Tony Butka rebukes Councilman Jose Huizar's "DWP Rate Payer Advocate" claims

Blogger note: This blogger and many others who are well-verse with DWP corruption were taken back when Councilman Huizar send out this campaign mailer. Tony Butka's "No Way Jose-You Are Not The DWP Advocate" is posted here in its entirely and can be found at Butka's NELA Lives Blog.
A few days ago I got a political ad in my mail from Councilman Huizar, basically claiming credit for Measure I on the ballot March 8th – The one about establishing a DWP RatePayer Advocate. Well, if he insists

A large group of men and women in the DWP Oversight Committee, the DWP Committee, the Alliance of Neighborhood Councils, and other community activists, worked long and hard to come up with a Rate Payer Advocate Term Sheet, to address all of the core issues involved in establishing and funding a real Rate Payer Advocate with teeth.
As the City Council Committee went around the City holding hearings, they gave these people reason to believe that they were in favor of the proposals in the Rate Payer Advocate Term Sheet, including Councilman Huizar. Indeed, the initial Council motion for a ballot measure on the Rate Payer Advocate was favorable.What happened next was that the IBEW, who represents most DWP employees, came into the Council chamber and basically threatened the members. President Eric Garcetti ultimately rolled over and made a motion to gut the recommendation, and his watered down version passed on a vote of 8-7. Prominent in the hall of shame 8 were Mr. Huizar, Ed Reyes, and Tom LaBonge.
And for that final vote the Councilman can indeed take credit, for starting out with a bang and caving in the end. As Ron Kaye wrote at the time:
“Remember who knuckled under: The indicted fefon RIchard Alarcon; Jose Huizar, Tom LaBonge and Herb Wesson, all frightened to death the IBEW will spend heavily to defeat in their re-election bids; the irrelevant Janice Hahn and Ed Reyes, and the duplicitous Dennis Zine.”
Well I for one remember. And I’m calling out Mr. Huizar on claiming that “JOSE HUIZAR led the fight to create an Independent Ratepayer Advocate to protect consumers from abusive practices by the Department of Power” in his mailer when the truth of the matter is that he ran away from consumers and taxpayers and into the arms of the well heeled IBEW to garner support for his reelection campaign.
The point is, these kinds of campaign tactics and a disillusioned electorate is exactly how we lose democracy and slide into bankruptcy here is Los Angeles.

Huizar was the only council member to VOTE to support the Mayor's veto of the DWP Motion. He does anything the Failure of Mayor does. He voted to give the general managers $5 million back pay knowing the city is in finanical crisis. He voted to give them raises when no other union got one. I've seen the many mailers Huizar has sent out with tons of outright LIES. Tony should hold a press conference with the many community members who are just as angry at the lies. It one thing if you actually did something right and put it on a mailer, its another to put LIES that can be refuted. DO IT TONY

Next thing you know, Mayor Sam's will be back to floating the rantings of Zuma Dogg as something rational, just like Rudy Rich is now reduced to touting the "endorsement" of the saddest sack ever, in CD14 politics - Alvin (Homer Simpson of L.A. Politics) Parra -- because that's ALL he can get.
(Here's a little tip for you... getting in bed, every night, with UGLIER and UGLIER "women" doesn't actually make you MORE attractive to future partners. It makes you more of a joke. And that's what Red Spot and this blog are now doing, embracing ANY anti-Huizar "ugly" - just to keep the argument going.)

By all accounts -- other than the most rabid Huizar-haters here, Martinez knows next to NOTHING about CD14 that he couldn't have overheard serving drinks to college kids in his bar.

HE should stay on course talking about what he's accomplished but no one seems to know what that is so its easier to attack attack attack. Huizar was never around CD14 before he was elected. He didnt' care about the issues and was a failure as School Board President because Roosevelt High is 2nd in the nation for most overcrowded but Huizar didnt' care. One of the things you fail to understand about politics is that by definition, the INCUMBENT doesn't have to "prove" to that many people that he's capable of doing the job.
Because he HAS the job already, it falls to the opposition to prove 1) the incumbent CAN'T and/or HASN'T (not even close this year); and 2) that the challenger CAN do the job, even better.
That second part is even more laughable this time around! That leap of faith goes beyond a messiah complex, since Martinez is absolutely unproven in anything even slightly resembling community activism, public leadership, or any form of understanding of even what L.A. City government is ABOUT.
(When asked at one forum what his understanding of the "job description" of a City Councilmember was -- what he's supposed to DO to earn the $180,000 paycheck that he says he'll keep and spend every penny of -- all Rudy could muster was "listen..." listen..." "work hard" um, um, um.
LISTENING, is NOT the JOB DESCRIPTION. We don't have a government based on WHO gets your ear and for how long. If we DID, ZUMA DOGG would decide what happens in CD14 more than ANY of us.
Hopefully listening to consitutents will help a CM do their job, buy its NOT what their job is about.
And, frankly, to "listen" to constituents in CD14 often creates more problems that an amateur like Martinez couldn't even begin to deal with -- because we ALL want something different. THAT's when the leadership kicks in, and that's where Rudy hasn't a clue.
Even the out-of-touch L.A. Times endorsement was more of a "hail Mary" ... wellllllll "MAYBE he can do a better job."
Short of the majority of voters just feeling like EVERYTHING bad in their lives locally is the fault of the guy currently in office, that kind of throw everything out and start over is the mantra of anarchists and repeat losers (like Nick Pacheco and Alvin Parra), who could NEVER win an election -- so they simply sow the seeds of anger and unrest.

Huizar doesn't have to prove he's "innocent" of doing a bad job, Rudy Martinez has to at least provem he's guilty . . . (which explains why he HAS to be negative at ALL times about Huizar and CD14.

Rudy Rich has yet to reach nearly half of the precincts in the district in his DOOR-2-DOOR campaign, and so has no visibility (other than angry snail mail) with 40,000 or so registered voters. That's in ADDITION to most people in the OTHER precincts who just NEVER came to the door.

As one of those "perceived" enemies, I think you ought to lighten up a bit.
Huizar's staff probably spends more time dealing with those of us who give them a hard time and pressure him to change some thing than they do with those more easily ready to support him.
He's done that since the beginning - getting face-to-face with a lot of the people who supported Nick Pacheco's attempted comeback in 2005, right away, and finding out how to address their concerns.
Rudy's "discrimination" claims are not only pure B.S., they're probably about 180 degrees in the wrong direction. People ranking with "minus" numbers are the ones his people want to bring over, and convince that they're doing a better job for the community.
We're the "problem" children in the class, that the teacher has to spend extra time with.

LA Weekly says he's only reached about half the CD14 precincts in the many months since he started campaigning and there's only a little over two weeks left.
Rudy goes the way of Alvin and Nick, only his political career was over before it began.

Point of mailer was to take credit for starting the entire conversation that led to the Ratepayers Advocate. If you READ the motion from 2007 that Mr. Huizar did asking for an ombudsperson to keep rates in check you'll see that it's nearly IDENTICAL to the final product. The fact that he did not go as far as some NC types would like is not relevant in determining verity.
