Bitter Blackout

We regularly receive e-blasts from Councilman Bernard Parks. We usually can't use them because of the format its sent in.

Lately, we've received the bitterman's blast with the following pre-amble:

"DURING THE CURRENT COUNCIL REELECTION CAMPAIGN THE COUNCILMEMBER CAN NOT COMMUNICATE DIRECTLY WITH YOU AS HE HAS DONE IN THE PAST. THE CITY'S ETHIC LAWS IMPOSES A " BLACK OUT" DURING THIS CAMPAIGN PERIOD. I WILL TAKE OVER THE RESPONSIBILITIES & CONTINUE THE E-NEWS PUBLICATIONS DURING THIS PERIOD."
Despite this, there is no real diffrence with the blast compared to prior to the "black out."

Do any of you election law geniuses have any insight into this?

What is Bitter Bernie up to? He's the most vindictive, arrogant idiot on council. How can the other council members being allowed to speak out and he can't. There's a lot more to this story and I hope reporters aren't afraid to chase it. I'm anxious to hear what they come up with.

The answer is an easy one to find out. Just call the Ethics Commission at (213) 978-1960. The blackout refers to pieces mailed through the postal services. Obviously, there isn't a law that prohibits elected officials from communicating normally with their constituents. The concern is mass mailing at the taxpayer's expense, and the law isn't so dumb that it's going to create a loophole for the Councilman's staff to use.

Didn't you already post this a couple of weeks ago? Nobody is interested in it now. Nobody was interested in it then, except for the majority of bloggers who seem to have an unhealthy obsession with "the bitterman".

Antonio is getting on city depts. to curtail the lawsuit settlements. Well, Well, Well, Bitter Bernie should be at the top of that list since over $70 million has been paid out with his Rampart scandal. Bitter Bernie never shuts up unless someone way above even the mayor has told him he can't talk. WHY? Someone posted he was being investigated by AG. Why is it ok for Bernie to go after Full Discloure, go after people who comment on him or his family, but not ok for anyone to question him? He's speaking in the papers on the officer who shot Devin Brown not being punished. THe last poster is probably his field staffer.

Well I don't know about the city but Feinstein's office sent an email back to me last year 90 days before an election and it said:

From: Daley, Trevor (Feinstein)
To: Daley, Trevor (Feinstein)
Date: Apr 6 2006 - 6:11pm

Sorry for so many emails today, but an ethics rule goes into effect tomorrow that will prohibit my sending any mass emails 60 days prior to the election. Therefore, this will be my last Feinstein news update for the next two months.

In this report, you will find:

Los Angeles Times editorial on Immigration – California’s Enlightened Duo
.

So maybe Bernie is violating ethics rules?

If anyone is interested in a lesson on ethics there are 3 Flash lessons available on the DONE website at

http://ethics.lacity.org/education/ethics/?audience=done

It's pretty well done and there might be some references to email. I don't think Parks is allowed to hand over his email base to a family member to skirt ethics rules.

From LA Times:
"For all this success, however, Bratton still has not achieved the homicide lows of his predecessor, Chief Bernard C. Parks. Under Parks, homicides in Los Angeles dropped to their smallest number in decades, hitting a low of just 419 in 1999."

I'm shocked that for once LAT has acknowledged some of what Parks did as chief. I for one am glad he stood up to that union full of crybabies who demand 4 days a week off work and who don't want to *gasp* actually be supervised and disciplined.

Putting Bernard Jr's name communications material is just a creative, out-of-the-box idea. I don't like Bernard, but I have to hand it to him on this.

Everyone knows the LA Slimes have Bitter Bernie co-horts. I didn't read that homicide report in Times and in fact today's paper says that CRIME WAS UP ALL THE YEAR BITTER BERNIE WAS CHIEF. HE HAS THE AUDACITY TO BE SPEAKING OUT ON TRANSPARENCY. HEY, BERNIE WHAT ABOUT YOUR PAL DEPUTY CHIEF MOORE WHO YOU PROMOTED KNOWING HE WAS BEING INVESTIGATED BY THE FEDS AND IRS FOR MONEY LAUNDERING. MAYBE HE'S KEEPING QUITE CAUSE SOME OF THOSE INVESTIGATIONS HAVE HIT HOME. ITS TOTAL BULLSHIT HE CAN'T SPEAK OUT TO HIS CONSTITUENTS. IF THIS WAS THE CASE THEN EVERY ELECTION ALL COUNCIL PEOPLE WOULD BE QUITE. AND WHY ARENT THE OTHER COUNCIL MEMBERS WHO ARE UP SENDING OUT THE SAME MESSAGE///BERNIE IS A LAIR

This just proves what a hypocritical idiot Bitter Bernie is: I thought he wasn't supposed to be speaking out according to Parks Jr.
....After 30 years of progressive efforts to make the public aware, we've had a complete reversal," Parks said. "This is unraveling decades of hard-fought battles."
Councilman Bernard C. Parks, who led the LAPD from 1997 to 2002, said holding disciplinary hearings in private undermines confidence in the Police Department.

PARKS COVERED UP RAMPART AND DIDNT SAY SHIT WHEN HE WAS CHIEF ABOUT TRANSPARENCY. HE HELPED HIS CORRUPT FRIENDS SWAY THE MEDIA ATTENTION. GEE, I WONDER WHY HE WASN'T REAPPOINTED. GET OVER IT BERNIE, MOVE ON AND SEEK THERAPY FOR YOUR BITTERNESS.
