Mayor Sam's Hotsheet for Monday

Apparently Zev Yarovslasky is a little put off by Westside traffic according to an LA Times report. If an event is too late in the afternoon, he won't travel too far east or west of his home base. If I remember correctly back in the 90s it was Zev who led a fight to stop subway and rail construction in LA County (though voters had wisely approved funding for such measures decades before - I wrote about this 11 years ago!) and gave us a third world transportation solution for the San Fernando Valley - the Orange Line - which is now crumbling after only a year in service. (Zev and his transportation issues is not a new topic here on the Sister City.) Good going Zev!

Today brings a couple of statewide elected officials being sworn in. First off at 8:30 former Governor, Oakland Mayor and new State Attorney General Jerry Brown (AKA the man who kicked Rocky Delgadillo's ass. By the way I didn't know that Rocky actually won one county, tiny little Colusa County which has a population less than that of Studio City.) will take the oath of office at San Francisco City Hall with Superior Court Judge Kathleen Kelly doing the honors. Later in the day the new Secretary of State Debra Bowen will be inagurated in the auditorium of the Secretary of State's auditorium in Sacramento. San Francisco is supposed to be a sophisticated, cosmopolitan city where the Intelligentsia love to live. LA is a plastic phony city they would prefer not to be caught dead in. If that's the case then why is it - as Andrew at Here in Van Nuys asks - that people in San Francisco are so miserable they're beating the crap out of meter maids? On the other hand, Angelenos are having a laid back time enjoying a wonderful Sunday at The Grove.

And finally, here's an example of political correctness run amok. As a publicity stunt, the Toys R Us toy chain offered $25,000 to the mother of the first baby born in the US in 2007. The rules clearly stated the mother must be a legal resident of the US (as many contests do). A baby born at the stroke of midnight on January 1st at a hospital in New York City was disqualified because it was discovered his mother was in the country illegally from China. Another baby born in Georgia about 20 seconds later was awarded the prize. However howls from ethnic activists forced the store to give in and also award the cash to the New York baby. What a crock.

Point is, if I notice ONE THING in eight months at City Hall is that the politicians will try to get away with whatever they can (AB 1381, Prop. R, Venice Beach, arresting speakers without cause...THEN it's up to the constituents to sue in court.

NO ETHICS, NO GOOD INTENTIONS, JUST TRY AND GET AWAY WITH IT...AND LET THE PEOPLE SUE.

So maybe I'm over-reacting, but again, although not illegal, seems un-ethical and shady to have the mayor spending his time and money to actually help LAUSD candidates into office, when LAUSD is supposed to be a separate agency, by design.

The mayoral supporters will say EVERY mayor endorses or backs board candidates...but this is a little more than that. Thanks Steve Hymon for warning the activists to watch out this spring during the elections. I'm already watching, y'all....Hooooody hooooooooo!

With AB 1381 looking like it ain't gonna happen, now more than ever, the mayor needs to infilrate the LAUSD school board with a few more Monica Garcia clones (aka: the mayor's cast of muppets), so that he can insert more control (although the constitution says LAUSD operates separate from City Hall)...

THEN, the new Villagrossa-controlled school board (filled with the mayor's infiltrated muppet clones) will vote to kill the lawsuit over AB 1381. But don't worry kiddies...there's still time to blow the whistle on this bad-intent, school board scam.

This whole process is VERY disruptive at a time when stats are on the rise in the lower grades (3-8), and we need to build on that success, not smash everything up like Pete Townshend at the end of a Who concert. I WANT THE MAYOR TO PRAISE LAUSD FOR THEIR SUCCESS WITH GRADES 3-8 (WHERE THEY FOCUSED NEW EFFORTS) AND SAY HE WANTS TO HELP SPREAD THIS SUCCESS TO THE UPPER GRADES.

UNTIL THE MAYOR ADMITS THERE IS SOME GOOD AT LAUSD, HE ISN'T BEING REAL WIT IT, DOUGH...AND CONTINUES TO HAVE NO CREDIBILITY AS AN ELECTED REPRESENTATIVE OF THE PEOPLE.

The Los Angeles City Council returns to work today after a three-week holiday recess, picking up where it left off: with more contentious debate over whether to stick with requiring a dozen hotels near LAX to pay workers a "living wage."

But now the stakes are even higher.

Hotels and business groups have collected more than 100,000 signatures to force a referendum on the issue in May, and the council only has this month to rescind or change the proposal to avoid an election that is estimated to cost taxpayers upwards of $3 million.

And figure that the hotels and labor movement will spend about twice that in their dueling efforts to sway voters.

The man caught in the middle of all this? Mayor Antonio Villaraigosa.

Labor wants him to remain steadfast in support of the living wage, even as the business community pleads for help.

So far, the mayor has sided with labor, sending out a letter Dec. 20 to all concerned saying he supports a living wage for the hotel workers. At the same time, he backed specific language to be introduced by Councilwoman Wendy Greuel that limits the higher pay requirement to only the Century Corridor hotels.

The hotels - which likely could have avoided the entire battle by agreeing to allow unions to organize a year ago - now have indicated they are open to some type of compromise. But they will have to act quickly to convince the City Council to rescind its action.

Is Measure R that big of a deal that we expend so much personal time, money and mental energy to oppose it so vehemently? After all what has the LA City Council done that is so bad? I mean all they did was draft a measure that gave them four more years in office. What’s the big deal? They probably deserve it. They’re a committed group of elected officials that surely want what is in the best interest of Los Angeles residents. Why the fuss? These are questions we grapple with every day. But the answer is not so simple.

First, the LA City Council drafted an Ethics Reform initiative by re-writing the City Government Responsibility, Lobbying and Ethics Reform Act. If this was all they did, we would have only one question: Why? Though traversing the legalese is a bit daunting, the previous Reform Act is fairly straight forward. How much ethics reform do we need to keep elected officials honest? We need ethical politicians; we don’t need ethical lobbyists. So why is the city spending time and tax dollars on reforming ethics for lobbyists? Lobbyists can be as unethical as they want – it’s our council members that need a moral compass. How much reform do government officials need to know that if someone is offering them money or gifts in return for preferential treatment, it might be unethical to accept it? Just the appearance of impropriety should be enough to give them pause.

Secondly, they included in the reform measure an increase in term limits from two to three four-year terms. Therefore – if we are to examine this logically – it would appear that the term limit increase is designed to make council members more ethical. We understand the logical connection between limited time in office and accountability, but we get confused by the assertion that more time in office makes one more ethical. Therefore, if a term limit increase is not about ethics or accountability, then it is unrelated to Ethics Reform and the measure is unconstitutional. And if that is the case, why did they disregard the City Attorney’s advice and a Superior Court Judge’s ruling.

So we can only conclude, after hours of wrestling with these questions, that the Los Angeles City Council members have engaged in a less than honest scheme to tweak the existing Reform Act just enough to sell it to the public as “much needed ethics reform” and slip in a term limit increase. They got a reputable non-partisan organization like the League of Women Voters to sponsor it, big business to foot the bill and a marketing company to manipulate the truth to their advantage. And they call it “politics as usual.”
Of course, this is just a hunch and if we’re wrong, mea culpa.

But we are certainly not the only people concerned about the seemingly deceitful maneuverings employed to get this initiative approved by the voters. We know this because of the donations and letters of support we have received encouraging us to continue forward. Our primary goal has been to get this measure before a judge and on January 25, 2007 justice will be served. On that day, Superior Court Judge Dzintra Janavs will hear the case and decide the constitutionality of measure R once and for all.

SACRAMENTO — Gov. Arnold Schwarzenegger will propose a major rollback of the state's welfare system this week, including a cutoff of aid to tens of thousands of children whose parents do not meet minimum work requirements or are in the country illegally, administration officials said Sunday.

The proposed $465-million reduction in California's welfare budget came two days after the governor promised that his second term would feature "post-partisan" cooperation.

It was met immediately with resistance from Democrats, who expressed bewilderment that the governor would attempt to cut welfare aid to children in the same week his administration is expected to move forward with a plan to expand health insurance to many of the same children.

The plan alarmed advocates for the poor, who predicted that eliminating the cash payments of several hundred dollars a month would substantially increase the risk of homelessness for those families.

Schwarzenegger's proposal also would eliminate this year's cost-of-living increase for welfare recipients.

Department of Finance Director Mike Genest, a Republican who has long favored deep reductions in welfare, noted that most states have already made moves similar to what the governor is proposing.

California is at risk of losing hundreds of millions of dollars in federal funds, he said, if it does not force parents to meet the minimum work requirements in the state's welfare program, known as CalWORKS.

The plan is one of several the governor has proposed for rolling back welfare benefits since taking office in 2003. Most of those plans have been blocked by the Democrats who control the Legislature.

The suggested cuts also could help repair the governor's relations with his own party.

State statistics show that only 25% of families receiving CalWORKS aid are currently meeting the minimum work requirements, which were created in response to a national welfare overhaul signed into law by then-President Clinton more than a decade ago.

Genest said that in Ohio, 65% of welfare recipients meet minimum work requirements and in Massachusetts, 60% do.

"This proposal would lead to an increase in family homelessness," said Nancy Berlin, the Los Angeles-based director of the California Partnership, a statewide coalition of advocacy groups for the poor. "The number of homeless families in Los Angeles with nowhere to go is already growing fast. I can't imagine why anyone would want to increase that number."

Advocates for the poor said such cuts would likely drive undocumented workers further underground, bring more insecurity to the lives of their children and force the families to turn to already overstressed local facilities such as homeless shelters and food banks for basic necessities.
