff, no mail, no endorsements, NO CLASS..........

Secondly, does anybody on here have a complete breakdown of the votes? What elections were addressed? What candidates got endorsed? What races failed to reach the % needed and concluded with no endorsement? Please post the info if you have it.

You left off the HORRIBLY embarrassing advisory board-icide debacle at LA32 neighborhood when NC VP Alvin ("no, I won't give hand over the microphone") tried to stage a phallus coup by means of filabluster to take over the council from the elected president without something so mundane as scheduling a recall election. The then-GM of DONE had to tell him he was operating against bylaws and risked making LA32 the first (then) NC to be decertified.

A 7 percent vote at the L.A. Dems is a gift - he much have PACKED the hall with everyone he knows who hates Huizar/Villaraigosa more than him (14 people).

He said, "Hey, sign this petition to bring a Living Wage to Los Angeles."

I saw him reel in, like, 4 signatures that way before I finally approached him. I asked him who he worked for. He said the name of the signature-gathering subcontractor. I said, yes, but who's funding this signature-gathering drive? He got uncomfortable and said he didn't know. I asked, really, you have no idea? Is it being funded by people who support a living wage? Or is it being funded by people who are attempting to repeal the living wage on Century Blvd.? He got uncomfortable again and mumbled, "Um, yeah, it might be them."

I told him I'd hang out near him and watch him gather signatures and inform all his potential signers that the petition they were signing was intended to repeal the living wage law that had already been passed by the city council, and was already scheduled to go into effect in January.
He said I could go ahead. I did so to the next two folks he approached, both of whom refused to sign the guy's petition after learning who was funding it, and for what purpose.

The guy gave up, packed up his petition, and trudged away.

In short, these signatures were gathered only by lying to the people who were signing. That's fine, I guess. The election's gonna happen. But people ARE gonna vote YES on this living wage law in May, and the business community will have wasted a lot of money in the process... their own, and the city's.

Lisa Sarno has been the Interim General Manager of the Department of Neighborhood Empowerment (DONE) since the retirement of Greg Nelson last year. She directs the activities of 51 employees. The mission statement of DONE is; " To promote public participation in government and make government more responsive to local needs by creating, nurturing, and supporting a citywide system of grassroots, independent, and participatory neighborhood councils."
Lisa will discuss the challenges she and her department has faced in their effort to satisfy DONE's mission.

David Hernandez has been a community advocate for more than 20 years. He has been active in many local political issues including the Independence campaign for cityhood for the San Fernando Valley. He is currently on the Foundation Board of Mission College, the Human Services Youth Network, and Justice -Ville USA (Dome Village). He is also a Board member of the North Hollywood North East Neighborhood Council. He (along with Ted Hayes) is the lead petitioner in the current legal action challenging the constitutionality of Proposition R passed by the voters in the past November election.

Commissioner Boyarsky, an outstanding writer and journalist, including 31 years with the Los Angeles Times, was appointed to the Ethics commission by Laura Chick and is serving a five year term ending June 2008. The Ethics Commission, which has the responsibility to oversee Ethics regulations was never consulted on Proposition R. Ethics Commissioner Bill Boyarsky said that Prop. R is an "outrageous proposal" and "showed absolute contempt for the Ethics Commission"

David and Bill will bring us up to date as to what is happening with this matter.

Good point about the fire danger of McMansions. Not a good enough point for a government ban but every reason for insurance companies to jack up their homeowner premiums (and maybe they already do).

WRT to Alarcon I believe that if he is elected BEFORE a potential court overturning of Measure R, he stays in office for the term anyway. So the key is Judge J. tossing it out now before March.

I have supported Richard Alarcon before but I can not support him doing what he is doing. I am torn in between supporting Monica and Oscar. I've known Monica for years, she was a very thoughtful deputy for Caprice Young and is a great person. But probably too liberal for my tastes. From what I know of Oscar, I am getting that he is a conservative of which we need one on the Clowncil but I don't know anything about him.
