Mayor Sam's Hotsheet for Thursday

Uh-oh the anti-billboard people aren't going to like this.  Joe Mailander at Street Hassle reports that Mayoral candidate Walter Moore took a campaign contribution from Clear Channel billboards.  Mailander also notes that Moore also spent thousands on advertising on Clear Channel radio stations.

Speaking of billboards, the City Council voted to support state legislation outlawing digital billboards. Voting against the resolution were Council Members Richard Alarcon, Bernard Parks, Tony Cardenas and Ed Reyes voted against the measure with the concern the state law would usurp local control.  I agree it has to be an area by area issue. We have a new digital billboard at the NoHo Commons, entrance to the NoHo Arts District and it looks great.  Not only does it advertise the stores at the Commons but there are listings of local plays and artwork displayed.  It makes a great entree into the area.

Wednesday evening the Mid-Town North Hollywood Neighborhood Council voted to oppose Measure B, the controversial solar energy proposal on the March ballot.  Appearing on behalf of the Yes on B forces were MTNHNC board member Gary Barratta and speaking for the opposition was John Stammreich of the No on Measure B campaign.  Also in attendance were representatives of the DWP; some NC members expressed to me later their concern that comments made by the DWP staffers bordered on advocacy for the Measure, in violation of state law.

Los Angeles County Supervisor Gloria Molina will announce she is endorsing Los Angeles City Controller candidate Nick Patsaouras Thursday. Molina was quoted as saying "There is no public advocate as tireless and relentless as Nick is in his determination to maximize every penny possible for taxpayer-funded projects. You will not find a more tenacious fiscal watchdog than Nick."

So it is OK for the state to have digital billboards on the freeways to display a state-approved message, but not OK for a private company to have one?

And this is a free country? Sounds dangerously close to government infringement of free speech.

Why would WM NOT advertise on a Clear Channel outlet?

Does Higby the elephant boycott fresh peanuts just because there's a salmonella scare on peanut butter?

I hope not, since the fresh peanuts didn't have the salmonella. But once again, this is just Higby trying to be provocative, yet not saying who he supports for Mayor.

I guess he is too busy posting here as people who aren't himself, like Amy, Alger and Haikula, and the others.

Walter Moore is a mouthpiece for the billboard industry. The law firm he is affiliated has represented billboard interests for years. It's one of the dirty little secrets he doesn't talk much about. Hard to run as a populist when you're really just another special interest lawyer...

Molina hates the westside AND Valley as reflected in her decades-long hostility to mass transit/ subway through the westside (she also fought it extended to the valley unless it came through HER eastside area).

NOT opposed for financial reasons but because she maintains that her Eastside Latinos need mass transit more than "the rich" so they should get all of it, like with the new LAUSD schools and everything else. NOTHWITHSTANDING that her area just got a hugely expensive new Gold Line extension, which was enough for the locals who don't even want a subway soon or more construction.

This made Molina odd bedfellow to Antonovich on this issue, in the "anyone but metro LA" club. Count Patsouris in that club, while Wendy represents the near-in Valley. Wendy for me anyday.

I don't have a problem with Walter Moore advertising with Clear Channel. He is advertising on radio, and they own radio stations like KFI. He has also advertised on at least two other stations owned by two other companies. So no scandal there.

But it does not look good to be taking money from Clear Channel since it has been revealed that Mr. Moore is a career lawyer on the side of Clear Channel billboards.

Has anyone checked the ethics website to see how much the digital billboard operators, in which Walter Moore represents as attorney, has already contributed to his campaign?

I wonder how many of the individuals who also contributed to Mr. Moore are associated with the company?

The Gloria Molina endorsement of Nick Patsaouras for City Controller is a little puzzling since Nick is NOT Tony V's choice- WENDY GRUEL is Tony's rubber-stamp.

MOLINA's husband, Ron Martinez, is MAYOR TONY'S longtime close friend and MOLINA helped Tony back when, but the MIRTHALA issue cost TONY her unequivocal support. We see that now, with MOLINA passing up an endorsement of WENDY in favor of giving it to NICK.

I don't know how much of a split there is with TONY'S camp, and if NICK's endorsement is partly or entirely a result of that. On the other hand, this might be a case where MOLINA is able to exercise some actual objectivity in her choice.

Either way, NICK has to be the choice- and NICK is not responsible for MOLINA's district-centered decisions on the Gold LIne, etc.

Voting for NICK would be a step in the direction AWAY from the big political machine politics that KEEPS MOLINA in office and that PUT TONY in office.

A vote for WENDY is support for TONY and his style of leadership- that would be "self-serving" "arrogant" "condescending""retalliatory" "deceptive" and "corrupt" under the best of summations.

To vote FOR Wendy as an expression of disdain for MOLINA is just shooting yourself in the foot and perpetuating what is wrong with L.A.'s political scene.

Wendy may be more personable than Molina, but she's still neck-deep in the same politics that we don't need. If you vote for her and she wins, check back some time in the next 4 years and see if anything was done to control waste in city hall, or if she's finding some sacrificial lambs to protect other parts of city operations.

Nick had a friendly relationship with Tony, but he saw he could only do what Tony allowed, with everything else in DWP stacked by TONY- especially that puppet NAHAI.

NICK at least has a chance of unravelling the B.S. that's covering up the wasted money- WENDY has none and does not intend to blow the whistle on TONY.

Wendy has worked for the government her whole life.* She's never run a business such as Nick has.

*Okay we know she swept floors during the summer at her family's business. We know she worked at Dreamworks for a few months but that was Government Affairs which means "lobbyist."

Do we want a former lobbyist as Controller?

6:13, fine. Let the digital advertising be on the exact duplicates of the CalTrans displays, you know, compare "apples to other "apples".

Besides that distorted comparison, the messages are NOT commercial, for-profit content-oriented.

The use is for public service messages, including traffic conditions and the Amber Alerts. I have not seen any "paid" ads.

In terms of free speech, there is a significant difference that makes "commercial" speech fall outside the realm of protected speech that the First Amendment was designed to protect.

And if you think commercial speech IS true opinion only, think of what lawyers or agents say in advocating their clients' positions. It's all a Paid-for alligiance.

DIGITAL BILLBOARDS need strict control and illegal billboards of any kind need demolition with expenses recoverable from the property owner and billboard company jointly.

L.A. drags its feet and an interim ordinance would fill in the gap until the proposed state law would take effect. Somebody has to act.

We already know the Latinos won't vote for Walter Moore.

He blew any chance he had with blacks when he sold out the Shaws.

Seemingly he's pissed off all the bloggers; if Higby AND Mailander don't back Moore that tells you something.

He's going to lose any support from the Ron Kaye NIMBY crowd with his support for billboards.

What's left? The Minutemen and Rita of Sunland/Wally Warner? Not enough.

Cripes! Homeless Dave might beat Walter!

SO Wacko "quid semi-pro quo" Walter is now getting kickbacks from his campaign advertising buys from Clear Channel in the form of campaign contributions.

As those who are "friends of ours" like to say:

"Una mano lava l'altro"

He ain't just "Wacko" -- he's "Grafto" Walter.

(Isn't this precisely what Jimmy Hahn was accused of doing in office -- one of the reasons people ousted him -- when Fleishpeddler-Hillard got overpriced contracts for PR work, then ran campaign fundraisers for Hahn among its own staffers?)

WINNETKA - Thousands of gallons of water has gushed from a fire hydrant into a San Fernando Valley street daily for at least 10 days, even as the mayor has called for mandatory water rationing during the state's severe drought.

Department of Water and Power officials, who said they have been trying to stem the flood along Mason Avenue near the Orange Line busway since Feb. 2, predicted that it may take another week before it is repaired.

"Why not run the pipe over the busway and water those plants?" asked Winnetka resident Bob Kuebler, who reported the flow to authorities after watching the water run down the block into a drain at an estimated 50 gallons a minute.

"All I know is that water is a precious commodity, and why waste it?"

Earlier this week, Mayor Antonio Villaraigosa said he would pursue mandatory water rationing as the city's water supply faces cuts of 15percent to 25 percent. And he appealed to residents to conserve water when and where they could.

So far, he has been missing in action. NOt one to be a "silent" partner, one must assume by his lack of attack that he is engaged in more worthy endeavors, like fund raising, begging, or a slew of other worthwhile project.

Clear Channel donated to their attorney, Walter Moore, who failed to disclose his connection with them. A donation by Clear Channel doesn't mean a candidate's campaign is growing. The donation was in 2007. And it only means that they know they have Walter Moore in their pockets. It's too bad we can't see his polls after JM's blog go from 2.7 down to 0.7.

Fact that walter got a donation from clearchannel maens nothing, they spread it around to everyone and that is peanuts compared to the total anyone needs. But fact that walter's firm represents billboard companies, and he has spoken out in favor of them against the city, IS a huge issue that he should disclose.

@ 6:41 PM, Walter's idea of disclosing it: Ron Kaye's bloggers raised this billboard subject with Walter in comments. He disappeared. So, he didn't forget, and he knew it was important. IMO, Walter has too much contempt for the electorate to care what is important to the voters. He tried to make this about himself.

Walter Moore hat, anyone?

3:27 pm: You would rather that the candidate be heavily bankrolled, on the take, and a compulsive attention-seeking liar that relies on aides due to personal and extended absences from his work-site city?

That seems to be what you're saying.

And what we are waiting for is for the smug fellow who to come out of his bunker when he's in L.A. and not on a photo shoot and show us why he deserves ANY votes.

I guess he's saving us from spewing all his hot air at a debate to save the environment from more toxic gasses from an unnecessary source.

All the criticism of any of the candidates for any reason and for any office is still small-scale stuff when you compare things to what's been going on with the Mayor.

Antonio has been so regularly away from the city that "missing in action" was the phrase used for describing him exclusively. It was begun so long ago that it should be only used for Tony- make up a new phrase if you think Zuma is not around.

Question: Where's Tony?
Answer: Gone to D.C. to try for an early money grab so he can claim credit for it.

All the spinning that goes on just dances around the fact that Tony is no good and that he represents special interests while using "the people" as props to photograph as a substitute for real action done in office.

Um, where ya been? Walter Moore is as corrupt as Antonio, a racist, a wacko. He still hasn't answered the clear channel questions nor has he denied rumors that his wife hightailed it to France and left him with a loonie blogger living in his condo with the bills in his name. Vicky Castro was the LAUSD Board President who pushed the Beaudry project/fiasco as a legacy to herself and no one remembers.

Good thing, too, what a mess. And she's left, as all office holders eventually do, without any responsibility of any kind.

Antonio's going to be the same- leave L.A. in shreds and step over the bodies while he's heading for another office.

What responsibility does he bear? It's all Win-Win for him.

Reviewing donations to Obama yes it is legal for Walter Moore to receive campaign donations from Clear Channel. Considering how difficult it is to get your voice heard in LA it is reasonable he would run ads on stations that support him. Walter Moore has clearly shown he cares about Los Angeles. He has clearly diplayed that he will work for the residents of LA to make LA work for the residents of LA.
