The old, dead Republican Mayor has returned from a long trip north and has time to give you a few bloggy bits to open thread on. We'll back up to full speed in a day.

LA officials approve $12.85 million payout over May Day melee
Press Enterprise: "The Los Angeles City Council has approved a $12.85 million payout for demonstrators and bystanders who were beaten by police at a pro-immigration rally."

Los Angeles Measure B Opponents Lack Substantial Arguments Against Proposal
The Policy Report:  "The Measure B opponents claim that Antonio Villaraigosa is making a backroom deal with the IBEW Union.  I have no knowledge of this.  Here is what I do know– it doesn’t matter to me who installs these solar panels.  I want the City of Los Angeles to have 400 Megawatts of solar power which Measure B plans to create.  Even if the IBEW increases their political influence in the City, does it matter?  The cost of getting that solar power is adding more IBEW jobs to the Department of Water and Power, and that is a fair trade to me."


Dispute arises on Measure B cost
The Daily News: A consulting firm hired by the city to detail a proposed solar-power ballot measure estimated the cost at $1 billion - or only one-third the amount of earlier projections, officials said Monday. City officials had previously estimated that it could cost up to $3 billion, but could be reduced to $1.5 billion with federal tax credits. A separate, highly critical outside audit to be released soon, however, estimates the cost at up to $3.6 billion and argues that the city would not be eligible for the tax credits.

First of all, congratualtions on your recent election victory.

I am contacting you, hopefully, as the next mayor of Los Angeles, as my name is on the ballot in the March 3, 2009 general election where I am challenging Hillary Clinton's former campaign co-chair, Antonio Villaraiogsa for the position.

Do a Google search for "Zuma Dogg" and you can catch up on my legendary, iconic status in the City of Los Angeles as the City's best-known gadfly and Villar's biggest nemesis.

The reason I am contacting you, Mr. President, is because I am concerned the City of Los Angeles may be trying to bamboozle you, when it comes to the number of affordable housing units the mayor will be claiming.

As you know, the City of Los Angeles receives Federal dollars, based on the number of affordable housing units the city offers.

And as you know, the mayor is up for re-election. So he went on TV and started bragging about how many new affordable housing units the city has added to the market.

And, if anyone knows how suckers believe whatever soundbite you give them, people think the mayor is helping the homeless with all this new affordable housing.

But here is where RACKETEERING concerns come into the picture. Here is what the city did:

They sent notices to a bunch of smaller hotel owners (the type of hotels with no more than 45-50 units) claiming that these hotels were "residential" units, and if they disagreed, they can send the City $600, plus all the registration records over the past three years, and their request will be considered.

Well, the city says no to all of these hotel operators, but if they want to try again, they can send another $600 and see if the results change.

The least expensive of these types of hotel rooms cost about $1000, minimum. And a more likely rate is $1700 or more, a month. THAT IS NOT AFFORDABLE BY ANY STRETCH OF THE CORRUPT POLITICIANS MIND!

The total number of hotel rooms at this rate that was added to the "affordable housing" increase that Viagraosa bragged about is about 19,000 units.

So when Villaragiosa applies for the Federal money based on the number of affordable housing units in the city, you better throw some investigators and auditors to go over the whole accounting.

Because this is just one of many angles Villaraigosa will be using to try and take advantage of you since you're just a rookie, and Villar is a seasoned career politician, who has the most ingenious and decietful scam-artists coaching him on all the shady angles to pilfer the city, state and federal coffers.

And I urge you to please throw your support to "Zuma Dogg" by endorsing me over Villaraiogsa. All he did was campaign for Hillary. NOT because he didn't dig you from the start. But because he though Hillary was going to clobber you. So he threw you under the bus, then regretted the decision, like so many of his personal decisons over the course of his term. Let's end his term.

Mr. President, besides this affordable housing scam, I urge you to contact your boy, Eric Garcetti, L.A. City Councilmember who idolizes and worships you over the city's Rent Escrow Account Program (REAP). It is another possible Federal Racketeering charge that may be leveled against the City of Los Angeles.

Mr. President, I'm concerned if you do not get some leverage over Villaragiosa and Garshady's City Hall, you will lose the city, which will sink the State, and then you will be going on Meet The Press saying how we need a financial bail-out for the City of Los Angeles, because "it's too important of an economy to let fail."

Here are the recent stories about the Rent Escrow program and Federal lawsuit that is being filed in court.

And finally, please review my article, "Interpreting Deming's 14 Points." I know you know W. Edwards Deming. In these economic times, it is time to embrace this philospohy as we are forced to do more with less.

First of all, I consider my extensive training of Dr. W. Edwards Deming's 14-point management philosophy the single most important qualification that distinguishes me from the other candidates.

So the fact that I have an actual 14-point plan (method) in which to operate the mayor's office distinguishes me as a candidate. As opposed to just pointing out problems with no method to achieve the goal of improvement.

Secondly, I am the only candidate who actually attends almost all of the City Council meetings (including a six-month-plus stretch without missing a single meeting), reviews each agenda, item by item; then speaks out "on the record" before council on the shadiest items.

So I don't think there is any other candidate on the ballot, including the incumbent, who is as on top of what is going on in the city on a day-to-day operational basis than myself.

And while attending all of these council meetings and other community meetings, I have met thousands of people (who see me on TV) who grab my ear and tell me about what is most important to them in their community. What issue is the city plaguing them with. These are truly heartbreaking stories from the most diverse socioeconomic and demographic crowd on the planet. The truest melting pot in the world is L.A. City Council chambers on any given day.

So I have sure been "schooled" by nearly all factions of the community in nearly all pockets of the city, from Marina del Rey to El Sereno. I am just as recognized in Highland Park and Woodland Hills. I am certain there is no other candidate who has spent more time in the streets and meeting rooms throughout the city, being educated on the most important issues in the city.

But the most important and unintended quality that I have taken on while connecting with so many people across the city is the actual importance of "compassion" in making decisions as mayor. It's easy to take an idealist, "perfect world" stance on citywide issues as a candidate. But then you have to deal with a real situation, with real people, in real time. And I wouldn't be prepared to be mayor of this city without seeing and hearing things from other people's perspective.

Everything I have ever spoken on or written about has been brought to me by a member of the community either by e-mail, phone or in person. And it has only been through this process of meeting thousands of people over the past three years as I attend these meetings that I am now ready to represent the voice and spirit of the community.

And they don't teach you how to run the mayor's office in an Ivy League textbook. So luckily, I have studied Deming's management philosophy extensively and have attended hundreds of council meetings and spoken with thousands of people, so I probably know what is actually going on and what to do about it more than any other candidate.
